This paper aim to reorganize zoning areas for decreasing first-flush runoff contamination in a separated sewer system via suitability analysis, and to simulate the discharge pollution loads of first-flush runoff using SWMM. For these purposes, diffuse pollution, which is accumulated on a surface and first-flush runoff flow were investigated. Suitability conditions for zoning were defined using the results of these investigation and suitable zoning areas were analyzed for the each condition. AHP analysis was conducted to establish weights of the suitability conditions. The most suitable zoning areas were analyzed via overlaying weights and suitability conditions. From the result, it was noted that the most suitable zones for detached houses & apartments are location they already occupied. Some school areas analyzed were found to be suitable as commercial centers. Some zones within the area analyzed were found to be suitable for commercial zones. From results obtained from simulation, the zone re-organization showed BOD and SS concentration to reduce from 91.2% to 0.09% ans 72.74% to 0.31% respectively.

In this study, we tried to analyze the suitability of factory development location in environmental aspects using the Green Development Suitability Map(GDSMap) which was created by GIS analysis about the optimal location of development projects. For this, it was evaluated a influence of various environmental factors that were caused by developments by setting the legislative, environmental and ecological assessment items. In addition, we made the GDSMap by reflecting the characteristics of region & development project overall. And, it were compared a location distribution on the GDSMap & NEZMap(National Environmental Zoning Map) to analyze a suitability of factory development location about the 39 factories located in study area. Results of analysis, the factory locations of about 23% of total development projects were confirmed that it was performed in development restrictions area on the NEZMap which was utilized current in selecting the location of development projects. And the factory locations of about 31% of total development projects could confirm that it was performed in development restrictions area on the GDSMap which was made in this study. Therefore, it was judged that it must be determined the development location by considering the characteristics of development projects & that region when selecting the location of various development projects.

This study is tried to organic combination in implementing the suitability analysis of urban landuse between GSIS and ANN(Artificial Neural Network). ANN has merit that can decide rationally connectivity weights among neural network nodes through procedure of learning. It is estimated to be possible that replacing the weight among factors needed in spatial analysis of the connectivity weight on neural network. This study is composed of two kinds of neural networks to be executed. First neural network was used in the suitability analysis of landuse and second one was oriented to analyze of optimum landuse pattern. These neural networks were learned with back-propagation algorithm using the steepest gradient which is embodied by C++ program and used sigmoid function as a active function. Analysis results show landuse suitability map and optimum landuse pattern of study area consisted of residental, commercial. industrial and green zone in present zoning system. Each result map was written by the Grid format of Arc/Info. Also, suitability area presented in the suitability map and optimum landuse pattern show distribution pattern consistent with theroretical concept or urban landuse plan in aspect of location and space structure.
As GIS analysis method began to be introduced in late 1980's, studies of land development applying the GIS also started to be proceeded in various fields. Since 2003, Land Suitability Assesment has been adopted in order to prevent national land from development thoughtless for the environment and to plan appropriate national land management in terms of green development. Land Suitability Assessment System II based on diverse GIS analysis method such as Contour Analysis, Overlay Analysis, Network Analysis was particularly adopted to draft plans of specifying and altering of exclusionary zoning as well as installing and maintaining of urban planning facilities. But there has been a lot of problem, like an inaccurate basic data and assessment indicators, unmatched threshold, and contradicted evaluation result between each evaluating systems. Even though it is suited to an evaluation criteria, grade distribution is applied to start at 20, and development-centered evaluation result is offered. Now, we observed how suitability values and grading were changed, ordering to change grade distribution system from $20{\sim}100$ to $0{\sim}100$. In result, it showed changes of grades in some parcels. And in case of suitability values, 87% of parcels decreased to minimum 1 point, maximum 70 points. It means that changing grade distribution system of assessment system II doesn't have only influence on suitability values and grading but it is also an empirical analysis because of considering both development and maintenance.

In this study, I estimated the development possibility region reflecting of characteristics on region and development projects according to various development projects in order to evaluate the usability of National Environmental Zoning Map(NEZMap). I produced the development possibility maps by rating, and evaluated whether coincidence or not by comparison with NEZMap. As a result, I was able to identity that occurs difference between the development possibility map and NEZMap. I was able to verify that NEZMap which is produced by a uniform standard the entire country did not reflect the the regional & project characteristics. In the future, In order to improve the practical usabilty of NEZMap, the system is thought to be complementary that can further analyze characteristics of region & specific development projects in the NEZMap service system.
This study tried to propose the guidelines for the ecological preservation zoning in Korea. So some related laws and regulations were inspected, which were Natural Environment Preservation Act, Nature Park Act, Cultural Asset Conservation Act, Forest Act and Urban Planning Act. In these acts, I could find several concepts related to the ecosystem that are described as the protection area. But there aren't detailed and practical characteristics in those concepts. So for making the practical concept of ecosystem preservation, I considered Multiple Use Module, Wildlife habitat model, and Environmental evaluation model. Thorough this step, the process and methodology was established for evaluating and analysing. The potentiality of the GIS system was inspected. So the TM5 scene of the site was acquired and processed by ER-Mapper, Idrisi, Arc/Info and Arcview. And several digitized data were input by scanning and vecterizing. The Erdas format was mostly exchangeable to any program. The site is the Byonsan Peninsula National Park. The forest stand information and topographic data were digitized, types of which are forest year, DBH, density, slope, aspect etc. And also the watershed boundary, roads and paths, natural and cultural resources were mapped and analysed. Modelling of preservation suitability found the dispersed patterns for the best suitable zone through all the site. And the development potential areas were checked on downwatershed. This patterns are thought to result from the forest location for the wildlife habitat and the low altitude and no-steep slopes for developing. And Early warning system concept was introduced by overlapping these two patterns on the both potential area. As the conclusions, I proposed that the preservation zone be assigned according to the watershed unit as the main ecosystem zone. This main area should be linked by the eco-corridor through the point type eco-system. Finally, I thought the comprehensive information system should be established for making the rational and efficient decision making in natural area.

The national land use plan that targets the whole national land and all kinds of urban plans that targets a city or a part of city must be performed continuously now and after that. Therefore, the importance of land use plan, that is included in those plans, is very big and crucial. This study scrutinizes the detail zoning land suitability analysis which bases on urban basis plan and the GSIS application plan about allocation, applied various basic theory which is arranged in that course to study area, and try to develop the land use suitability analysis system, a application system The programing language used in system development is the AML of ARC/INFO. On this study, the results divide into four parts. First, we develop the land use suitability analysis system and can simplify and automatize a complicated analysis course and this system will be more useful to the land use suitability analysis. Second, the analysis range is expanded, considering the circumstance environmental factor of planning area outside. So we can implement more comprehensive analysis. Third, we apply a precedency conception and a legal restrictive element that base on urban characteristics and urban space structure theory to this study, develop a computerized method about distributive method, and can allocate the detail zone in the various ways. Finally, the next studies that can clear the detail zone suitability criteria and the correlation of the relationship of materials are essential to improve the accuracy and confidence in this analysis.

This study empirically investigated some problems with the criteria for subdividing the management zone in a rural area through a case study of Cheongsong-gun, Gyeongbuk and provided some suggestions for their improvement. To do this, the subdivision criteria in the guideline for developing urban management planning were firstly compared with those of Cheongsong-gun. Next, geographic information system(GIS) was used to do the cross-check analysis between the results from land suitability assessment and those from the subdivision in the management zone and to grasp the spatial relationships of a zone with its neighboring zones by analyzing the zoning inventory and comparing the areas. Finally, map analysis and field survey were conducted to examine the relevance to the actual situation of land use and focus interviews were done to analyze the civil complaint cases resulted from the subdivision in the management zone. This study found out three major categories of problems with the criteria for subdividing the management zone in Cheongsong-gun: the incomplete formalization of zoning, the inadequate decision criteria on the availability of land for development, and the biased consulting of the departments concerned. Some suggestions for their improvement were then provided in this study. The empirical results from this study can be used as the preliminary information for suggesting the right direction of the subdivision in the management zone within the rural areas in the near future.
The environmental conservation-targeted zoning in urban planning process has been functioned as securing a ecological core in urban green spaces management. Hence, the designation of conservation zones in land use planning is considered as a key task to achieve the sustainability of urban planning. The recently introduced pre-environmental review system for the proposed urban plan, by which the conservative measures for urban ecosystem and landscape are suggested in aspect of environmental impact mitigation, has played an active role in enhancing the environmental performance degraded by wide range of development pressure. This study is aimed at drawing out of objective criteria for designation of environmental conservation zones, which can be applied to urban planning establishment and also to environmental assessment process. To achieve this goal, the study adopted the following methods; pre-study review, analysis of existing official opinion statements released by the Ministry of Environment, contents analysis of related laws, and experts' panel discussions on the finally arranged criteria. The results of this research can be summarized as follows: First, the total criteria of 48 are drown out with categorizing into environment-ecological and socio-cultural sectosr. Second, the environment-ecological part is composed of 33 criteria such as vegetation, animal, geomorphology, watershed, environmental land suitability, and etc. Here, the Degree of Ecological Function, Degree of Environmental Land Suitability, and Vegetation Map are mainly utilized. Third, the 15 socio-cultural criteria relating to the history, social ecology and landscape have such components as forest around relics, Seo-won(school), castle, tomb, landmark, skyline, natural landscape, and etc. Forth, these individual criteria can be applied to designation of each conservation zones among total of 11 conservation areas(or districts).

Nature rehabilitation has become a major theme in river management in South Korea. An analysis and evaluation of the landscape is a crucial step to select the suitable tracts for developing or conserving land use in the process of landscape planning. The purpose of this paper is to establish a hierarchical procedure for the setting of the landscape units on the various scales at which field biologists performed their observations and to select the preserves through by a suitability model for synthesizing the ecological empirical, and biophysical data. An evaluation process needs to be performed according to the landscape scales: site, local, and regional scales, at which the environmental data were collected, analyzed, and synthesized. Introducing of three level scales was crucially necessary for evaluating the various multi level ecological data for zoning of preserves in river corridors. The evaluation level at different scales are hierarchically established into three phases. The first evaluation phase can be performed by the long length units defined by the ranges of stream widths at regional scale. Secondly, each of these long units can be divided into two or more segments according to its landscape homogeneity at local level. Finally the segments at the last phase can be designated according to the location of the reservoir weirs and bridges at site level. The conceptual model components are adopted for collecting, evaluating, and interpreting the biological and abiotic data at site level. Three preserves are selected, having high potentials for being intensely managed as the Ecological Education Areas in the river. Despite a lot of assumption the results are expected to facilitate discussion and decision making about which frameworks of evaluation are desirable and adaptable for integrating the ecological data into the rehabilitation design process in South Korea.
