Analysis of Recent Accidents and Regulating Activities for the Hazardous Materials in Korea

  • The systems in Korea regarding manufacture, storage, transport and use of hazardous materials are regulated by the related laws and ordinances. The number of accident from hazardous materials has recently decreased but the size of accident has increased according to the hazardous substances are greatly consumed and delivered. The results of analysis showed that most of accidents are caused by human problems and occurred frequently at unauthorized facilities. It is suggested that workers should be trained more and the strict regulation on unauthorized facilities is needed to reduce the accidents caused by hazardous materials.

A Method to Measure Damage Areas on Railway Accidents by the HAZMATs types using GIS Spatial Analysis (GIS 공간 분석기법을 활용한 위험물질별 철도사고 피해규모 자동추출방안에 관한 연구)

  • Due to the industrialization and urbanization, the transport of hazardous materials increases, which rises possibilities in occurring prospective accidents in terms of hazardous material transport as well. This study applied the model developed from the previous research to analyze the scale of damage areas from the accidents related to hazardous material accidents, as well as suggested a method to measure automatically the scale of accident including casualties and environmental damage based on the guideline which suggests the quantities of hazardous materials exposed from an accident and was defined in the study of standardization for hazardous material classification. A buffering analysis technique of Geographic Information System (GIS) was applied for that. To apply the model which evaluates the scale of population and exposure to environment on each link, rail network, zones, rail accident data, rail freight trips, and locations of rivers etc were complied as a database for GIS analysis. In conclusion, a method to measure damage areas by the types of hazardous materials was introduced using a Clip and a Special Join technique for overlay analysis.

  • This thesis investigated accidents in relation with hazardous materials such as university laboratories in our country. In addition, this thesis investigated how the courses, hazardous materials, are managed, centering on Seoul, Gyeonggi, Busan, Gwangju, Gyeongbuk, and Chungbuk Fire Service Academy as well as National Fire Service Academy, and investigated how the courses, hazardous materials, are managed, centering on the courses in relation with fire service in universities, too. This thesis, also, performed a questionnaire survey on the education in relation with hazardous materials, objecting fire service officers on working who took education in respective provincial fire service academies and National 119 Rescue Services. This thesis analyzed the results of questionnaires, found problems in the current education about hazardous materials, and presented effective learning methods as the courses, hazardous materials, management methods, centering on new experiments. In addition, this thesis tried to present education plans with which people could prevent from the accidents in relation with hazardous materials.

A Study on Improvement of the Course of Hazardous Materials (위험물질론 교과운영의 개선방안에 관한 연구)

  • Accidents cases about hazardous materials in university laboratories and other places are reviewed in this thesis. Then the curriculums that are currently operated in related educational institutions are researched. The researched educational institutions include 'National Fire Service Academy', local 'Fire Service Academies' that are located in Gyeonggi, Busan, Gwangju, Gyeongbuk, and Chungcheong and nationwide 'universities'. A questionnaire survey about hazardous materials with fire officers who are on educational courses in National 119 Rescue Services and local 'Fire Service Academies' is also performed and analyzed. The analyzed results suggest several implications. First, the education courses concerning hazardous materials and the experiment manual should be developed very soon. Second, hazardous materials related courses should be performed by lecturers who has degree in related majors. The third, to prevent the accidents about hazardous materials, the professionals should be trained more. In sum, the experiment centered education courses about hazardous materials should be achieved.

  • Hazardous materials accidents are not limited to the leakage of the material, but if the early response is not appropriate, it can lead to a fire or an explosion, which increases the scale of the damage. However, as the 4th industrial revolution and the rise of the big data era are being discussed, systematic analysis of hazardous materials accidents based on new techniques has not been attempted, but simple statistics are being collected. In this study, we perform the systematic analysis, using machine learning, on the fire accident data for the past 11 years (2008 ~ 2018), accumulated by the National Fire Service. The analysis results are visualized and presented through text mining analysis, and the possibility of developing a damage-scale prediction model is explored by applying the regression analysis method, using the main factors present in the hazardous materials fire accident data.

  • Accidents associated with hazardous materials, including oil and HNS, in maritime transportation show increasing trend. Therefore, preventive countermeasures for such accidents should be provided. The purpose of this study is to analyze level of risk on human loss and potential damage to environment, using data on domestic marine accidents carrying hazardous materials (2002~2014), and identify high-risk accident types for urgent risk management which needs findings of accident causes and proper mitigation measures. High-risks on human loss are explosion and suffocation, occurred in process of ship maintenance and tank cleaning. On the other hand, high-risk on environmental damage is spill caused by ship accidents (collision, grounding and etc.). Especially, spill occurs during loading operation of oil and HNS onboard a ship. Strict operation supervision/management and safety education/training on a regular basis could prevent accidents, because human factors such as not wearing safety gear and careless cargo handling cause most of the marine accidents.

The Study of Field Survey for the Analysis of Occupational Accident Causes in Korean Construction Industry (건설산업재해 원인분석 조사연구)

  • This study was conducted to analyse the exact causes of occupational accidents in Korean construction industry and to contribute to the accident prevention programs. The results and conclusions of the field survey are as follows : 1) The accidents caused by hazardous conditions are 96 percent, and those by unsafe acts are 97.3 percent. The accidents caused simultaneously by two categories are nore than 96 percent. 2) The injured workers who were employed less than 3 months are 71.1 percent. Safety training for newly recruited workers should be required. 3) More than 40 percent of all accidents were occurred in the morning and more than 30 percent were in summer. Required caution should be paid for the time and season. 4) Fracture, cut/laceration/puncture and multiple injuries in the lower extremeties, upper entremeties and head as well as many kinds of injuries by the fall from elevation mainly occurred. Safety. shoes, safety gloves, safety helmets, safety glasses, face shields and safity belts should be used 5) As the sources of injuries, each of building/structure and materials is one third of all sources, and machinery is a quarter. 6) The use of hazardous methods/procedures, defects of agencies and inadequate guarding of builing/structure, materials' and machinery mainly caused the accident types, such as s truck by, struck against, fall from elevation, and fall on same level. Such a hazardous conditiion should not be used and be correctet 7) The unsafe acts, such as improper use of hands or body parts, the operation or working at unsafe speed and improper use of equipment mainly caused accidents. Safety training for the control of such a unsafe acts should be strengthened.

  • Chemical products have had an favorable influence on our everyday life, and contributed very much to the development of human culture. According to the rapid change of industry and the development of scientific technique the using chemical products are increasing more and more. Chemical products can have any hazardous property such as flammability or explosiveness. There are occurring many accidents in the international trade due to the different classification and labelling of chemicals produced in various countries. The main purpose of this work is the development of global standard test methods for the chemicals, and the classification and labelling in building block approach by means of the basic technical data. Oxidizing solids, combustible solids, spontaneously combustible materials, water-prohibitive materials, flammable liquids, self-reactive materials and oxidizing liquids have been tested. The results have been classified according to the hazard material safety regulation and the UN regulation, and summarized in a data-base.

  • Since accidents of hazardous material transport vehicle on roadways cause severe damage in the form of disaster, foreign countries have long been engaged in systematic management and establishment of relevant laws and policies for the road safety. Recently, over 10-kilometer long tunnel, such as Inje-Yangyang Tunnel and Geumjeongsan Tunnel, has been opened on the expressway and the production of various hazardous materials is increasing with the development of chemical technology. However, road laws related to the safe operation of hazardous materials transport vehicles are still lacking, and policy measures for managing them have not been specified. It is an important task to recognize the risk of accidents of hazardous material transport vehicles and to secure road safety by establishing a management plan for road managers. Therefore, this study analyzed the feasibility of the traffic regulation of expressway tunnel in South Korea and suggested a direction for management. The results of this study can be utilized as the primary data for the revision of law related to hazardous materials transport vehicles on roadways and the derivation of optimal route of hazardous materials transport vehicles.
