A Study on the Effect of the Linkage among Internal Stakeholders in Small Businesses on Industrial Accident: Focusing on the Safety Commiment of the Business Owner, Safety Leadership of the Supervisor and the Participation of Workers (소규모 사업장에서 내부 이해관계자들 간의 연계가 산업재해에 미치는 영향: 사업주의 안전의지, 관리감독자의 안전리더십, 근로자 참여를 중심으로)

  • This study attempted to provide implications by analyzing the impact of business Owner's safety commitment on industrial accidents and examining the mediating role of management supervisors' safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner's safety commitment, the management supervisor's safety leadership, and the worker participation. The employer's safety will and the management supervisor's safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.

  • Construction safety remains an ongoing concern, and project managers have been increasingly forced to cope with myriad uncertainties related to human operations on construction sites and the lack of a skilled workforce in hazardous circumstances. Various construction fatality monitoring systems have been widely proposed as alternatives to overcome these difficulties and to improve safety management performance. In this study, we propose an intelligent, automatic control system that can proactively protect workers using both the analysis of big data of past safety accidents, as well as the real-time detection of worker non-compliance in using personal protective equipment (PPE) on a construction site. These data are obtained using computer vision technology and data analytics, which are integrated and reinforced by lessons learned from the analysis of big data of safety accidents that occurred in the last 10 years. The system offers data-informed recommendations for high-risk workers, and proactively eliminates the possibility of safety accidents. As an illustrative case, we selected a pilot project and applied the proposed system to workers in uncontrolled environments. Decreases in workers PPE non-compliance rates, improvements in variable compliance rates, reductions in severe fatalities through guidelines that are customized according to the worker, and accelerations in safety performance achievements are expected.

Accidents resulting in disability in vulnerable populations and their consequences: A study of vulnerable worker groups in South Korea (취약계층의 사고 후 장애 발생으로 인한 결과: 한국사회의 취약한 노동계층 중심으로)

  • This study aimed to identify worker groups that are to accidents and to track the changes in their socioeconomic status there after. We analyzed the Korean Labor and Income Panel Study (KLIPS) database(2001-2006) were recorded according to the participant's economic activity status at the beginning of follow-up, and economic activity status was. During the follow-up period, the unemployed group experienced more accidents that resulted in disability than the economically active group. Interestingly, the unemployed group also had the highest industrial accident rate. Among the employed, daily and unpaid family workers were more vulnerable to disabilities. After the accidents, the participants tended to become economically inactive or unemployed. Compared to other worker groups, the economically inactive, unemployed, and daily and unpaid family workers experienced higher rates of accidents and faced graver conditions as a result. Although they constitute a significantly large part of society, these vulnerable workers are not currently covered by any social security measures, such as accident surveillance, training, and accident insurance. Social policy should therefore be directed toward protecting these vulnerable worker groups.

  • In many countries safety management on track worker have been carried out alter serious accidents and drastic safety improvement have been achieved as a result of safety management. In order to improve track worker safety in Korea, recent 5-year accident data were analysed and other countries' safety management systems were reviewed. As an result of this study 5-basic requirements for the safety improvement on track worker are derived: education, certification, clear responsibility definition, work planning and upgrade of train warning system.

  • According to the 2020 industrial accident reports of the Ministry of Employment and Labor, the number of fatal accidents in the construction industry over the past 5 years has been higher than in other industries. Of these more than 50% of fatal accidents are initially caused by fall accidents. The central government is intensively managing falling/jamming protection device and the use of personal protective equipment to eradicate the inappropriate factors disrupting safety at construction sites. In addition, although efforts have been made to prevent safety accidents with the proposal of the Special Act on Construction Safety, fatalities on construction sites are constantly occurring. Therefore, this study developed a model that automatically detects the wearing state of the worker's safety helmet and belt using computer vision technology. In considerations of conditions occurring at construction sites, we suggest an optimization method, which has been verified in terms of the accuracy and operation speed of the proposed model. As a result, it is possible to improve the efficiency of inspection and patrol by construction site managers, which is expected to contribute to reinforcing competency of safety management.

Descriptive Study of Occupational Accidents and their Causes among Electricity Distribution Company Workers at an Eight-year Period in Iran

  • Background: Occupational accidents are unplanned events that cause damage. The socio-economic impacts and human costs of accidents are tremendous around the world. Many fatalities happen every year in workplaces such as electricity distribution companies. Some electrical injuries are electrocution, electric shock, and burns. This study was conducted in an electricity distribution company (with rotational 12-hour shift work) in Iran during an 8-year period to survey descriptive factors of injuries. Methods: Variables collected included accident time, age of injured worker, employment type, work experience, injury cause, educational background, and other information about accidents. Results: Results indicated that most of the accidents occurred in summer, and 51.3% were during shift work. Worker negligence (malpractice) was the cause of 75% of deaths. Type of employment had a significant relationship with type of injuries (p < 0.05). Most injuries were electrical burns. Conclusion: High rate of accidents in summer may be due to the warm weather or insufficient professional skills in seasonal workers. Shift workers are at risk of sleep complaints leading to a high rate of work injuries. Acquiring knowledge about safety was related to job experiences. Temporary workers have no chance to work all year like permanent workers, therefore impressive experiences may be less in them. Because the lack of protective equipment and negligence are main causes of accidents, periodical inspections in workshops are necessary.

A Study of Causal Relationship between Worker's Participation & Communication in Industrial Accident Prevention Activities and Industrial Accident Reduction (근로자참여와 소통이 산업재해 감소에 미치는 인과관계 구조모형 연구)

  • This study was designed to analyse the performance and the mechanisms of workers' participation and communications in industrial accident prevention activities leading to the reduction of industrial accidents. This study also aimed to find out the causal relationship influencing the promotion of prevention activities of industrial accidents. Of the manufacturing businesses with more than 5 workers as the population of the survey, a questionnaire was conducted with 2,500 workspaces chosen by stratified sampling. Out of 2500 workspaces, 971 workspaces equipped with industrial safety and health committee were analysed in this study. According to the results of this study, the primary influential factors on safety activities were the management of industrial accidents and the cooperations between supervisors and workers on site. The secondary influential factor was the establishment of industrial safety and health committee. Regarding the effectiveness of industrial accident reduction, -0.01 was shown by workplace safety activities by themselves and -0.09 was shown by participation and communications through indirect safety activities. This indicated workers' participation and communications play an important role in the reduction of industrial accidents. By discovering the clue to the mechanism of the workers' participation and communications, this study is expected to stimulate the reduction of industrial accidents by emphasizing the importance of workers' participation and communications in resolving the safety and health problem in the workplaces.

Study fo the Characteristics Analysis of Laboratory Chemical Accidents (실험실 화학사고 특성 분석에 관한 연구)

  • The major aim of this study was to provide information on the chemical accidents that occurred in laboratories over the last 3 years. The total incidence of laboratory chemical accidents was 30 cases; 25 cases occurred at educational institutions. Most accidents (19 cases) occurred due to spills and leaks. The main cause of the accidents analyzed was worker carelessness (21 cases). Twenty-two accidents were related to hazardous chemical substances. In addition, general chemical substances as well as waste liquid contributed 26% to the incidents related to the laboratory. Among the 22 hazardous chemical substances involved in laboratory chemical accident, 67% of accident substances were accident preparedness substances.

  • This paper presents the findings obtained from several series of analysis on the fatal accident, which are maintained by Korean Production Household Mascot Safety Industrial Complex, relative to fall. The fall accidents occurred in 5 years, from 2002 to 2006, were analyzed. The statistic relative to the fatal accidents analyzed according to different classifications such as accident rate, project amount, project type, cause, type of occupation. years of experience, and time in a day. This research would contribute to ensure the effectiveness of safety policy so as to enhance worker safety. In addition, cluster analysis was applied to find the major contributors on the fall accidents. Cross referencing between occupation and type of work, and occupation and cause were established so that the occurrence statistics of fall accidents were investigated.

  • In order to prevent railway accidents due to human errors which have been recognized to be the most important cause in the railway accidents, human errors should have been controlled based on systematical analysis of the human errors, and countermeasures should be derived to reduce human error probability. Among several factors inducing human errors, task load (or task complexity) is representative. In order to reduce the human error, a systematic analysis should be undertaken to evaluate task load. In this study, task load according to task types of railway worker who are a safety critical staff have been quantitatively analyzed based on NASA-TLX(Task Load Index).
