Policy Proposal to Improve the Unloading System of the Agricultural Wholesale Market, Focusing on the Garak Market (농산물도매시장 하역체계 개선을 위한 정책적 제언 : 가락시장을 중심으로)

  • Purpose - The Garak agricultural wholesale market ('Garak Market') plays a central role in the distribution of agricultural products in Korea and is important in connecting consumers with producers. However, problems regarding inefficiencies and the high-cost structure of the wholesale market's distribution/logistical system are being raised in relation to severe competition among retailers. Furthermore, the service needs of retailers and market users are not being fulfilled due to the inconsistency of the wholesale market's functions and facilities, thus reducing the competitiveness of the market. In this regard, innovative changes are being requested of the agricultural wholesale market according to changes in the agricultural product distribution environment. In particular, the lack of unloading facilities and the outdated unloading system of the wholesale market must be improved to enhance system efficiency. Research design, data, and methodology - This study observed the problems of the unloading system of the agricultural wholesale market in order to present relevant measures for improvement. The need for unloading auctions was also researched in this study. The survey of 70 forwarders belonging to the producing district distributor association of the Garak market was conducted by post. Additionally, 20 auction dealers and 59 shippers and transporters were individually interviewed. The survey on the need for unloading auctions used five-point Likert Scales. The statistical analysis was conducted with SPSS WIN 12.0 software. Results - First, the wholesale market must employ members of the unloading labor union to allow these employees to directly manage the unloading process. Second, it is crucial to revise regulations to ensure that the principal agent pays the unloading cost according to the standard unloading cost system. Third, the vehicle auction carried out for certain vegetable products must be converted to the unloaded auction system. According to the related interviews with the wholesale market's distribution agents, whereas shippers and transporters recognized the need for unloaded auctions, auction dealers tend to have a negative view of this system. Furthermore, the stated reasons in favor of unloaded cabbage, radish, and other vegetable auctions were prevention of constraint, creation of transparent trade conditions, and reduction of corrected seller tickets. Many of the respondents answered that the transport cost reduction rate in unloaded auctions must be below 20%. Fourth, the unloading system must be mechanized and a detailed, reasonable plan must be provided to settle the existing conflict with the unloading labor union. Conclusions - The proposals in this study are expected to play an important role in improving the cargo handling system of the wholesale agricultural product market in the future. Improving the system is expected to help shore up the competitiveness of the industry. If all the related bodies closely cooperate with each other and work harder, taking advantage of the synergies created by the facility modernization project, the Garak market will play a pivotal role in the distribution of agricultural products.

  • In order to solve the shortage of roughage supply for dairy farm in Korea, winter cereal forage production after harvesting of rice in the fallow paddy field is studied. This study consist of two parts. One is the model development of the mechanized production which was already reported at the preview paper. This is the 2nd parts of the study. Also, the mechanized production model for cereal forage production in winter was reported in the previous study. In this paper, coverage area and mechanized wrap silge production cost are analyzed and compared to the other available feeds in Korea. Results of the research are summarized as follows; The coverage area for the winter cereal wrap silage production system in Korea is estimated to be 33.7 ha in case of working with a tractor and a set of implements. If two or three tractors are available, the coverage area is estimated to be 68.0 and 101.3 ha, respectively. The break even point (BEP) of the farming size is analyzed as 10 ha and its production(operating) cost is estimated to be 317 to 443 won/TDN-kg at the BEP point. The cost is lowered to 182 won/TDN-kg at 100ha-working, and is much lower compared with prices of imported feeds of 360∼600 won/TDN-kg. Therefore, winter cereal wrap silage model is judged to be feasible and desirable for a large scale production of forage in winter fallow paddy field.

Relationship Between Farm Land Structure and Machine Efficiency

  • Effective machine capacity is affected by the physical and geometrical conditions of the fields. In the small and scattered farmland structure field efficiency is greatly influenced by plot geometry. In this paper, a method for estimating field efficiency and effective machine capacity was developed . The developed method was applied to Korean paddy cultivation. Various time elements related to farm operations for small and scattered plots are discussed in this paper . Available working time is divided into two parts, viz. the preparation time for machine operation and actual working time. Two kinds of machine efficiencies, namely , Machine Efficiency 1, applicable on a single large plot or set of well consolidated plots ; and Machine Efficiency 2, applicable on small and scattered multiple plots, are considered. Based assumptions made and steps followed to construct the model are discussed. Effective capacity of each machine based on different plot geometries are calculated y the model. Machine efficiency on a single plot increases with increase in the dimension of longer side of the plot . Low speed, low theoretical capacity machines have higher machine efficiency which is only slightly influenced by plot geometry. As plot geometry is improved , the machine efficiency of high speed, high capacity machines increases rapidly. The effects of short side length and plot size on machine efficiency on a single plot depend on the type of farm operation. For a particular plot shape, as plot size increases, machine efficiency on multiple plots increases rapidly. The effects of consolidation on machine efficiency is highly significant if the plot size is small and/or machine size is large.

Present Status and Future Prospects of Power Tiller Industry in Orissa, India

  • Orissa is one of the major rice growing states of India. The state covers an area of 15.54 mha with 6.00mha cultivable holding is 1.46 ha. The power input is much below the national average of 0.87 hp/ha. Recently, the Government of Orissa has accorded equal status to Agriculture as given to the Industry with determination to increase the power input for agricultural production to2.54 hp/ha so as to obtain an average rice productivity of 3.0t/ha. Appropriate power units so as to be available with in the purchasing power of the small size farm owners in lieu of a pair of bullocks appear to be the right approach and is found to be in line with the highly successful Japanese and Korean model of small farm mechanization . The state needs 0.25m units of small tillers and tractors per year. The present population of tractors and power tillers in the state is about 11000nos. In India, two manufactures in collaboration with Japanese firms started manufacturing of power tiller sin 197 . The present production of power tillers in the country is about 1000 unit per year which is inadequate to meet the demands of all the stats. To meet the demands of the Orissa state, three Chinese model power tillers imported by local agencies are being supplied to the farmers during the past two years. Encouraged by the demand of power tillers in the state, three local manufacturing units located at Bhubanewar have come up with their own model of light weight power tillers(1.5 to 3.0 hp) during the past one year. These machine have been evaluated in the farms of the university and have been found to be promising . There is a target of supplying during 1996-97. The local manufacturers are in need of international collaboration for technical knowhow to manufacture these machine economically to meet the requirement of the farmers.

A Fundamental Study on Detection of Weeds in Paddy Field using Spectrophotometric Analysis (분광특성 분석에 의한 논 잡초 검출의 기초연구)

  • This is a fundamental study to develop a sensor to detect weeds in paddy field using machine vision adopted spectralphotometric technique in order to use the sensor to spread herbicide selectively. A set of spectral reflectance data was collected from dry and wet soil and leaves of rice and 6 kinds of weed to select desirable wavelengths to classify soil, rice and weeds. Stepwise variable selection method of discriminant analysis was applied to the data set and wavelengths of 680 and 802 m were selected to distinguish plants (including rice and weeds) from dry and wet soil, respectively. And wavelengths of 580 and 680 nm were selected to classify rice and weeds by the same method. Validity of the wavelengths to distinguish the plants from soil was tested by cross-validation test with built discriminant function to prove that all of soil and plants were classified correctly without any failure. Validity of the wavelengths for classification of rice and weeds was tested by the same method and the test resulted that 98% of rice and 83% of weeds were classified correctly. Feasibility of CCD color camera to detect weeds in paddy field was tested with the spectral reflectance data by the same statistical method as above. Central wavelengths of RGB frame of color camera were tried as tile effective wavelengths to distingush plants from soil and weeds from plants. The trial resulted that 100% and 94% of plants in dry soil and wet soil, respectively, were classified correctly by the central wavelength or R frame only, and 95% of rice and 85% of weeds were classified correctly by the central wavelengths of RGB frames. As a result, it was concluded that CCD color camera has good potential to be used to detect weeds in paddy field.

  • In various crops, seedlings are preferred to seeds for faster and more effective growth, so transplanters are used for them. This 2-row transplanter was developed to promote the mechanization of vegetable transplanting work which depends on human power. and it can automatically supply seedling tray and transport picked up seedling to the planting hopper. Also, we judged performance of transplanter with comparing seedling missing plant ration according to two types of pick-up method. Result of experiment, in finger-type picking up of 265 seedlings, missing plant ratio was 13.7% with 17 failures of pick-up and 15 collapse of bed soil. and In fork-type picking up of 200 seedlings, failure of pick-up was not appeared and missing plant ratio was low as 4% with 6 dropped during transfer. Therefore for 2-row automatic transplanter, fork-type pick-up device was found to be compatible.

  • This study is aimed at evaluating the present management status of the rural special production area development projects and identifying managerial problems to propose new direction of the political countermeasures for the projects. In the con text of implementing the five year's economic developent plans for the past three decades, agricultural production and farm-household income have also been grown rapidly. However the income gap between rural and urbarn laborer, as an internal problem, has widened during the decades and the UR problems concerning free trade of agricultural products, as an external problems, are now agonizing the small-holder farm economy in Korea. The internal and external farm problems could be solved through improvement of agricultural structure and provision of off-farm jobs for farm household income increase. As a part of the off-farm income sources, the rural special production area development projects have propelled by the government throughout the country. The main problems to be solved for the successful implementation of the projects are as follows : 1. Present loan amount by the financial fund was estimated at 6-7% of the total installation costs required. To expand and implement the project successfully, enough financial credit support with favorable terms and conditions have to be considered by the government. 2. The operation patterns of the special production area development project should be recommended from the view point of cooperative and private operation to maximize farm household incomes including profits, marketing charges and dividens. 3. Improvement of the marketing channel of the products and marketing information through TV program and other mass communication should be implemented strongly to promote marketsales by the financial supports of the government. 4. In connection with the off-farm income increase, the population migrating to urban area in outside Chungnam province equivalent to 10-12 thousand persons with age of 20-49 years should be taken into account politically to be employed in the projects in the province. 5. Surplus farm labors should be created by means of improvement of agricultural structure including large farm management with farm mechanization and job opportunities have also to be provided in connection with the rural special production area development projects. The two imminent subjects are the prerequisites to increase off-farm incomes for the farmers living in Chungnam province. 6. Required credit supports for investment and operation costs of the projects should be taken actions by the government.

  • Recently, the cultivated area is reduced, the ratio of upland-field in the total cultivated area is increasing relative appeared in 36.2% in 1990 from 43.7% in 2013. If upland-field can be applied well designed-infrastructure, good income crop production is possible, however, maintenance of infrastructure and a significant portion of the upland-field is maintained under insufficient infrastructure. While imports of agricultural products expanded since the 2000s in progress, looking at the self-sufficiency of upland-field crops, it is reduced to from 90% to 42% for the pepper, it is from 90% to 74% for the garlic, cereals is reduced from 42% by 26%. As a result of these conditions, the competitiveness of farmers has weakened, the risk to meet the challenges of this area of production and supply reduction increased. This study was the first to conduct a basic evaluation index, data analysis and evaluation of indicators to diagnose the agricultural production capacity of the upland field. 12 kinds classified index of producing conditions from the natural environment and eight factors for the cultivation and production capabilities have developed for the assessment of productivity of upland-field (especially Kimchi cabbage). Through this regional imbalance was found, based on the production capabilities conditions are good in Haenam, Gangneung, Pyeongchang. 3 Regions have been low and the lowest Youngwol to 0.8992. Climate(Cultivation conditions) indicators of Mungyeong region is the highest, relatively low areas were in Taebaek. In particular, it is determined to be preferred that the area required for the enhancing the production environment based on providing the convenience for the producing and maintenance of the first production area. It is necessary Increasing part of mechanization, agro-industrial competitiveness through aggressive management plans for facilities as required in the process of post-harvest storage, processing, distribution line can be improved.

Development of Shattering Machine for Sesame (III) - Fabrication and Evaluation of the Final Machine - (참깨 탈립 작업기계 개발에 관한 연구(III) - 최종기 제작 및 평가 -)

  • The developed final shattering machine for labor-saving mechanization of shattering of sesame consisted of input part, shattering part, re-shattering part for unshattered pod and pneumatic sorter. The bundle of sesame was held as upside down and fed into the machine continuously. Then, the fed bundle of sesame was shattered by side shock and agitation. The performance of shattering for the sun dried bundle of sesame of conventional manual work and final shattering machine was compared. Since the shattering ratio measured by the final machine was 97.2% at the first operation, in case of fully dried sesame by drying stand, the harvest of sesame can be completed by only one time shattering operation. The work hour per area of 10 a for the mechanical work and the manual work were 0.3 hour and 13.9 hour, respectively. The total shattering ratio of the final machine with vertical feedings of bundle of sesames was 97.2%.

Development of Welsh Onion Harvester for Tractor

  • Purpose: To ascertain the increase of the farm income that predominantly relies on human resources by mechanizing Welsh onion harvesting, a tractor-mounted Welsh onion harvester was developed in this study. Method: An experiment for evaluating harvesting performance was performed for the developed Welsh onion harvester in an actual Welsh onion farm. The harvest performance was evaluated at the tractor running speeds of 5.0 cm/s, 11.4 cm/s and 15.8 cm/s, by comparing the operating efficiency, harvest rate, and damage rate of the Welsh onion harvester. Results: The performance of the harvester was rated as very good, with a 100% harvest rate, regardless of tractor running speed. Furthermore, it is shown that work efficiency of the harvester is expected to increase as the running speed increases. Nonetheless, the damage rate of the harvested Welsh onions at running speeds 5.0 cm/s, 11.4 cm/s, and 15.8 cm/s, increased correspondingly and proportionally to speeds from 4.55% to 6.53% and to 11.29%. The residual amount of soil on the harvested Welsh onions was about 0.24% of their weight showing excellent soil-removal performance of the harvester. Conclusion: The developed Welsh onion harvester is believed to improve the labor productivity and cultivation environment of Welsh onion farmhouses by the mechanization of the harvesting process that is currently associated with the largest amount of labor hours.
