  • This paper is case study for ISO 9001/2000 quality management system certification of social welfare. We constructed quality management system for efficient operation for service quality improvement of welfare hall which is society welfare facilities. This paper evaluated operation actual conditions of "G" welfare hall which introduce and operates quality management system according to index of evaluate for society welfare hall and present improvement plan about effect and problem.

A Study to Improve Service System through the Analysis of Needs and Problems of Community Welfare Center and Management Office in Permanent Rental Housing Complex (영구임대주택 단지 내 사회복지관과 관리사무소의 업무 및 운영실태 분석을 통한 서비스체게 개선방안)

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

  • Purpose: There is a significant opportunity for ESG management to act as a useful guideline for social welfare organizational structures when dealing with sustainability and ethical leadership. The ESG guidelines should allow these companies to improve their business efficacy. This paper aims to explore the specific impacts of ESG management on social welfare. Research design, data and methodology: The systematic review approach ensures that quality work is undertaken in tackling the existing gaps in the literature on ESG management in social welfare organizations. The outcomes of this review will give a useful 'real-life' picture of the consequences of ESG practices and suggestions that can increase the efficiency and sustainability of social welfare organizations. Results: The principal favorable consequences are discussed in this chapter regarding the social welfare organization due to the implementation of ESG management. Subsequently, each effect is posted under different sub-titles and evidence from previously conducted research studies. Conclusions: ESG management is vital for social welfare organizations since it increases their efficiency in operations, public image, and opportunities to receive funds, and it helps improve relations with stakeholders. More so, these organizations can embrace the ESG practices and as a result bring more efficiency to the general welfare of the society.

  • Integrated Social Welfare Management System is an information system that comprehensively manages information and services regarding diverse welfare benefits provided by the government. It is designed to improve efficiency of social welfare administration and the service delivery system. The system is found to have significantly contributed to efficiency of the welfare delivery system by reducing the workload of public officials who are responsible for welfare administration in local governments and changing the way they work for the better. This study analyzes the costs and benefits of the Integrated Social Welfare Management System and describes what it has achieved for the provider and recipients. The system has enhanced efficiency of the welfare delivery system and enabled case management, the function social welfare public officials are supposed to do. Ultimately, the system will play a key role in building a consumer-centered welfare administration environment in the future.

  • The purpose of this paper is a case study on welfare QC circle which is considered as one of the management techniques to improve service quality among recently changing welfare environment. Futhermore this paper is also to suggest a new introduction of the welfare QC circle in korean social welfare agency. To accomplish these purpose, this study theoretically examines activity process and techniques of welfare QC circle. In practice, three social workers and one supervisor working at 'D' community welfare center in pusan are participated during six months. As a result, we founded the specific problems that is aroused from youth volunteer group within by fish bone chart, and proposed the alternative choices by 5W1H check sheet, and also certified to decrease turnover ratio in youth volunteering by pareto chart. This study, however, has its limitation in selection only one case study on welfare QC circle of youth volunteering. Welfare QC circle could be much contributed as one of the management techniques to enhance the quality of social welfare service from the viewpoint of the customer, If it is well developed korean welfare QC model which is suitable to social welfare organization and service. Therefore, in order to introduce welfare QC circle in korean social welfare organizations, I would like to suggest to find out a useful text of welfare QC and organize some welfare QC study groups including other suggestions.

  • The purpose of this study was to assess the food service management in the welfare facilities for the elderly. Among 41 welfare facilities surveyed in food service management, 67.2% were not managed by dietitians, so the menu planning, food purchasing, management of equipment and facilities, sanitary practice, and the management of works were administered nonsystematically.

Development of Case Management Activities Inventory in Community Welfare Centers (사회복지관 사례관리 활동목록 개발)

  • The purpose of this study is to develop case management activities inventory and analyze the perception on case management practice using importance-performance analysis(IPA) in community welfare centers. The comprehensive literature review and the content analysis from the professional scholar and social workers produced 89 items of case management activities items. A survey was conducted to 277 case managers in community welfare centers. The exploratory factor analysis, reliability and validity analysis developed the case management activities inventory comprised of 11 factors and 61 items. Suggestions were made to improve case management practice in community welfare centers.

  • In this study, the effect of customer relationship management on the management performance of productive welfare institutions was to be analyzed empirically. For this study, data were collected from 129 participants of productive welfare institutions in Busan. The results of this study are as follows. First, contact services and communication have a statistically significant impact on the financial performance of productive welfare institutions. Second, contact services and communication have a statistically significant impact on non-financial performance of productive welfare institutions. Based on the results of this study, the following suggestions are made. First, institutionalization of CS(customer service) education should be carried out in order to improve the management performance of productive welfare institutions. Second, participants' emotional support programs are needed to improve the management performance of productive welfare institutions.

Current status of foodservice nutrition management and effects of welfare facility support for the elderly in Cheongju City

  • BACKGROUND/OBJECTIVES: South Korea is representative of countries experiencing rapid societal aging. This study aimed to understand the current status of foodservice nutrition management provided to welfare facilities for the elderly and to understand improvements after support from "the Center for Social Welfare Foodservice Management (CSWFM)" in Cheongju City. SUBJECTS/METHODS: The status of foodservice nutrition management was assessed by dietitians and hired by the CSWFM, who visited 40 welfare facilities (registered members of the CSWFM) for the elderly in Cheongju City. After visiting each facility three times from July to December 2019, the results of inspections on four areas, that is, 'menu', 'meal provision', 'cooking', and 'distribution' management for 2nd and 3rd visits (support visits) were compared with results obtained at initial visits. RESULTS: Before support as determined during 1st visits, compliance rates with 'menu', 'meal provision', 'cooking', and 'distribution' requirements were 72.1%, 75.5%, 58.3%, and 77.5%, respectively. The mean compliance rate for all 15 items on the questionnaire used was 70.8%. Items with low compliance rates were 'Is the soup provided by foodservice at the recommended salinity?' (compliance rate 37.5%) and 'Is the foodservice cooking conducted by referring to a recipe?' (42.5%). At the two support visits, mean compliance rates increased significantly (P < 0.01, P < 0.001), mean total score had significantly increased from 71.80 to 90.26 (P < 0.001), and mean soup salinity decreased significantly from 0.82% at 1st visits to 0.68% (P < 0.001) and 0.56% (P < 0.001) at the 1st and second follow-up visits. CONCLUSIONS: These results show that the status of nutrition management at welfare facilities for the elderly was much improved by CSWFM involvement, and indicate the CSWFM should continuously provide nutrition management support to facilities and that finances and opportunities for more welfare facilities for the elderly be expanded.

An Analysis on the Importance and Performance of Personal Information Protection for the Elderly Welfare Center Employees

  • The purpose of this study is to present effective basic data for business management through analysis of importance and performance of personal information protection of the elderly welfare center workers. For this purpose, the questionnaire on the protection of personal information was reconstructed based on the diagnostic level of the personal information security management level of the public institution and the questionnaire was conducted on 105 employees of the elderly welfare center in Chungbuk area. Based on the responses to the importance and the degree of performance of the personal information protection of the elderly welfare center employees, technical statistics and corresponding sample T-tests were conducted and the importance-performance analysis (IPA) was used. Followings are the results of this study: First, there is a statistically significant difference between the importance and the implementation of the management system for the protection of personal information of the workers in the elderly welfare center, establishment and implementation of protection measures, establishment and implementation of infringement measures. Second, IPA analysis on the protection of personal information of the workers in the elderly welfare center shows that the establishment and implementation of protection measures are the areas to maintain good performance. Third, in IPA analysis of the sub-factors of the personal information protection of the workers in the welfare center of the elderly, in the construction and management of the management system, in performing the role of the personal information protection officer and establishing and implementing protection measures, The factors of prevention of information disclosure and exposure and the safe use and management of personal information processing system were analyzed as areas requiring intensive improvement. This study is meaningful as a basic research that can raise the awareness of the personal information protection of the workers in the elderly welfare center and induce the improvement of the related work.
