지방중소도시의 지역발전투자협약 추진체계 구축제언 - 영주시 공공건축가제도를 중심으로 - (A Proposal for an Organizational System that Implements a Planning Agreement in Local Small and Medium Sized City -Focused on System of Architect for Public Work of Yeongju City)

  • This research aimed to propose an organizational system that implements a planning agreement in local small and medium sized city, Korea. To conduct this research, three successful cases were deduced using integration systems to investigate purpose and background of the planning agreement. Articles, reports, media, and participation in meetings and workshops related on this topic are used for collecting data and interview of regional activists and experts, and public officials were carried out. Among them, the case of Yeongju city that used the new integration system instead of pre-adminstration system was examined in detail. There are three local governments; Yeongwol-gun, Jeungpyeong-gun, and Yeongju city which have successfully fulfilled projects from various departments of central adminstration not projects of planning agreement. The similarity noticed between those three cases is to continue various projects from several departments of central adminstration for numerous years and contribute to regional revitalization. A successful factor was to establish organizational system and manage it for the integration plan and performance for appropriate regional and administrative characteristics. In particular, in the case of Yeongju city, organization for urban architectural management composed of civilian experts were formed, authorized status on administrative organization was established, and the function and role were identified. It is helpful to other local governments to carry out the projects of planning agreement as the case of Yeongju city is now a new method.

영주 근대역사문화거리의 근대건축물 유형분류 및 활용제안 (The Usage and Classification of Modern Architecture Types in the Modern Historical and Cultural Street of Yeongju)

  • In 2018, the Cultural Heritage Administration of Korea introduced a new system that registers national cultural heritage in street and district units. Yeongju City's Modern Historical and Cultural District was selected as the first trial region. This grouping method breaks through conservation and utilization limitations of cultural heritage in individual building units. Thus, the issue is how will such historical and cultural spaces be grouped, conserved and managed. Hence, this study identifies the current situation of buildings in the Modern Historical and Cultural Street of Yeongju and conducts an experimental survey. Based on this, the types of modern architecture were classified, and the architectural groups were extracted and categorized to preserve and utilize the architecture. For these purposes, priority groups were determined by evaluating them based on five criteria: archetype, placeness, politicalness, typicality and originality. The modern architecture in the Modern Historical and Cultural Street of Yeongju have undergone many changes. The residential transformation of small and medium-sized cities during modern times can be understood as a process of settlement and nativization.

초등학교 교사의 소방안전의식에 관한 연구 -영주시를 중심으로- (A Study on the Recognition of Elementary Teacher on Fire Safety : Focusing on Yeongju city)

  • 본 연구는 초등학교 교사의 소방안전에 관한 의식을 조사하여 초등학교에서 소방안전교육이 효율적으로 이루어질 수 있도록 하기 위하여 수행되었다. 설문조사는 영주시 초등학교에 재직 중인 교사 203명에 대하여 2003년 9월 5일부터 9일까지 실시되었으며, 다음과 같은 결론을 얻었다. 교사들은 소방안전교육의 필요성은 매우 인식하나 수업비중은 조금 낮게 생각하며, 실제적인 교육은 더욱 낮게 이루어지는 것으로 나타났다. 교사들은 안전교육 분야 중 교통안전을 가장 중요하게 여기며, 다음으로 놀이안전, 시설물안전 및 소방안전 순으로 중요하게 생각하였다. 교사들은 소방안전교육에 따른 어려움으로 관심부족(36.0%), 자료 또는 시간 부족(31.5%) 등을 들었으며, 효과적인 소방안전교육을 위한 요구사항으로는 소방안전전문가의 초청교육(62.1%), 교육자료의 개발 보급(10.3%) 등이었다.

일부 요통환자들의 오스웨스터리요통장애지수 및 관련요인 (Oswestry Low Back Pain Disability Index and Related Factors in Patients with Low Back Pain)

  • Purpose: We measured the Oswestry Low Back Pain Disability Index (OLBPDI) and related factors in patients with low back pain. Methods: The sample consisted of 50 patients who received physical therapy at the physical therapy units of the Andong Seoul Sintong Clinic, St. Luke Clinic, and Yeongju Seoul Sintong Clinic in Andong and Yeongju city from October, 2007, to February, 2008. The OLBPDI questionnaire was administered by 5 physical therapists as a cross-sectional study. Student's t-test and analysis of variance (ANOVA/Tukey and Scheffe) were used to analyze OLBPDI score differences. We also used nonparametric statistic analysis (Wilcoxon rank sum test, Median test). Pearson correlation analysis (Spearman correlation analysis) was used to analyze the relationship between OLBPDI and the visual analogue scale (VAS). Multiple regression analysis was performed to determine the effects of independent variables on pain scores as defined by the OLBPDI. Results: The average patient age was 37.1 years (range: 18$\sim$78 years old), and time from onset was 21.7 months (1$\sim$180). OLBPD and VAS scores were 12.70 (3.0$\sim$28.0) and 5.14 (1$\sim$8), respectively. OLBPDI scores were 14.4 in patients taking medicine and 11.57 in those who did not. There was a statistically significant relationship between OLBPDI and VAS (r=0.54, p=0.0001; r=0.55, p=0.0001 by Spearman coefficient). Gender ($\beta$=6.14, p=0.0124), age ($\beta$=-2.01, p=0.0324), weight ($\beta$=0.31, p=0.0222), time from onset ($\beta$=1.54, p=0.0044), and VAS score ($\beta$=1.59, p=0.0004) were significantly associated with OLBPD by multiple regression analysis. Conclusion: Variables associated with OLBPD were gender, age, weight, time from onset, and VAS score. Collecting information on the pain index using OLBPDI was acceptable to patients with low back pain. Further research should explore the pain index by using larger sample sizes and longer follow-up periods.

지역자산을 활용한 개발우선순위 분석 (Analysis of Development Priority Using Regional Assets)

  • 지역 경쟁력 강화를 위한 전략으로 지역자산의 효율적 활용이 점점 더 중요해지고 있다. 지역의 정체성 및 경쟁력의 핵심은 지역자산이기 때문이다. 본 연구의 목적은 지역의 자산을 평가하여 개발우선지역을 도출하는 것이다. 본 연구에서 사용된 분석방법은 GIS 분석, Big Data Trend 분석, AHP 분석 이다. 지역자산의 잠재력을 평가하기 위해 자산의 선호도, 역사적 가치, 자원의 군집성(Cluster), 광역교통접근성, 인구밀도 등을 분석 지표로 설정하고, 각 항목의 중요도를 반영하기 위해 AHP기법을 이용하여 항목별 가중치를 적용하였다. 경상북도 영주시를 대상으로 분석한 결과 부석사, 소수서원, 희방사, 풍기온천리조트, 풍기역, 국립산림치유원, 영주동지역, 무섬마을 등 8개의 주요거점을 도출하였다.

영주댐 예정지를 중심으로 한 내성천의 어류상과 군집구조의 변화 (Change of Fish Fauna and Community Structure in the Naeseong Stream around the Planned Yeongju Dam)

  • 2007년 4월부터 2009년 10월까지 영주댐 예정지를 중심으로 내성천 수계의 어류상을 조사한 결과 서식이 확인된 어류는 10과 25속 27종이었다. 채집된 어류 가운데 잉어과 어류가 17종(63.0%)으로 가장 많았고,다음은 미꾸리과 어류가 2종(7.4%)이었다. 한국고유종은 5과 10종으로 전체 출현종의 37.0%를 차지하였으며, 출현종 중에서 우점종은 피라미(43.17%), 아우점종은 참갈겨니(15.75%)였다. 국내 다른 수계 또는 외래 이입종은 끄리, 대농갱이, 배스(상대풍부도 11.1%)였다. 1990년대 중반까지 참갈겨니는 전 유역에서 우점종으로 분포하고 있었으나 본 조사에서는 아우점종으로 개체군이 감소하였고, 하류역에서는 서식하지 않아 분포역이 축소되였다. 그에 반해 피라미는 최상류를 제외한 전유역에서 우점종으로 나타났다. 환경부 멸종위기종인 흰수마자는 하상이 주로 모래로 된 본류부의 전 유역에 서식하는 것으로 나타났다. 조사지역의 어류군집을 분석한 결과 종다양도, 균등도 및 우점도지수는 각각 0.881, 0.615 및 0.230으로 나타났다. 하폭 및 유수량이 많고 다양한 서식처를 가지는 본류부의 종다양도가 0.829로 0.735의 지류부보다 높게 나타났다.

고압다이캐스팅을 이용한 자동차 밸브하우징의 주조방안 및 기계적 특성에 관한 연구 (A Study on the Mechanical Characteristics and Mold Technique of the Automobile Valve Housing using High Pressure Die Casting)

  • Today's automobiles are changing into miniaturization and light weight for saving natural resources and energies. In order to raise the sufficiency of fuel consumption, new mechanism and components are required. Therefore, the expectations on the new materials are very high. Especially, Al materials are widely used to reduce the motors weight. Al using in automobiles is mostly casting material, and the material is developing rapidly in step with technical innovation. Al die casting has become an important field, as we are turning today's motor into light weight. One of the parts in steering system, valve housing, plays a role to reduce the operating effort of drivers. If valve housing being a part of steering system is produced by gravity casting, the space that manufacturing equipments are installed will be increased, and more energies and workers will be needed.

피치가 다른 다축 태핑에서의 가공 특성과 품질 평가에 관한 연구 (A Study on the Multi Tapping Process Characteristics and Tread Quality under Difference Pitch)

  • As the products such as HDD, Notebook, PDA, and Mobile Phone become smaller and thinner, the radius of threads as well as holes for assembling those products become smaller, even down to 1mm. To produce such small holes and thread efficiently, multi tapping is highly necessitated. However the multi tapping characteristics is not well known because its complicated cutting mechanism and thus the quality of the produced holes and threads is not well studied yet. In this paper, experiments have been conducted for small-radius threads using M2 and M2.6 and M3 cold forming tap to investigate multi tapping process using several useful signal such as torque and Z-axis encoder pulse. The surface and profile of the machined threads have been magnified and observed through a SEM.

낙동강 상류유역의 지역별 비점오염부하 특성 (Regional Characteristics of Nonpoint Source Pollutant Loads in the Upstream Watersheds of Nakdong River)

  • The characteristics of nonpoint source pollutant loads in upstream of Nakdong River were studied through analysis of pollutant loads of 10 sub-watersheds divided based on administrative district. The discharge and pollutant concentration of each sub-watershed were collected from Nakdong-River Water Research Institute and Daegu Regional Environmental office, respectively. Pollution items analysed in this study were BOD, T-N and T-P. The delivery loads of the nonpoint source pollutions of each sub-watershed were calculated after analysing the concentration of the pollution of each site. Several points were found from the results. Firstly, in general, city areas including Sangju, Andong showed higher degree of nonpoint pollution than country areas including Cheongsong, Yeongyang. The sub-watersheds located upstream side, such as Yeongju, Bonghwa, Necessarily show better water quality than the sub-watersheds located downstream side, such as Mungyeong, Uiseong. This result indicates that a given pollution condition within the watershed can be more sensitive than location factor to the level of water quality. Secondly, the delivery load and area of watershed were not necessarily correlated in the sense of water quality, while the discharge was shown to be highly correlated to the delively load of pollution. Lastly, sewage and waste caused from population and livestock, as well as landuse factor, were found to significantly contribute to the water pollution. Alternative solutions for controlling pollution source, therefore, should be provided to meet target levels of water quality in these regions.

Assessing agricultural competitiveness of cities and counties in Gyeongbuk

  • The government of Gyeongbuk in Korea increased the financial input in the agricultural sector by 43% from 2008 through 2012. However, the productivity of the agricultural sector in Gyeongbuk rose only about 3.6% during the same period. This study evaluated the agricultural competitiveness of each city or county in Gyeongbuk using six evaluation indices (scale, productivity, finance input, location quotient, technical education, and total) and investigated the relationship between the indices and total values of agricultural productions. The results show that Sangju, Gyeongju, Andong, Uiseong, and Seongju have high competitiveness for the scale index. For the productivity index, Gimcheon, Mungyeong, Ulleung, Yeongju, and Seongju were highly evaluated. For the location quotient index, Yeongcheon, Uiseong, Cheongdo, Seongju, and Sangju have high competitiveness. Uiseong, Yeongdeok, Cheongsong, Gunwi, and Yeongyang were highly evaluated for the agricultural finance input index. For the agricultural technical education index, Chilgok, Sangju, Mungyeong, Uiseong, and Gyeongju have high competitiveness. Finally, Sangju, Euiseong, Yeongcheon, Gyeongju, and Andong were highly evaluated for the total competitive index, while Yeongdeok, Yeongyang, Goryeong, Uljin, and Cheongsong have a low competitiveness for the total competitive index. This study also found that out of five indices, scale, location quotient, and technical education indices have a positive and statistically significant effect on the total values of agricultural production. However, we did not find any statistically significant effect of the productivity and finance input indices on the total values of agricultural production. Hence, we can conclude that the government should focus their agricultural policy on scale, location quotient and education to improve total agricultural production.
