Accident Prevention Model Using Signal Detection Theory: Case of Shipbuilding Industry

  • Objective: The purpose of this study is to draw the accident prevention model using the signal detection theory, and to implement accident prevention program, based on a health promotion and support activities in a shipbuilding company. Background: Workers' health management is perceived important from the human resource management perspective, as well as from the personal perspective. Method: This study developed an accident prevention model by analyzing the correlation between 704 workers' health examination variables, and reviewed the verification of the model through a follow-up survey on the control variables and status of hazards targeting 650 workers for four years from 2007 to 2010. Also, a health promotion program was implemented targeting a production division to improve alcohol habits, smoking, musculoskeletal pain complaints and hearing control indices, which are the control variables of the model. Results: As a result of four years' implementation, the following effects were obtained: the days away from work fell 87.5%, and accident rate dropped 71.5% in 2010, respectively, compared to 2006, before the activity was implemented. Conclusion: This study shows that the accident prevention activities based on workers' health promotion activities are effective to prevent industrial accidents and injuries. Application: The research findings will serve as a practical guideline for establishing preventive measures in the shipbuilding company.

  • A contact accident with gantry cranes involving the container ship MV Milano Bridge in Busan New Port took place on 6 April 2020. The report concluded that the pilot unreasonably piloted the ship with impaired maneuverability and without a proper pilotage plan. Analyzing the entire system by CAST model gives a holistic approach in linking all the key components and their roles as well as violations that led to the accident, stepping away from placing the blame on only one component in the system. Furthermore, analyzing the accident as an system theory gives a clear overview of the relationships between system components and how these interactions led to the accident.

  • 전형적인 정성적 퍼지형태의 입력데이타를 가진, 주어진 사고진행사건수목의 일부분에 대하여 퍼지집합이론(fuzzy set theory)의 응용 예를 먼저 보여주고, 이 예를 통해서 퍼지집합이론을 사고 진행사건수목에 적용하기 위해 적절한 계산알고리즘을 찾아내고 또 예를 들어 설명하였다. 그리고, 간단한 예제에 사용한 계산절차를 많은 현상학적 불확실성 인자를 포함한 아주 복잡한 사고진행사건수목 즉, 최근 Zion 발전소 위험도평가(PRA)에 사용된 전형적인 발전소 손상군의 하나인‘SEC’에 응용해서 적용하였다. 퍼지집합이론으로 평가한 계산값들의 퍼지평균치들은 최근 통계적 PRA 평가 방법론으로 얻는 값들의 평균치와 거의 같은 결과를 보여주고 있다. 본 논문의 주요목적은 부정확하고 또 정성적인 분기점확률이나 또는 많은 현상학적 불확실성 인자들을 가진 사고진행사건수목들에 이 퍼지집합이론을 적용하기 위한 공식적 계산절차를 제공하는데 있다.

  • Objectives: Given the real problems at industrial sites related to the Serious Accident Punishment Act (SAPA), it has become controversial as a particularly important issue in terms of occupational safety and health. I intend to examine in detail what are the problems and how to approach them. Methods: The contents of SAPA were reviewed focusing on whether its provisions conform to the principles of occupational safety and health, whether they fit the related legal theory, and whether they are effective for accident prevention. The purpose of this study is to examine whether there is a problem with SAPA from the perspective of the effectiveness of accident prevention by combining occupational safety & health management theory, and legal theory. Results: In order to ensure the effectiveness of SAPA, it should be revised to increase the predictability and implementation of safety and health measure standards. Otherwise, it is expected that there will be not only economic and social costs in the short term, but also side effects that disrupt the safety law system, resulting in a considerable number of post-mortem conditions in the mid- to long term. Conclusions: It is easy to see in comparative law that raising the legal punishment alone does not have the effect of preventing industrial accidents. SAPA should be revised as soon as possible in the direction of faithfully and elaborately reorganizing the standards for safety and health measures.

퍼지규칙을 이용한 교통사고분석 (Traffic Accident Analysis using Fuzzy Rules)

  • 요즈음 교통사고를 줄이기 위하여 IT 기술을 이용한 교통사고 연구가 많이 진행되고 있다. 그러나, 뺑소니 교통사고 발생하면 가해차량을 현장에서 찾기가 매우 어렵다. 교통사고 조사 과학화를 위해서, RFID 기술 및 유비쿼터스 이론을 이용하여 효율적인 교통사고 예방 시스템을 구축하는 알고리즘을 제안하였다. 특별히, 본 논문에서는 시시각각 변화하는 따른 도로상황 및 날씨 조건에 변화에 따른 최적 교통안전 속도를 산출하는 모의실험을 하였다.

  • 교통사고를 줄이기 위한 방안으로써 교통사고와 다양한 요인과의 관계를 규명하는 것이 시급한 현실의 과제일 것이다. 본 연구에서는 전북권의 교통사고가 가장 많고, 치사율이 가장 높은 국도 17호선(전주-남원)를 대상으로 교통사고의 원인이 되는 다양한 요인들이 교통사고에 어느 정도 영향을 미치고 있는지에 대하여 교통안전분야에서 자주 사용되어오던 다중회귀이론, 수량화이론을 적용하여 교통사고예측모델을 구축하였다. 또한 데이터의 불확실성 상태를 합리적으로 처리할 수 있는 퍼지 추론이론 및 인간의 신경계를 수학적으로 모형화하여 학습에 의한 예측에 있어 뛰어난 것으로 알려져 있는 신경망이론을 적용한 교통사고예측모델을 구축하였다 이를 통해, 퍼지추론이론 및 신경망 이론의 유효성을 입증하고 교통사고분석 분야의 적용 타당성을 확인하는데 초점을 맞추고 있다.

반도체산업에서의 안전사고 분석 패턴 추출 모델 연구 (A study for safety-accident analysis pattern extract model in semiconductor industry)

  • The present study has investigated the patterns and the causes of safety -accidents on the accident-data in semiconductor Industries through near miss report the cases in the advanced companies. The ratio of incomplete actions to incomplete state was 4 to 6 as the cases of accidents in semiconductor industries in the respect of Human-ware, Hard- ware, Environment-ware and System-ware. The ratio of Human to machine in the attributes of semiconductor accident was 4 to 1. The study also investigated correlation among the system related to production, accident, losses and time. In semiconductor industry, we found that pattern of safety-accident analysis is organized potential, interaction, complexity, medium. Therefore, this study find out that semiconductor model consists of organization, individual, task, machine, environment and system.

This new model is known as STAMP(Systems Theory Accident Modeling and Process)proposed by Nancy G. Leveson in MIT. The new model has benefits of systemic approaches concerning the system safety as a whole including the context it is in, its stimulants and outcomes, and its parts as well as the relationships among them in a holistic manner. The method consists of a hierarchical control structure, a process model, and the safety constraints governing the control. This paper demonstrates an example the contrasts the differences between the approaches of STAMP and the traditional safety models.

  • In this paper, I analyzed the industrial system and agriculture system about safety between korea and australia. An agriculture which is one of the national security industry, has recognized the importance. International country have attention to the automatization of machine for the improvement of agriculture. However, because of modernization of agriculture, the rate of accurrence about agriculture accident has increased dramatically. Especially the rate of accurence of agricultural accident is higher than the other industrial accident in the developed country. Because of these reasons, developed country has efforted to the agriculture systemabout safety. Australia law for the safety system of agriculture is very well and the rate of accident in the self-management agriculture is included in the statistics of industrial but The rate of accident in self-management agriculture is very higher. Korea has many middle size factory to make new goods and factory accurre very many accident. Because Korea government research the theory and practical affairs for the industrial system about safety and health to protect industrial accident In future we have to try new method about Agriculture Safety of Korea.
