The disaster preparedness system in Korea has been developed in spite of many obstacles, but there are still many problems for response to newly emerging terrorisms due to the existing problems of disaster response system. The newly emerging terrorism in 21th century like biochemical terrorism has made us focus on terrorism preparedness, but health and medical aspect of terrorism has been overlooked. The health disaster system is more necessary for 21th terrorism response as well as the disaster engineering, economic and administrative aspects. The disaster preparedness system for bioterrorism has been developed by Ministry of Health with syndromic surveillance system and no case has been found in Korea yet and the resources of personnel and equipment as decontamination system in medical facilities are lacking in case of chemical terrorism. So through the multiple access method reflecting the risk factors in real terrorism field and human based health disaster concept, the disaster preparedness and response system to make up for the weak point should be suggested.

This paper presents a dynamic development of an ontology-based statistical information system supporting the collection, storage, processing, analysis, and the presentation of statistical knowledge at the national scale. To accomplish this, we propose a data mining technique to dynamically collect data relating to citizens from publicly available data sources; the collected data will then be structured, classified, categorized, and integrated into an ontology. Moreover, an intelligent platform is proposed in order to generate quantitative and qualitative statistical information based on the knowledge stored in the ontology. The main aims of our proposed system are to digitize administrative tasks and to provide reliable statistical information to governmental, economic, and social actors. The authorities will use the ontology-based statistical information system for strategic decision-making as it easily collects, produces, analyzes, and provides both quantitative and qualitative knowledge that will help to improve the administration and management of national political, social, and economic life.

The evolution of u-Gov will play a big impact due to the development of information and communication technology. The evolution plays as a critical mean for the government innovation which pursues the value of new administration. In this paper, through an analysis of the difference between e-Gov and u-Gov, I suggested the composition of prototype system of u-public transit application services which can be applied to u-Gov. I also studied the method for removing unstable elements of e-Gov which may occur when the prototype is implemented and the implications of the its UT-based policy for responding to u-public transit.

The objective of this study is to analyze the problems of disposal and collection, including administrative management of agricultural PE waste and suggest effective management measurements. Information regarding problems of agricultural PE waste management were collected from field survey of farmers, regional governments and officials. On the national level, the low ratio of collection for optimal treatment of agricultural PE waste is a critical problem. , the negative discharging behavior of farmers, an illegal incineration and landfill of farmers and a lack of education and extension etc. An ambiguity of the management principle to agricultural PE waste, the differences in management among the regional governments, a lack of will of the regional governments and officials to realize SARD and lack of education and extension etc. are some of the problems in administrative management of agricultural PE waste collection. The major suggestions of this study are as follows : (1) to strengthen education and extension, (2) to adopt an improved economic incentive system and strong, lawful regulation simultaneously, (3) to use temporang collection and permanent collection site, and (4) to organize "OTC(Optimal Treatment Conference)" composed of farmers, regional cooperative, PE producers etc. for operating an effective management system.

To promote information service and to encourage active participation from the group categorized as the alienated class(group of people) this study suggests the basic concepts and strategy for the information services to alienated class who does not have full public library services. The paper classifies three separate groups of alienated groups, handicapped. poor(economically unfortunate group) and elderly group. The service shall consider their needs from their own Point of concern and interests. There are three distinctive considerations, infra structure(facility building, space. place). administrative consideration, and equipments. Infra-structure includes the planning of the space to facilitate the equipments and reference materials which will be control)ed and moderated by a librarian. Administrative service includes the development for the educational system between the end users and external experts. It also includes the individualized education system for each group Material and equipment consideration should include the each group's specific needs such as the infra-structures which is provided for the handicapped person.

Satellite and aerial images are effectively used to monitor ecological and environmental situation. More and more officials in the Ministry of Environment thus need to utilize these image data for various administrative affairs. However, it is difficult not only to deliver to the officials these image data mostly of large capacity through network but also for them to actively use the delivered data without specialized knowledge in remote sensing and image processing. Therefore, we established a large rapacity image data service system employing image compressive transmission and web-based image processing techniques. This system allows the officials to rapidly access all the associated image data and conveniently utilize the data using various functions implemented for remote sensing, image processing, GIS operations. Consequently, this system have been actively utilized for the decision making processes of the officials and hence accomplished a great reduction in the resources required for the data analysis for various administrative affairs.

This paper has investigated the unreasonable pricing system for container cargo with special reference to inland transport since it is determined by administrative boundary without considering travelling distance. This research is primarily intended to improve the current pricing system by introducing a pricing support system about the container cargo in the country which applies GIS service area analysis to transportation data. Price simulation maps were generated to find out reasonable pricing strategy. Pricing alternative integrating travelling distance into administrative zoning brings about more desirable results than individual driving cost alone. The research can contribute to more reasonable pricing for the fuel consumption expense and serve as useful instruments for planning pricing system for container cargo. It is anticipated that this research output could be used as a valuable reference to increase the scientific and objective pricing for container cargo by overcoming serious constraints suffered from the past non-GIS-based approach.

Administrative information dataset records produced by various systems designed for work are difficult to manage on a case-by-case basis, requiring separate procedures to identify and evaluate data-sets. Identified data set records are apprasal and transferred to the records management system or disposed of. In this process, sufficient records management elements must be reflected in the production system itself in order to adhere to the principles of record management. In this paper, the functional requirements of the production system to accurately identify and safely manage data-sets were derived and applied based on the case of the KR property management system. It is hoped that this research on functional requirements of production systems will be added to lead to the creation of standards for functional requirements of data set production systems.

정보통신 기술의 발달로 자치단체에서 개별적으로 운영되던 업무별 단위시스템을 단일화 또는 연계하여 자료를 공동 활용하려는 노력이 계속되고 있다 하지만 타 시스템의 자료를 실시간으로 검색함에 있어 빠른 응답시간이 요구되며, 검색건수 증가에 따른 수행지연으로 인한 문제가 되고 있다. 따라서 본 논문에서는 검색 대상 자료를 본 시스템의 메모리에 상주시켜 연계자료에 대한 검색속도를 높이고 수행지연에 의한 병목현상을 해결할 수 있는 방안을 제시하였다.

Information technologies have been wide spread in the public sector, especially government administrative of office.
