일본 정신보건복지센터의 운영체계 및 시설유형 분석연구 (1) (A Study on the Management System and the Facility Type of Mental Health and Welfare Center in Japan (1))

  • Purpose : Mental health service desire has been diversified according to the increase of economic level and rapid social change. Mental Health and Welfare Center(MHWC) is a provider of mental health services in Japan. This is a basic stage study which will suggest the architectural planning guidelines for MHWC. Methods : Data were collected through literature research, field surveys, and expert interviews to 69 MHWC in Japan. 1) Research for the policy and legal aspects of mental health support system. 2) Research for structural aspects of MHWC: Characteristics of establishment, management, and regional factors. 3) Research for the physical environment aspects of MHWC: Classification and evaluation of MHWC's Type by locational characteristics in Japan. Results : The result of this study can be summarized into three points. The first one, Mental Health and Welfare Center's service has being expanded to suicide, depression and stress from chronic mental illness, to reflect social needs. The second one, The average population of area installed at Mental Health and Welfare Center was 2,307,570 person, and average area of the regions were $5,745m^2$. The third one, Mental Health and Welfare Center is divided into single-structure type and combine-structure type. And combine-structure type is divided into medical-combine type, welfare-combine type, and public-combine type.

가족자원봉사활동이 가족건강성에 미치는 영향에 관한 연구 (A Study on the Influence of a Familial Voluntary Service upon Family Healthy)

  • The purpose of this study was to provide basic data for the familial voluntary service of the Healthy Family Center and then verify the effectiveness of its application in order to improve family healthy through a familial voluntary service. Study subjects were both volunteers who belonged to family volunteer corps of 12 Healthy Family Centers. Collected data was analyzed SPSS WIN 12.0 program. The results were as followed. First, a 54.1% of subjects is taking part in a familial voluntary service, while a 45.9% of them is not. Their positive intention of future participation is a 77.4%. The period of participation is from 6 months to two years. The frequency of participation is once or twice a month, and the length of activities per participation is for 3 hours. They have taken part in the service with a variety of public relations, and their motive of participation is by and large selfish. Second, as for the influence of participation in a familial voluntary service upon family healthy, the family healthy of participant group is higher in all the four sub-variables of family healthy than that of other groups. The group of which frequency of participation is once a week is better in family communication than the group of which frequency of participation is once or twice per month. The group of which motive of participation is altruistic is higher in sharing a value system among families than the group of which motive of participation is selfish.

보건관리대행기관 산업보건간호사의 업무에 관한 조사 (A Study on the Activity of Occupational Health Nurses in Occupational Group Health Service)

  • This study was aimed to investigate the actual condition of the performance of the occupational health nursing services, and to analyze a main cause which affects on the execution of its duties for occupational health nurses in occupational group health service. It had been surveyed by responsed data from the 105 respondents out of 180 persons. The results were as follows : 1. In performance of occupational health nursing services by the number of assigned plant, participation rate of health examination tended to significantly increase with decreasing the number of assigned and it was observed that the visiting rate of every month was also significantly higher on touring inspection of work plant, recommendation of facility improvement for work environment, understanding the modification of manufacturing process, and inspection of welfare and sanitation facilities. 2. While they executed their nursing services according to duration of service, the more, their duration of service was, the higher, participation rate of health examination, health check in returning to work for injured workers, talk with other health managers on promoting welfare, service evaluation for a year plan, record of health statistic, and experience of first aid service were. And it was found out that the visiting rate of every month was also significantly higher on touring inspection of work plant. 3. In regard to occupational health nursing services by age, the participation rate of health examination and the experience of first aid service were significantly higher as the age increased. And also the visiting rate of every month was significantly higher on touring inspection of work plant, compared with young ones. 4. In performance of occupational health nursing services by the time required visiting plant, The shorter, the time required visiting plant was, the higher, the visiting rate of every month was, on time of health consultation for diseased workers, and inspection of welfare and sanitation facilities. 5. The subjects of health education were mostly liver disease and occupational hearing loss and video tape was used mostly in health education, monthly health education was the highest in 1-3 times(74.5%) and its duration was the highest in about 60 minutes(33.3%). 6. Vaccination of hepatitis among the specific health services was the highest accounting for 64.7%.

노인장기요양시설의 서비스 구성요인이 조직성과에 미치는 영향에 관한 연구 (The impact of service composition factor on organizational performance of long term care facilities for the elderly people)

  • 본 연구는 노인장기요양시설의 위탁과 직영이라는 운영형태에 따른 조직성과의 차이와 노인복지시설 서비스관리 구성요인과 조직성과간의 관계를 분석하는데 목적이 있다. 연구대상은 2012년 9월 현재, 서울, 인천, 경기도 등 수도권 지역에 위치한 민간위탁 및 공공직영 노인요양시설의 종사자를 대상으로 삼았다. 독립변수로서 조직성과 결정요인이 될 서비스관리요소는 리더십, 교육훈련, 보상, 참여, 서비스품질이며, 종속변수인 조직성과는 직무만족, 업무성과, 재무적성과, 수혜자지향성으로 선정하였다. 본 연구의 결과를 정리하면 다음과 같다. 첫째, 서비스관리 구성요인이 직무만족에 미치는 영향은 회귀분석 유의수준의 .001(F=37.429)으로 유의미한 것으로 나타났고 정의관계로 나타났다. 둘째, 서비스관리 구성요인이 업무성과에 미치는 영향은 회귀분석 유의수준의 .001(F=55.099)에서 유의한 것으로 나타났다. 셋째, 서비스관리 구성요인이 재무적성과에 미치는 영향은 회귀분석 유의수준의 .001(F=56.904)에서 유의한 것으로 나타났으며 정의 관계로 나타났다, 넷째, 서비스관리 구성요인이 수혜자지향성에 미치는 영향은 회귀분석 유의수준의 .001(F=61.367)에서 유의한 것으로 나타났으며 서비스 구성요인 중 직원의 보상이 가장 커다란 영향을 주는 것으로 나타났다. 연구결과를 토대로 사회복지 정책적 함의를 제시하였다.

일본의 보조기구 서비스 운영체계에 관한 연구 -장해자자립지원법(障害者自立支援法)에 따른 보조기구 서비스 운영 체계를 중심으로- (A Study on the Assistive Technology Service Operation System in Japan)

  • 본 연구는 일본의 장해자자립지원법 제정 이후 변화된 장애인복지서비스제도 중 보조기구 서비스 운영체계를 중심으로 살펴보고, 우리나라의 보조기구 서비스 전달체계 구축에 대한 함의를 얻고자 하는데 목적이 있다. 이를 위하여 본 연구는 문헌조사 및 현장방문조사를 실시하여 장해자자립지원법 제정 이후 장애인복지서비스 및 보조기구서비스 제도에 있어서의 변화 내용을 구체적으로 살펴보고자 하였다. 연구결과, 자립지원제도의 도입으로 장애인복지서비스에 투입되는 재정과 서비스 이용자의 확대가 이루어졌으며, 장애유형에 관계없이 전 장애인을 포괄하는 일원화된 서비스 체계를 구축한 것으로 나타났다. 또한 보조기구 서비스에 있어서도 기존의 조치제도 및 지원비 제도와는 달리 급여의 제공방식에 있어서 이용자 선택권과 소비자와 제공자의 대등한 관계를 보장하면서 지속가능한 서비스 운영체계를 구축하기 위한 방법을 도입하고자 하였다. 이러한 결과는 우리나라의 장애인보조기구 서비스 전달체계 구축에 있어서 서비스 이용의 전반적인 과정에 이용자의 선택권이 보장되어야 하고 계약관계를 통한 권익옹호 방안의 마련이 필요하며, 다양한 분야의 전문가들의 협업을 담보하는 전달체계 구축마련이 필요하다는 것 등에 대한 시사점을 제시하는 것이다.

노인돌봄서비스 제공기관의 돌봄제공자 정서지원서비스 현황 및 영향요인 (Current Status and Associated Factors of Emotional Support Services among Care Providers in Elderly Care Service Agencies)

  • Objectives: This study aimed to identify the current status and factors associated with emotional support services among care providers in elderly care service organizations. Methods: A total of 87 elderly care service agencies nationwide were recruited for the survey. Agencies' characteristics and emotional capacity monitoring activities; and program-building operations among care providers were measured. The collected data were analyzed using an ANOVA and multiple regression analysis. Results: Emotional capacity monitoring activities and program building were generally low. Factors associated with emotional capacity monitoring activities were region, welfare regulations, and vacation and annual leave provisions, while those associated with emotional capacity building programs were identified as vacation and annual leave provisions. Conclusions: The agencies' vacation and welfare system seems to affect emotional support service activities among care providers. It is necessary to prevent emotional exhaustion of care providers and promote quality improvement of care through social and systematic emotional support services.

지역사회서비스 이용자의 재구매의도에 미치는 영향 (The Effect of User's Repurchase Intention on Community Social Service)

  • 본 연구에서는 사회서비스 이용자를 대상으로 사회서비스의 재구매의도 수준을 분석하고, 사회서비스의 만족요인과 효과성이 재구매의도에 얼마나 영향을 미치는지를 규명하고자 한다. 분석결과 사회서비스 재구매의도 수준은 평균 3.62(5점만점)으로 비교적 높게 나타났다. 사회서비스 재구매의도에 서비스만족도 요인중 본인부담액(B=.2111, p<.001), 서비스접근성(B=.144, p<.005)과 서비스효과요인중 일상생활 적응성(B=.164, p<.005)은 유의미한 영향을 나타냈다.

노년기 연령그룹에 따른 응급의료이용 영향 요인 (Factors Affecting the Utilization of Emergency Medical Services by Age Group among Elderly Individuals)

  • Objectives: The purpose of this study was to analyze the factors affecting the utilization of emergency medical services and characteristics of emergency medical services according to age group among elderly individuals. Methods: This study conducted t-test and linear regression analysis on data of 1,960,575 participants to achieve the objective. Results: Analysis of the factors affecting the use of emergency medical services showed statistically significant correlation in all age groups. As the age of elderly people increased, the use of emergency medical service increased. Conclusions: Emergency medical policies are needed, such as coordinators with expert knowledge of medical and health administration and specialist emergency room operations that can provide specialized medical service for older patients.

주거복지 현장의 전문인력 직무내용과 특성 분석 (Analysis of Roles and Responsibilities of Housing Welfare Professionals in Fields)

  • The study aimed to analyze roles and responsibilities of housing welfare professionals in fields in order to provide directions of the Housing Welfare Professional Certificate program operated by the Korean Housing Association. In October 2013, a series of interviews were performed to five housing welfare professionals in local governments, public enterprises and private organizations in order to explore field cases. Additionally, administrative works related to housing welfare were explored based on information from local government websites. It was found that roles and responsibilities of housing welfare professionals included a wide range of works such as provisions and management of public rental housing, housing counseling, investment and analysis of residential environment, exploring resources, education, and improvement of poor-condition housing and urban environment. In order for more efficient and effective provisions of housing welfare services, it was suggested to improve housing welfare service delivery systems and to make clear definition of job ranges, and knowledges and experiences required to be housing welfare professionals.

  • With the overall revision of the Welfare of the Aged Act in 1997, elderly welfare facilities have developed differently according to the size of locality, capacity, and social and economic characteristics. In response to the problem, various plans are being executed for expanding services and facilities for the aged. However, such efforts by the government have been focused on quantitative increase rather than on qualitative improvement, and there are not many high-quality elderly welfare facilities that meet the needs of the consumers, namely, the aged. In contrast, elderly welfare centers in Japan began to be founded from the 1960s and increased significantly from the 1970s and, as a result, 2,214 elderly welfare centers were in operation in 1995, maintaining a high level in quantity as well as in quality. Therefore, the present study surveyed using a checklist how elderly welfare centers in Japan, which are playing central roles in welfare facility services for the aged in Japan, design their indoor spaces reflecting elders' behavior and characteristics and, based on the results of the survey, classified spaces into shared spaces and individual service spaces and analyzed the spaces of each center using the checklist. The results from this case study will be used as basic data to establish standards for the space composition of elderly welfare facilities in Korea, which has 10 years' short history of elderly welfare facilities.
