주관적 작업부하 평가기법을 이용한 원자력 발전소 주제어반 제어 스위치 사용 인적 수행도 평가 (An Evaluation of Operator Performance Related to the Switch Types in Man Control Rooms of the Nuclear Power Plants)

  • The objective of this study is to evaluate the operator performance relating to hand switches with two or three buttons in the main control rooms of nuclear power plants. Based on the comparative analysis of the nuclear power plants, two different subjective workload-rating scales were used to evaluate the performance of 48 operators: the Overall Workload(OW) and National Aeronautics and Space Administration Task Load Index (NASA TLX). The survey questions consisting of the eight-items were asked to evaluate the operating experiences for the two different switch types. The OW scales ratings were applied to measure the workload of the switch-related tasks. The ratings revealed that signal detection tasks caused less workload in the three-buttoned-switch operators than the other switch group. However, in the switch operation tasks, the switch types did not show statistically significant effects on workload level. The NASA TLX scale ratings were performed based on detailed task scenarios that assumed the accident of small break loss of coolant, what we call, the small LOCH. The NASA TLX was administered to three different task groups: the reactor, the turbine, and the electric operator groups. Based on the NASA TLX, the two-buttoned switch groups showed higher workload than those with the three-buttoned switches. However, a statistically significant difference was found only in the reactor operator groups. When the current switch type was assumed to be changed for the other type, all of the three-buttoned switch groups were predicted to have higher workload than the other switch groups, respectively. The implications of these findings were discussed.

조건부 가치측정법을 이용한 고속도로 졸음운전 교통사고 예방 캠페인 편익 추정 (Estimation of the Benefit from the Campaign to Prevent Drowsy Driving Crashes Using a Contingent Valuation Method)

  • PURPOSES : This study was initiated to estimate the benefits from the campaign to prevent drowsy driving crashes on expressways. The study was conducted by the Korea Expressway Corporation using a contingent valuation method. METHODS : First, a questionnaire was designed for a preliminary survey. From the survey's results, the initial willingness to pay for the campaign was determined by averaging different amounts of payments chosen under virtual scenarios in the survey. The willingness to pay data was used to find a first bid price for the open-ended method used for the second survey. After that, a primary questionnaire was designed and conducted using a single dichotomous choice question (SDBCQ). Drivers at expressway resting areas were asked their willingness to pay for the campaign. Based on statistical analysis using data collected from the second survey, the mean willingness to pay was estimated using a probability utility function. Finally, the benefit from the campaign was calculated using the estimated willingness to pay and accident data on expressways. CONCLUSIONS : Based on the result from the contingent valuation method, the benefit from the campaign to prevent drowsy driving crashes was estimated to be 170.6 won per expressway trip. The benefit is to be paid as an additional toll. In addition, the traffic crash cost estimate is about 2,209,680,000 won less than the cost during the same period in 2014.

수소충전소의 안전성에 관한 연구 (A Study on Safety of Hydrogen Station)

  • 본 논문은 국내에 건설된 충전소를 분석 검토하여 수소충전소에 대한 안전성 평가를 실시함으로써 수소충전 소의 안전성에 대한 확인과 충전소 설치 시 필요한 기준마련에 기초자료를 제공하는 것이 궁극적인 목표이다. 안전성 평가 방법으로 FMEA (Failure Mode and Effect Analysis)를 사용하였고, 충전소를 크게 4개의 공정(제조, 압축, 저장, 충전)으로 분류하였다. 또한 각각의 발견된 위험요소에 S (severity), O (occurrence), D (detection)의 점수를 부여하여 이 세 요소의 곱의 값인 RPN (Risk Priority Number)의 수치를 이용하여 위험의 우선순위를 정하고, 이를 바탕으로 시나리오를 생성하였다. 생성한 시나리오를 기반으로 사고피해영향평가 결과 주요한 사고 유형으로 jet fire와 폭발이 나타났고, PSA (pressure swing adsorption) 공정 feed line에서의 누출의 경우 원료물질에 따라 CO가스의 농도가 상이할 수도 있으나, CO가스중독 위험성을 함께 예측되었다.

무기체계 실사격 시험의 안전성 강화를 위한 다중 사건나무분석 기반의 시험구조에 관한 연구 (On Multiple ETA-based Test Framework to Enhance Safety Maturity of Live Fire Tests for Weapon Systems)

  • Successful development of weapon systems requires a stringent verification and validation (V&V) process due to the nature of the weapons in which continual increase of operational capability makes the system requirements more complicated to meet. Thus, test and evaluation (T&E) of weapon systems is becoming more difficult. In such a situation, live fire tests appear to be effective and useful methods in not only carrying out V&V of the weapon systems under development, but also increasing the maturity of the end users operability of the system. However, during the process for live fire tests, a variety of accidents or mishaps can happen due to explosion, pyro, separation, and so on. As such, appropriate means to mitigate mishap possibilities should be provided and applied during the live fire tests. To study a way of how to accomplish it is the objective of this paper. To do so, top-level sources of hazard are first identified. A framework for T&E is also described. Then, to enhance the test range safety, it is discussed how test scenarios can be generated. The proposed method is based on the use of the anticipatory failure determination (AFD) and multiple event tree analysis (ETA) in analyzing range safety. It is intended to identify unexpected hazard components even in the environment with constraints. It is therefore expected to reduce accident possibilities as an alternative to the traditional root-cause analysis.

자율주행차량의 윤리적 문제 점검을 위한 시뮬레이션 연구 (Analyzing Traffic Impacts of the Utilitarian Robotic Autonomous Vehicle)

  • 자율주행차량은 다양한 사회 문제를 해결하기 위한 대안으로 각광받고 있다. 자율주행차량의 도입 및 관련 기술 개발 연구가 활발히 진행되고 있으나 자율주행차량에 탑재된 운행 알고리즘에 따른 실제 운행의 영향력에 대한 연구는 미흡한 실정이다. 본 연구에서는 한정된 물리적 환경에서 공리주의와 사회적 합의를 고려하여 차량 운행 중 발생 가능한 상황인 중앙선 침범 상황에 대한 시나리오를 설정하고 시뮬레이션을 통해 윤리적 판단이 필요한 상황에서의 자율주행차량의 운행에 따른 영향을 분석하였다. 분석 결과, 자율주행차량이 안전도를 판단하여 옆 차선으로 차선을 변경한 시나리오에서 사고에 따른 영향이 더 큰 것으로 나타났다. 또한 자율주행차량의 판단에 따라 전방 충돌한 경우, 자율주행차량의 기능에 의해 교통류 개선 효과가 있음을 확인하였다.

철도건널목 위험도 정량평가 방법론 적용성 연구 (Feasibility Study on the Risk Quantification Methodology of Railway Level Crossings)

  • 위험 분석을 위한 방법론은 결정론적 정성적 접근과 확률론적 정량적 접근으로 대별될 수 있는데, 보다 현실적으로 다양한 요인을 적극적으로 고려할 수 있는 정량적 방법론은 효율성이 높으나 모델의 복잡성과 자료수집의 어려움을 극복하는 것이 필요하다. 본 연구에서는 복잡한 모델링을 체계적으로 수행하여 철도 건널목에서의 사고로 인한 위험도를 정량적으로 평가하기 위한 방법론을 도출하고 기본적인 적용성 연구를 통해, 정량평가 방법론의 유용성을 입증하고 추후 철도 통합 위험도 평가 시스템의 개발에 반영하는 목적으로 수행되었다. 제안된 위험도 평가를 위한 방법론은 다음과 같이 요약될 수 있다. 먼저 Preliminary Hazard Analysis 결과로부터 철도 사고에 대한 위험요인 목록을 작성하고 사건수목(Event Tree)을 이용하여 위험요인별로 사고 시나리오를 전개한다. 사건수목중 사건수목 분기확률을 정량화하기위해 보조논리를 필요로 하는 경우에 대해서 고장수목(Fault Tree)을 작성한다. 작성된 사건수목과 고장수목에 정량화를 위해 필요한 평가 자료를 입력하고 통합 정량화 방법론을 적용하여 최종 정량화를 수행한다. 정량화된 결과에 사고 상황을 고려한 해석을 수행하고 필요하다면 민감도 분석이나 불확실성 분석이 수행한다. 본 연구에서는 이러한 분석 방법론을 전국 철도건널목 사고 분석에 시범 적용하였다. 또한 2005년 국내 철도 건널목에서 발생한 사고자료를 이용하여 시범적인 정량화를 수행하여 그 적용성을 보였다.

VR 시나리오를 이용한 음주운전자 운전 특성의 유의성 및 상관분석에 관한 연구 (A Study on the Significance and Relationship Drunken Drivers Characteristics Using Virtual Reality Scenario)

  • PURPOSES: The number of traffic accidents in 2010 was 226,978 in Korea, a high percentage of which up to 12.61% was due to drunk driving. As it is expected that the number of traffic accidents will increase because of the drastic increase of the number of vehicle registrations and the prevalent drinking cultures, it is necessary to understand the driving characteristics of drunken drivers to lower the increasing rate. METHODS: This study, therefore, comparatively analyzes the two groups - one group before drinking and the other after drinking - based on the graph, and implements the correlation in each scenario(1,2,3). scenario 1. appearance of jaywalkers; scenario 2. appearance of an illegal left-turning car; and scenario 3. appearance of a vehicle and a person as obstacles to the driver after an accident. RESULTS: The comparative analysis of speed shows that the group after drinking was 50km/h faster than the group before drinking in Scenario 1, 20km/h in Scenario 2, and 15km/h in Scenario 3 respectively. In the comparative analysis of acceleration, the average level of the group after drinking was 0.15 higher than that of the group before drinking in Scenario 1, 0.30 in Scenario 2, and 0.15 in Scenario 3. In the comparative analysis of deceleration, the average level of the group after drinking was about 0.4 lower than that of the group before drinking in Scenario 1, 0.35 in Scenario 2, and 0.2 in Scenario 3 respectively. In the comparative analyses, the item of speed, acceleration and deceleration was of significance for each group in Scenarios. CONCLUSIONS: The comparative analysis demonstrated that there is a difference between the group before drinking and the group after drinking. In the analysis of correlation in each group, it was proved that the drunken group was of significance.

다지 회전교차로와 신호교차로의 지체 비교 분석 (Comparative Analysis on the Delay Between Multi-legged Roundabout and Signalized Intersection)

  • 회전교차로는 신호교차로보다 대형 교통사고, 혼잡비용 및 온실가스 효과를 줄이는 녹색교통체계이다. 본 연구의 목적은 다지 회전교차로의 운영효율을 분석하는데 있다. 이를 위해 본 연구에서는 다지 회전교차로와 신호교차로의 최적의 기하구조를 구축하고, 주도로와 부도로의 진입교통량의 비율을 반영한 분석시나리오를 작성하며, VISSIM을 이용하여 차량당 평균제어지체를 비교 분석하는데 중점을 두고 있다. 연구의 주요 결과는 다음과 같다. 첫째, 총 진입 교통량이 3,500pcph 이하일 때, 5지 1차로와 2차로 모두 회전교차로가 신호교차로보다 효과적으로 분석된다. 둘째, 6지 1차로 교차로일 경우 총 진입교통량이 3,600pcph이하에서 회전교차로가 신호교차로에 비해 효과적이다. 6지 2차로 교차로의 경우엔 회전교차로가 모든 진입교통량 조건에서 신호교차로보다 효과적으로 분석된다.

항만에서 위험물 운송 중 유해화학물질 누출 위험성에 관한 연구 (Risk Analysis of Transporting Hazardous Substances in Harbor Using Modeling Program)

  • Recently, the use of hazardous chemicals has been continuously increasing. Therefore, the international trade volume is growing and chemical accidents have increased. Nowadays, the safety awareness of the public has increased. As a result, the management and supervision of hazardous chemicals have been strengthened. However, the port policy of Korea has focused on increasing the volume of cargo through facility development. Thus, the port management of hazardous chemicals has been relatively neglected. For national economic growth and society, the port management of hazardous chemicals should be considered to efficiently ensure safety and economic growth. Therefore, this study assumed scenarios where hazardous materials were moved in a dangerous container, not only on appropriate wharfs but also in ports that were close to a big city. The BTX substances were selected among the toxic chemicals with large import and export volumes, and the risk distance and damage effects were predicted using various risk assessment programs. It is expected that this could be used to improve a port safety management system and could be utilized to determine the safety distance in case of an accident.

수소경제로의 이행을 위한 안전관리 정책 연구 (A Study on Safety Policies for a Transition to a Hydrogen Economy)

  • Hydrogen, which can be produced from abundant and widely distributed renewable energy resources, seems to be a promising candidate for solving the concerns for improving energy security, urban air pollution, and reducing greenhouse gas emissions. The two primary motivating factors for hydrogen economy are fossil fuel supply limitations and concerns about global warming. But the safety issues associated with hydrogen economy need to be investigated and fully understood before being considered as a future energy source. Limited operating experience with hydrogen energy systems in consumer environments is recognised as a significant barrier to the implementation of hydrogen economy. To prevent unnecessary restrictions on emerging codes, standards and local regulations, safety policies based on real hazards should be developed. This article studies briefly the direct impact-distances from hazard events such as hydrogen release and jet fire, and damage levels from hydrogen gas explosion in a confined space. Based on the direct impact-distances indicated in the accident scenarios and consumer environments in Korea, the safety policies, which are related to hydrogen filling station, hydrogen fuel cell car, portable fuel cell, domestic fuel cells, and hydrogen town, are suggested to implement hydrogen economy. To apply the safety policies and overcome the disadvantages of prescriptive risk management, which is setting guidance in great detail to management well known risk but is not covering unidentified risk, hybrid risk management model is also proposed.
