An Analysis of Public Noticed Land Prices Using GIS (GIS를 이용한 공시지가 분석)

  • The Public Noticed Land Price system was developed in order to establish a practical and consistent land price information system, where land prices are appraised and publicly noticed according to the Law Governing the Public Notice of Real Estate Prices and Appraisals.The appraisal process for evaluating and appraising the public noticed land price in conducted in phases, where the nation's land is divided into human and spatial portions according to administrative districts. Depending on the subjective judgement of the appraiser, it is therefore possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. There is the computerized support system to maintain the public noticed land prices balance between the boundaries of cities, counties, and districts (the units in which evaluation and appraisal are conducted to determine public noticed land prices). But, due to that system is divided into attribute and spatial data information, it is possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. The purpose of this study to suggest the reasonable methods on discrepancies in public noticed land prices through spatial analysis using GIS.

  • For decades, general services and accounting officers have been dominant forces in collection development activities in college and university libraries in Korea. The role of certified librarians has been rather peripheral. This has been allowed by the fact that library acquisitions departments had to be headed by non-librarian general administrative officers by the government regulation. The philosophy behind this regulation was that acquiring library materials was not any different from simple purchasing act of other useful goods in the marketplace. In affiliation with the element of general administrative officers, domestic book-sellers also had a great influence in collection building activities in college and university libraries in Korea. This has been made possible by the fact that no other people could su n.0, pply library materials, especially foreign library materials. It has been pointed out for years that the mechanism in which general administrative officers and domestic book-sellers had a greater say in library acquisitions activities was especially inefficient in acquiring wanted materials in wanted speed and in wanted price. In this mechanism, books and periodicals were mere goods. They were not perceived as intellectual property holding information and knowledge in them. Since the student movement to revolutionize the library system of the Pusan National University, September 1987 to December 1988, the creative and progressive elements in this university library have been making great efforts to change the acquisitions system in this library into a more efficient one by putting certified librarians at the center of the whole acquisitions process. These efforts have been successful to a certain degree. In this discursive study of the case of the Pusan National University Library, I have tried to achieve a social description of the library process in which progressively motivated librarians succeeded in alienating administrative officers and book-sellers and in grasping in their hands the hegemony in the collection building aspect of library activities. It has been discovered that this was possible only when the librarians were mature enough to have their kind of professionalism, i.e., professional ethics and craftsmanship.

  • The purpose of this paper is to analyze the administrative system and legislation of China and Taiwan's libraries with priority given to public library. The China is a republic in that the government has some democratic forms, especially at the local level, but it is controlled by the Communist Party of China In China the ministry of culture(ministry of education in Taiwan) is the national central body responsible for public libraries. Today in China there are about 2,698 public libraries in total and its governance is a provincial responsibility. For that reason, there does not exist a nation-wide public library act in China.

  • The purpose of this paper is to analyze the administrative system and legislation of Canada's libraries with priority given to public library. Canada is a constitutional monarchy, a federal state and parliamentary democracy with 10 provinces and 3 territories and two systems of law(civil law and common law). There are about 1,045 public libraries in total and its governance and legislation is a provincial responsibility. For that reason. federal government did not legislate on public libraries and library act is the provincial public library statute authorizing the establishment and operation of public libraries and their management by boards. In Canada. each provincial library act provides for four types of public libraries : municipal libraries, regional libraries, districts libraries, and integrated public library systems.

The Pilot Production of Topographic-Cadastral Maps and Its Applications in Korea

  • The Government confirmed the action planning of digital mapping project for major thematic maps based on ‘Revised Plan for The Development of the National Geographic Information System’(NGIS). Mapping for major thematic maps was begun in 1998 when digital mapping project for topographic maps finished due to the delay of the action planning, and will selectively have produced the essential digital thematic maps according to the frequency of usage. The models of topographic-cadastral maps and administrative boundary maps around Suwon were produced in accordance with the presented draft. We presented specification for production of the most appropriate topographic-cadastral maps and administrative boundary maps through the analysis of the process of production, discussion and error check, and correction of the produced topographic-cadastral maps and administrative boundary maps. And we could make it easier to develop digital mapping project of topographic-cadastral maps and administrative boundary maps effectively by presenting the strategy for data input and maintenance, the cost model for carrying out the digital thematic map production, digital topographic maps, and the supplement of data model and data format. Topographic-cadastral maps has a wide range of usage but a lot of difficulties in the process of production and map update under use. So it seems that the study on users, university, private sector and municipal self-government must follow for promoting the use of topographic-cadastral maps.

A Study on the Quality Requirements of Administrative Data Using Statistical Purposes (행정정보의 통계적 활용을 위한 품질요건에 관한 연구)

  • This study aims to improve the openness of administrative data and to make extensive use of it in the academic and policy development, analyzing the quality requirements as the users' view of administrative data using statistical purposes. Conducted the exploratory analysis on the case of the Transaction-based Price Index of Housing, applying the administrative data of Realestate Transaction Management System in Korea, based on Denmark's 7 quality indicators for the statistical use of administrative data. According to the results of this study, the administrative data could improve the efficacy of the policy by facilitating the collection of the statistical data which help analyzing the actual market situations. On the other hand, the data have some constraints in adding the required items to producing the statistics, or improving the timeliness problem, due to the characteristics focused on the civil service.

Coproducing Quality Performance Information Through Institutional Design: Proposal for a Data Exchange Structure

  • Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.

  • The purpose of this study is to develop a framework for evaluating security levels in hospitals. We classify security indicators into administrative, technical and physical safeguards. The security evaluation model for hospital information systems was applied to three general hospitals. The analysis of the results showed a low security level in information systems. In particular, requirements for administrative and physical safeguards were very low. Hospitals need strict security policies more than other organizations because their information systems contain patients' highly confidential data. The evaluation model developed in this study can be used for guidelines and as a checklist for hospitals. The security evaluation in hospital informational systems needs to be an essential element of hospital evaluation.

  • In Japan, 24th May 2013, the Act on the Use of Numbers to Identify a Specific Individual in the Administrative Procedure (From now on referred to as the My Number Act) had raised. My Number system is used to confirm that information on individuals possessed by multiple agencies such as administrative agencies and local governments are information of the same person. In this paper, we analyzed the all item assessment report of the Specific Personal Information Protection Assessment conducted in local governments in Japan, etc. We investigated two directions: (1) Adequacy of risk assessment and measures, (2) Reuse of the Assessment Report.

A Study on the Integrated Type of the Cadastral System and Land Registration System in Foreign Countries (지적제도와 토지등기제도의 통합 사례에 관한 연구)

  • The purpose of this study is to derive the type by examining and analyzing the integrated cases of the Cadastral System (hereafter as CS.) and the Land Registration System (hereafter as LRS.) except for France, the Netherlands, Japan, and Taiwan introduced in Korea. As a result of the study, it was confirmed that the CS. and LRS. were integrated in Turkey, Indonesia, Hungary, Czech Republic, and Lithuania, and the following three types were drawn as a result of analyzing the integration case. First, the French type, the CS. and LRS. has been integrated since the establishment of the system, and the central and state governments are managed by one Administrative Agency, The basic municipalities include France and Turkey, which are managed by two separate agencies. Second, the Dutch type, there are Netherlands, Indonesia, and Lithuania, which are integrated and managed by one Administrative Agency since the creation of the CS. and LRS. Third, the Japanese type, there are Japan, Taiwan, Hungary, and Czech Republic which was separated from the creation of the CS. and the LRS. and the CS. was managed by the Administrative Agency and the LRS. was managed by the Judicial Agency. but after integrated both systems were managed by one Administrative Agency, Furthermore, CS. was managed by the Administrative Agency in all countries but LRS. was managed by the Judicial Agency in some countries. but after integrated both systems were managed by one Administrative Agency. I hope that active research on the integration of the CS. and LRS. will be carried out in the future, and hope that the results of this study will be used as basic data for research on how to integrate the CS. and LRS. in Korea.
