About 50 percent of irrigation and drainage facilities in our country are deteriorated as they were constructed over 40 years ago. Worsening the problems in function might be caused by these facilities' constant exposure to the elements. With these reason, efficient maintenance and management of irrigation and drainage facili- ties are required. A computerized system is tailored on the basis of the each characteristics'data of irrigation and drainage facilities. The unified management system to be introduced in this study is a package program consisting of three subprograms. Facility Management(FM) system, the first component, is a relational database system for image processing and registering the characteristics of irrigation and drainage facilities. The objective of this program is to manage the ledger of each facilities and to scan the characteristics of facilities. Telemeter(TM) system, the second component, monitors and processes the data from the sensors statistically. This system is preprogramed for the complete design of TC/TM system. Hydrological Data Management(HDM) system, the third component, executes the hydrological analysis using meteorological data. The unified management system can provide the latest information, such as image data, lists and items of facilities, and items of reforming and rebuilding etc., of the facilities to the manager. At the same time, this system can manage hydrological and meteorological data in realtime.
Protected horticultural complexes would increase crop productivity but would adversely affect the groundwater recharge function in the area because the impervious area would increase. Further, they would limit the movement of living beings, affecting biodiversity. Therefore, this study evaluated the groundwater ecosystem services provided by protected horticultural complexes in terms of consistent utilization of water. The estimated amounts of groundwater loss obtained through quantitative assessment of groundwater infiltration showed that a higher impervious area results in higher losses. We, therefore, predict a much higher loss if similar changes in land use are realized on a nationwide scale. A plan to promote groundwater recharge in impervious areas is actively being discussed for urban areas; however, this plan is not yet applicable to farming areas. We consider it is essential to develop groundwater infiltration facilities for horticultural complexes, infiltration trenches, permeable pavements, surface water storage facilities, water purification facilities, etc. Further research and development of groundwater infiltration facilities is important for consistent utilization of water and the improvement of ecosystem services.

Silkworms are very sensitive to changes in temperature and humidity, and unless it is a suitable temperature and humidity to grow, the productivity and quality of silkworms are greatly reduced. Therefore, it is very important to manage temperature and humidity for silkworm feeding facilities. In particular, it is essential to install heating facilities in Asian countries with distinct seasonal changes. During the feeding period, many farms manage the temperature and humidity of feeding facilities by installing and using electric heaters inside the facilities. However, it is very difficult to manage the room temperature stably by the heaters. In addition, unlike the temperature inside the facility, silkworms could undergo severe temperature changes as the inside of the rearing tray could not be warm enough. In this study, in order to improve the previous heating method, the new rearing method that directly heats the bottom of the rearing tray was developed. Compared to the previous room-heating system, the novel heater-installed tray (HIT) system significantly reduced the change in temperature during the experimental period. In addition, the number of days of silkworm growth up to harvest was shortened, which was effective in growth performance, and it was also found that silkworms grew more uniformly in HIT system than in previous system. Moreover, as the heater tubes were installed directly under the rearing tray, it quickly dried mulberry leaves and silkworm feces after feeding, and as a result, the environment in the tray was greatly improved with decrease the labor of breeder. In conclusion, these results suggest that the heater-installed rearing tray method greatly improves silkworm quality, increases weight of silkworms, and final profits compared to the previous room heating system with electric heaters.

This study was designed to examine agro-healing services and programs provided and operated by farms in Korea. The results of the analysis of the agro-healing programs and operation of farms were as follows. The purpose of the operation of farms was to raise productivity by managing farms in a cooperative way through agricultural production, education and healing, and to raise income by processing and selling agricultural products. It was difficult to access farms by public transport and thus visitors had to use their own cars. The size of farms varied. The main resources utilized in the surveyed programs were plants, rural environments and landscapes, and agricultural products. The programs were conducted using resources that were commonly found in rural areas. Facilities on each farm were equipped with facilities (indoor and outdoor learning place, gardens, vegetable gardens, orchards, etc.) and convenience facilities (parking lots, drinking fountains, kiosks, etc.) to support program operation. However, facilities for the handicapped and accommodation facilities were insufficient. The programs operated on each farm utilized agricultural resources, farm produce, and rural resources and were classified into activities such as making, feeling, and growing. The average number of people who operated the family-centered program was 2-3, having qualifications such as welfare horticultural therapists, forest interpreters, experience instructors, and social workers. In addition, they had expertise in medicinal food, dietary life, and social welfare, and they also had essential expertise required to operate programs.

Drought is a natural disaster that directly affects agriculture, which has a great impact on the global agricultural production system and yield. The lack of water storage in most parts of the country due to the lack of precipitation has caused a great increase in social interest in drought due to the dryness of rice fields and crops. As the drought period increases and the drought intensity becomes stronger, it is believed that drought damage to crops will continue; thus, it is necessary to understand the vulnerability to irrigation performance and the ability of irrigation facilities. Therefore, this study conducted a vulnerability assessment of irrigation facilities (public Groundwater well) in cities across the country. The survey was conducted using statistical data from 2007 to 2016, and the vulnerability score was calculated according to the vulnerability evaluation procedure for drought in the irrigation facilities (public groundwater wells). Among 157 regions, 136 areas were very vulnerable; 14 areas were vulnerable; 3 areas were normal; 4 areas were good, and 0 areas were excellent. The vulnerability assessment can be used as basic data for the development or maintenance of field irrigation facilities in the future by understanding the vulnerability of irrigation facilities.
Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.
This study is aimed at identifying the national economic value of the irrigation facilities by reviewing the existing papers on economic values of the irrigation facilities and presenting current status of dual O & M problems of the irrigation facilities. This study suggested the unified O & M system rather than continuing the existing dual O & M system of irrigation facilities based on the surveyed results of the activities of irrigation fraternities in Chungnam Province. The findings and proposals for the successful unified and mono O & M system of the irrigation facilities are as follows: (1) Total number of irrigation facilities in the nation accounts for 67,582, while the total length of irrigation and drainage canals amounted to about 174,259km. On account of the total length of structural canals was estimated at 31%, much losses of water and much O & M costs have been inevitable for the full irrigation rice culture. In spite of the past heavy investment for irrigation facilities, the ratio of rain-fed and partially irrigated paddy fields accounts for 23% in 2003. Both Korea Agricultural and Rural Infrastructure Corporation (KARICO) and the city and Gun Governments have managed the irrigation facilities separately by irrigation fraternities. The KARICO have commanded 59% of irrigation paddy area with 18% of the total irrigation facilities, while the city and Gun governments covered 41% of irrigation paddy area with 82% of the existing number of irrigation facilities representing small and medium scale. (2) The 1999 demand prices of irrigation water per ton expressed in 2000 constant market price was estimated at 388 won, the supply price was amounted to 184 won per ton. Considering the supply and demand curve of the irrigation water, the existing irrigation facilities could not satisfy the demand of irrigation water. (3) In 1999, total present added value of the irrigation facilities during the economic life accounted for 48 trillion won, while total supply cost was 44.7 trillion won. The marginal benefit and cost ratio of irrigation water was 1.08. (4) The total O & M cost per year amounting to 681.1 billion won have been required to maintain and repair the existing irrigation facilities in Korea. For the successful unified O & M of irrigation facilities covering whole irrigated paddy field in Korea, 950 billion won of O & M costs are required to keep up the marginal benefit of irrigation water as 2,800 billion won per year. The total O & M cost as 950 billion won should be allocated 40%, 380 billion won for O & M costs of irrigation facilities and 60%, 570 billion won for improvement of irrigation facilities. (5) The study investigated and reviewed the present O & M status of the irrigation facilities by small and medium irrigation fraternities. Most of the farmers belong to the irrigation fraternities preferred not only unified O & M but also KARICO take-over of the whole O & M activities of the irrigation facilities. The prevailing O & M cost per 10a expended by the Corporation was amounted to 104,890 won, while that of city and Gun governments was only amounted to 4,600 won per 10a. regarding the small amount of O & M cost expended by city and Gun governments, it is evident that the existing irrigation system have been managed ineffectively and deteriorated the facilities comparing that of KARICO. In conclusion, the Government could not satisfied the demand of irrigation water by suppling water with existing irrigation facilities. Therefore new additional investment and financial support for irrigation water development should be made to convert rain-fed and partially irrigated paddy fields into fully irrigated ones. The operation and maintenance cost should be supported to keep the marginal values of rice production of existing irrigation facilities in the national economy and to modernize the obsolete irrigation facilities. By unifying the existing dual O & M systems, all the farmers belong to the irrigated paddy fields have to be equally benefited and could be increased their farm income and be stabilized their rural lives.

Due to recent climate change, the amount of rainfall during the summer season in South Korea has been decreasing, leading to an increase in areas affected by frequent droughts. Droughts have the characteristic of occurring over a wide area and being unpredictable in terms of their onset and end, necessitating proactive research to cope with them. In this study, we conducted an assessment of agricultural drought vulnerability in Taean-gun, Chungcheongnam-do, focusing on irrigation facilities and paddy fields. The assessment criteria were meteorological impact, drought occurrence status, supplementary water supply capacity, and drought response capability, with nine specific indicators selected. The drought response capability was analyzed by applying a scoring system as a key component of the agricultural drought vulnerability assessment, while the other indicators were quantified using an entropy weighting technique. The results of the assessment showed that Anmyeon-eup and Taean-eup were the safest areas, while Wonbuk-myeon, Nam-myeon, and Gonam-myeon were the most vulnerable. It is expected that the findings can be utilized to enhance understanding and proactive measures for coping with agricultural drought, and to determine the priority of drought response in different regions.

Agricultural water occupies the largest portion of total water use in Korea, and generally researches on the development of agricultural water have been stressed on the demand of agricultural water itself. But it is unavoidable to change a policy from the development of water resources to cope with the increase of water demand to the effective management of existing water resources. Evaluation of the decrepitude of irrigation facilities and their reasonable maintenance are important for the effective supply and use of agricultural water. Therefore it is necessary to develop evaluation technique that diagnoses the current condition of irrigation canals and suggest a countermeasure to improve the found problems. 25 items in 6 classes were selected for the evaluation of irrigation canal systems, and the weighted value between the items was calculated using AHP (Analysis Hierarchy Process) method. The current condition of the irrigation facilities was evaluated from the class evaluation marks, and ranking was decided from the total marks between the projects, and finally the priority of the project for the improvement was given.

General concepts and overall procedures of APMAG-Agricultural Products Marketing Analysis Model using GIS(Geographic Information System) techniques for appropriate allocation and management of agricultural products marketing facilities are introduced. In this study, modeling techniques and visual reporting skills are both emphasized. The APMAG enables to analyze the temporal and spatial flow of agricultural products marketing by the flow function that is proposed in this study. Results analyzed by proposed model for rice are displayed many different ways and show the use of the given model.
