Aids to Navigation(AtoN) Accident can reduce the credibility of AtoN by adding extra works to the administrators, and cause burdens and inconveniences to the users during their navigation leading to social costs (or economic losses). Prior research on social cost estimation model to determine the Encounter cost, Administrative cost and Risk cost on the Aton model was done to estimate the economic losses due to AtoN Accident. However, this research could not provide adequate study results on risk cost estimates. Therefore, this study complements the estimation model presented in the previous study, and the estimated social cost of 249 AtoN Accidents that occurred during the last 10 years (2008-2017) in the Busan Regional Office of Oceans and Fisheries jurisdiction area. The risk cost was estimated using contingent valuation method since the AtoN is a non-market goods. As a result, the social cost of AtoN Accidents for the past 10 years was estimated to total 12.4 billion won including Encounter cost of 3.1 billion won (25.38%), Administrative cost of 1.7 billion won (13.62%), and Risk cost of 7.5 billion won (61.01%).
In South Korea, the number of households that rear companion animal has been gradually increasing. With the rise of household dogs, the frequency of humans that are being bitten by another's dog has also increased. This type of accident, which is known as a dog bite accident throughout the United States. It can cause significant physical and emotional damage to the victims and may result in grave injuries or death. Dog bite accidents are serious public health problems and can cause immeasurable hidden costs to the community. South Korea has enacted several laws to address dog bite accidents, which include the Animal Protection Act, the Civil Act, and the Criminal Act. On March 20, 2018, the Animal Protection Act was amended to reinforce the current legislation. These amendments addressed the duty of care owed by a companion dog owner to society members and the punishment that an owner of a fierce dog would face in the event of a dog bite accident. Conversely, several states in the United States have enacted a single law that regulates the details regarding dog bite accidents, such as the type of dog or animal, the type of damage, the scope of compensation for damages, and the scope of recognition of liabilities. This paper is intended to review the present situation of dog bite legislation in several states in the United States, which have a variety of laws that address dog bite accidents, and compare them with current South Korean dog bite legislation. Through this research, this paper will discuss what issues may exist in South Korean's current dog bite laws, analyze the responsibility of companion dog owners, and provide solutions to any issues that are discovered.

eCall system assists traffic accident victims by connecting emergency rescue institutions with accurate accident information, helping them to identify the on-site situation in the event of a traffic accident. The purpose of this paper is to develop a Korean eCall system that reflects the requirements of domestic emergency rescue institutions and to analyze the expected effects through an integrated demonstration. The results of an integrated demonstration indicated that the communication success rate between the eCall IVS and the call center was 99.25%, and the average location information error was 1.2 m. In particular, it has been confirmed that the average location information error is less than 21.6 meters, as assessed by the Korea Communications Commission when evaluating the accuracy of domestic emergency rescue location information. When the eCall system was introduced, it was confirmed that the time from traffic accidents to hospital arrival could be shortened by 3 m 38 s for highways and 1 m 22 s for general roads. By it to traffic deaths from 2005 to 2022, it was analyzed that the number of fatalities decreased by 82,662, resulting in a reduction of approximately social costs.

This study quantitatively derived the direct socio-economic effects of the Gyeongbu Expressway, which opened in 1970, and suggested a methodological approach for more reliable results. The scenario was set when the Gyeongbu Expressway was not constructed in 1970, the opening of the Gyeongbu Expressway was delayed by 10 years, and the toll road between Seoul and Daejeon, or between Seoul and Gangneung was opened instead of the Gyeongbu Expressway as suggested by the World Bank. In addition, direct benefits were estimated by calculating and comparing the current vehicle operating costs, travel time costs, traffic accident costs, and environmental pollution costs. As a result, it was estimated that about 351 trillion won in direct benefits occurred, and it can be seen that the promotion of the construction project of the Gyeongbu Expressway at that time had a huge impact on South Korea's social economy.
Due to change in circumstances in the 2000s such as severe birthrate decline and shortened military service period, the armed forces of the Republic of Korea is currently turning to technologies and equipments from manpower, developing it to become high-tech, high-speed, and complex, resulting in an environment in which a single mistake could cause a mass mortality crisis.It is also evident that, considering aspects such as safety training curriculums and achievements of advanced countries and private education, hands-on training is a must in preventing suicides and accidents in the military, and establishing safety training centers is crucial for systematic and effective hands-on training.Soldiers who are joining the army as of now have experienced the Internet ever since they were born and easily use both virtual and augmented reality, and the current level of science and technology has developed to the point where most of the public safety experience centers are able to be replaced by virtual and augmented reality (VR/AR). Therefore, considering the aspects such as installation space, construction costs, maintenance costs, user characteristics, and education effects, other than for those trainings where real models and objects are more effective such as first aid training, it is with a strong recommendation that establishing military safety training facilities with VR/AR (Virtual and augmented reality) is a must in the coming future. We have derived the need for hands-on training by considering the development of virtual and augmented reality (VR/AR), analysis of operation status of the public safety experience centers, characteristics of military units, installation and maintenance costs, and proposed plan to establish safety training centers where effective training performance can be achieved at a lower cost than the public safety experience center. In addition, we suggested the scale of the required safety training center and the composition of the experience rooms considering the number of trainees and the environment of each military units. Given this analysis it will contribute to the prevention of military safety and suicide by building a safety training center in the future.
This study was attempt to encourage for developing on rehabilitation delivery system and programs as a substitute service instead of hospitalization for accident patients at work, such as hospital based home health care nursing service. It needs vary substitutes service of hospitalization to curtail the length of stay for inpatients who were hospitalized with workers compensation insurance. It focused on developing an estimation of early discharge day of accident inpatients based on a detail statement of treatment for 115 inpatients who were hospitalized at General Hospital in 1997. This study has four specific purpose as follows. First, to find out the status of health service utilization. Second, to estimate the early discharge days and income increasing effect based on the early discharge for those patients. Third, to identify the factors to affect total medical expenditure and the length of stay for those inpatients. Forth, to figure out the need of utilizing home health care nursing service for accident patients. In order to analyze of the length of stay and medical expenditure for inpatients who were hospitalized due to the accident, the authors conducted with micro-analysis and macroanalysis from medical records and medical expenditure records. Micro-analysis was done by nominal group discussion of 4 expertise with the critical criteria. such as a decrease in the amount of treatment after surgery, treatments, tests, drugs and changes in the tests consistency, drug methods, vital signs, start of ROM exercise, doctor's order, patient's outside visiting ability, stable conditions. In addition to identify affected variables for medical expenditure. the length of stay and income effect due to early discharge day, the data was analyzed with multiple regression analysis and linear regression analysis model by SPSS-PC for windows and Excell program. Results of this study as follows. First, the mean length of stay was 37.1 days, whereas the mean length of stay due to early discharge was 28.2 days at the hospital. The estimation of early discharge days were shown that depends on the length of stay. The longer length of stay, the longer length of early discharge days, such as under 7 days length of stay patients was to estimated the mean length of stay was 4.9 days and early discharge days was 4.6. whereas the mean length of stay was 122.6 days and early discharge days was 92.0 respectively. The mean medical expenditure per day were found to be 133.409 Won. whereas the mean medical expenditure per day was shown negative linear trends according to the length of stay at the hospital. The estimation results of the income effect due to 11 early discharge days per bed was around 2,150,000 won. However, it means not the real benefits from early discharge, but the income increasing amount without considering medical prime cost in general hospital. Therefore, it needs further analysis on the cost containments and benefits under the considering as well turn over rates per bed as the medical prime costs. The length of stay was most significant and the sign was positive to the total medical expenditure, as expected. Surgery and patient's residential area also an important variable in explaining medical expenditure. The level of complications was most significant variable in explaining the length of stay. The level of the needs on horne health care nursing service which can be used for early discharge accident patients were shown very high. The needs distribution varied from 65.5% of patients and 88.9% of caregivers, to 96.4% of doctors, and 99.1% of nurses. In addition horne health nurse responded that they can be managed the accident inpatients from early discharge. From these research findings. the following suggestions has been drawn it needs to develop strategies on rehabilitation delivery system in order to focused on consumer's side which is planned for 21 century health policy in Korea. Vary intermediate facilities and horne health care would have been developed in the community based for comprehensive rehabilitation services as a substitutes of hospitalization for shortening the length of stay of hospitalizations. In hospital based horne health care nursing service, it's available immediately to utilize for the patients who wanted rehabilitation services as a substitutes of hospitalization under the cooperations with workers compensation insurance company.

This study was an attempt to encourage the development of a rehabilitation delivery system and programs as a substitute service for hospitalization on the case of car accident patients, such as hospital based home health care nursing services. Various substitute services for hospitalization are required to curtail the length of stay for inpatients who were hospitalized with car accident compensation insurance. It focused on developing an estimation an early discharge day for car accident inpatients based on detailed statements of treatment for 111 inpatients who were hospitalized at the General Hospital in 1997. This study had four specific purposes as follows. First. to find out the utilization of medical services. Second, to estimate the time of early discharge and income increasing effect based on early discharge for those patients. Third, to identify the factors affecting total medical expenditure and the length of stay for those inpatients. Forth, to figure out the need of utilizing home health care nursing service for accident patients. In order to analyze the length of stay and medical expenditure for inpatients who were hospitalized due to car accidents, the authors conducted micro- and macro-analysis of medical and medical expenditure records. The estimation of time of early discharge depended on the length of stay. The longer the length of stay, the longer the length of time of early discharge : for instance a length of stay under 10 days was estimated as correlating to a mean length of stay of 6.6 days and early discharge of 6.5. The mean length of stay was 217.4 days and the time of early discharge was 110.1 respectively. The mean medical expenditure per day was found to be 169.085 Won and the mean medical expenditure per day showed negative linear trends according to the length of stay at the hospital. The estimation results of the income effect due to being discharged 16 days early was around 2,244,000 won per bed. However. this sum does not represent the real benefits resulting from early discharge, but rather the income increasing amount without considering medical prime cost in the general hospital. Therefore, further analysis is required on the cost containments and benefits as turn over rate per bed as the medical prime costs. The length of stay was most significant and was positive to the total medical expenditure, as expected. Surgery and patient's residential area was also an important variable in explaining medical expenditure. The level of complications was the most significant variable in explaining the length of stay. There was a high level for need a home health care nursing service which further supports early discharge for accident patients. In addition, when the patient was discharged. they needed follow up care for complications suffered during the car accident. $86.8\%$ of discharged patients responded that they needed home health services after early discharge. From these research findings, the following suggestions have been drawn. Strategies on a health care delivery system must be developed in order to focus on the consumer's needs and being planned for 21 century health policy in Korea. Community based intermediate facilities or home health care should be developed for rehabilitation services as a substitute for hospitalization in order to shorten the length of stay would be. A hospital based home health care nursing service. it would be available immediately to utilize by patients who want rehabilitation services as a substitute for hospitalization with the cooperation of car insurance companies.

An apartment house, a private facility, is a house built for many persons to live independently in a building. An apartment house is a building where life damage can happen most in case of a safety accident due to insufficient inspections. However, formal inspections are being realized due to awareness shortage of managing bodies about safety inspection and low-price order-receiving of diagnosing enterprises via the lowest bidding method. This is because it is judged that remarkable costs are inputted in repairs and reinforcement such as maintenance of a structure and that there is a large possibility of human damage in case of a safety accident in a structure. So, this paper aims to derive the points to improve in the current criterion to execute an efficient detailed inspection. As its method, the design price and execution price situation of 66 buildings inspected in detail for recent 3 years for the class 2 facilities in Gwangju Metropolitan City and Jeonranam-do are examined and analyzed. The state2 object buildings to inspect are selected through this. And this paper aims to present the points to improve through the analysis of current problems by evaluating the detailed inspection report and the detailed inspection execution price calculation criterion for the selected 10 apartment houses.
Trucking is the most frequently used mode for freight movement due to relatively lower shipping costs and its operational flexibility. However, truck traffic can contribute to serious safety problems where they occupy high percentage of the total traffic. Heavy truck crashes arc more likely to result in serious injuries and fatalities than are crashes involving light vehicles. Therefore, safety issues for truck traffic are very significant both for public agencies and for general travelers. The objective of our study is to find truck-involved accident patterns according to traffic conditions and main factors as well as to find the most critical factor through conventional statistical techniques. A vailable data were obtained from TASAS (Traffic Accident Surveillance and Analysis System). Once critical factors are identified, effective and efficient truck management strategies can be discussed.
Many construction accidents can be lead to a death occurring at construction sites. These are considerably due to potentially-hazardous equipment and machine or unexpected collapsion at earth work due to land slide and so on. Almost 50% of the total death and injury, occurred in construction sites in 2015. 66% of those serious accidents are due to falling occurring from construction sites when they work. Therefore, causes and recommendations of each accident should be deeply thought and analysed The indirect causes are directly related to safe consciousness of the construction workers. Actually, their safety consciousness are not high, even very low, it is thought. Questionnaire survey sheets have been distributed to Seoul, Incheon, and Gyunggi-Do area, first. And then, the authors have collected those directly at sites, in order to increase collection rate of the sheets. The totally, collected sheets are 295 sheets. And, they are analysed using SPSS version 19 package program. Workers internal consciousness has been investigated and reviewed and analysed by statistical method such as frequency rate, crossed, and correlated analysis. And finally the conclusions for the above analyses are as follows; Heavy weight worth a crew of more than two workers should be necessarily considered for the advanced safety plan and needed for making a highly potential hazard group at construction sites. Safety consciousness, earing p.p.e, workman ship should be mainly considered for investing safety costs with an aspect of human factor.
