Comparison of flood inundation simulation between one- and two-dimensional numerical models for an emergency action plan of agricultural reservoirs

  • The frequency of typhoons and torrential rainfalls has increased due to climate change, and the concurrent risk of breakage of dams and reservoirs has increased due to structural aging. To cope with the risk of dam breakage, a more accurate emergency action plan (EAP) must be established, and more advanced technology must be developed for the prediction of flooding. Hence, the present study proposes a method for establishing a more effective EAP by performing flood and inundation analyses using one- and two-dimensional models. The probable maximum flood (PMF) under the condition of probable maximum precipitation (PMP) was calculated for the target area, namely the Gyeong-cheon reservoir watershed. The breakage scenario of the Gyeong-cheon reservoir was then built up, and breakage simulations were conducted using the dam-break flood forecasting (DAMBRK) model. The results of the outflow analysis at the main locations were used as the basis for the one-dimensional (1D) and two-dimensional (2D) flood inundation analyses using the watershed modeling system (WMS) and the FLUvial Modeling ENgine (FLUMEN), respectively. The maximum inundation area between the Daehari-cheon confluence and the Naeseong-cheon location was compared for each model. The 1D flood inundation analysis gave an area of 21.3 km2, and the 2D flood inundation analysis gave an area of 21.9 km2. Although these results indicate an insignificant difference of 0.6 km2 in the inundation area between the two models, it should be noted that one of the main locations (namely, the Yonggung-myeon Administrative and Welfare Center) was not inundated in the 1D (WMS) model but inundated in the 2D (FLUMEN) model.

Structural Equation Modeling of Health Promotion Behavior on Migrant Workers: A Multi-Group Analysis Based on the Period of Residence (외국인 근로자의 건강증진행위 구조모형: 거주기간별 다중집단분석)

  • Purpose: This study developed and tested a hypothetical model of health promotion behavior on migrant workers based on the Health Promotion Model and the Health Literacy Skills Framework. Methods: Data were collected from 298 migrant workers in 9 regions across the country from December 2020 to March 2021. The exogenous variables were e-health literacy, occupational stress, acculturation, and social support. The endogenous variables were perceived benefits of action, self-efficacy, and health promotion behavior. Data were analyzed using SPSS/WIN 25.0, AMOS 20.0, and R-4.0.3 program. Results: The model fit was appropriate. Social support had the most significant direct impact on the health promotion behavior of migrant workers. Perceived benefits of action and self-efficacy played a mediating role in the relationship among e-health literacy, social support, and health promotion behavior. Based on multi-group analysis, the migrant worker group with less than 5 years of residency had a more statistically significant effect on the relationship between perceived benefits of action and health promotion behavior than those with over 5 years. Conclusion: Providing social support as a critical administrative strategy to enhance the health promotion behavior of migrant workers is necessary. Furthermore, when developing an intervention program utilizing the internal mechanism between social support and health promotion behavior, a self-efficacy-enhancing strategy is considered to be more effective. Additionally, educating migrant workers with short-term residence of less than 5 years about the benefits of health behaviors is essential.

The Service Quality Management provides the action guidelines to every individual members of organization and alternatives to the problems the organization is facing. According only Service Quality Management can improve the efficiency of the organizational management and the job efficiency of individual members. Thus, in actual proof researching, we conduct and analyze how the university industries do Service Quality Management such as 6 sigma through survey researching.

  • Dualized program for building Public Administration scholarship in Korea has been, in a sense, a result of theoretical tension between the two positions, politics/administration dualism vs. politics/administration monism. The program has maintained its integrity by its dependence on a foundational question, "Is administration a different field of action from politics?" Korean community for the study of public administration has maintained its oneness by internally asking this question even though the two external philosophical positions were relatively indubitable. Strating from the well-known changes in the community, this brief outline for the future full exegesis tries to read carefully one point shown in the second chapter of one of the most seminal proposals for foundation of modern Public Administration, one paragrahp in the second chapter of "The Study of Administration" by Woodrow Wilson. What was the contemporary meaning of Wilson's classic distinction made in 1887? Keeping this research question in our mind, we will attempt to prepare for the full understanding of a kind of internal distinction Wilson explicitly draws between the constitutional and the administrative.

Women Caregivers′ Experiences in Caring at Home for a Family Member with Dementia: A Feminist Approach (여성가족간호자의 치매노인 돌봄경험: 여성주의적 접근)

  • Purpose: The purpose of this study was to explore women caregivers' lived experiences in caring at home for a family member with dementia and to identify conditions that oppress women in the context of family caregiving. Method: This study was conducted within the feminist perspectives using qualitative secondary data. Ten secondary data conveying self reflective contents were selected from the 25 original data obtained in 1999 to 2000. Result: Six themes that emerged from the qualitative thematic content analysis were; androcentric view of family caregiving, undervalued family caregiving by the family members, Self rationalization in the context of family caregiving, family-centric care mechanism, exemplary caring within the family context, and inter-familial relationships among women. Conclusion: The main focus of feminist research is to provide empowerment for the women, research participants and to bring about social change of oppressive constraint through some actions. On the basis of the research findings, therefore, action strategies from feminist perspectives were suggested in some aspects of health care delivery sectors, nursing education and research sectors, and administrative sectors.

  • Localization process of agricultural extension personnel in Korea were in progress with insufficient debates for effective personnel management. Although the members of the Korean Agricultural Extension Society were strongly opposed to the plan to decentralize agricultural extension personnel from central to local government status, the administrative action took place to localize as of January 1997. The Korean Agricultural Extension Society filed the petition against to the plan pinpointing lowered morale of extension personnel, the financial burden of local governments, jeopardizing stability, undermining efficiency, and people`s attitude towards central and local government. The dangers of decentralization of agricultural extension services may cause serious problems in varied areas. More extensive debates would be needed in deciding the future directions of agricultural extension services analyzing the basic characteristics of agricultural extension, linkages of research and extension, financial burden of local government, specialization of extension personnel, and unnecessary duplication of investment among local governments.

The Contradiction of Suburban Environment Conservation and Use

  • With the rapid development of urban suburbanization, a plenty of commercial operation of suburban environmental resource, the environment in suburb is more and more deteriorated. It also leads some passive effect on ecology, human, society and nature etc. At the same time, a serial of emergency rescue action has been implemented to decrease the deteriorating of suburban environment. For example, some important ecology nature reserves were built up; some compulsive protections have been put in practice for some key resource development region and gotten some good achievements. However, we still face the problem is that how to balance the contradiction between suburban environment resource development and conservation. It's necessary to introduce some western advantage management ideas, combined our actual situation, to find a way which is the most benefited to combine our country's suburb environment development and use.

  • The damage caused by information spill, forgery, falsification, and deletion by cyber infringement in educational institutions and universities is very large. In this study, we analyzed the types, causes, and problems of cyber infringement in educational administrative institutions and universities. As a result, administrative, physical and technical information protection activities were weak. In this paper, we propose a security enhancement method for each domain by dividing them into Internet zone, network-neutral zone (DMZ: Demilitarized Zone), general server zone, internal server zone (Server Farm), and user zone so that these vulnerabilities can be easily identified, supplemented or security enhanced. In addition, we have proposed a method to apply security information system architecture and information protection technology correctly for educational administration institutions and universities. This study is meaningful not to provide conceptual guidance but to suggest specific action and procedure oriented security management plan.

A Survey on Elements of an Effective Hospital Infection Control Program for Korea (효과적인 병원감염관리 프로그램의 구성 요소에 대한 조사연구)

  • The main Purpose of this survey was to identify for elements of an effective hospital infection control program for Korea. Nurses and doctors who had participated in an education program for infection control or were re s ponsible for hospital infection control were selected as data informers. The data were collected from 51 subjects by employing a Delphi technique in a series of three rounds from september 1, 1987, to March 31, 1988. IN each round the responses to questionaires were analyzed and the results were communicated back to the individuals. Finally 32 elements of effective hospital infection control program were reduced to 10 elements. 10 elements are as follows ; 1) Hospital administrator's knowledge of importance and necessity for HIC(hospital infection control) 2) Supporting HIC administratively 3) Constituting infection control committee and role of ICC 4) Developing an eductional program and providing a work manual for the hospital infection control staff 5) Educating and informing medical staff about hospital infection 6) Surveillance for hospital infection 7) Developing patient care technique 8) Controlling the hospital environment 9) Executing regular health examination of all medical staff 10) Recruiting the medical staff sufficiently Three rankings of response rate about 32 elements are as follows ; 1) Hiring a full tim staff member for the HIC(66%) 2) Establishing a hospital policy and standards for the HIC(66%) 3) Activating the infection control committee and taking administrative action to support the ICC(63%) In addition the rankings of importance score by Likert 5 scale are as follows ; 1) Washing hands scrupulously(4.88) 2) Nurses participation as key members of the ICC(4.75) 3) Reviewing and evaluating all ongoing aseptic techniques (4.69) In conclusion, first of all, administrative support must be given to hiring a full time staff member and to organization of infection control committee for the HIC in Korea.

Pharmacokinetic Studies and Drug-drug Interactions of Herbal Medicine (생약제제의 약물동태 연구 및 상호작용)

  • Drugs mostly represent an efficacy or an adverse effect according to their dosage and/or plasma concentrations. Therefore, to investigate the pharmacokinetic behavior of drugs including herbal medicines is necessary both to maximize the drug action and to minimize the adverse effect. To date, pharmacokinetic studies of herbal medicines have been conducted by some experts in this field on the bases of science and knowledge in Korea. On the other hand, in advanced countries, a typical series of pharmacokinetic studies has been conducted by using a harmonized guidance established. Consequently, an administrative support on these studies has to be needed in Korea as well. This study aimed to establish a draft guidance on pharmacokinetic studies of herbal medicines in non-clinical and clinical studies. Literatures previously published as well as guidances in the US, Europe and Japan were summarized for the present guidance. Effect of herbal medicines was listed on the proteins in charge of drug metabolism and transportation, as well as on the pharmacokinetics of chemical drugs. The present suggestion might be helpful to proceed pharmacokinetic studies of herbal medicines efficiently, and further polish should be needed in terms of an administrative point of view.
