A study on the library reference service fees (도서관봉사요금에 관한 일고찰)

  • User fees have been employed by libraries as far back as the mid-1800s in both United States and England. By the late 1800s and early : 1900s, the charging of user fees for some library products and services had become a reality in many public and academic libraries. Yet the practice has created controversy when computer-aided reference service began to charge especially in the publicly funded libraries. There are two extream arguments on library reference service fees : one is for and the other is against. most fee o n.0, pponents base their stand on morality. They argue that charging fees for any service is wrong because it violates the user's right of access to information and regard it as an act of decrease human life chances as well as an act of censor. But those who favour fees argue that it is necessary to separate the rhetoric from the reality and to distinguish what libraries are from what they do. The study revealed that library has two options. One is strict free of charge and the other is charging for selected library services. Whatever options the library may take, library had to decide an overall reference service policy. The level and scope of service, audience, necessary fund (who and how) and many other physical and metaphysical things must be considered. However, the first option will necessary be to limit services while there is no loss of traditional philosophical service element. Yet, if to provide a wide range of choices and to create conditions more hospitable to competition from the private information sector and for better evolutional selection, the second option(fee-based service) gives more benefit to the users while there is a loss of fundamental service philosophy.

A study on the improvements of Foreign Research Information Center from the perspective of librarians in charge (외국학술지지원센터 개선방안에 관한 연구 - 운영 담당자의 관점을 중심으로 -)

  • Although academic library budgets have been decreasing, the rates of print and electronic journal subscription price have consistently increased. In response to this, as part of efforts to ensure access to foreign academic materials, the Ministry of Education and Korea Education & Research Information Service (KERIS) have initiated and operated Foreign Research Information Center (FRIC) since 2006, pursuing shared acquisition and sharing of foreign print journals. This study investigates the roles/values, issues raised by stakeholders, improvements in services, and new service elements of FRIC through the in-depth interviews with librarians in charge of FRIC in addition to examining its current state. The findings show that FRIC has contributed to sharing of academic materials and to promoting research. However, it was also found that the five types of stakeholders (i.e., the Ministry of Education/KERIS, universities/libraries, users, FRICs, and publishers/agencies) have diverse issues and problems with FRIC. Therefore, this study makes some suggestions to address the issues in terms of policy, system, management, and service.

A Study of the Electrical Characteristics of WOx Material for Non-Volatile Resistive Random Access Memory (비-휘발성 저항 변화 메모리 응용을 위한 WOx 물질의 전기적 특성 연구)

  • In this study, we observed current-voltage characteristics of the MIM (metal-insulator-metal) structure. The $WO_x$ material was used between metal electrodes as the oxide insulator. The structure of the $Al/WO_x/TiN$ shows bipolar resistive switching and the operating direction of the resistive switching is clockwise, which means set at negative voltage and reset at positive voltage. The set process from HRS (high resistance state) to LRS (low resistance state) occurred at -2.6V. The reset process from LRS to HRS occurred at 2.78V. The on/off current ratio was about 10 and resistive switching was performed for 5 cycles in the endurance characteristics. With consecutive switching cycles, the stable $V_{set}$ and $V_{reset}$ were observed. The electrical transport mechanism of the device was based on the migration of oxygen ions and the current-voltage curve is following (Ohm's Law ${\rightarrow}$ Trap-Controlled Space Charge Limited Current ${\rightarrow}$ Ohm's Law) process in the positive voltage region.

  • We introduced mathematical economic analysis model for understanding the fairness of charge from VoIP providers for interconnection of access network. In order to set up this model we made four assumptions predictable in the real world. Also we proposed two accounting method that is flat-rate-pricing and usage-based-pricing and tried to propose which method is more desirable to charge for interconnection on the basis of social welfare and activation of market competitiveness. The outcome of this study includes the reasonable accounting method for interconnection between telephone network and IP Phone network which is most effective to ensure the social welfare and market competitiveness

Relationship of Hospital Ownership and Profitability with Prices of Non-Covered Services (병원의 설립형태 및 수익성과 비급여 서비스 가격의 연관성)

  • Purposes: There exist many non-covered services that the National Health Insurance does not cover, and thus, their prices are set by individual health care providers. However, little study has been done to investigate how hospitals set prices for those services. The purpose of this study is to examine the relationship between ownership, profitability, and prices of those services for a sample of general hospitals. Methodology/Approach: Data regarding the prices of major non-covered services (e.g., upper-level hospital room fees, MRI, Da 7inci robot surgery, and LASIK) were obtained from the Health Insurance Review and Assessment Service and the financial information, as well as other characteristics, were derived from the financial reports from the Korea Health Industry Development Institute. Descriptive statistics, t-tests, and multiple linear regression analyses were used to test the relationship between the independent variables and the dependent variables. Findings: Hospitals owned by private universities appeared to have higher prices for non-covered services while regional public hospitals tend to have lower prices. Profitability, measured by operating margin, was not significantly related to the prices. Hospitals that charge higher prices were more likely to be located in the capital area (Seoul, Incheon, and Gyeonggi), and to employ larger number of personnel. Practical Implications: Public hospitals tend to charge lower prices for non-covered services. Relative market power appears to be related to pricing. Further research is needed to investigate whether such a relationship varies over time and its effects on the quality and access.

  • The release of iPhone by Apple in 2009 has changed the life pattern of an individual tremendously. That is, with the emergence of a smart phone, various services including voice/video call, camera, receiving and sending of e-mail, and web browsing have been realized. However, the broader the scope of the use of a smart phone has become, the greater the need for companies to introduce an MDM solution for protecting important documents has become. However the MDM solution may have a problem in that all data such as contacts, pictures, and memos saved in the smart phone can be accessed unlimitedly. For this reason, there is a risk that unwanted violation of privacy may happen to smart phone users. This paper proposed a plan to protect a personal privacy file of smart phone users, which disables access by others except for related smart phone users by enabling a person in charge of security or an MDM manager in a company to have access only to the file which was allowed by smart phone users to be disclosed and by saving non-disclosed files in a virtual disk.

  • The 21st Century Museum of Contemporary Art, Kanazawa as a regional public culture facility is the place where it is possible to think over the roles and meanings of a museum. The urn of this research is to provide information for exploring a desirable direction of the design of a regional museum by analyzing the architectural meanings and public property of the 21st Century Museum of Contemporary Art, Kanazawa. In addition, we arranged the totes and meanings of a regional museum and the concept of the public property in architecture. We also analyzed the architectural quality and the expression of the public property in this museum, as well as the value and meaning of a museum through field researches. The results of this research are as follows. First, this museum breaks with the existing stereotyped Idea to be a space open to the citizens. It secures a wide public space and provides the convenience of access and every facility for citizens. Second, the floor plan is divided into the interchanging area for citizens and an exhibition area; the outskirts of the inside of the museum are planned to be used free of charge for an interchanging space of citizens as a public-owned space of citizens. Third, the public-owned space of citizens includes a citizen exhibition hall, an art library, a kids studio and rest space, which ate all designed lot everyone to enjoy freely. Last, the exterior shape of the museum is simple but harmonize with the surroundings. It has an unique shape showing the local identity, and its most special properties are the convenience of access, introduction of a free space inside, and security of a huge space for children and citizens.

A Study on APC Subsidy Policies to Encourage OA Publishing (오픈액세스 확산을 위한 APC 지원 정책에 관한 연구)

  • OA journal publishing has steadily increased its relative share of all scholarly journal articles by about 20%-30%. The 'Gold' OA, often preferred by readers, refers to journal articles which are more widely available through the journal's web site immediately. This study analyzed funder and university's policy for paying APCs in implementing a Gold OA. In recent years there have been a number of attempts in the UK and Europe to stimulate more systematic arrangements for paying APCs, leading funders have clearly established arrangements in place. Also OA fund made by major universities in North America provides publisher with APCs. On the other hand, it is still in early stages in paying with gold OA requirements from Korean funders and universities. The funders have a 'Green' OA policy, such as upload the article accepted version to their online platform. Although it varies by field, many Korean authors are publishing in international journals. Their articles' impacts would rise when they are published as gold OA. Therefore, funders and universities need to pay attention to gold OA publishing and set up subsidies for APCs which are required by OA or hybrid journal publishers.

  • Currently users are tend to use multimedia data types in their applications. Main features of multimedia data types are large amount of data compared to conventional data types. In this reason, it's hard to load data into main memory and to search. That is the cause of occur disk input and output frequently, and decrease the system performance. In this paper, we describe to have fast and efficient access to multimedia data using index technique. Index method presented by paper consists of two parts : one is index file part for keywords and the other is posting file part for the list of file names. Of course, we use keyword. But user is not charge of memory for the keywords. Users just use natural language to insert, delete and search data what he or she wants. Internally, System makes keywords from natural language to get access to multimedia data. It provides convenience to users. Using this study to develop one's application for multimedia, one may have a chance for advanced performance of a system and getting a result speedily.

A Study of the Current Status and Issues Pertaining to Vertical Separation between Infrastructure and operation of the Korean Railway (철도 상하 분리의 현상과 과제에 관한 연구)

  • This paper analyzes the outcomes of railway reform in the form of vertical separation between the infrastructure and operation since 2004 in Korea. For the analysis, the paper reviewed theoretical issues and case studies of European and Japanese railway reforms efforts. By doing this, we find the implications and a standard model, most useful. Moreover, based on this analysis, the paper reviewed the status of the accomplishment of goals, including solution to current account deficits, improvements in competitiveness and greater efficiency of operations. Finally, the paper highlighted improvement measures to address the problems of railway vertical separation in Korea. This paper suggests specifications pertaining to rail policy and control methods; tower foundation and negotiations and mentions ways to establish legal institutionalization and to secure stable rail system investments in railway in Korea.
