A Study on Developing the Educational Program for the Emergency Response against Fire Accidents in KTX (고속철도 화재사고 비상대응 교육프로그램 개발에 관한 연구)

  • In January, 2005, the "Railroad Safety Act" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad safety issue, and each of the railroad operative institutions accepted such situation that the construction of the emergent system of coping, resulting in the construction of the emergent system of coping with the railroad fire accident through the relevant study to improve the railroad security efficiency against fire. This study tried to present the on developing the emergent educational program for coping with the KTX fire accident, which is distributed to the spot, to the railroad emergency staff for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedures against fire accidents the fire accident in KTX.

An Study on Encoding of Accident Information for the Chemical Accident Tracking System (화학물질 사고관리를 위한 사고정보 코드화 방안에 관한 연구)

  • The systematic information management of chemical accidents is required as a tool for the policy making, system improvement and release of information. However, there isn't yet a systematic chemical accidents tracking system in Korea, which make a confusion that the related statistics are different from each others. In this research, we analyzed domestic and international chemical accidents data and made the chemical accident codes for the information tracking system properly.

On the Safety Management Scheme for Industrial Accident Prevention (산업재해예방을 위한 안전관리방안)

  • This study was aimed to propose a safety management scheme for industrial accident prevention, which has been increasingly embossed by industrialists and authorities concerned. A particular attention has been paid to the integrated ideas and practices to be needed in the field supervision. For this, a primary perspective of the study was drawn from the significant analysis of the current industrial accidents. From this observation, the researcher assumed that the integrated scheme should be an extension to the scientific approach in order to overcome various industrial accidents. The researcher also tried to provide more detailed information in each divisions. i.e., an essential safety device, an occupational disease, an educational practice. In this paper, the researcher will show in a first step how industrial accident prevention can contribute to progress of industrial peace and safety. Finally, the researcher emphasized that more investments would be highly profitable to industrial accident prevention and we should be in realization that all of activities in safety management are to be the main key in labour-management cooperation.

Risk Assessment of Agricultural Construction Works using Accident Analysis and Analytic Hierarchy Process (재해분석을 통한 농업토목공사의 공종별 위험성 평가)

  • The accident risk at the construction workplace associated with agricultural engineering is comparatively higher than those of other fields due mainly to its complex work types and processes. Agricultural engineering deals with a variety of agricultural infrastructures from irrigation and drainage facilities to giant-scale coastal reclamation land infrastructures. The characteristics that most agricultural projects have conducted on a small-scale even worsen the situation drawing low attentions to risk management. Therefore, systematical risk assessment that focuses on details of agricultural construction work process is required in order to enhance safety management capacity and to prevent repetitive accidents ultimately. This study aims to categorize construction work types and processes of agricultural construction works, and to quantitatively assess the accident risk of them based on accident analysis. Regarding classification of construction works, actual 827 accident cases were thoroughly reviewed and coded by their construction site, facility and work type, project scale and so on. Most accidents (71.8 % of total cases) occurred in small-scale construction workplaces with less than 5 billion Korean won project budget. And those accidents related to agricultural infrastructure project (37.4%) and agricultural water development project (22.4%). In terms of work types, accidents frequently took place in form-work followed by pipe installation work, steel bar work and concrete work. The potential risks were compared with actual outbreak of accidents based on Analytic Hierarchy Process (AHP). The results show that the potential conditions of accident expected to be took place is somewhat different from the actual conditions where accidents actually happened. This implicates that risk management manuals or education needs to be adjusted by reflecting unexpected circumstances. Overall, this study is meaningful in that the results could be foundations as to strengthen risk management capacity for agricultural engineering projects.

A Study for Improving the Traffic Accident Management System with regard to the Driver's Human Factor (운전자 인적요인을 고려한 교통사고 조사양식 개선방안 연구)

  • This study aimed to improve the Traffic Accident Management System's validity and reliability, so the system could help classify and judge the human factors that correlate with traffic accidents. We took traffic accident research and analysis systems of United States and United Kingdom and certain related, former studies into account in building our test system. Next, we used the test system's criteria to re-analyze 502 Gyeonggi province accident records from 2008. We compared the results to existing systems' results to verify the test system's validity and reliability. These results indicated the necessity of removing some uncertain items from the existing systems and adding in some new items from the test system. This should help improve understanding of what happens at traffic accident scenes and of the sources of drivers' abnormal, reckless behavior. We introduce suggestions for improving the Traffic Accident Management System and research concepts for further studies.

  • Incident investigation is regarded as a means to improve safety performance. For the prevention of industrial accidents, measures such as providing safety education, enhancing management interest and participation, establishing a safety management system, and conducting inspection of the work site are necessary. In particular, accident investigation activities, which are an important element of safety management, help to prevent similar accidents, thereby minimizing damage and enhancing work safety. They are critical for understanding business-related incidents and the vulnerabilities and opportunities associated with them. Therefore, it is clear that accident investigation activities are important for accident prevention. The primary focus of many incident investigation processes is on identifying the cause of an event. While considerable research has been conducted on potential accident investigation tools there has been little research on including the views and experiences of practitioners in the accident investigation process. In this study, a questionnaire survey was conducted among safety managers in the domestic manufacturing/construction industry to understand the practice of accident investigation. The investigation pertained to companies' accident investigation systems, the competence of investigators, and the identification and recommendations of the cause of accidents. From the analysis results of accident investigations, investigators' competence, the difficulty level of investigations, and the root causes of accidents were identified from the viewpoint of the participants of the accident investigations. In particular, the development of standardized and simple accident investigation methods and their dissemination to companies were found to be necessary for activating the root cause of accidents. Based on this, it can be used as basic data for the development of root cause analysis investigation techniques that are easily applicable to organizations.

Characteristics of Motorcycle Crashes of Food Delivery Workers

  • Objective: This study aims to understand the motorcycle accident characteristics of food delivery workers and to present basic guidelines on accident prevention through accident. Background: It is known that food delivery workers have a high ratio of self-employed and youth workers, and occupations with frequent disasters. Therefore the occupation is known to really be in need of accident prevention policy. Method: This study analyzed the data of motorcycle crashes of 1,310 food delivery workers that have been approved as on-duty industrial crashes since 2015. The accident characteristics were examined by dividing them into driver related factors and accident related factors. Results: Among the motorcycle crashes of food delivery workers, 99.2% of the victims were males, 82.6% had less than six months of work experience. 76.2% of the victims were employed by the companies with less than five workers. In addition, there was a difference in accident characteristics according to age, type of cuisine, accident time of the day, injured organs and injured body part. Conclusion: The results of this study can be used as baseline data to devise systematic measures to prevent motorcycle crashes of food delivery workers. Application: Preventative measures for novice young part time workers including safety education/training need to be established.

Improvement Implication of Research Lab Safety based on Multiple Correspondence Analysis of Accident-related Factors (사고 특성요인들의 다중대응분석에 기반한 연구실안전 개선 방안)

  • Unlike in general manufacturing process, safety management in laboratory-based research area is complicated because the latter generally involves trying untested methods or handling unusual substances in small amounts. Laboratory accidents in South Korea have recently shown an increasing trend. Unfortunately, statistics on such accidents are not officially published by any domestic public agencies. In this study, multivariate analysis was performed on the relationships between variables to develop effective strategies for preventing laboratory accidents. A Cross-Tabulation Analysis of accident-related factors in 179 accident cases revealed that the laboratory type, accident type, and unsafe-act type are all statistically significant, whereas the unsafe condition and management factors differ with the statistical criteria. Furthermore, the results of a Multiple-Correspondence Analysis showed that accidents can be divided largely into three groups having different accident causes and injury types; this confirms the necessity of different strategies to prevent accidents of each type. The findings also reveal differences between the distribution of accident types mentioned in the accident case collection books and actual reported cases. This suggests that an official statistical system administered by a public institution would be necessary for effective prevention of laboratory accidents.

  • Since it's first adaptation in Germany in 1884, the industrial accident compensation insurance system has been on the most widely used social security systems, and in was first enforced in Korea in 1964. Today's society has been industrialized and number of business places for workers accident. As the welfare of workers improves in korea, the number of beneficiaries of industrial accident compensation insurance is increasing. Even though such trend is desirable in many respects, there is a growing social problem caused by abnormal insurance claims.

The influences of Union and Labor Relations on Occupational Accident Rate: In Korean Manufacturing and Construction Industry (노동조합 유무와 노사관계가 산업 재해율에 미치는 영향 : 제조업과 건설업 중심으로)

  • The Purpose of this study is to compare occupational accident rate of unionized and non-unionized company and to investigate influences of labor relations on occupational accident rate in Korean manufacturing and construction Industry. Data in 2011 Occupational safety and Health Trend Survey were analyzed for this study. Results show that the occupational accident rate was lower in unionized company than non-unionized company. And amicable labor relationship reduces the occupational accident rate. The policy should be needed to support labor union and improve labor relationship to prevent industrial accidents.
