  • This study aims to analyze fundamental dilemmas of welfare-to-work programs, which aim to introduce labor market principles to the welfare system. Through a qualitative case study of a South Korean welfare-to-work program (the self-sufficiency program), this study demonstrates that various institutional problems are an inevitable consequence of such welfare-to-work programs because they have tried to combine two contradictory values and principles of the labor market system and the social welfare system in one policy. The analysis of the collisions between social welfare and market labor in the self-sufficiency program suggests that not only institutional reforms, but also profound debates on the values and principles underlying welfare-to-work programs are necessary to solve the phenomenal conflicts and problems with such programs.

  • The purpose of this study was to introduce major contents and examine the feminist social work practice. Feminist social work practice has never been introduced and applied to social work fields in Korea. By contrast, it has been developed and expanded in advanced Western countries. Feminist social work was emerged under the influence of worldwide Women's Movement on the end of 1960's. After the time, there were critics of existing social work practice by feminist, increase in interest of women's issues, development of principles and methods in feminist social work practice. Feminist social work practice brought, transformative change, application of gender perspectives to social work practice. Also, it offered the visions for 'integrative practice', accepted the alternative principles and methods, and enriched 'theory-practice'. As the result, feminist social work practice contributed to solving or alleviating the problems of many clients, especially women clients. These evidences suggest that feminist social work practice has the possibility of holding an position as a new alternative social work practice.

  • The objective of this study is to investigate the process of development of social work and divide it historically during the Korean Modern Times. At first, I investigated this period's "societal" situation (political, economical, social situation) which is closely related to social work and made a historical division. And I wrote down the social welfare policy and social services concretely and I interpreted this period's historical meaning. At the end of the Cho-Sun dynasty, although a modern social work movement had come about naturally in the Korean peninsula, it was nearly destroyed by the Japanese aggression. However, it could have expanded consistently and come to maturity because of a national self-awakening and peoples' vigorous participation after the 3 1 national movement. But unfortunately, as the social work come to be exploited by the Japanese Imperialist powers, it lost its purity its essential purpose and was changed. After World War II, no one was made to take responsibility for those historical facts, and under the name of Social Welfare many ordinary citizens became scapegoats, and passed silently over to the period of American military occupation which was another time of transition in the Korean peninsula. There have been few studies undertaken concerning social welfare during the Japanese occupation. These studies will help to indicate what influence the Japanese had on the development of Korean social welfare after the Japanese occupation. I anticipate many studies on this subject will follow.

  • This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.
