Evaluation of the Current Direct Payment Schemes and Direction : based on farmers' survey data (현행 직접지불제의 평가와 개선방향 : 수혜자 조사의거)

  • The purpose of this study is to evaluate farmer's general contents on the current direct payment schemes and to derive some improvement measures, based on the survey data for the three types of direct payment schemes currently executed in Korea; Rice Farmer's Income Support, Early Retirement Aged Farmer's Support and Less Favored Area Direct Payment. In recent years we have introduced diverse direct payment schemes that are expected to have immediate effects in a short term period without enough preparation of the policy, which raises some contradiction between the agricultural policy and the original purpose of the direct payments. The result shows some important revisions should be made related the direct payment schemes, such as farmer's income stability through the improvement of unit payment and the payment length jointed with criteria of the payment, in addition to keeping up multifunctionality of agriculture and enhancing the effect of structural adjustment in agriculture.

Improvement Strategy by Case Study on the Direct Payment Program for Rural Landscape Preservation: Bonghwa-gun, Chungwon-gun, Hongsung-gun (경관보전직불제 시범사업의 시행사례 분석 및 개선방안: 봉화군, 청원군, 홍성군 사례를 중심으로)

  • The purpose of this study is to analyze the problems of operating the Direct Payment Program for Rural Landscape Preservation and to derive the way of improvement based on case study for three areas in Bonghwa-gun, Cheongwon-gun, Hongseong-gun. The most important factor for the program is farmer's consciousness and positive participation of the farmer who are the subject of this project. Even if farmers are not satisfied with the amount of direct payment income, they try to create income by utilizing landscape preservation crops. Particularly current unit payment dose not surpass the for the crops farm operating costs and payment time is not appropriate for the farming cycle. Hence, it needs to be considered increasing unit payment and rearranging the payment time. Also, we need to introduce incentive system based the degree of fulfillment of the Direct Payment Program in each areas. In general the Direct Payment Program for Rural Landscape Preservation has potentiality to contribute farmer's income stability and the vitalization of region with three revisions.

Direct Payment Policy in Less-favored Areas and Its Challenges in Rural Japan (일본 중산간지역 직불제 추진 실태 및 시사점)

  • The study aims to explore the individual and group agreement of the direct payment of less-favored areas in Japan. This study was conducted by literature review, specialist interview and field visiting. The results of this study were as follows. First, direct payment policy in Japan was consisted of three components which were to maintaining multiple functions, to reorient agriculture sector, and to revitalizing the community activities. Second, the purposes of direct payments with conversion program is to reorient agriculture and revitalize the community activities which were changed from sustaining existing agriculture. Third, the conditions of group agreement is to make a agreement that a group of farmers should make a five-year agreement stipulating activities necessary to prevent the abandonment of farmland and to be more than one hector, and good agricultural practice or other activities favorable or friendly to environment should be implemented. As individual and group agreement, the land area of direct payment was 662,000 ha in less favored areas. In conclusion after direct payment in less favored areas, the abandonment of farmland was mitigated, and the agricultural production activities and community activities had become more vigorous through the discussion for planning their own land in the village.

An Economic Evaluation on the Direct Payment System for Environment-friendly Agriculture in Korea Using AGE Model (AGE모형을 이용한 친환경농업직불제의 경제적 성과계측)

  • This study analyses the macroeconomic effects of the direct payment system (DPS) for environment-friendly agriculture in Korea. We utilized the applied general equilibrium model (AGE model) for the general agricultural sector as well as the environmentally-friendly agricultural sector. We considered several scenarios based on various direct payment amounts to measure and analyze economic impacts. Scenario 1 considers the current direct payment system. Scenario 2 examines an additional 5% increase from the direct payment amount in scenario 1. Scenario 3 reviews an increase of 10% in direct payment amount while Scenario 4 considers an additional increase of 15% compared with Scenario 1. Lastly, scenario 5 examines a 20% increase in direct payment amounts compared with scenario 1. In addition, the baseline considers conditions prior to the introduction of the direct payment system. The simulation analysis results show that capital formation, production volume, and labor productivity increased in the environment-friendly agricultural sector. In contrast, employment in the environment-friendly agricultural sector decreased. The price of environment-friendly agricultural products following the introduction of the DPS remain consistent with the price of environment-friendly agricultural product before introducing the DPS. This results from price elasticity of supply and demand are inelastic, and there is no change in the income of consumers during the analysis period. However, additional research is necessary for improvement of the model using complementary statistical data for the environmental-friendly agriculture sector.

Analysis of the Landscape Conservation Direct Payment System Based on Spatial Information Data and Utilization of Rural Area Regeneration (공간정보데이터 기반의 경관보전직불제도 실태분석과 농촌공간 재생의 활용방안)

  • There is a clear need to enhance the attractiveness of rural areas by leveraging their core assets to respond to emerging mega-trends. This paper analyzes the progress of the direct payment program that has been implemented to preserve agricultural landscapes in rural areas, using spatial information data. The study identified the planting characteristics of landscape crops, spatial utilization characteristics of the system, and utilization characteristics of the system by the beneficiaries. According to the analysis, the spatial utilization characteristics of the system could be classified into eight types: tourism resources and nearby agricultural areas, designation across the entire rural area, agricultural areas around villages, large-scale agricultural areas, small-scale agricultural areas, scattered and dispersed areas, independent parcels of land, and ranches. Based on the characteristics and limitations of the landscape preservation direct payment system, this study provides directions for future rural specialized zones. The landscape preservation direct payment system focuses on income support for farmers and providing agricultural benefits in terms of public interest. Meanwhile, the landscape agricultural zone serves as a rural specialized zone, highlighting the need to explore the direction of integrated rural landscape management. It is important for farmers, as the key stakeholders, to preserve the agricultural landscape in rural areas. Forming community-level cooperatives and engaging in relevant activities are crucial for achieving this goal. In order to actively preserve the agricultural landscape, it is necessary to consider the resumption of financial support for village landscape preservation activities, along with the designation of landscape agricultural zones. There is a need to conduct a specific review and explore measures to accommodate the designated landscape complexes at the local government level. The higher the ratio of designated landscape complexes, the more agricultural landscape management based on public value has been carried out. The designation of such landscape complexes can be seen as a demand for voluntary utilization of agricultural landscapes in the region. Moreover, as the ratio of designated landscape complexes increases, it becomes evident that farmers at the village level actively participate in agricultural landscape preservation and contribute to providing public value or utilize it as a tourism resource. This highlights the need for managing agricultural landscapes at the village level within the appropriate context.

Study on the Selection Determinants on Consumers Purchasing Agricultural Products via Direct Market

  • Purpose - This study was carried out to analyze the influential factors of how consumers methodize purchasing agricultural products via direct market. It further utilizes the Discrete Choice Model to analyze consumer decision specifically with regards to individual markets and store attributes. Research design and methodology - This study will use the multinomial logit model to interpret the influential factors behind selecting a specific market to purchase from. This study establishes 'online direct-purchase' as the base category with 'direct farm markets', 'local foods direct markets', 'produce boxes (CSA)' as substitutes. Results - Firstly, the variety of products, price and freshness had a positive influence on choosing 'direct farm markets' while convenience of payment and transportation had a negative influence. Second, freshness and store attributes had a positive influence on choosing 'local foods direct markets' but product price and packaging, location accessibility had a negative influence. And although product creditability had a positive influence on purchasing 'produce boxes (CSA)', product price had a negative influence. Conclusions - Accordingly, there is a need for the South Korean government to encourage the adoption of mobile payment through smartphone applications in direct farm markets to vitalize direct agricultural purchasing. However, this does need to be approached cautiously as price has a conflicting affect for each method of purchase.

The Status and Improvement Proposal of the Direct Payment Program for Rural Landscape Conservation (경관보전직불제사업의 실태분석 및 개선방안)

  • The purpose of this study is evaluate the direct payment program for rural landscape conservation and deduce facts to improve. This research is composed with a survey on local government officials and farmers joined this program, and used monitering in selected 41 zones. According to the surveys, this program showed a positive contribution to the effects: village harmony, visitors increase, village income. However, It's contribute in short term objectives, but has not yet reach the ultimate goal such as regional development through visitors and village income. We found some problems in the monitering, on the agreement with farmers, range of village activities, operating AgriX program, etc. Finally, we suggest some proposals ; 1) to redefine the aims and range for the program, 2) to clarify a village action program, 3) to strength the admission procedure, 4) to designate district based on landscape resources survey.

Measuring Farmers' Willingness to Accept of Direct Payment for Increasing Public Benefit (공익기능 증진 직접지불의 농가수용의사금액 측정)

  • The purpose of this study is to estimate farmers' willingness to accept (WTA) of direct payment for increasing public benefit using the contingent valuation method. The double-bounded dichotomous choice and the open-ended question were used to measure WTAs for basic form and optional form, respectively. The results show that WTA for basic form was inversely proportional to the acreage. WTAs were KRW 1,694,001 with 2 ha or less, KRW 1,617,789 with over 2 ha~6 ha, and KRW 1,562,977 with over 6 ha. The results also indicate that WTAs for optional form are similar to payments of agricultural environmental conservation program except physical (chemical) control of pests and weed. The results of this study can provide useful information for the establishment of direct payment for increasing public benefit.

Assessment of the Utility of Remote Sensing Techniques for Monitoring Compliance with Direct Payment Programs (직불제 이행점검 모니터링을 위한 원격탐사 기법 활용성 평가)

  • The public-interest direct payment program involves providing direct payments to agricultural producers and rural residents through public funds, premised on performing public functions such as environmental conservation, stable food supply, and maintaining rural communities via agricultural activities. Scientific estimation of crop cultivation areas and production levels is crucial for formulating agricultural policies linked to regulating food supply, which increasingly impacts the national economy. Conducting comprehensive on-site inspections for compliance monitoring of direct payment programs has shown very low efficiency in relation to budget and time. The expansion of areas subject to compliance monitoring and various challenges in on-site inspections necessitate streamlining current monitoring methods and devising effective strategies. As a solution, the application of Remote Sensing technology and spatial information utilization, allowing swift acquisition of necessary information for policies without overall on-site visits, is being discussed as an efficient compliance monitoring method. Therefore, this study evaluated the potential use of remote sensing for improving operational efficiency in monitoring compliance with public-interest direct payment programs. Using satellite images during farming seasons in Gimje and Hapcheon, vegetation indices and spatial variations were utilized to identify cultivated areas, presence of mixed crops, validated against on-site inspection data.

An Analysis on the Implementation Framework of the Selective Public-Benefit Direct Payment (선택형 공익직접지불제도의 추진체계 분석)

  • The selective public-benefit direct payment is a system that provides subsidies to farmers that improve the public benefit of agriculture. However, there are limits in improving the public benefit since the current system simply integrates the prior direct payment system. Therefore, it is necessary to improve the public benefit of agriculture by reorganizing the implementation framework. This study uses the analytic hierarchy process and analytic network process to set the priority of the system and propose an implementation framework. A survey was conducted targeting 51 experts for about two months from August 2020. Study results show that the most important goal of the system is its effectiveness. The public beneficial implementation framework of the selective public-benefit direct payment is bundle type. Meanwhile, the effects of the subcategories of the bundle type lack research. Therefore, it is necessary to conduct a pilot project for the bundled type system and systematically establish policies by analyzing the effects of the pilot project. This study provided indicators about policy directions through the evaluation of the selective public-benefit direct payment (plan). The results of this study are expected to provide an objective basis for government policies related to the reform of selective public-benefit direct payment systems in the future.
