  • In this work, procedure evaluating failure modes such as pipe rupture, large scale leak, and small scale leak was suggested using equations to assess remaining strength by corrosion failure. Additionally, the method to predict probability of failure was suggested according to the aforementioned failure modes, and by combining data on corrosion rate, probability of long-term failure can be induced. This work will be very useful in predicting lifetime or exchanging period of pipeline.

A Study on the Problems and Development of the Benefits in Work Injury Insurance (산재보험 급여체계의 합리화 방안에 관한 연구)

  • Korea paid attention to the work injury insurance in the early economic development stage as other developed countries did. Thus "The industrial Accident Compensation Insurance Law" was legislated in 1963 and it is now expanded to apply to the workplace with five or more employees. Beside the low coverage of the number of employees, the scope of benefits are the problem of work injury insurance. The work injury insurance's main benefits are for the loss of income and the medical cost caused by occupational accidents. On the other hand, the investment on the prevention accident and the medical, social and employment rehabilitation is very low, even though the occupational accident pension is higher than that in other OECD countries. Practically lay-off benefits and survivor' benefit for some special workers are paid more than they need, therefore they want to remain under the benefit condition and the medical care days are longer. This paper indicates the problems of work injury insurance and suggest how to improve the functions of it.

Development of the Purlin Hanging System Form for the Girder Bridge Slab and Economic Analysis (거더교 상판 콘크리트 타설용 거푸집 개발 및 경제성 분석)

  • In the case of South Korea, steel girder bridge (steel box or H-steel) and PSC (Pre-Stressed Concrete) girder bridge are the representative upper structures of railroad and road bridges. These structures account for 75% of the total bridge constructions and 80% of the total construction cost. Since the form work for concreting bridge slab is difficult, various construction methods developed and applied. However, several problems in those methods did not solve partially, including cost increase by material loss and rise of labor costs, quality deterioration by unskilled workers, increased construction time by complicated method, reduced productivity, safety accident by high place work, difficult transportation by big member, and rise of maintenance cost by material characteristic. Alternative method is needed to solve problems of as-is methods. Therefore, the purpose of this study is development of the purlin hanging system form for the girder bridge slab and its economic analysis. Through the findings of this study, it was verified that the purlin hanging system form is possible 60% reduction in cost and 80% reduction in time as comparison with conventional method.

A Historical Analysis on the Limitation of Carriers' Liability (운송인(運送人)의 손해배상책임제한(損害賠償責任制限)에 관한 역사적(歷史的) 고찰(考察))

  • On the contrary to the general principle of private law, carriers' liability for passengers and cargo owners have been quantatively limited in some cases. The author traces the rule of liability limitation in the law of Korea and United States to verify two hypotheses. The first hypothesis is that the rule of liability limitation has been introduced to motivate investment when new technology with high risk has been adopted in business. The second hypothesis is that the rule of liability limitation can be maintained only when damages have been fully compensated. The former is a necessary condition for liability limation, and the latter sufficient condition. There are strong evidences for the first hypothesis. Navigation or aviation, artificial satellite lauching, urban transportation system are good examples. The second hypothesis is supported by the fact that there have been continuous controversies on the Warsaw System, including the failure of ratification of Montreal Additional Protocols No.3 & 4 by the U.S. Senate and voluntary removal of liability limitation by the Japanese airline companies. Loss of cargo can be compensated fully, but damages from personal injury and death not. The value of human body and life is not easy to be estimated. Passengers, moreover, do not usually buy insurance for accidents in travel. Passengers do not accept insurance premium as the cost of being whole and alive. They do not accept accident rates realistically. They have no bargaining power in dealing with insurers. The rule of liability limitation in personal losses would not be supported in future because damages have not fully compensated.

A Study on the Development of Simulating Tool for Evaluation of Electrostatic Discharge (정전기 방전 평가를 위한 간이형 도구 개발에 관한 연구)

  • Explosion and fire cause about 30 reported industrial major accidents a year by ignition source which discharge of electrostatic generated to flammable gas, vapor, dust and mixtures. It brings economically and humanly very large loss that accident was caused by fire and explosion from electrostatic discharge. Thus, it is very important that electrostatic discharge energy is to be control below not to be igniting flammable mixtures. There are two kinds of analysis model for electrostatic discharge, human body model and machine model. Human body model is available the parameter of human's electrical equivalent that capacitance is 100 pF, resistance is $1.5k{\Omega}$. To simulate and visualize the electrostatic discharge from human body need a very expensive and high voltage simulator. In this paper, we measured the value of capacitance and resistance concerned with test materials and sizing of specimen and the value of charged voltage concerned with test specimen and distance to develop an electrostatic charge/discharge simulating tool for teaching with which concerned industrial employee and students. The result of experiments, we conformed that the minimum ignition energy of methane-oxygen mixtures meets well the equation $W=1/2CV^2$, and found out that the insulating material and sizing of equivalent value having human body mode are the poly ethylene of 200 mm and 300 mm of diameter. Developed electrostatic charge/discharge simulating tool has many merits; simple mechanism, low cost, no need of electric power and so on.

A Study on the Overall Economic Risks of a Hypothetical Severe Accident in Nuclear Power Plant Using the Delphi Method (델파이 기법을 이용한 원전사고의 종합적인 경제적 리스크 평가)

  • Potential economic impact of a hypothetical severe accident at a nuclear power plant(Uljin units 3/4) was estimated by applying the Delphi method, which is based on the expert judgements and opinions, in the process of quantifying uncertain factors. For the purpose of this study, it is assumed that the radioactive plume directs the inland direction. Since the economic risk can be divided into direct costs and indirect effects and more uncertainties are involved in the latter, the direct costs were estimated first and the indirect effects were then estimated by applying a weighting factor to the direct cost. The Delphi method however subjects to risk of distortion or discrimination of variables because of the human behavior pattern. A mathematical approach based on the Bayesian inferences was employed for data processing to improve the Delphi results. For this task, a model for data processing was developed. One-dimensional Monte Carlo Analysis was applied to get a distribution of values of the weighting factor. The mean and median values of the weighting factor for the indirect effects appeared to be 2.59 and 2.08, respectively. These values are higher than the value suggested by OECD/NEA, 1.25. Some factors such as small territory and public attitude sensitive to radiation could affect the judgement of panel. Then the parameters of the model for estimating the direct costs were classified as U- and V-types, and two-dimensional Monte Carlo analysis was applied to quantify the overall economic risk. The resulting median of the overall economic risk was about 3.9% of the gross domestic products(GDP) of Korea in 2006. When the cost of electricity loss, the highest direct cost, was not taken into account, the overall economic risk was reduced to 2.2% of GDP. This assessment can be used as a reference for justifying the radiological emergency planning and preparedness.

Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities (균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students.   • The main goal of construction projects from the past has been enhancing efficiency by reducing cost and time. but, seeing the current condition of safety management of many construction companies nowadays, it is true that not much attention has been paid to safety management for a long time. However, there are paradigm shift from the cost and term of works to safety management in the construction industry, from this circumstance the safety management is evaluated more importantly. Though less accident happens compared to past, the accidents are getting greater because construction projects nowadays are bigger and more complex and monetary loss from the accidents are increasing. Also, the severity is getting greater and even fatal. For this reason, more improved safety management is very necessary. Therefore, we are to propose more efficient system for safety management in this thesis. Technical parts for developing system include many technique such as Real Time Locating system, and other techniques like Monitoring module based on BIM, Data Mart, Alarm are also applied together. Through this system, in the construction site, safety management is performed more effectively and widely because the system can manage the human resource and fluid situation. Also, safety manager can conduct more systematically and advanced safety management through human resource dominated safety management.

Study on the Current Safety Management Status and Safety Improvement of Gas Valve (가스밸브의 안전관리 현황 및 안전성 향상 연구 (모니터링을 중심으로))

  • Though a valve is a very important part in a system to control properly, it has potential failure caused by gap from valve stem to ball connection, and abrasion, crack, fixation causing operational trouble and accidents. 64% of the valve failure in the real case was the failure of airtightness and most accidents of leakage and explosion were occurred while fixing the failure. While there are no proper safety manual, maintenance procedure and regulation for industrial valves excluding safety valve, safety management for the valves is left to the discretion of the maintenance company. Strict maintenance that removes hazards and emergency response procedure are required to prevent and reduce the loss of accident. This study suggests safety enhancement measures through valve monitoring by investigating the status of use of valve and current maintenance. Enhancement of gas safety management can be acquired by a monitoring system that provides diagnosis for valve status, monitoring real-time gas leakage, management of entire cycle lifetime that can reduce maintenance cost.

Development of an Underwater Rope-cutter Device and Controller for Removal of Propeller and Shaft Foreign Material for Small Vessel (소형선박용 프로펠러 및 샤프트 이물질 제거를 위한 수중절단기 기구 설계 및 제어기 개발)

  • Screw-failure accidents in small ships frequently occur in coastal waters. In particular, vessels' propulsion systems are frequently coiled due to objects such as fish-nets and ropes that float on the sea. The failure of the ship's propulsion system can cause primary accidents such as ship operation delays and drifting due to loss of power; furthermore, the possibility of secondary accidents such as those involving operators in the underwater removal of rope stuck in a propeller. Ships that do not have the proper tools to solve these problems must be either lifted onto land to be repaired or divers must dive directly under the ship to solve the problem. Accordingly, some small vessels have been equipped with rope-cutter devices on the propeller shaft to prevent ship propeller system accidents in recent years; however, they are not being applied efficiently due to the cost and time of installation. To solve these problems, this study develops an underwater rope-cutter device and controller for the removal of propeller and shaft foreign material in small vessels. This device has simple structures that use the principle of a saw. Meteor gears and crank pins were used for the straight-line rotation of saw blades of the underwater rope-cutters to allow for long strokes. Furthermore, the underwater rope-cutting machines can be operated by being connected to the ship battery. The user, a non-professional, can ensure convenience and stability by applying reverse current prevention and a speed control circuit so that it can be used more conveniently and safely.
