This paper explored the public issue on housework analyzed the policy and the law associated housework and developed the theorical model for its political program. This idea is dependent that the policy has priority over change of the social ideology. That policy contains a campaign and a education to be aimed to share of housework in order to make responsibility of men as well as women on family and work. Also it contains economic value estimates to quantify and value the non-wage work(childcaring homemaking etc.) in order to confirm its productive activity. It would assume the lawful form as like a social security or a pension. For example the Family Rights Law Tax Law and Social Security Act have to be reflected on the value of housework and to be secured the social status of provider. After all this work was useful to improve a wage and a social status of all women. As consistent policy and operation associated housework are poor in Korea it is difficult to develop theoric l model on this theme. On the range a political proposal on housework would be bound by family policy(evaluation of housework) and women's labor policy(housework support). So the policy intend to secure a family life to improve welfare of women and to equilibrate the family and the work.

In this paper, we analyze the current phenomenon of child abuse crimes based on the information gathered by the National Child Protection Agency. The purpose of this paper is to diagnose the seriousness of child abuse by biological parents based on the analyzed information and propose measures against it. Comprehensive and integrated measures are needed for child abuse committed by biological parents due to abuse concealment, continuity of damage, and inactive national intervention by considering punishment on attackers through national intervention, fundamental in-depth psychological counseling, therapeutic care, promoting recovery of victims, and ultimately continuous and regular management and monitoring as a long-terms measure. To do so, developing customized and individual educational programs and make them obligations can be first presented to identify child abuse in advance and build up preventive systems based on the principle of family preservation. In addition, problems should be addressed at a fundamental level by performing various and active therapeutic treatments such as psychological treatment, mental treatment, or drug treatment gradually and through phases for biological parents who commit child abuse and contributing to recovering the relationship. Furthermore, proper protection and treatment service should be provided to children victimized by abuse by extending professional children care facilities and adopting the professional family commission system as measures by separating family.

Increasing interest in family problems caused by social environment changes has elevated the importance of strong family policy. That is why Framework Act on Healthy Families has enacted in 2004 in Korea and it marked the 10th anniversary of establishing the law. This study finds out the meaning of enacting the law and an academic field of Family Resource Management through reviewing and analyzing the studies on the healthy families from 2000 to 2013 year in Journal of Korean Family Resource Management Association. The major findings of this study are as follows. First, we divide research themes into three parts: policy, practice(I)(center management), practice(II)(program development & efficiency), specialist area. The research trends have most focused on the issue of practice(II), that is, program analysis and development, contents review, because of the settlement of delivery system after the early of law establishment. But it is needed to rethink research themes because it has been dealt with not academical researches on theoretical basis but practical ones, for example, program development on Healthy Families Center and the tendency still lasts until now. Second, more than half of research methods have been concentrated on contents analysis and about 70% of research objects are focused on the center program. It needs to adopt various research methods and research objects. Lastly, it is necessary to make an academic identity clear that can be faithful to Family Resource Management Studies.
This study aims to conceptualize 'perceived disability discrimination', to evaluate the coverage of Korea's Disability Discrimination Act from the perspective of perceived discrimination, and to discuss the possibility of legal judgement on the perceived disability discrimination. As a general concept, it is the perceived discrimination that people with disabilities feel or experience any type of discrimination based on stigma, disability oppression, prejudice, or stereotype. The Korea's Disability Discrimination Act does not consider some perceived discrimination as a subject of legal judgement. Although indirect discrimination is a very good content to correct wrong social rules, values, institutions, actually, it is confronted with being remained useless. Perceived disability discrimination such as strangers' staring or benevolent disability discrimination are not included in the coverage of Korea's Disability Discrimination Act. The disability discrimination experienced by family members who has a disabled member was not a matter of current Korea's Disability Discrimination Act. Considering perceived disability discrimination, coverage of Korea's Disability Discrimination Act should be extended to the concept of discrimination against disability, not against people with disability. Based on the concept of indirect discrimination, social rules and institutions should be examined if they are discriminative or not in dealing with the matters of people with disabilities. Also, for judging perceived disability discrimination, it is necessary to use 'the standard of reasonable people with disability', which comes from judgement standard of sexual harassments. The reality of oppressive ideology against disability should be socially accepted and the social reconstruction for people with disabilities should go on.

This study analyzed the child protection system in Germany from a preventive perspective and attempts to find the applicable implications to Korea. The research method was analyzed in terms of legal, policy and professionalism. The result is as follows. First, Child and Youth Support Act in Germany stipulated a preventive support system to restore the function of the family. Second, according to the Civil Act, it was stipulated that the family court could intervene early. Third, the federal Child Protection Act stipulated community cooperation for thd child protection system. Fourth, the Youth Agency as the general authority made it possible to provide preventive support and intervention at the same time. Firth, qualification standards were specified in the Child and Youth Support Act. Child protection specialists are granted to public officials who have worked for more than three years. The implications are as follows. First, the child protection system, which operates as a child abuse reporting system, should be expanded to a preventive support system. Second, it is necessary to expand monitoring by establishing an early warning system between networks in order to establish a support system for potentially at-risk children. Third, local governments should support children and parents flexibly and comprehensively for dysfunction caused by difficulties at home. Fourth, it is necessary to enact the Child Protection System Cooperation Act for a network cooperation system.

This study examined the specific contents of social welfare policies of the Joseon Dynasty through the analysis of Mokminsimseo, Aemin Sixjo and Jinhwang Yukjo, and identified the connection between them and today's social welfare policies. As a result, In the Care of the People, it contained the basic contents of the Elderly Welfare Act and welfare services for the elderly, and in the Freedom, it included welfare policy services related to infants and children, and the value system of welfare for the disabled through government affairs. The policy direction was confirmed, and it was found that disaster relief calls for social integration in response to social crises and disasters. This also confirmed that major areas of social welfare policy such as family safety, income security, health policy, and social integration have been emphasized through social welfare policy indicators. In addition, through the analysis of Qinhwangyukjo, it was found that it contains not only the basic ideology and values of the social security system and social insurance system in terms of visa, scale, and power, but also the details of specific policy implementation. Today's social welfare policies and social service policies, which are equipped with social welfare facilities and are implementing systematic social welfare services for each target, were able to confirm their foundation through the Qinhwangyukjo. This confirms that the emphasis on social integration and income security is prominent in the Qinhwangyukjo through the social welfare policy indicators of the current policy system.
The Korean government implemented better support for adolescent single-parent families by expanding the coverage of the Single-parent Family Support Act in 2010. In order to understand the effect, this study verified the moderating effect of the single-parent family policy's support for child rearing in the context of adolescent female single-parent's stress levels and education sustainability. This study utilized part of the National Youth Policy Institute's 'Research on the Actual Condition of the Adolescent Pregnancy, Birth and Rearing Children'. Participants of the study were 248 adolescent single-parents aged 24 and below. The findings and discussion of this study are as follows. First, the stress level of adolescent female single-parent in continuing studies was lower than those for discontinued studies. Students who discontinued their education in the middle of studies showed an increase in life stress level relative to age because they had a low level of education and had discontinued studies before pregnancy. Second, the public nanny service has been verified as an element to increase the continuation of education by controlling the level of stress. It is advisable to fortify and expand the scope of support for childcare services in the form of a study assistant or child education assistant. Last, adolescent single-parent childcare subsidies have been verified as a direct factor that raised the meaningful level of education continuity potential to a meaningful standard that can be seen as a more effective method than general policy support for single-parent families.
Using the 2001 Family Income and Expenditure Survey micro-data, this study analyses the anti-poverty effectiveness of public and private income transfers. In this study, the anti-poverty effectiveness of income transfers is summarized in two ways; 1) the poverty reduction effect of the income transfers, and 2) the poverty reduction efficiency of the income transfers. The poverty reduction effects are measured with several poverty indices including the head-count ratio, poverty gap, and Sen index. Using Beckerman's model, this study also analyses the poverty reduction efficiency of income transfers. This analysis documents substantial differences in the anti-poverty effectiveness of public and private income transfers. Although the private income transfers contribute more to reduce the head-count poverty ratio and Sen index than public income transfers, their differences are significantly reduced after the enactment of National Basic Livelihood Security Act. The results also reveal that the anti-poverty effectiveness of public and private income transfers vary by the types of families. In families headed by elderly and working aged, private income transfers have more anti-poverty effectiveness. But, public income transfers contribute more to reduce poverty than private income transfers among families headed by single adults with children. The results of this study suggest that recent changes in anti-poverty policies in Korea have been strengthened the Government's responsibility. And more importantly, to effectively reduce poverty among the poor families, anti-poverty polices must be designed to consider different family types.
This study aimed at finding out the effectiveness of Solution-Focused Group Therapy Program in reducing delinquents' problematic behaviors and increasing their self-esteem, impulse control, communication with the parents and bettering their daily life habits. Thirty one male delinquents under probation from a Probation Center in Seoul were chosen and given a Solution-Focused Group Therapy for 30 hours. For a comparison purpose another 31 male delinquents were chosen from the same Center. To evaluate the effectiveness of the Program, items were selected and used from Rosenberg's Self-Esteem Scale. Youth Outcome Questionnaire Self Report 2.0, Brief Family Therapy Center-Child/Teen Solution Identification Scale. Participants' and parents' self-reports on participants' changes and session progress records were also used for qualitative evaluation. The results showed some positive changes in participants' self-esteem, self-control, communication style with parents, and daily life habits. No illegal act was reported after nine months upon this Program, which posits this type of Solution-Focused Group Therapy Program as a viable solution for the prevention and recidivism of juvernile crimes.

Korea is undergoing a change in its population structure, due to economic development, falling birth rates and the development of health care. As the population ages, the number of elderly people who have difficulty in daily life such as dementia and paralysis increases every day. The growth of nuclear families and the increased participation of women in society make it difficult to take care of elderly people who need long-term care at home. As the social problems resulting from this have emerged as serious problems, the government enacted and implemented the Long Term Care Insurance Act to improve the quality of life for the elderly subject to long-term care and to ease the burden of family support in order to solve such problems. Therefore, the present study explores ways to improve legal and institutional aspects, and seek mental and psychological measures for the stability of old life as well as the physical health of welfare.
