Empirical Analysis on the Disparity between Willingness to Pay and Willingness to Accept for Drinking Water Risks : Using Experimental Market Method (비시장재에 대한 WTP와 WTA 격차에 대한 실증분석 : 실험시장접근법을 이용한 음용수 건강위험을 사례로)

  • This paper reports the empirical results of comparing the willingness to pay(WTP) for health risk reductions and the willingness to accept(WTA) for risk increases using experimental market methods in the first time in Korea. Health risks were defined as probabilities of premature death from exposure to one of As, Pb, and THM in tap water. A total of six experimental markets with 15 participants in each experiments were held using 20 repetitive Vickrey second-price sealed-bid auctions. To compare the effects of market experiences, trading a marketed good, candy bar, was introduced before the trading the non-marketed good, drinking water risks. Moreover, an objective risk information was provided after the first 10 trials to incorporate learning processes. Regardless of marketed or non-marketed goods, the mean of WTA exceeded the mean of WTP at the first auction trial. As experimental trials proceeded, the disparity between WTA and WTP for marketed goods disappeared. However results for non-marketed goods were rather mixed to the extent that WTA for health risks from As (relatively high risk leves) were significantly larger than WTP, while there were no significant difference between WTA and WTP for health risks fro Pb and THM (relatively low risk levels). On the other hand, participants seemed to respond in a 'rational' manner to the objective risk information provided, with positive learning effects of market-like experience(especially in the WTA experiments).

Measuring Farmers' Willingness to Accept of Direct Payment for Increasing Public Benefit (공익기능 증진 직접지불의 농가수용의사금액 측정)

  • The purpose of this study is to estimate farmers' willingness to accept (WTA) of direct payment for increasing public benefit using the contingent valuation method. The double-bounded dichotomous choice and the open-ended question were used to measure WTAs for basic form and optional form, respectively. The results show that WTA for basic form was inversely proportional to the acreage. WTAs were KRW 1,694,001 with 2 ha or less, KRW 1,617,789 with over 2 ha~6 ha, and KRW 1,562,977 with over 6 ha. The results also indicate that WTAs for optional form are similar to payments of agricultural environmental conservation program except physical (chemical) control of pests and weed. The results of this study can provide useful information for the establishment of direct payment for increasing public benefit.

Estimating the Willingness-To-Accept for Cash Benefit of Long-Term Care Insurance (노인장기요양보험제도의 현금급여 도입 필요성 - WTA를 통한 적정 현금급여액 추정 -)

  • Korea government has launched long-term care insurance from 2008. However, one of the most important issues, whether or not providing cash benefit, is still unresolved. In this paper, in order to provide policy guidelines for the long-term care insurance, I attempt to estimate the Willingness-To-Accept (WTA) of the cash subsidy for informal care by using Double Bounded Dichotomous Choice method, a branch of Contingent Valuation Method (CVM). In doing so, I also estimated the determinants of the preference for cash benefit. Data were obtained from face-to-face survey interviews with 300 informal care-givers at three major general hospitals in Seoul, Korea. The questionnaire was constructed with two scenarios (mild/severe symptom). The results from logistic regression analyses and the estimation of WTA indicate that informal care-givers are willing to accept the cash benefit as low as 628 thousands won for mild fragile elderly and 1,072 thousands won for severe fragile elderly. The strength of this paper is that I estimated the WTA of the cash benefit by reflecting the changes in preferences of informal care-givers. The analytic results from the this paper suggest that the cash benefit in long-term care insurance is indispensible in achieving the goal of the long-term care system.

A Study on Conditions for Facilitating Forest Carbon Projects for Greenhouse Gas Reduction: A Forest Management Project Case with E xtended Rotation Age in Private Forests (온실가스 감축을 위한 산림탄소사업의 이행 가능 요건에 관한 연구: 사유림 벌기령 연장형 산림경영사업을 중심으로)

  • This study identified and evaluated conditions for continued participation of private forest owners in forest carbon offset programs. The probability of continuing forest carbon offset projects, which delays greenhouse gas emissions by extending harvesting periods, increases with increasing price of carbon offset credits, public recognition of forest value, and education level. Willingness to Accept (WTA) was estimated using a Multiple Bounded Dichotomous Choice Question, which was 17,039 KRW/tCO2 for extending age to 60 years, and 23,070 KRW/tCO2 for 100 years. The following findings aim to promote participation and supply of carbon offset programs in private forests according to the study outcomes. First, introducing policies supporting private forest owners bearing opportunity costs for avoiding greenhouse gas emissions by postponing timber harvest is needed. Second, educational programs for private forest owners whose awareness of and interests in the public value of forest is necessary. Third, although having participated from the beginning of the offset program, finding ways to lead continuous participation of forest owners who are less likely to accept WTA is also necessary.

  • This study was conducted to suggest policy implications of providing public function of organic farming. Define the difficulties of rice farmers to provide public utility of organic farming. We estimated the amount of the farmers would like to receive for the practice of organic agriculture using choice experiment methods. By evaluating individual economic values through WTA estimates, its meaningful to grasp farmers preference for organic farming practice and conversion. These results could be used as useful data for future organic agriculture policy. For the expansion of organic farming, it is required to evaluate correct and accurate economic value and reflect this in policy.

  • (Estimating Compensation for Personal Information Infringement) As the value of personal information increases, personal information infringements is more likely to happen. The compensation for personal information infringements needs to be calculated in the process of infringement remedy. However, as personal information is regarded as non-market goods with no exchange price and calculating the remedy for mental sufferings from infringements has no guideline, it is not easy to determine the compensation amount. In this study, we adopt Contingent Valuation Methods (CVM) to analyze Willingness to Accept (WTA) of each type of personal information. Also, this study attempts to examine a standard model for calculating compensation by applying JNSA JO Model of Japan, which is not prepared in Korea. This study does not simply present a plan of estimating compensation. By measuring the value of personal information, it could awaken companies and organizations to the importance of personal information security.

What Affects the Value of Information Privacy on SNS?

  • The dramatic growth of social networking sites (SNS) has created a myriad of privacy concerns. Our study focuses on how much monetary incentive SNS users are willing to accept in exchange for disclosing their SNS information by accepting friend requests. First, we focused on information privacy in SNS, and estimated the value of information privacy by using the contingent valuation method. Second, we attempted to estimate how SNS users' willingness to accept would change when demographic information and additional information vary. Privacy-sensitive SNS users have the following characteristics: higher education, less SNS experience, and higher security consciousness. On the contrary, those who make good use of SNS and use open-based SNS are less sensitive to privacy. In summary, privacy-sensitive SNS users are fearful or uneasy when they have insufficient control of SNS information. Considering 14 conditions on the value of information privacy on SNS, the mean value of SNS information per person is 173,957 won. If we apply this value to Facebook users, the total Facebook information value would be 1.91 trillion won, considering that there are 11 million users in Korea.

Compensation for Injury to Publicly Owned Marine Resources : Legal and Economic Aspects (해양 공공자연자원 피해보상의 법.경제적 평가)

  • Interest on ocean environment has increased with the development of industrialized activities. Public marine resorces are defined broadly to include fish stocks, beaches, marine waters, recreational fishing, biota, waterfowls, shorebirds, seabirds and marine mammals But, it is not easy to analyze compensation for injury to publicly owned marine resources because the claimants do not exist clearly and the economic methodology of damage on public goods is not developed fully. This paper introduces basic idea of welfare economic theory and environmental legislation to the research question : How the economics and law can be applied to the case of damage on publicly owned marine resource. The paper discusses the concepts of willingness to pay (WTP) and willingness to accept (WTA). It is accepted generally that WTA is correct concept of welfare change in the case of damaged public goods. Four methods (compensating variation, equivalent variation, compensating surplus, equivalent surplus of measuring welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes caused by environmental damage. Vartia (1983) showed CV could be measured from the ordinary demand function using the differential equations. This paper also provides an overview of the emerging U.S. and Korea legal system for compensation for natural resource damages, with particular emphasis on U.S. legal system under Comprehensive Environmen-tal Response Compensation and Liability Act (CERCLA). These regulations are to include two different types of standardized procedures for assessing natural resources injury : Type A or simplified assessment techniques for small releases ; and Type B protocols that would include detailed and extensive assessment methodologies for major releases. Type A procedures are specified by Natural Resources Damage Assessment Model for Coastal and Marine Environment (NRDAM/CME) of the U.S. CERCLA provides a legal 'legitimization for the use of economic-based nonmarket valuation in the courts and have introduced appropriate and accurate nonmarket valuation methods based on willingness to-pay for damage assessment. By briefly reviewing economic theory and environmental legislation, we hope to help provide a better understanding of the compensation process and the economics of publicly owned marine resources in the U.S. and to integrate the economics and law of natural resources valuation into a single comprehensive package in Korea.
