미국 복지개혁의 성과와 한계 (The Achievements and limitations of the U. S. Welfare Reform)

  • 본 연구는 1996년 미국 복지개혁의 성과와 한계를 분석하고 미국의 경험이 우리나라의 공공부조정책에 줄 수 있는 함의를 모색하고자 아는데 그 목적이 있다. 저소득층의 복지의존성을 줄이고 노동을 통한 자립을 강조하는 미국의 복지개혁은 공공부조의 수급기간을 제안하고 근로조건부를 강화하며 노동활동을 장려하는 여러 가지 강력한 조치들을 포함하고 있다. 때마침 이루어진 거시경제의 유례없는 호조에 힘입어 복지개혁은 공공부조 수급자의 획기적인 감소, 저소득편모가구의 노동활동 증가, 그리고 아동빈곤의 감소 등 몇 가지 긍정적인 변화를 이룩하였다. 그러나 저임금과 불안정안 고용지위로 인해 많은 공공부조 수급탈피자들이 실업의 위엄에 크게 노출되어 있는 가운데 여전히 빈곤상태에 놓여 있다. 특히, 노동활동을 강제하는 조치에도 불구하고 상당수의 저소득편모가구는 노동시장 진입을 가로막는 다양한 장애요인으로 인해 취업에 심각한 어려움을 겪고 있다. 저소득가구에 대한 소득보장과 자활의 성취라는 다소 상충되기도 하는 목표를 달성하기 위해서는 개개인이 처한 상환에 대한 세밀한 평가를 통해 노동활동 가능성을 종합적으로 판단하고 이를 바탕으로 개별적이고 포괄적인 공공부조 서비스가 제공되어야 할 것이다. 이러한 미국의 경험은 자활조건부 기초생활보장 수급을 도입한 지 얼마 되지 않은 우리나라의 공공부조정책에 유용한 함의를 줄 수 있을 것이다.

중소기업 근로자의 은퇴준비에 관한 사례연구 (A Case Study on the Retirement Preparation of the Small and Medium-sized Company Workers)

  • 중소기업 근로자들은 낮은 임금수준과 열악한 근로조건으로 인해 은퇴준비에 어려움을 겪고 있으며, 은퇴 후에는 노후빈곤에 빠질 가능성이 있다. 본 연구의 목적은 사례연구 방법을 통해 중소기업 근로자들의 재무적 비재무적 은퇴준비 실태를 살펴보는데 있다. 주요 분석결과는 다음과 같다. 중소기업 근로자들은 은퇴에 대해 크게 불안을 느끼는 것으로 나타났다. 많은 중소기업 근로자들은 충분한 노후소득을 확보하지 못했고, 매우 적은 국민연금 수령액으로 노후를 보내야 하는 현실을 걱정했다. 둘째, 중소기업 근로자들은 가족, 재무, 건강, 일자리, 사회참여와 같은 다양한 삶의 영역에서 길어지는 노후생활을 대비하는 것으로 나타났다. 셋째, 중소기업 근로자들은 현실적이고 실용적인 은퇴준비를 하였다. 그들은 소비지출 감소, 자녀교육비 축소, 낮은 임금의 일자리 선택, 현금 확보 등 은퇴에 대비하여 안전성과 현실성을 우선 고려하였다. 결론적으로 중소기업 근로자들은 은퇴에 대비해 다양한 해결책을 추구하고 있다. 그들이 퇴직 후 삶의 재구성에 초점을 둔 통합적이고 실용적인 교육을 통해 은퇴설계 니즈를 지원할 필요가 있다.

  • I. Introduction Since the 1970's drug abuse among young people has increasingly become a social problem in Korea. In the 1980's, drug abuse, especially glue sniffing, has become the cause of many unfortunated incidents resulting in harm to others as well as the abusers themselves. Taking into consideration of the seriousness of this problem, the Republic of Korea National Red Cross initiated a nation-wide research programme, to understand the present situation and to raise the level of public awareness. The goal of this research was to begin a nation - wide campaign against drug abuse. The research team was composed of the Advisary Committee members and the staff of the Youth Department of the Republic of Korea National Red Cross. The data were collected in February 1988 with the collaboration of the staff and volunteers in the local Chapters. The respondents were allocated nation-wide by the quota sampling method. The questionnaires were distributed to the respondents in three groups :2, 700 to junior and senior high school students, 605 to working youths, and 916 to delinquent youths. A total of 4, 221 questionnaires were collected. II. Characteristics of the Respondents The respondents in each group were selected evenly from rural and urban areas. The general characteristics of the respondents can be described as follow: in case of students, the proportions between male and female respondents, and between senior high school and junior high school students were almost evenly distributed. In case of working youths, the proportion of females (80.5%) was higher than those of the students and the delinquents groups. Delinquent youths were defined as those currently being under custody of the centers for juvenile delinquents. Of this number, 38.8% and 68.2% were junior and senior high school drop-outs respectively. The majority of them (92.6%) were male. As for the family background of the respondents, the proportion of those residing in poverty - stricken areas, and the proportion of those from broken families were higher in case of working youths and delinquent youths than those in case of students. III. Present Patterns of Drug Abuse The following summarizes the presents of drug abuse, as tabulated from the results of the survey. 1. Smoking The percentage of youths who smoke was 36% in the student group, 32% m the working youths group, and 94.4% in the delinquent youths group. 2. Alcohol 50.3% of students, 71.6% of working youths, and 93.3% of delinquent youths has experienced drinking alcohol beverages. 3. Tonic: non - alcoholic, caffeinated beverages popular in Korea and Japan The percentage of those who have used tonic at least once was over 90% in all of the three groups. 4. Sedative About 70% of each group has used sedative with the proportion of working youths use higher than those in other groups. 5. Stimulants Those who have used stimulants comprised around 15% in each group. 6. Tranquilizers Somewhat less than 5% of students and working youths, and 28% of delinquent youths, have used tranquilizers. 7. Hypnotics The users of hypnotics amounted to 0.4% of students, 2.6% of working youths and 7.1% of delinquent youths. 8. Marihuana Those who have used marihuana indicated 0.7% of students, 0.8% of working youths, and 13% of delinquent youths. 9. Glue-sniffing The percentage of glue-sniffing was 3.7%, 5% in the students group and in the youths group respectively, but the proportion was unusually high, at 40.7% in the delinquent youths group. From the results of the survey the present situation of drug abuse in Korea can be summarized as follows: 1. A high percentage of Korean youths have experienced smoking cigarettes and drinking alcoholic beverages. 2. Tonics (non - alcoholic, caffeinated beverages), antipyretic analgesics and stimulants quite regularly used. 3. Tranquilizers, hypnotics, marihuana and glue-sniffing are more widely used among delinquent youths than the other youths. From this fact, there exists a correlation between drug abuse and juvenile delinquency. IV. Time-series Analysis of the First Experience of Drug Abuse and Deviant Behaviour The respoundents were asked when they were first exposed to drugs and when they committed deviant acts. By calculating the average age of each experience, the following pattern was found (See Figure 1). Youths are first exposed to drugs by abuse of tonic(non - alcoholic, caffeinated beverages). At the age of 13, they amoke cigarettes, the use of antipyretic analgesics begins at 14 year old, while at the age of 15, they use tranquilizers, and at 16 hynotics. The period of drug abuse which starts from drinking caffeinated beverages and smoking cigarettes and ends in the use of hypnotics takes about three years. During this period, other delinquent behaviours begin to surface, that is, at the age of 13 when smoking cigarettes begins, the delinquent behaviour pattern starts with truancy. Next, they start taking money from others by using physical force. Prior to the age of 15, they are suspended from school, become hostile to adults, begin running away from home, and start using stimulants and alcohol. Soon they become involved even in glue-sniffing and in the use of marihuana. At the age of 15, they begin to see adult videos and carry weapons. Sexual promiscuity and usage of tranquilizers follows the viewing of adult videos. Consequently, by the time they reach the age of 16, they visit drinking establishments, and are picked up by police for committing delinquent acts. And finally, they come to use hypnotic - type drugs. From the above descriptions, drug abuse can be assumed to have a close correlation with delinquent behaviour. V. Social Factors Related to Drug Abuse As for the Korean youths, glue-sniffing is found to he related to aggressive delinquency, in such cases as run - aways, being picked up by the police, and taking money by force. Smoking cigarettes and drinking alcohol is found to be related to seeing adult videos and visiting drinking establishments. Hypnotics and marihuana were found to be representive of drugs which are related to degenerational delinquency, irrespective of social delinquency. The social factors connected with these drug abuse are as follows: 1. Individual factors Male students were more heavily involved in the usage of drug than females. Youths who do not attend church were more likely to be involved in drugs than those who attend. 2. Family factors The youths who were displeased with their mothers smoking and those who thought their parents did not love each other, or those whose parents had used drugs without prescription, were more likely to he drug users. 3. School factors Those youths who found school life boring, were unsuccessful in their studies, spend most of their time with friends, feel their teachers smoke too much, those who had a positive perception of their teachers smoking were likely to he drug users. To sum up, drug abusers depend on the influence of their parents, teachers and peers. IV. Reasons for Drug Abuse Korean students have mainly used drugs to release stress (42.8%), to stay awake (19.7%), and because of the easy accessibility of drugs( 16.6%). Other reasons are due to their ignorance of the side effects of the drugs (3.6%), natural curiosity (4.2%), and to increase strength(3.O%). From the above facts, the major reasons for drug abuse among Korean youths are to release stress and to stay awake in order to prepare exams. Furthermore, since drugs are readily available, we can conclude that drug abuse is caused by the school system(such as entrance exams) in Korea. VII. Conclusion Drug usage among Korean youths are relatively less common than those of western youths. In some cases, such as, glue-sniffing and use of stimulants, the pattern of drug abuse is found. Moreover, early drug abuse is evident, and it has a close connection with deviant behaviour, resulting in juvenile delinquency. Drug abuse cannot be attributed to any one social factor. Specifically, drug abuse depends on parents, peers, teachers and other members of the community, and also is influenced by social institutions such as the entrance exam system. Every person and organization concerned with youth must participate collectively in restraining drug abuse. Finally, it is suggested that social agencial working for youth welfare should make every effort to tackle this serious problem confronted by the Korean youths today.

서울시 최저주거기준 미달가구의 시.공간적 특성과 변화(1995~2010년) (Spatio-Temporal Changes and Characteristics of Households Failing to Meet the New Minimum Housing Standard in Seoul Metropolitan(1995~2010))

  • 최저주거기준은 자본주의 산업화 과정과 급격한 도농인구이동 과정에서 공통적으로 나타난 노동자계급의 주거환경 악화와 공중보건위생 문제에 대처하기 위한 수단으로, 주거복지 정책의 주요 쟁점으로 발전하였다. 본 논문에서는 주요 선진국을 대상으로 최저주거기준이 제도화되는 역사를 살펴보고, 서울시를 대상으로 2011년에 개정된 새로운 최저주거기준을 적용하여 1995년 이후 최저주거기준 미달가구의 시계열적 변화패턴과 지역별 특성을 분석한다. 분석결과 2010년 서울시의 미달가구는 50.1만 가구(136.8만 명, 14.4%)로 전국 평균인 11.8%에 비해 처음으로 높아졌으며, 2005년의 50.9만 가구에 비해 거의 감소하지 않은 것으로 나타났다. 이와 같은 서울 최저주거기준 미달가구 감소추세의 정체는 다른 시 도, 다른 시기에는 한 번도 관찰된 바 없는 현상으로서 개별 가구의 독자적인 능력만으로는 주거환경을 개선 할 수 없는 구조적인 한계 가구 층이 존재한다는 것을 알 수 있다. 아울러 서울시의 기타 거처(1.3%) 및 지하 옥상 거주 비율(9.6%)이 전국에서 가장 높아 서울시의 주거환경이 질적인 측면에서 가장 열악한 지역으로 변하였다는 것을 알 수 있다. 미달가구의 공간적 분포는 동북권과 서남권 방면으로 양분되어 있고, 여성가구주, 중장년층, 이혼가구, 저학력 및 대학 대학원 재학생, 비아파트 거주가구, 15~20년 경과주택 등에서 높은 미달비율을 보이고 있다.

축산분뇨의 발생현황과 처리방안 (Situation of Livestock Waste and Strategies for Waste Treatment)

  • 축산물소비량(畜産物消費量)이 지속적(持續的)으로 증가(增加)하면서 1980년대 후반(後半)에 와서 가축분뇨(家畜糞尿)의 관리문제(管理問題)가 주요과제(主要課題)로 등장(登場)하였다. 이는 그동안 지속적(持續的)으로 추진된 경제발전(經濟發展)의 결과 국민의 전반적(全般的)인 생활수준(生活水準)이 향상(向上)되면서 경제요인(經濟要因) 이외(以外)에 환경(環境)의 질(質)에 대한 국민적 요청(要請)이 증대(增大)된 까닭으로 초기에는 농촌환경문제(農村環境問題)로만 논의(論議)되던 것이 도시지역(都市地域)의 상수원오양문제(上水原汚梁問題)와 연결(連結)되면서 가축분뇨관리(家畜糞尿管理)의 필요성이 더욱 중요(重要)해지고 있다. 가축분뇨(家畜糞尿)는 고농도(高農度)의 유기물(有機物)로 구성(構成)되어 있어 적절히 관리(管理)되지 않을 경우 지표수(地表水) 오염(汚染), 지하수(地下水) 오염(汚染), 악취(惡臭) 문제(問題) 등을 일으켜 민원(民願)의 대상이 되고 있다. 따라서 본 논문에서는 축산분뇨(畜産糞尿)의 발생(發生) 및 처리현황(處理現況)을 살펴보고 분뇨처리(糞尿處理)에 대한 정부(政府)의 규제와 지원상황(支援狀況)을 검토하여 합리적인 축산분뇨(畜産糞尿)의 자원화방안(字源化方案)을 모색하고자 하였다.

영국의 영유아 보육정책 및 한국의 유사정책 현황 : Sure Start Children's Centres와 Dream Start 비교 (The Early Childhood Care and Education Policy in the United Kingdom and Similar Policies in Korea : A Comparison of the Sure Start Children's Centres and Dream Start)

  • In an effort to expand working opportunities for women and encourage childbirth, the government of Korea introduced the free infant care policy in 2013. This policy, however, was controversial with regard to issues, such as budget shortages and dissatisfaction based on socioeconomic status. In addition, the lack of evidence-based data regarding adequate age criteria for the entry of children into childcare facilities was noted as a challenge. As child development professionals who are concerned with mental health issues, we investigated the influence and challenges of the free infant care policy with regard to infant mental health. In this review, we examined the policies enacted by developed countries, such as the United Kingdom (UK), and compared them with those in Korea. The childcare systems in Korea and the UK differ historically and socially, but show some similarities, such as maternal responsibility for parenting and household issues. Like Korea, the need for UK childcare facilities increased in the 1990's in response to market recovery and associated increase in female employment. Among the new policies in the UK, the Sure Start program has begun to provide integrated services for infants, particularly to those 0-4 years of age, who are vulnerable to social exclusion. Similar to the Dream Start program in Korea, it has been successful in providing family-related services, resulting in improvements in problematic behaviors of children, enhanced parenting skills, and decreased rates of severely injured children.

일-생활 균형 관점에서 본 기혼남녀의 시간표 : 부부결합 가구노동시간 유형에 따른 남녀의 일-생활시간의 비교분석 (Investigating daily schedules of married couple by focusing on work-life balance : Comparison of work-life time by gender according to couple-combined work schedules)

  • 본 연구는 한국사회 기혼남녀의 일-생활 균형의 문제를 시간표 분석을 통해 파악하는 것을 목적으로 한다. 이를 위해 2014년도 통계청 생활시간조사 시간대자료를 이용하여 3,131쌍 기혼부부의 6,262개의 시간일지를 분석하였다. 분석 방법으로는 시간양뿐 아니라 시간배치를 고려한 전체적인 분석을 위해 배열분석을 사용하였으며, 이때 Lesnard(2014)의 DHM(Dynamic Hamming Matching) 방식으로 배열 간 거리를 산출하여 타이밍을 중시하는 시간분석에 무리가 없도록 조치하였다. 구체적으로는, 군집분석을 통해 도출된 부부결합의 가구노동시간 9개 유형별로, 남녀 각각의 노동, 가사, 수면, 자기관리, 적극적 여가, 소극적 여가, 기타로 구성된 일과 생활시간의 평균시간양과 시간대별 분포와 최빈상태의 그래프를 산출하여 해석하였다. 이러한 분석결과를 종합하여, 일-생활 불균형된 시간구성의 특성으로 '만연된 장시간노동', '젠더불평등한 시간배분', '비표준시간대 노동으로 인한 삶의 질 하락', '여가시간의 부족'을 지목하였으며, 마지막으로는 이러한 결과에 기초해 일-생활 균형을 높이기 위한 사회복지의 실천적 정책적 함의를 논의하고 후속연구를 제언하였다.

아픈 노동자는 왜 가난해지는가? - 아픈 노동자의 빈곤화과정과 소득보장제의 경험 (Path to Poverty of Sick Workers and Fictional Korean Social Security)

  • 본 연구는 노동자가 업무 이외의 이유로 아프게 되면, 노동시장에서 어떻게 고용 불안정성을 경험하고 또 빈곤화를 경험하는지 분석한다. 특히 아픈 노동자에 대한 한국 사회보장제의 소득보장 기능을 분석하고, 상병수당이 부재한 한국 복지국가의 특수성이 아픈 노동자의 빈곤화에 미치는 영향에 주의를 기울이며 사례 연구를 실시했다. 연구 결과, 아픈 노동자들은 상병으로 고통을 경험해도 일단 '아파도 참는다'. 특히 불안정 노동을 하는 비정규직 노동자들은 아프면 몸을 회복할 수 있는 휴직을 누릴 수 있는 여지가 없이 실직을 경험하게 된다. 그리고 아파서 실직을 경험하게 되어도 소득 감소분을 채우기 위해 더 불안정한 노동이라도 지속하는 경향이 있었다. 그 과정에서 가족 등 주변 사회적 자원이 무너지는 양상도 보이면서, 빈곤화의 경로를 밟는 것이 관찰됐다. 상병과 실업이라는 복합적인 위기에 처한 노동자를 위한 사회보장제도에도 사각지대가 확인됐다. 산재를 겪은 노동자들은 산업재해 신고를 기피하는 사업주 탓에 제도의 혜택에서 벗어나기도 하였고 또 상병으로 실직한 노동자를 고용주가 '자발적 실업'으로 신고하여 실업수당에도 배제됐다. 본 연구는 노동자의 상병으로 인한 일자리 불안정화와 빈곤화 과정을 구체적으로 확인하는 연구로 의의가 있다. 또한 상병수당의 부재와 아픈 노동자의 관계가, 상병수당을 포함하여 한국 소득보장제에 어떠한 학술적, 정책적 함의를 가지는지 고찰했다.

직업적성 예측을 위한 고전 점성학 활용방안 (A Study on the Application of Classic Astrology to Predict Occupational Integrity)

  • 본 연구는 고전점성학(Classic Astrology)의 네이티비티(Nativity) 출생차트에서 그 차트를 구성하고 있는 행성들의 기능과 구조를 살펴 네이티비티의 직업적성을 분석하는 연구이다. 즉 출생차트에서 나타나는 직업을 개인의 타고난 직업으로 본다면 사인(Sign, 별자리)과 플래닛(Planets, 행성)의 강약, 애스펙트(행성과의 관계) 등을 통하여 분석한다. 고전점성학(Classic Astrology)의 네이티비티(nativity) 출생차트에서는 직업을 판단할 때 크게 세 개의 플래닛인 금성(♀. Venus). 화성(♂. Mars). 수성(☿. Mercury)에 의하여 결정된다고 보았다. 그러나 현대에 와서 고도로 발전된 지식정보화 사회에서 요 구되는 직업의 다양성에 부합하기 위해서는 조금 미흡한 점이 있어 토성(♄. Saturn), 목성(♃. Jupiter), 태양(☉. Sol), 달(☽. Luna)을 더하여 직업의 적성을 적용하였다. 그 결과로 네이티브의 ASC의 직업적성을 플래닛과 그들의 애스펙트 관계를 토대로 더욱 다양하고 폭넓은 적용이 가능하였다. 그 결과 금성(♀. Venus)은 사람들이 아름답다고 생각하는 예술성이 있는 일을 즐기며 그것을 삶의 낙으로 삼을 수 있는 일을 의미하였으며, 화성(♂. Mars)은 노동일과 같이 체력과 힘을 쓰는 일을 의미한 것을 알 수 있었다. 또 수성(☿. Mercury)은 지식과 두뇌를 활용하는 일을 의미하고 있으며, 태양(☉. Sol)은 직업과 재능에 권위를 부여해주는 역할을 하고 있고, 달(☽. Luna)은 네이티브의 직업과 재능에 사람들의 신뢰를 얻도록 해주었으며 목성(♃. Jupiter)은 믿음과 성실함, 공정함, 너그러움 등이 네이티브의 직업과 재능을 살리는데 도움을 주었으며, 토성(♄. Saturn)은 탐욕, 슬픔, 궁핍함 등으로 직업과 재능을 가로막는 장애로 나타날 수 있었고. 결과적으로 플래닛의 강약과 그 플래닛들의 애스펙트 관계에 따라 네이티브의 직업이 다양하게 나타남을 알 수 있었다.

한국농촌보건(韓國農村保健)의 문제점(問題點)과 개선방안(改善方案) (Innovative approaches to the health problems of rural Korea)

  • The categories of national health problems may be mainly divided into health promotion, problems of diseases, and population-economic problems which are indirectly related to health. Of them, the problems of diseases will be exclusively dealt with this speech. Rurality and Disease Problems There are many differences between rural and urban areas. In general, indicators of rurality are small size of towns, dispersion of the population, remoteness from urban centers, inadequacy of public transportation, poor communication, inadequate sanitation, poor housing, poverty, little education lack of health personnels and facilities, and in-accessibility to health services. The influence of such conditions creates, directly or indirectly, many problems of diseases in the rural areas. Those art the occurrence of preventable diseases, deterioration and prolongation of illness due to loss of chance to get early treatment, decreased or prolonged labour force loss, unnecessary death, doubling of medical cost, and economic loss. Some Considerations of Innovative Approach The followings art some considerations of innovative approaches to the problems of diseases in the rural Korea. 1. It would be essential goal of the innovative approaches that the damage and economic loss due to diseases will be maintained to minimum level by minimizing the absolute amount of the diseases, and by moderating the fee for medical cares. The goal of the minimization of the disease amount may be achieved by preventive services and early treatment, and the goal of moderating the medical fee may be achieved by lowering the prime cost and by adjusting the medical fees to reasonable level. 2. Community health service or community medicine will be adopted as a innovative means to disease problems. In this case, a community is defined as an unit area where supply and utilization of primary service activities can be accomplished within a day. The essential nature o the community health service should be such activities as health promotion, preventive measures, medical care, and rehabilitation performing efficiently through the organized efforts of the residents in a community. Each service activity should cover all members of the residents in a community in its plan and performance. The cooperation of the community peoples in one of the essential elements for success of the service program, The motivations of their cooperative mood may be activated through several ways: when the participation of the residents in service program of especially the direct participation of organized cooperation of the area leaders art achieved through a means of health education: when the residents get actual experience of having received the benefit of good quality services; and when the health personnels being armed with an idealism that they art working in the areas to help health problems of the residents, maintain good human relationships with them. For the success of a community health service program, a personnel who is in charge of leadership and has an able, a sincere and a steady characters seems to be required in a community. The government should lead and support the community health service programs of the nation under the basis of results appeared in the demonstrative programs so as to be carried out the programs efficiently. Moss of the health problems may be treated properly in the community levels through suitable community health service programs but there might be some problems which art beyond their abilities to be dealt with. To solve such problems each community health service program should be under the referral systems which are connected with health centers, hospitals, and so forth. 3. An approach should be intensively groped to have a physician in each community. The shortage of physicians in rural areas is world-wide problem and so is the Korean situation. In the past the government has initiated a system of area-limited physician, coercion, and a small scale of scholarship program with unsatisfactory results. But there might be ways of achieving the goal by intervice, broadened, and continuous approaches. There will be several ways of approach to motivate the physicians to be settled in a rural community. And, hopefully, more useful reference data on the motivations may be available when a survey be conducted to the physicians who are presently engaging in the rural community levels. 4. In communities where the availability of a physician is difficult, a trial to use physician extenders, under certain conditions, may be considered. The reason is that it would be beneficial for the health of the residents to give them the remedies of primary medical care through the extenders rather than to leave their medical problems out of management. The followings are the conditions to be considered when the physician extenders are used: their positions will be prescribed as a temporary one instead of permanent one so as to allow easy replacement of the position with a physician applicant; the extender will be under periodic direction and supervision of a physician, and also referral channel will be provided: legal constraints will be placed upon the extenders primary care practice, and the physician extenders will used only under the public medical care system. 5. For the balanced health care delivery, a greater investment to the rural areas is needed to compensate weak points of a rurality. The characteristics of a rurality has been already mentioned. The objective of balanced service for rural communities to level up that of urban areas will be hard to achieve without greater efforts and supports. For example, rural communities need mobile powers more than urban areas, communication network is extremely necessary at health delivery facilities in rural areas as well as the need of urban areas, health and medical facilities in rural areas should be provided more substantially than those of urban areas to minimize, in a sense, the amount of patient consultation and request of laboratory specimens through referral system of which procedures are more troublesome in rural areas, and more intensive control measures against communicable diseases are needed in rural areas where greater numbers of cases are occurred under the poor sanitary conditions.
