A Study on the Development Site of an Open-pit Mine Using Unmanned Aerial Vehicle (무인항공기를 이용한 노천광산 개발지 조사에 관한 연구)

  • Open-pit mine development requires continuous management because of topographical changes and there is a risk of accidents if the current status survey is performed directly in the process of calculating the earthwork. In this study, the application of UAV photogrammetry, which can acquire spatial information without direct human access, was applied to open-pit mines development area and analyzed the accuracy, earthwork, and mountain restoration plan to determine its applicability. As a result of accuracy analysis at checkpoint using ortho image and Digital Surface Model(DSM) by UAV photogrammetry, Root Mean Square Error(RMSE) is 0.120 m in horizontal and 0.150 m in vertical coordinates. This satisfied the tolerance range of 1:1,000 digital map. As a result of the comparison of the earthwork, UAV photogrammetry yielded 11.7% more earthwork than the conventional survey method. It is because UAV photogrammetry shows more detailed topography. And result of monitoring mountain restoration showed possible to determine existence of rockfall prevention nets and vegetation. If the terrain changes are monitored by acquiring images periodically, the utility of UAV photogrammetry will be further useful to open-pit mine development.

  • In the midst of the aging of underground facilities in urban areas and anxiety about road excavation safety accidents, the Ministry of Land, Infrastructure and Transport began to build Underground Geospatial Infomation Map from 2015 as part of the 「ground subsidence prevention measures」 and efficient use of underground spaces. So, the scope is spreading every year. The current Underground Geospatial Infomation Map information is web-based and is operated in a desktop environment, so it is true that there are some limitations in its use in a field environment such as an excavation construction site. The Underground Geospatial Infomation Map, built and operated in a web-based environment, is a large-scale 3D data. Therefore, in order to service by transmitting data to the field without delay, it is necessary to lighten the Underground Geospatial Infomation Map data. In addition, the current Underground Geospatial Infomation Map is not unified in data formats such as 3DS and COLLADA, and the coordinate system method is also different in relative coordinates and absolute coordinates. In this study, by analyzing domestic and overseas prior research and technical use cases, a mobile Underground Geospatial Infomation Map data format and a lightweight method were presented, and a technology development was conducted to create a mobile underground space integration map in the presented format. In addition, the weight reduction rate was tested by applying 3D data compression technology so that data can be transmitted quickly in the field, and technology was developed that can be used by decompressing 3D data compressed in the field. finally, it aims to supplement the technology experimentally developed in this study and conduct additional research to produce it as software that can be used in the excavation site and use it.

Analysis of Ambivalence Differences among Groups for Temporary Firefighting Facilities of Workers at Construction Sites (공사현장 근로자의 임시소방시설에 대한 집단 간 Ambivalence 차이분석)

  • The purpose of this study is to prevent fire accidents in advance by deriving prior knowledge among groups about temporary fire-fighting facilities of workers at construction sites and devising appropriate improvement measures. The findings are as follows.First, in the case of fire extinguishers, statistical attention was paid to the contractor, supervisor, partner worker and fire extinguisher manager between designations. 87% of fire managers and 70% of facility supervisors said fire extinguisher management managers needed to be designated for each type of construction, which requires designation of fire extinguisher management managers, frequently checking and relocating. Second, in the case of simple fire extinguishing facilities, statistical attention was paid to the application of penalties for unauthorized use of fire extinguishing facilities with construction companies, supervisors, and business partners.Third, in the case of emergency alarm measures, statistical attention was paid to the application of emergency alarm sound to temporary broadcasting facilities with construction works, supervisors, and business partners.Fourth, in the case of induction, statistical attention was paid to the application of connection between construction works, supervisors, and partner workers, such as passage guidance, emergency lighting, etc.It was found that 65% of construction workers and 55% of electrical workers had different applications such as aisle guidance and emergency lighting for each type of business partner. In order to resolve blind spots such as evacuation zone guidance due to the structure of the building, it is necessary to easily distinguish the direction of the entrance door from a long distance by applying it in conjunction with passage guidance lights and emergency lighting.

Investment Benefit Analysis of Safety Assessment and Inspection Technologies of Hydrogen Bus Fuel System Using Contingent Valuation Methods (조건부가치측정법을 이용한 수소버스 연료장치 안전성 평가 및 검사기술에 대한 투자 편익 분석)

  • Recently, the government has been expanding the supply of hydrogen vehicles according to the roadmap for vitalizing the hydrogen economy, but is developing safety assessment and inspection technology for the relevant vehicles. This study analyzed the prevention of hydrogen bus accidents' economic effect that arises from the application and development of large-capacity CHSS oil pressure repetition-test assessment technology, hydrogen bus internal chamber pressure transmission and emission volume inspection technology, among various technologies capable of assessing the safety of a hydrogen bus fuel system. To this end, the contingent valuation method (CVM), one of the value evaluation methods of non-market goods, was applied to investigate users' willingness to pay for each inspection technology. The survey for users' willingness to pay was conducted by attaching posters to promote surveys on the internet and within buses to the entire public. As a result of the analysis, the average WTP of the hydrogen bus internal chamber pressure transmission volume inspection technology was 25.3 KRW, the average WTP of the hydrogen bus internal chamber pressure emission volume inspection technology was 18.6 KRW, and the average WTP of the large-capacity CHSS oil pressure repetition-test assessment technology was measured at 16.7 KRW. In addition, the costs and benefits of the introduction of the relevant inspection technology were defined through the interviewing of experts at related research institutions and businesses. As a result of conducting an economic analysis (4.5% discount rate) according to the development of each inspection technology, economic feasibility was seen in all assessment and inspection technologies. As much as the technology is indispensable for the safe use of hydrogen buses, it shows that investment in related technology is very necessary in the future. However, because it was decided that the relevant analysis will differ according to the distribution rate of hydrogen buses, further analysis following this future distribution rate of hydrogen buses is needed, and future users should be made clearly aware of the safety and environmental nature of the technology.

A Study on the Safety Navigational Width of Bridges Across Waterways Considering Optimal Traffic Distribution (최적 교통분포를 고려한 해상교량의 안전 통항 폭에 관한 연구)

  • Bridges across waterways act as interference factors, that reduce the navigable water area from the perspective of navigation safety. To analyze the safety navigational width of ships navigating bridges across waterways, the optimal traffic distribution based on AIS data was investigated, and ships were classified according to size through k-means clustering. As a result of the goodness-of-fit analysis of the clustered data, the lognormal distribution was found to be close to the optimal distribution for Incheon Bridge and Busan Harbor Bridge. Also, the normal distributions for Mokpo Bridge and Machang Bridge were analyzed. Based on the lognormal and normal distribution, the analysis results assumed that the safe passage range of the vessel was 95% of the confidence interval, As a result, regarding the Incheon Bridge, the difference between the normal distribution and the lognormal distribution was the largest, at 64m to 98m. The minimum difference was 10m, which was revealed for Machang Bridge. Accordingly, regarding Incheon Bridge, it was analyzed that it is more appropriate to present a safety width of traffic by assuming a lognormal distribution, rather than suggesting a safety navigation width by assuming a normal distribution. Regarding other bridges, it was analyzed that similar results could be obtained using any of the two distributions, because of the similarity in width between the normal and lognormal distributions. Based on the above results, it is judged that if a safe navigational range is presented, it will contribute to the safe operation of ships as well as the prevention of accidents.

Study on Verification of Applicability for a Warehouse Construction Site using a Fire Risk Assessment Tool (화재위험도 평가 Tool에 의한 물류창고 공사장 적용성 검증에 관한 연구)

  • Purpose: Fires that occur during construction are infrequent, but cause great damage. Recently, with the growth of the logistics and distribution industry, the number of construction sites for new logistics warehouses is increasing, so it was selected as a research subject and research was conducted to reduce accidents at construction sites through the development of a fire risk assessment tool to quantitatively approach fire prevention. Method: A comprehensive fire risk assessment tool was accumulated by classifying the work in progress, classifying combustibles and ignition sources by grade, excluding air (oxygen), which is difficult to control, and additionally substituting evacuation safety. Result: Using the developed and proposed fire risk evaluation tool, excavation work with low fire risk, facility construction with medium fire risk, and finishing work with high fire risk were sampled to derive the result (CGI). Conclusion: In this study, it was possible to establish specific preventive measures and evaluate evacuation safety by controlling physical conditions (combustibles) and energy conditions (ignition sources) according to the risk assessment by developing a tool that can evaluate the risk of 14fire occurrence at construction sites. It is expected that in the future, through the application of the fire risk evaluation tool at construction sites, it will be provided as a criterion for establishing a process plan that can reduce risk and evaluating the adaptability of firefighting equipment.14

Safety Improvement of Centrally Installed "Hi-pass" Lane of Express Highway (고속도로 중앙하이패스차로 안전성 개선에 관한 연구 - 서울외곽순환고속도로 본선영업소를 중심으로 -)

  • Safety improvement has been a continuous challenge, especially at toll gate of express highway where traffic conflict often occurs due to frequent lane change by drivers of "Hi-pass" lane and regular "TCS" lane. As a part of research on safety at toll gate, this study videotaped traffic conflict data between vehicles using centrally located "Hi-pass" lane and regular "TCS" lane and analyzed accident risk. According to the correlation analysis of vehicle speed, relative vehicle speed, and sudden vehicle deceleration rate due to traffic conflict, when the relative vehicle speed between centrally located "Hi-pass" lane and regular "TCS" lane increases, sudden vehicle deceleration rate also increases. One of the findings is that centrally located "Hi-pass" lane at toll gate shows different location for traffic conflict, and frequency of traffic conflict and the relative vehicle speed was also different based on vehicle lane use. TA (Time to Accident) analysis shows that accident rate is high at toll gate where Hipass lane is installed in center lane, when the occurrence of sudden vehicle deceleration and deceleration time of vehicles rise for vehicles on "Hi-pass" lane. Furthermore, if the expressway entrance/exit point is closely located to toll gate, TA showed a low value. Thus, it is necessary to reduce the relative vehicle speed in order to improve safety. The Study presents reduction of the relevant vehicular speed and prevention of accidents at the centrally installed "Hi-pass" lane as an important strategy for safety improvement at toll gate.

Comparison of pediatric injury patterns before and during the COVID-19 pandemic in Korea: a retrospective study

  • Purpose: The COVID-19 pandemic led to significant changes in the lifestyle patterns of children and affected the patterns of pediatric injuries. This study analyzed the changing patterns of pediatric injury overall and by age groups, based on the datasets before and during the COVID-19 pandemic. Methods: This study is based on the data of patients who presented with injuries at 23 hospital emergency departments participating in the Emergency Department-based Injury In-depth Surveillance (EDIIS) conducted by the Korea Disease Control and Prevention Agency. The surveillance data was categorized by injury mechanism, location, activity, and severity. We analyzed the injury patterns of pediatric patients aged 0 to 15 years. Subgroup analysis was conducted by age group in children aged 7 to 15 years, 1 to 6 years, and <1 year. Results: When comparing the COVID-19 pandemic period to the pre-COVID-19 period, the total number of pediatric patients with injuries decreased by 38.7%, while the proportions of in-home injuries (57.9% vs. 67.9%), and minor injuries (38.9% vs. 39.7%) increased. In the 7 to 15 years group, bicycle riding injuries (50.9% vs. 65.6%) and personal mobility device injuries (2.4% vs. 4.6%) increased. The 1 to 6 years group also showed an increase in bicycle accident injuries (15.8% vs. 22.4%). In the <1 year group, injuries from falls increased (44.5% vs. 49.9%). Self-harm injuries in the 7 to 15 years group also increased (1.6% vs. 2.8%). Conclusions: During the COVID-19 pandemic period, the overall number of pediatric injuries decreased, while injuries occurring at home and during indoor activities increased. Traffic accidents involving bicycles and personal mobility devices and self-harm injuries increased in the 7 to 15 years group. In the <1 year group, the incidence of falls increased. Medical and societal preparedness is needed so that we might anticipate these changes in the patterns of pediatric injuries during future infectious disease pandemics.

Maritime Safety Tribunal Ruling Analysis using SentenceBERT (SentenceBERT 모델을 활용한 해양안전심판 재결서 분석 방법에 대한 연구)

  • The global surge in maritime traffic has resulted in an increased number of ship collisions, leading to significant economic, environmental, physical, and human damage. The causes of these maritime accidents are multifaceted, often arising from a combination of crew judgment errors, negligence, complexity of navigation routes, weather conditions, and technical deficiencies in the vessels. Given the intricate nuances and contextual information inherent in each incident, a methodology capable of deeply understanding the semantics and context of sentences is imperative. Accordingly, this study utilized the SentenceBERT model to analyze maritime safety tribunal decisions over the last 20 years in the Busan Sea area, which encapsulated data on ship collision incidents. The analysis revealed important keywords potentially responsible for these incidents. Cluster analysis based on the frequency of specific keyword appearances was conducted and visualized. This information can serve as foundational data for the preemptive identification of accident causes and the development of strategies for collision prevention and response.

Reviewing the Operation of the Navy Safety Management System and Its Direction (해군 안전관리체계 운영에 대한 검토 및 발전 방향 고찰)

  • Purpose: In order to enhance safety, the Korea Navy is making efforts to introduce a safety and health management system and to develop a risk assessment system, while safety accidents keeps occurring. A development plan was proposed through an inspection of the Safety Management System(SMS). Method: To diagnose the Korea Navy's safety management system, changes in the safety environment, documentation system, and safety and health management system operation were reviewed, points to be improved were found, and improvement directions were derived. Result: There is a need for an SMS standard that can present the Korea Navy's safety policy and safety management direction, and a safety program that provides guidelines for implementing it in a standardized manner. To this end, we were able to confirm the feasibility of linking the requirements of the US Navy's SMS and the international standard ISO 45001 standard together with the Korea Navy's safety management system. Conclusion: The Korea Navy's safety management system needs to clearly present safety policies and standards, and have public confidence and effectiveness in safety work through a standard program that can implement them, and for this, the development of a Navy SMS is necessary.
