A Case Study on the Accessibility of Online Learning Content in Korea (국내 원격 교육 콘텐츠의 접근성 분석 사례)

  • The accessibility evaluation of ten web-based loaming content in Korea was performed with the following procedure : (1) A primitive metric of the compliance of those contents to the WCAG (Web Content Accessibility Guidelines) 1.0 was obtained using Bobby, a widely used accessibility checker. (2) SGML validation test was carried out. (3) The contents were rendered with various browsers including a text-mode browser. (4) They were manually checked as to whether they satisfy the accessibility criteria proposed by W3C. Most of the tested contents scored low marks in all the test categories partly because they were apparently developed with little attention paid to web standard conformance, browser compatibility, and device-independence. They also put heavy emphasis on audio-visual effects catering only to the best-equipped users and offering no alternate access route for those in restricted environment. As more information and learning materials are delivered through the Internet, these low accessible contents would lead to a deeper information divide. The accessibility needs to be regarded as an important factor in evaluating the quality of loaming content.

  • This paper evaluates web accessibility using an evaluative measure of K-WAH 3.0. It targets systems and contents in scientific and technological information, based on a guide for 'Internet Web Contents Accessibility 1.0'. The result indicates that web accessibility of informational system is lower than that of informational contents. Based on this fact, this paper identifies the main characteristics and differences of web accessibilities in informational system and contents, and discusses possible improvements. the result of the evaluation found the scientific system sites is more superior than contents sites in web accessibility. And the scientific system and contents sites except NDSL was lest 'understandable' and 'Robust' in observance. Therefore web page that should bring "easily understandable" and "reducing outstanding side effects" was required.

  • The mobility and accessibility enhancement is gradually becoming a global interest due to the growth in the aging population and concerns about people with disabilities. The main purpose of this study is to know the current situation in barrier-free level in railroad facilities in order to allow the mobility handicapped to travel in a safe and convenient manner. The research has started with investigating current situation for the mobility handicapped people and explores the needs of barrier-free facilities. 84 domestic railroad facilities were evaluated based on assessment tool developed from the mobility handicapped act. As a result, the fact that the mobility handicapped experienced limited accessibility due to various types of obstacles in the facilities was discovered. Based on the evaluation, obstacles in the facilities were analyzed and categorized by specific dimensions, users' accessibility, mobility, usability, and clarity (way-finding). This study suggests barrier-free design for passenger facilities focused on train station. Because mobility and accessibility are emphasized in current society, improvement of the mobility handicapped' movement should be considered. Barrier-free design for passenger facilities should be realized throughout comprehending the reasons why these obstacles occur in the facilities not using installation convenience facilities. This study has meaning in finding out the obstacles in each cause of occurrence(accessibility, mobility, usability, and clarity (way-finding)).

  • Accessibility is the generalized definition on how ease of access. Accessibility is used to appraise transportation project such as capturing the quality of the existing state of the transportation system at diverse spatial levels, It also reflects on the effect of improvements to the existing travel modes and the intoduction of new modes. The overall goal of this study is to propose a measure of urban accessibility in Seoul which can analyze various behavior of travelers in the city and to present applications. In this study, we apply measures of accessibility which are developed by CTR(The Center for Transportation Research, the University of Texas at Austin) to construct the urban accessibility index applicable for explaining trip behavior in Seoul. We evaluate sustainability of urban transport system in Seoul in 2002 by using the MAG(Modal Accessibility GaP) index which is developed to measure the accessibility gap between the more energy-efficient mode and less energy-efficient mode of transport. By analyzing the change of MAG index between 2002 and 2004 based on network data, we show how the public transportation system reform affect the sustainability in transport system.

An Evaluation of Design Factors with Sidewalk Cafes for Street Revitalization (가로 활성화를 위한 가로변 노천카페의 유형별 설계요소 평가)

  • The purpose of this study is to categorize the types of sidewalk cafes, and to evaluate design factors with types of sidewalk cafes for street revitalization. Consequently, it may suggest efficient and systemic policies for the guidelines of sidewalk cafes. To ensure this end, the types of sidewalk cafes were categorized from the street relationship perspective by site investigation. A literature review and importance analysis were used to select the evaluation criteria, and the data were analyzed by statistic methods such as descriptive analysis and factor analysis. As a result, five main factors of the evaluation criteria were contracted: accessibility, aesthetics, identity, environmental, culturedness. Cumulative factor loading of these five factors was 68.731%, which was quite high. And the evaluation using the Likert scale was performed by 4 experts. Types of sidewalk cafes were categorized into 5 types: protruding, gating, blending stereoscopic, elevation angle, and sign provision from the street relationship perspective. On the evaluation by type, aesthetics and culturedness were the worst evaluated in the protruding type and the gating type, culturedness was the worst in the blending stereoscopic type, accessibility, aesthetics, culturedness were the worst in the elevation angle type, and accessibility, identity, culturedness were the worst in the sign provision type. On the evaluation by the indicators, culturedness was the worst evaluated, and on the evaluation by criteria, 'safety for impaired persons', 'interest of programs', 'openness of entrance' were the worst. It is recommended that a survey of importance-performance analysis focused on users be conducted.

Deterministic Optimal Simulation of Spatial Growth Form for Urbanized Area Using CA Model and Simplified WSM-AHP Techniques (CA기법과 WSM-AHP 간편법을 이용한 도시확산의 결정론적 최적 모의)

  • This study aims to analyze the sensitivity of WSM(weighted scenario method)-AHP method according to variation of nonlinear exponent for accessibility criteria, which are used to make urbanization potential maps with the optimal weighting value for multiple criteria in grid-based GIS technique. Besides this study tried to develop WSM-AHP2 which is simplified by using rank of the potential value for each scenario. The two methods were applied to the test area, Suwon city located south area of Seoul, with time series land-use maps of 1986 and 1996. The evaluation system of urbanization potential have 7 criteria including 6 accessibility criteria. The results of WSM-AHP2, the optimal weighting values and their corresponding potential maps, have almost similar with those of WSM-AHP. In the application of CA(cellular automata) model for expansion of urbanized area using the three potential maps by WSM-AHP, WSM-AHP2, and specialists's AHP evaluation, it also showed that the accuracy of simulation for actual urban area is the highest in the potential map of WSM-AHP, followed by WSM-AHP2 and specialists's AHP evaluation. From the results of this study, WSM-AHP and simplified WSM-AHP2 will be used to generate the optimal potential maps for land-use planning in urban fringe area.

An Evaluation of Library Websites with Universal Design Perspectives (유니버설 디자인 관점에서의 도서관 웹사이트 평가에 관한 연구)

  • The library is a social institution that should ensure all users' information access rights. In this study, the concept of universal design is analyzed as a theoretical basis that library Websites should be accessed equitably by all kinds of users, and an evaluation criteria is developed based on the principles of universal design. The Websites of 7 regional central libraries are evaluated with suggested criteria and the ratio of compliance of universal Web design is measured. In the result, the most of the Websites are showed not only high performances on the area of (1) Web accessibility and (2) usability, but low performances on the area of (1) equitable use and (2) flexibility in use.

Evaluation of Health Information Service on the Internal and External Weather Agency Web sites (국내외 기상 관련 웹사이트의 건강정보서비스 평가분석)

  • The service of health information was provided through internal and external weather agency web sites. The purpose of this study was to analyze current status of the weather agency web sites dealing with health information in the internet, and to evaluate their contents and technical aspects. The evaluation tool consisted of five area (appropriateness, accessibility, supportiveness, feedback, and continuance) with nineteen items. For the public confidence, web sites were limited to national meteorological administration and representative weather agencies. The evaluating web sites were fourteen from eight countries. The evaluation scores of fourteen web sites were 37.8 out of 53.0 in total. Each subcategory score were 5-12 out of 12 in appropriate, 4-12 out of 12 in accessibility, 4-10 out of 11 in supportiveness, 2-8 out of 9 in feedback, and 2-8 out of 9 in continuance. The score of feedback was the lowest. Survey results indicated that Korean Meteorological Administration homepage was middle status compared with the others in side of depth of health information and feedback from expert. Climate change affect human health, so it will be possible to prevent some disease at first through climate information. It should be developed to provide high quality health information and system related climate on KMA homepage.

Evaluation of Accessibility to Multi-household$\cdot$Multi-studio Type House for Developing Senior Congregate Housing (노인공동생활주택 개발을 위한 다세대$\cdot$다가구주택의 접근성 평가)

  • The purpose of this study was to evaluate the accessibility of existing multi-household multi-studio type house for developing Senior Congregate Housing. At present, in Korea, 'the Act of Promotion of Convenience and SEcurity for Disabled, Aged, Expectant Mothers, etc.' is applied to only public facilities. Therefore, this study evaluated 7 units -2 multi-household house and i multi-studio type house- in order to grasp the problems caused if the aged would dwell in that type of house, by the items of 'manual for improving the residency of the disabled' which was stipulated by the act above. The data was collected from May to June, 2005. The results were as follows: Firstly, the main entrances, exits and width of stairways had narrow spaces, the handles and bars did not conform with the terms presented in the manual above. Front doors should be opened like a bay for wheelchair use. Secondly, additional lighting apparatus and furniture should be added properly Thirdly, there were several inconformity to the manual for bathroom: improper handles, inadjustable washing-stands, unavailable spaces in front of toilet bowls, and out-of-place showers and taps. Finally kitchen cabinet design improper for wheelchair user. In conclusion, accessibility of existing multi-household or multi-studio type house was not good enough for the aged reside in. Those insufficiencies suggest that more specified standards to enhance accessibility to develop senior congregate housing should be added.

Web Accessibility Evaluation of Professional Sports Clubs in Korea (프로스포츠 웹 사이트의 접근성 평가)

  • The government is supporting the law not to be uncomfortable in all departments of some sports and cultural activities for the handicapped, making the Welfare Law for People with Disability(Article 25) in Korea. Moreover web sites which are places of business more than 300 employees including other public organizations are making it mandatory to observe web accessibility for the handicapped. This study analyzed in statistical aspects to investigate systematically how professional sports clubs observe the accessibility of web site to some degree. As a result, it turned out that the compliance record on the items of the providing of text alternatives(44.92%) for non-text content and the keyboard accessible(46.79%) was low. However, by and large we are able to recognize that the compliance record of the web site is on an increasing trend with the course of time.
