Korea has exerted her efforts to assimilate nuclear power technology, and reportedly localized 95 percent of nuclear power technology by 1995. This paper investigates the evolution of nuclear power program in Korea to exploit the development process of the nuclear power industry and key factors for the technological localization of nuclear power plant. In developing countries, an imitative catching-up process can be shown as a course for developing the absorptive capacity of foreign technology, which depends on prior knowledge base and the intensity of effort. The process of technological learning consists of five stages including preparation, implementation of foreign technology, acquisition of peripheral technology, acquisition of core technology, and improvement f foreign technology. Moreover, this paper discusses six essential factors that have influenced the successful achievement of technological localization of nuclear power plants in Korea. They include the role and strategies of the government, the leading role of utility firm, the development and cooperation of the related organizations, the development of human resources and their efforts, market conditions and the assistance of foreign donors, and social conditions. Finally, this paper discusses about implications offered by the Korean experience for other developing countries.

본 논문에서는 RACH(Random Access Channel) 구조에 적자한 WCDMA 역방향 링크 수신기용 고속 프리앰블 탐색기를 제안한다. WCDMA 시스템에서는 IS-95 시스템과 상이한 AISMA(Acquisition Indication Sense Multiple Access)방식을 적용하고 있으므로 UE에서 송신하는 RACH 프리앰블과 수신하는 AI(Acquisition indicators)의 시간 제한이 존재하며, 또한 RACH에 할당된 시그너쳐의 수가 제한적이므로 원활한 동작을 위하여 RACH 프리앰블에 대한 빠른 포착 확인이 요구된다. 본 논문에서 제안하는 프리앰블 탐색자는 2 안테나 기반의 구조로 빠른 포착(acquisition)을 위하여 radix-2 16 point FFT구조를 갖는 FHT(Fast Hadamard Transform)를 적용하였다. 본 논문의 FHT는 각 시그너쳐를 상관하는 일반적인 방식보다 최대 32배의 빠른 포착이 가능하다. 이러한 빠른 포착 능력을 기반으로 전체 프리앰블 4096칩에 대한 상관을 수행함으로써 포착 성능을 극대화하였다. 본 논문에서 제안한 프리앰블 탐색기는 WCDMA 기지국 모뎀 구현에 적용되었으며, 성능 분석은 Neyman-pearson 방식을 이용하였다.

본 논문은 방위사업청 개칭이후 국방획득체계 운영과정에서 드러난 몇 가지 비효율적인 문제점을 분석하고, 이를 개선하는데 필요한 방안을 모색하는데 있다. 이것은 앞으로 국방부가 획득체계를 개선할 시 참고자료로 활용하는데 도움을 줄 수 있을 것이다. 제시된 방안들은 첫째, 국방부와 방위사업청간 중기계획 및 예산편성에 관한 기능을 재정립해야 한다. 둘째,소요-획득-운영유지의 통합관리체계 구축을 통해 경제적 획득관리 및 전력발전을 도모해야 한다. 셋째, 소요-획득분야 인력순환(순환근무)을 제도화하고, 획득인력의 전문성 강화를 위해 인력관리법 및 전문교육체계를 구축해야 한다. 그리고 넷째, 무기체계 '총수명주기체계관리'를 시행하고, 방위사업청 주도의 개발 및 운용시험평가 방식을 개선해야 한다. 이것은 국방부-방위사업청-각 군 간 획득사업을 둘러싸고 파생되는 업무혼선과 갈등을 최소화하는데 있어 필수적인 요소들이다.

This paper examines the production patterns of the acquisition of coda consonants in monosyllabic words in English-speaking children with cochlear implants. The data come from the transcribed speech of children with cochlear implants. This study poses three questions. First, do children with cochlear implants acquire onset consonants earlier than codas? Second, do children's productions have a bimoraic-sized constraint that maintains binary feet? Third, what patterns emerge from production of coda consonants? The results revealed that children with cochlear implants acquire onset consonants earlier than codas. With regard to the bimoraic-sized constraints, the productions of vowel type (i.e., monomoraic and bimoraic) were more accurate for monomoraic vowels than bimoraic ones for some children with cochlear implants, although accuracy in vowel productions showed high proportion regardless of vowel types. The variations of coda production exhibited individual differences. Some children produced less sonorant consonants with high frequency and others produced more sonorant ones. The results of this study were similar to those pertaining to children with normal hearing. In the process of coda consonant acquisition, the error patterns of prosody-sensitive production may be regarded as articulatory challenges to produce higher-level prosodic structures.

Integrated Logistic Support (ILS) is a management and technical process whereby all the diverse elements needed to fully operate, maintain, and totally support a materiel system in the field are identified, developed, and deployed simultaneously and on an equal priority with the item of materiel being supported. The test and evaluation (T＆E)of ILS act the important role of reduction of life-cycle cost and keeping of good performance for weapon system. In this article, we suggest the alternatives for improvement in the test and evaluation of ILS during weapon system acquisition. It is hoped that this research is valuable and beneficial to persons related weapon system acquisition, in order to maximize the efficiency of defense acquisition management by reducing the life-cycle cost and enhancing the quality of weapon system.

최근 들어 전자상거래의 개념이 기업뿐만 아니라 모든 유형의 조직체로 확산되어 가면서 전통적인 업무처리방식에서 전자적 업무 처리를 향한 변화를 통해 기업이나 조직체는 새로운 가치를 창출하면서 시장을 확대하는 기회로 이용하고 있다. 본 논문은 이러한 전자상거래의 개념을 디지털 도서관에 적용하여 도서관과 비즈니스 패러다임의 변화에 대한 이해를 바탕으로 도서관 업무와 전자상거래가 연계되는 몇 가지 모델을 제안하였다. 그리고 이중 전자상거래 개념을 자료 구입 과정에 적용시킴으로써 자료 구입 과정에 참여하는 모든 기관을 하나의 마켓플레이스로 통합하고 거래 행위가 이루어지도록 하는 eMarketplace를 구축 논리모델을 상세히 제시하였다.

In DS/SS systems it is necessary to synchronize the locally generated despreading signal with the received spreading signal to demodulate the received signal. The synch process between the two signals is usually accomplished in two steps : first acquisition then tracking. In this paper, an acquisition system aided by the neural network is proposed for the rapid and exact acquisition in DS/SS. the neural netowrk is composed o fthree-layered perpecptrons and trained by the backpropagation algorithm. The performance of the proposed system is analyzed and compared with ones of conventional systems using the sequential estimation technique under an additive while gaussian noisy channel. In all of th econsidered simulations, the proposed system outperforms conventional systems.

방위사업청은 방위력개선업무의 투명성, 효율성, 전문성을 제고하는 한편, 방산 경쟁력을 강화하기 위해 "통합사업관리정보체계" 구축 사업을 추진 중이다. 동 체계는 전사적개념으로 국방사업관리 전반에 BPM을 적용한 최초의 사례로서, 이의 적용을 통해 업무정보의 효율적인 공유, 신속한 업무처리, 효율적인 협업 및 의사소통이 기대된다. 본 논문에서는 "통합사업관리정보체계"에 BPM을 도입하는 과정을 소개하는 한편, 이를 통한 업무에 대한 면밀한 분석 및 통합, 업무 프로세스의 표준화 및 체계 구현 결과를 기술하고, 동 체계내 BPMS 구축과정에서 발생한 이론과 실제의 차이와 교훈, 발전방향을 도출한다.

무기체계 소요제기부터 연구개발, 시험평가, 운영유지까지 국방 무기체계 획득 전 과정에서 활용하고 있는 국방M&S(Modeling & Simulation)정보를 과학적이고 체계적으로 관리하기 위해 SBA(Simulation Based Acquisition)통합정보체계가 구축·운영되고 있다. 국방 무기체계 획득 전 수명주기에 M&S자원을 적극적이고 효과적으로 활용하기 위해서는 SBA통합정보체계의 효율적인 운영방안이 필요하다. 이를 위해 SBA통합정보체계의 이용현황을 식별하고 운영성과측정을 수행한 결과, M&S자원 활성화와 획득업무 지원을 위해서는 SBA통합정보체계 운영 절차 수립과 더불어 세부적인 제도 마련이 필수적인 것으로 판단하였다. 본 논문에서는 SBA통합정보체계의 효율적인 운영을 위해 국방 M&S 정보관리 현황을 분석하고 국방 M&S 활성화와 체계적인 운영을 위한 정보체계의 개선방안을 제시한다.

국방획득 프로세스에서 운용자인 소요군의 명확한 요구사항을 전달하는 것은 성공적인 무기체계 획득을 위한 핵심적인 활동이다. 국방 분야에서는 소요군의 요구사항 도출 및 전달을 위해 운용요구서를 작성하고 있다. 본 연구에서는 미 국방 운용요구서를 참고하여 최근 작성된 국내 운용요구서의 양식 및 작성내용을 비교 분석하였다. 연구결과 국내의 운용요구서 양식은 일부 보완이 필요하며, 내용적 측면에서는 핵심 항목인 요구사항 파라미터에 대한 작성이 미흡하다고 판단되었다. 이러한 문제점을 보완하기 위해 본연의 목적에 적합한 운용요구서 양식을 제시하였으며, 운용성능-체계성능-핵심성능 파라미터에 대한 구체적인 정의와 설명 및 사례를 제시하여 군의 요구사항을 명확하게 전달하는 방안을 제시하였다.
