요양병원평가가 요양병원 종사자의 근무환경, 직무만족과 서비스 질에 미치는 영향 (Effects of National Evaluation of Long-Term Care Hospitals on Hospital Workers' Work Environment, Job Satisfaction, and Quality of Services)

  • Purpose: The purpose of this study is to evaluate the work environment and job satisfaction of hospital workers and to assess their effects on quality of services under the national long-term care hospital evaluation (hereafter, national evaluation), which has implemented since 2008. Methods: A self-administered survey was conducted on 178 hospital workers' at 18 hospitals in Chungcheong province, Korea. Survey questionnaires include questions about respondent' awareness of the national evaluation and any change in work environment and job satisfaction under the national evaluation. We used a path analysis to assess the effects of work environment and job satisfaction on quality of services. Results: Results showed that the effects of the national evaluation on work environment and job satisfaction were positive, which, in turn, leads to better quality of services. Improvements in the work environment under the national evaluation have resulted in increased job satisfaction. High scores for job satisfaction showed a significant association with the quality of services provided in long-term care hospitals. In addition, the national evaluation itself had a positive effect on improving quality of services. Conclusions: In order to facilitate quality improvement activities under the national evaluation, it is suggested that workers be provided with education and training. Continuous efforts to improve work environment and to enhance job satisfaction would lead to provision of better quality of services in long-term care hospitals.

Development of a Tailored Analysis System for Korean Working Conditions Survey

  • Background: Korean Working Conditions Surveys (KWCS), referencing European Working Conditions Surveys, have been conducted three times in order to survey working condition and develop work-related policies. However, we found three limitations for managing the collected KWCS data: (1) there was no computerized system for managing data; (2) statistical KWCS data were provided by limited one-way communication; and (3) the concept of a one-time provision of information was pursued. We suggest a web-based public service system that enables ordinary people to make greater use of the KWCS data, which can be managed constantly in the future. Methods: After considering data characteristics, we designed a database, which was able to have the result of all pairwise combinations with two extracted data to construct an analysis system. Using the data of the social network for each user, the tailored analysis system was developed. This system was developed with three methods: clustering and classification for building a social network, and an infographic method for improving readability through a friendly user interface. Results: We developed a database including one input entity consisting of the sociodemographic characteristics and one output entity consisting of working condition characteristics, such as working pattern and work satisfaction. A web-based public service system to provide tailored contents was completed. Conclusion: This study aimed to present a customized analysis system to use the KWCS data efficiently, provide a large amount of data in a form that can give users a better understanding, and lay the ground for helping researchers and policy makers understand the characteristics.

Status and Opinions of Public Health Centers and Industrial Dental Offices on the Oral Health Promotion of Korean Adult Workers

  • Background: This study investigated the status of oral health promotion activities for adult workers in public health centers and industrial dental offices and provided basic data for the model development of oral health promotion program for adult workers in Korea. Methods: A questionnaire was developed separately according to the person who in charge of the oral health promotion activities in public health centers nationwide and dental hygienists working in 20 industrial dental offices. This survey was conducted through postal survey and consisted of 29 items and 35 items respectively, including 19 common items for general information, oral health promotion program status and opinion. Statistical analysis was performed using the IBM SPSS ver. 23.0. Results: We analyzed the data of 147 public health centers (57.9%) and 9 industrial dental offices (45.0%). A workforce with a lack of practice was the biggest barrier to oral health promotion activities for adult workers. However, both groups showed high intention for the practice of adult worker's oral health promotion activities. Also, they showed willingness to work together in an organic partnership to perform their roles (94.4% and 77.8%, respectively). Regarding the scope of cooperation in the implementation of the industrial oral health promotion activity linked to the public health center, dental hygienists of industrial dental offices responded that they could coordinate necessary matters and schedule management. Conclusion: The development of an oral health promotion program aided by the relationship between public health centers and industrial dental offices is essential for the oral health promotion of adult workers. The possibility of cooperation between the abovementioned centers was confirmed through this study. In a long-term perspective, it would be necessary to identify a method to institutionalize industrial dental hygienists for the provision of continuous oral health care in workplaces.

1인 가구 대상 도서관 서비스 제공 방안 연구 (A Study on the Provision of Library Services for Single-Person Households)

  • 본 연구는 국내외 1인 가구 대상 공공서비스 및 도서관서비스 운영 현황과 도서관 이용자 및 전문가 대상 인식조사 결과를 분석하여, 서울시 공공도서관의 1인 가구 대상 도서관 서비스 방향 및 프로그램 제공 방안을 제시하고자 수행되었다. 그 결과로 제시된 1인 가구 대상 도서관 서비스 방향은 1인 가구의 삶과 밀착된 정보자원을 확보하여 제공하고, 서비스를 담당할 지원센터를 설립하여 자치구 도서관과 함께 인적자원을 효율적으로 활용하고, 자료 중심 도서관에서 벗어나 1인 가구를 포함한 이용자 중심의 시설 인프라를 조성하고, 1인 가구의 특성과 분포에 따른 권역별 특화와 맞춤형 서비스를 제공할 것을 제안하였다. 그리고, 1인 가구 대상 독서문화프로그램으로는 취약한 1인 가구를 위한 사회적 활동지원, 사회적 유대, 돌봄, 봉사활동, 여가 및 문화활동 분야가 무엇보다 필요하다고 보고, 청년, 중장년, 여성 1인 가구 대상의 특화된 도서관 서비스 및 프로그램을 제안하였다.

공공측량 및 지적재조사 사업 적용을 위한 FKP 정밀도 분석 (Accuracy Analysis of FKP for Public Surveying and Cadastral Resurvey)

  • 국토지리정보원에서는 실시간으로 정밀한 위치를 결정할 수 있도록 Network-RTK의 한 종류인 VRS 서비스를 2007년부터 제공하고 있다. 그러나 VRS 서비스는 실시간 측위를 수행하기 위해 통신장비를 이용하여 VRS 서버와 접속 상태를 항시 유지해야하며, VRS 서버의 성능에 따라 접속할 수 있는 사용자의 수가 한정되어 있다. 이러한 VRS 서비스의 문제점을 보완하기 위하여 국토지리정보원에서는 2012년 11월 1일부터 동시 접속자 수에 제한이 없는 단방향 통신기반의 FKP를 서비스 제공하고 있다. FKP 서비스의 실시로 인해 향후 많은 인원이 투입될 것으로 예상되는 공공측량 및 지적재조사 사업에 FKP 서비스의 활용이 증대될 것으로 판단되나, 이에 관한 연구가 미비한 실정이다. 따라서 본 논문에서는 공공측량 및 지적재조사 사업에 FKP 서비스 적용 가능성을 분석하기 위하여 다음과 같이 두 가지 경우로 나누어서 연구를 수행하였다. 첫째, 현재 FKP와 VRS는 망의 형태를 구성하는 기준국의 배치가 상이하므로 망 구성에 따른 FKP와 VRS의 정밀도 비교분석을 수행하였다. 둘째, FKP 서비스의 공공측량 및 지적재조사 사업 적용가능성 분석을 수행하기 위해 다양한 GNSS 수신환경의 데이터를 취득하여 Network-RTK 수평방향 및 표고산출 정밀도분석을 수행하였다. 첫 번째 실험의 분석결과 망 구성에 따른 측위 정밀도는 모두 관련규정의 허용정밀도를 만족하는 결과를 얻었다. 그러나 상이한 기준국을 운영할 경우에는 기준국과 이동국 사이의 기선거리가 멀어짐에 따라 측위 정밀도에 오차가 포함되는 것으로 판단된다. 두 번째 실험인 Network-RTK 수평방향 정밀도 분석결과 GNSS 관측수신환경이 좋은 통합기준점에서는 FKP 및 VRS 모두 허용정밀도를 만족하였다. 그러나 GNSS 관측수신환경이 좋지 않은 공공기준점 및 지적도근점에서는 FKP가 VRS보다 허용정밀도를 벗어나는 경우가 더 많이 발생되었다. FKP와 VRS의 표고산출 정밀도 분석결과에서는 VRS 측위방법 에서만 관련규정의 공공삼각점 3~4급 허용정밀도를 만족하였다. 분석결과 현재 FKP 서비스의 정밀도를 이용하여 공공측량 및 지적재조사 사업에 이용하기 위해서는 GNSS관측 수신환경이 양호한 개활지역에 한정하여 부분적용 해야 할 것으로 판단되며, 향후 FKP 정밀도 개선을 위해 추가적인 연구가 필요할 것으로 판단된다.

범부처 공공보건의료인력 관리조직의 필요성과 과제 (Creation of a central public healthcare human resources management department to coordinate existing agencies)

  • Purpose : The aim of this study is to review the current status of healthcare provision and its human resources administrative management and propose a coordinated human resource management plan for the more efficient operations of healthcare organizations. Methods : We reviewed the literature and held discussions with officials from the United States Department of Health and Human Services to survey United States Public Health Service Commissioned Corps operations. In addition, we surveyed the literature to analyze the current structure and responsibilities of governing bodies involved in public healthcare in Korea. Results : In Korea, there are several administrative offices involved in public health: the Ministry of Health and Welfare, the Ministry of Defense, the Environment Ministry and others. Since these diverse agencies don't integrate their operations, it is difficult to grasp their management of both public healthcare services and their personnel. A potential model is the United States Public Health Service Commissioned Corps, a sub-group of the Department of Health and Human Services and an elite team of highly qualified, public health professionals, which coordinates and manages the overall work and personnel of diverse healthcare organizations. Conclusion : We suggest the establishment of a federal level, public health administrative department of human resource management to centralize and coordinate the existing, disparate healthcare administrative agencies.

환경변화에 따른 지적기관의 역할 변화에 대한 고찰 (A Study on the Changing Roles of Cadastral Organizations to Comply with Environmental Changes)

  • 지적기관의 핵심변화 요인으로 측위기술의 발달을 포함한 공간정보통신기술(Geo-ICT)의 발달, 정부의 공기업 혁신정책, 지적측량시장 개방압력, 지적측량 업무량 감소 등의 요인으로 제시하였다. 환경변화에 따른 지적기관의 역할변화에 관한 국제사회의 인식은 지적측량 기관에서 공간정보 제공기관으로 변화해야 하며, 궁극적으로 최신의 공간정보를 충분히 활용하여 경제발전과 국민의 삶의 질을 높일 수 있는 공간정보기반사회(Spatially Enabled Society)의 실현을 위해 기여하는 역할을 담당해야 한다는 점을 확인하였다. 해외 지적기관 사례조사를 통해서는 국가공간정보 인프라(NSDI)의 핵심역할을 담당해야 하며, 기술 개발과 혁신을 통하여 미래 고객의 요구사항까지도 예측하고 대비하여야 한다는 발전방향성을 확인할 수 있었다.

치과위생사의 근골격계질환 자각증상 및 위험도 평가 (Subjective symptoms and risk assessment of musculoskeletal disorders of the dental hygienists)

  • Objectives : The study was carried out to find out the experience of musculoskeletal disorder symptoms of dental hygienists and evaluate the risk with ergonomic evaluation method(RULA). Methods : The subjects in this study were 344 dental hygienists working at dental clinics and general hospitals in Seoul, Gyeonggi, Daejeon and Chungnam/Chungbuk. The data were collected through the self-questionnaire survey from July 26th 2010 to September 30th 2010. Results : The results showed that those who working at dental hospital, network dental clinics, with 1-5 years of clinical experience, long working hour and sitting hour, no rest hour, more physical and mental burden had higher rate of the experience of musculoskeletal disorder symptoms compared with other groups. The final score of RULA evaluation results was 6 on average requiring continuous observation and urgent demand for work improvements. According to the result of RULA evaluation by work, the orthodontic clinics were 4.5, prosthodontic clinics were 5.0, and dental surgery clinics were 6.8 being the most risky. Conclusions : The study showed high complaints rate on musculoskeletal disorders in dental hygienists. Thus, various measures including provision of proper working and rest hours, use of ergonomic working equipments, strengthening the health education for desirable working posture and the development of musculoskeletal disorder prevention program should be needed.

우리나라 대형 종합병원의 아웃소싱 실태 (Outsourcing in Hospital Services: Experience of Korean Hospitals)

  • This study was conducted to investigate the degree of utilization of outsourcing in large hospitals in Korea. We also investigated the outcome and the level of satisfaction for adopting outsourcing in these hospitals. Types of work areas that were currently operated by outsourcing and were planned to adopt outsourcing in the future were identified. A total of 83 hospitals were eligible for this study, which had more than 500 beds, and were identified from the 2003 National Hospital List published by the Korean Hospital Association. A self-administered Questionnaire survey was conducted between April 25th and May 20th in 2003 with a personnel being charged of arrangement of outsourcing in each hospital. Among the 58 hospitals responding the survey(response rate=69.9%), 49 hospitals(84.5%) utilized outsourcing in at least one work field in their organizations. The largest proportion of the hospitals(85.7%) using outsourcing responded that the biggest outcome after introducing outsourcing were cost reduction(49.0%), followed by improved efficiency in operating the organization or human resources(34.7%) and the improved quality of the work(6.1%). The degree of satisfaction for outsourcing among the hospital managers(3.43) was significantly higher than that among the employees(3.l4) on a S-point Likert-type scale(p<0.05). Among the 7 work areas, the hospitals used outsourcing most frequently in facility management(housekeeping, building maintenance, hospital security and parking management), followed by non-medical profit business(funeral, convenient store, and cafeteria), logistics(provision of patient meal, in-house delivery, and purchasing), and information and computing system(hospital information system, maintenance of personal computers and printers). The work areas that the hospitals planned to adopt or expand the outsourcing in the future most frequently were facility management, non-medical profit business, logistics, and information and computing systems. In conclusion, outsourcing was highly diffused in large Korean hospitals, particularly in the work field of facility management and non-medical profit business. The satisfaction for outsourcing was not high yet in Korean hospitals.

도서관공간기획 관련 교육에 대한 사서의 인식에 관한 연구 (A Study on the Recognition of librarians on the Education of Library Space Planning)

  • 본 연구는 도서관공간구성이 필요한 환경적 요인, 도서관공간 관련 실무의 중요도, 사서가 갖추어야 할 도서관공간기획 능력이 도서관공간기획 관련 교육에 미치는 영향에 대한 사서의 인식을 파악하고자 시작하였으며, 연구결과를 바탕으로 도서관공간기획 업무를 담당하는 사서와 사서를 대상으로 하는 도서관공간기획 관련 교육 방향에 기여하는 것을 목적으로 하였다. 도서관공간기획 관련 교과내용에 미치는 영향에 관한 조사를 바탕으로 교육의 방향과 개선사항을 제안하면 다음과 같다. 첫째, 도서관공간기획 관련 교육은 공간기획 실무를 중심으로 진행되어야 할 것이다. 둘째, 도서관공간기획 과정에서 사서의 참여는 이용자 및 전문가와의 원활한 소통을 위해 중요하게 인식되어야 할 것이다. 셋째, 도서관공간기획 관련 교육방법과 교육과정을 도서관 규모와 예산에 따라 계획하는 방안이 필요할 것으로 보인다. 넷째, 도서관공간기획 관련 교육에 대한 적극적인 홍보가 필요할 것으로 보인다. 도서관 공간교육의 적극적인 홍보를 통해 사서의 공간실무 참여와 필요성은 강조될 수 있으며, 나아가 도서관 운영과 이용자들에게 도서관서비스를 제공하는데 기여하게 될 것이다.
