Recently, the convergence of information technology with bio-technology, nano-technology or other technologies has been creating a new paradigm. In a field of transportation, the intelligent transport systems which is a convergence of intelligent technologies and transportation systems have been studied. The Variable Speed Limit(VSL), is one of ITS technologies, is thought to improve safety and efficiency of transportation while controlling speed limit based on road conditions. Legacy studies have considered only one station for VSL algorithm. However, it is not appropriate for an urban freeway installed with many stations. In this paper, new algorithm is proposed to not only enhance effectiveness of VSL based on cooperation of stations but also reflect road conditions within 30 seconds. The proposed algorithm consists of 4 steps: the first is a "searching bottleneck station" step, the second is a "calculating a size of congestion" step, the third is a "calculating the number of controlled stations" step, the final is a "calculating VSL" step. This algorithm guarantees improved safety and minimum additional travel time. The travel time should be considered because drivers would against the VSL algorithm when the proposed algorithm occurs additional travel time. In our experiments, microscopic traffic simulator VISSIM is selected to perform a modeling work. The results show that proposed algorithm provides the improved safety and minimum increase of travel time.
This article investigates 170 mental health social workers in order to find out the current status and influencing factors on linking services. The social workers of this study work at different kinds of mental health organizations(mental hospitals, mental health centers, mental rehabilitation facilities, mental residential facilities). The result from the research were 1) the degree of linking services is low, and the primary type of coordination is sharing of information and client referrals. The fund-raising and joint project cases are very poor. 2) based on personal and organizational characteristics, there arc significant differences between respondents' sex, education level, job-related status, experience in mental health field, mental health licence(personal factors), location, type of organization, and type of primary client(organizational factors). 3) the factors affecting service coordination among mental health social workers are experience in mental health field, current job-related experience(personal factors), education, location of organization, type of organization, and history of organization(organizational factors). Finally, the research recommends that establishment of cooperation system, service delivery system, and information network is needed in order to enhancing the function of service coordination among mental health social workers. Also, mental health professional associations and agencies should provide opportunity of discussion and training for mental health social workers, and develop the institutional devices to expand the content and type of service coordination.
The purpose of this study is to summarize the variables for making the power expansion of terrorist organizations possible by analyzing the power transitions among the Somalia governments and terrorisms. For this, I created a framework after extracting the independent variables affecting the power transition using the theories of Hans J. Morgenthau, A.F.K Organski, K.J. Holsti. On the basis of these, I analyzed the power transitions among the organizations from August 2012(the foundation of Federal government) to August 2019. According to the results, the power area of the federal government is extremely narrowed, whereas the power areas of al-Shabaab, ISIS, and neutral conflict are largely expanded. The factors in the framework were embodied as the delay of powerful federal government foundation, the shortage of national military forces, the limitation of effective use of foreign forces, the continuation of cooperation and antagonism among armed terrorist organization, sanctuary environment of terrorists using the Sharia law, advantages of force recruitment resulted from the bad economic conditions, public support suitable for the Somalia environment. All of these factors work the causes of lasting anarchy condition of the federal government of Somalia by making the settlement of conflict against terrorist organizations.
The pilot project for type diversification of self-sufficient support center that convert the centre corporation into social cooperative was introduced in 2015. That aimed to increase the number of participants of self-sufficient programmes and to create more jobs for the working poor through expanding the center's autonomy of usage of budget and arrangement of self-sufficient programmes. This study analyzed the organization transmitting processes and changes of the centers took part in the pilot project, then aimed to suggest the improvement schemes to be helpful for reinforcing positive efforts and removing obstacles in the process converting. The results show that converting into social cooperative is a choice for the sustainability of the centers led by surroundings rather than self-initiated plan. There are some positive changes that are increasing the enterprising spirit and obligation of the center staff. Further more, the cooperation with other community organizations is enhanced based on achieving regional recognition, and support of local governments and the opportunity for new businesses are expanded. However, these are very limited in the regions where social economy is undeveloped. Eventually, we should seek the development schemes of the pilot project considering the reduction of the number of participants in self-sufficient programmes and decreasing of their ability to work, even if some positive aspects are revealed.
Despite the Public Records Management Act in effect for more than 10 years and the various achievements of 'Records management Innovation' made by the former government, records management in Korea still remains unsatisfactory in many fields. Especially one of the main concerns is about the records centers in the public offices failed to work efficiently. There remains lots of so-called ancient regime elements in the records center system, which causes the lack of stability. Divisions of general affairs in the public offices had played main role in records management for more than 50 years since the establishment of the government, and their role was limited to take over some records created and to manage the poor stack room. According to the Public Records Management Act revised in 2007, data center was renamed to records center and it was obliged to place records center under the office of planning management or the office of administration. But records centers have been nevertheless operated at a very formal level in most public offices. It is the real state of affairs that professional records management system interconnecting records office, records center and archives is not achieved. Why is it? This article is an answer to this question. This article attempt to find out on the inner causes such as structure of records center, records management profession, records management methodology, and above all historical background. In addition, it put stress on the necessity of definite separation between records office and records center and assurance of independent operation of records center for the normalization of the records management system. Improvement of methodology including records management process is also of great importance. And the standardization of records management business of the records center is suggested as one of the main tasks on the basis of the accumulation of 'best practices of records management' in the cooperation with the records management community.
The aim of this study was to investigate whether the schools and local governments were aware of the creation and operation of school forests. A survey was conducted of 45 teachers of schools selected as having the best practices in the school forest and 153 local government officials within the district where the school forests were built. The school teachers attributed the necessity to create school forests to the importance of beautifying the environment. The results showed that the area in which the school forest was created, the school environment after the school forest was created, and use of the school forest were generally satisfactory, but maintenance of the school forest was not somewhat unsatisfactory. Additionally, the results indicated that continuous maintenance was necessary for the effective use of the school forest, and there was a great need for professional personnel to conduct the maintenance program. Furthermore, local government officials recognized that beautification of the school environment was the best effect of creating the school forests. They also realized a great need for local government's support of a maintenance program and its cooperation with related ministries and agencies to create and operate the school forest. Thus, it is crucial to devise measures for maintenance and to establish a system by which schools and local governments can work closely to promote the creation and operation of these school forests.

This study reviewed important elements that should be considered in developing natural disaster plan in libraries and archives. In Korea, research on natural disaster planning in libraries and archives was rarely conducted. Therefore, it was necessary to study and analyse overseas literature for natural disaster preparedness planning. The key elements for establishing a natural disaster preparedness plan commonly identified in overseas research can be divided into six factors. 'The disaster preparedness committee and roles of staff' should be designated for starting disaster preparedness, and 'Risks' vulnerable to disaster should be assessed and managed in advance. A 'Handbook for immediate response' should be produced for all employees to respond promptly in the event of disaster, and 'Recovery and business continuity plan' should be reviewed for strategic recovery based on disaster scale and return to work after disaster. Also, in order to strengthen the capacity of all staff related to disaster preparedness and to improve plan for disaster, 'Training' is needed, and 'Cooperation activities' between related organisations should be taken into consideration in order to obtain various perspectives for disaster preparedness and to cope with and recover from large-scale disasters. This study can help Korean libraries and archives to establish natural disaster preparedness plan for serious natural disaster that can likely occur in the future.
The purpose of this study was to extract the evaluation factors and assess the relative importance between the factors. For this purpose, the evaluation factors were extracted through literature review and the process of brainstorming with experts, who are related to port security. The evaluation factors were then classified into four higher factors and twelve sub- factors through the use of the AHP method. A survey on the classified factors was conducted by experts composed of public officials, port authority employees and education institutions officials. We also carried out statistical tests to determine the perception gap of weights between the groups. As a result of a relative importance analysis of strength, the security operating system factor was highest, followed by improvement of hardware facilities and increase of security personnel. There was a difference in perception among the groups in policy support, facility support and personnel resources budget support. The results of the analysis show that the strength operating system through the establishment of an integrated monitoring system is a priority. It is necessary to understand the difference of perception between groups and build a systematic cooperation system. The evaluation factors extracted from this study can be used for the measurement of port security efficiency in further work.

This study explores how an elementary school homeroom teacher who continued to lecture, can use diversified science teaching methods for learner-centered instruction. Using an auto-ethnographic approach over the course of a year, self-memory data, facebook diaries, class diaries, and interview data of an elementary teacher's day-to-day preparations and practice of elementary science, in the context of a Korean elementary school, were collected. The data was analyzed through cultural historical activity theory, examining how the interplay of key elements (i.e., the subject as a homeroom teacher with instructional expertise, norms, community, division of labor, tools, and goals) was characterized within and across distinct two-activity systems, and how these elements shaped the teacher's teaching methods into either lecture format or diversified teaching. The study revealed that a non-cooperative community, lack of division of labor, and norms that neglect preparation for science class were the elements that perpetuated the lecture format, and that a contradiction between goals and tools occurred in the activity system. However, these elements were able to be transformed into a cooperative community, shared labor, and norms that saved preparation time for both science class and diversified teaching methods, and those changed elements facilitated the teacher in using diversified teaching methods (e.g., experiments, subject-integrated classes, field work), thereby mitigating the contradiction. This study also discusses that diversified teaching methods can be facilitated when dealing with norms, community, and division of labor elements in an elementary school context as well as improving individual teachers' instructional expertise.
The purpose of this study was to analyze the Gap Between Knowing the importance of and the Actual Implementation of family-centered practices of social workers at local social welfare centers in Gyeonggi-do, and to explore strategies at the institutional level to improve these differences. To this end, a survey was conducted on 232 social workers at 54 community welfare centers in Gyeonggi-do, and the t-test and IPA analysis techniques were used. As a result of the study, first, the importance of family-centered practice of social workers at community welfare centers is highly recognized, but the current performance is low. Second, as a result of verifying the difference in importance-performance regarding family-centered practice, it was found that there were statistically significant differences in all of the 6 sub-factor areas and 18 detailed items of family-centered practice. Third, as a result of IPA analysis of the importance-performance of family-centered practice, at keep up good work(family decision making, comprehensive service), at possible overkill(family focus) was derived, at low priority(family strength, individualization), at concentrate here(cooperation with family) were for each sub-factor. Based on these results, an institutional strategic plan to improve the difference between the importance and performance of family-centered practice was suggested.
