Evaluation for Operational Efficiency of Road Management Equipment using Analytical Hierarchy Process (계층분석법을 이용한 도로관리장비 운영의 효율성 평가)

  • PURPOSES: Regional offices of the Ministry of Land, Transport and Maritime Affairs use a computerized system called KAMIS so as to manage road equipment systematically. Road agencies can record number of operating days by equipment, actual working hours, accumulated operating hours (or distance) by equipment, and operating cost. However, KAMIS does not provide critical information, although it is strongly related to efficient road management equipment operation. In other words, road agencies do not know whether they have sufficient equipment to handle their actual work. METHODS: Therefore, this study suggests a methodology to evaluate for operational efficiency of road management equipment using analytical hierarchy process(AHP). First of all, estimated weights related criteria can be produced by AHP, and then use operational history by pieces of equipment. RESULTS: Results show that importance of management work can differ from weather conditions through five areas. CONCLUSIONS: Commonly, this results can imply to help save money for the purchase and maintenance of road management equipment, and they would improve the functional performance of KAMIS.

  • Several scholars in South Korea have predicted that maintenance costs of social infrastructure will sharply increase from the mid-2020s, and cause budgetary deficits among facilities management agencies. Interest in infrastructure asset management (IAM) is rising as a solution to such problem. In this study, an information system for asset valuation that reflects the salvage value and deferred cost of social infrastructure based on WBS (work breakdown structure) was developed in consideration of IAM. To reuse the construction cost information such as the acquisition cost, the interconnection between CBS (cost breakdown structure) and WBS was considered. Furthermore, asset valuation information was developed with XML schema to facilitate the exchange and reuse of the information among project participants.

  • Recently the container volume in the global trade is steadily increasing. In an effort to cope with this trend, major ports of the world are stepping up the introduction of high-tech equipments, trying to establish a highly efficient information system, and improving the internal work processes of their container terminals. For speedy and effective cargo handling, they are making every effort in the diverse fields. The purpose of this study aims at developing an intelligent multi-agent system for the gate work of a container terminal, which is the place of authority transfer in a container terminal. The agent system suggested in this study has made a comparison between COPINO information by TOS (Terminal Operating System) and information on containers and trucks recognized at the gate passage, checking up their efficiency, and performing the function of controlling outside truck's input-output. Also, based on the records of outside truck's gate passage, some gates can be operated flexibly, consequently enhancing the efficiency of the gate function. The results of job performance will immediately be notified to the customers and terminal managers, thus helping them make decisions speedily.

  • Recognizing that the fundamental cause of construction safety accidents was a lack of safety management activities in the planning and design phases, the government made the Design for Safety (DFS) system mandatory in May 2016. However, awareness among ordering parties and designers regarding this system is significantly low, and the system has not been properly established due to reasons such as the need for additional work and a lack of professional manpower. In this study, the awareness of ordering parties and designers of the DFS system was analyzed through a survey, various problems in DFS work execution were identified and measures for improvement were presented. Measures to improve the efficiency in DFS work execution involve the discovery of risk factors and establishment of countermeasures, and here the establishment of a DFS work support system that enables the sharing of information between institutions is the most urgent priority. In addition, it is also urgently necessary to establish a dedicated organization in charge of DFS work, cultivate professional manpower, develop the relevant education programs and establish a proper cost calculation standard for DFS work execution by design offices.

  • Korean construction industry is facing downtime mood and need more productivity. In order to successfully accomplish the construction project with more productivity, systematic and reasonable schedule management techniques should be developed and utilized. Therefore, in this study, first, a current status of the schedule management in the construction site is identified and the improvements in the schedule management are suggested. And, the effective schedule management technique in the construction site is proposed based on the in-site experience of the researcher. In order to find solutions, survey questionnaires designed to measure the understanding of process management and measure perception of the importance of schedule management. Total twenty nine field engineers who are performing schedule management of construction project at domestic civil engineering construction site were participated in the survey, and In-depth interviews were conducted. Eleven construction sites are inspected. Finally, a simple and effective schedule management technique including from WSB classification to schedule analysis, performance management, and performance improvement is proposed based on the inspection of current status of schedule management in civil engineering construction site.

  • Last Planner System (LPS) developed by Lean Construction Institute consists of four steps: Master Schedule, Phase Schedule, Lookahead Planning and Weekly Work Plan. This paper focuses on the process of measuring Percent of Plan Completed (PPC) at the weekly Work Plan stage. PPC means the percentage of weekly assignments completed. According to the results of the researches that deal with PPC from many other countries, we can assure the benefits or using PPC. However the concept of PPC is unfamiliar in Korea construction industry. This paper analyzes the cases in which PPC is applied in other countries and compares them with the production control system in Korean construction industry. The results of this research will provide the time management system for using PPC in Korea.

  • The purpose of this study is to present an improved lift-up & procurement work flow for effectiveness of resources increase in building construction. The current lift-up & procurement work flow has some waste factors; complicated information system, connection lack with process and decision-making delay. Therefore the study applied the value stream mapping methodology for improvement of current lift-up & procurement work flow. The main contents of the study are as follows; 1) A problem of current work flow were analyzed through current state mapping(CSM). 2) An improved work flow was suggested through future state mapping(FSM). 3) An improvement effect analysis of information system and lift-up planning The study recommends that continuous improvement of lift-up & procurement work flow and efficient management of information in building construction.

  • To enlarge the international competition and construction productivity, the domestic construction market attracts the private capital and expands the facility of :iocial Overhead Capital(SOC). However, the application of the business system used at the public project didn't utilize the effect of social overhead capital. It caused problems that parties' business was inefficient and their allotment of the risk was inadequate. This paper presents the course to reorganize the business system which the coincides with the origin aim of the SOC. For the reformation of the supervisor's work scope and business system and the government's overall project management, in other words, this paper proposes the professional organization to replace the superintendence and the formation of optimal business system. This paper confirms the privity of contract among parties of SOC project and parties' work scope and system between relative laws and concession agreement that government made a contract with Special purpose Company (SPC).

  • The purpose of this study is to analyze the changes in contents of home management part in the home economics textbooks fur middle school from the 1st to the 7th curriculum period. The contents in the all of home economics textbooks published in every curriculum period are analyzed. The major findings of this study are as follows: 1. The part of home management is divided into seven specific areas including 'definition and process of home management', 'utilization of family resource and environment management', 'time management', 'household labor/work nanagement', 'family financial management', 'purchasing', and 'consumer protection'. 2. From the 6th curriculum period, the area of 'definition and process of home management' begun to be explained using system's approach and the area of 'household labor/work management' changed its' focus from household to self management. 3. The areas emphasized in the beginning of curriculum period were 'family financial management' and 'household labor/work management'. The 'consumer protection' ' and 'utilization of family resource and environment management' were the areas emphasized in the later curriculum period. 4. The contents of 'family financial management' area have changed very little, however, the contents of 'purchasing' area have changed a lot during the all curriculum periods. 5. The contents of illustrations, tables, pictures, and activities have changed according to changes of the contents of the textbooks.

A Study on the Role of Safety Climate in the Safety Management System -focus on OHSAS 18000certification-

  • The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health & Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB). The most important finding is the relationship between safety climate and organizational commitment will mediate the relationship.
