The political-economical meaning and implication of 'Generation Equity' debate in the Welfare States (복지국가의 세대간 형평성 담론의 정치경제학적 의미와 함의: 미국을 중심으로)

  • Public pension system of western welfare states has been maintained by transfers of public resources between working-age population and old-age population. But population aging cause the problem of fiscal burden on pension financing, so cutback on public spending for the elderly has been on the issue at public agenda. The argument on public spending for the elderly is more aggressively proceeded in the United States than any other welfare states. The argument is concerned with the problems of generation and is going under the rhetoric name of 'Generational Equity' which contends unequal distribution of social resources such as federal budget within generations. This article analyzes the background of 'Generational Equity' perspective and the reason why that argument is actively going forward in the U. S. and political-economy context of that argument. Generational Equity perspective contends that the elderly are getting more benefits and high spending on the elderly has contributing to the rising poverty rate of children. But there are lots of objection to this perspective on the ground that the perspective has weak positive evidences. The reason that 'Generational Equity' perspective has the power only in the U. S. but other welfare states is mainly due to that pluralistic political regime and selective welfare system. This research presents that political-economy meaning of 'Generational Equity' perspective is related to the political regime and welfare system of the society itself. And this research has the implication that our society having a selective welfare system would take a risk of encountering 'Generational Equity' social debate in the near future.

A Dynamic Price Formation System and Its Welfare Analysis in Quantity Space: An Application to Korean Fish Markets

  • As policy makers are often concerned about dynamic effects of demand behavior and its welfare analysis by quantity changes, the paper shows how dynamic price formation systems can be built up to analyze the effect of policy options to the markets dynamically. The paper develops dynamic model of price formation for fish from the intertemporal optimization of the consumer choice problem. While the resulting model has a similar form of the error correction types of dynamic price formation system, it provides the rational demand behavior contrary to the myopic behavior of error correction demand models. The paper also develops appropriate tools of dynamic welfare analysis in quantity space using only short-run demand estimates both theoretically and empirically as a first attempt in the literature of price formation and fisheries. The empirical results of Korean fish markets show that the dynamic model and the welfare measures are reasonably plausible. The methodology and theory of this research can be applied and extended to the commodity aggregation, dynamic demand estimation, and dynamic welfare effects of regulation in the similar framework. Thus, it is hoped that this will enhance its applications to the demand-side economics.

A Study on the Social Service Delivery System for Women: With a Focus on the Tasks of the Public Sector (여성복지서비스 전달체계의 기능평가 : 여성복지담당 공무원의 업무를 중심으로)

  • The purpose of this study was to investigate the current status and problems of the social service delivery system for women in Korea, and to suggest ways to improve its function. The current social service delivery system in the public sector contains a network of services connected with the Division of Women's Welfare in the Ministry of Health and Social Welfare. This study focused on evaluating the function of the public service delivery system from the perspective of the service providers. A survey of 167 civil officers in charge of women's welfare services in the city.county.district administrations, and 202 women's welfare counselors around the country was conducted in order to evaluate their current duties, effectiveness of services, and problems of the current system Six criteria including integration, continuity, accessibility, adequacy, efforts and professionalism were used for evaluating the effectiveness of the social service delivery system for women. According to the survey, the civil officers and women's counselors gave relatively favorable ratings for their job effectiveness and job satisfaction. However, their duties involving guidance and counseling of prostitute women and operation of women's welfare councils received least favorable evaluation. Moreover, in terms for job satisfaction, these service providers were less satisfied with their working conditions than their relationships with clients or colleagues. In addition, budget and personnel shortages were the most serious problems facing the delivery system Further analysis showed that professionalism and accessibility of the service delivery system had positive impact on job effectiveness while efforts, integration, accessibility and adequacy had positive impact on job satisfaction of the service providers. These findings have potential implications for designing more effective social service delivery system for women.

Perception toward long-term care insurance system among seniors in health and welfare colleges (보건복지계열 예비졸업생의 노인장기요양보험에 대한 인식 조사)

  • The purpose of this study was to be identified the perception toward long-term care insurance system among seniors in health and welfare colleges. The questionnaire was distributed to 207 students in a local area. Data were analyzed by SPSS 22.0ver. The subjects' interest and knowledge level an long-term care insurance system was low, but the attitude was positive. Knowledge levels and attitudes related to lang - term care insurance system were found to differ according to elderly institutional service experience. In conclusion, it will be necessary to develop curriculum and active program of volunteer activities to improve the awareness and interest of lang-term care insurance system in health and welfare colleges.

  • In the upcoming super-aged society, it is predicted that the increasing role and duties of dental hygienists will be required in the healthcare and welfare industry. There are the dual major education system in 4-year curriculum of dental hygienist training institute in Japan. Systemically, Japan has established the social services by lnking healthcare and Social welfare sevices. The purpose of this paper is surveying on the trend of achievable licences for Japanese dental hygienist and operating the pleural major education system.
