  • For any particular development project or environmental regulations, decision-making criteria is required and conflicts among criteria should be resolved. It is necessary to investigate criteria that government agencies employ in making decisions that influence the environment. The evaluation of alternative development proposals and regulatory measures involves much more than environmental issues. Economic, technical, and social factors should be considered along with environmental impacts when making evaluations. Evaluation should be based on values of all individuals who may be affected by public or private decisions. There are many evaluation methods for determining how individuals and groups value alternative public actions. Numerous weighting-scaling methodologies can be used in such evaluations. These methodologies represent adaptations of multiple-criteria or multiple-attribute decision-making techniques. Environmental risk assessment which accounts for uncertainties in choosing among alternative policies and projects is increasingly used.

Speckle noise reduction in SAR images using an adaptive wavelet Shrinkage method

  • Although Synthetic Aperture Radar(SAR) is a very powerful and attractive tool, automatic interpretation of SAR images is extremely difficult because of several reason. Spatially, speckle noise reduction in SAR images is important step to interpret the SAR image at the preprocessing step. The speckle noise in SAR images is modeled to be multiplicative, and therefore, a signal-dependent noise. So, it has deflated many image-denoising algorithms that are based on additive noise model. In this paper, we propose an adaptive wavelet shrinkage method for speckle noise reduction in SAR images by analyzing the high frequency level in detail. We first decompose minutely the high frequency level to analyze the noise level. And then, we determine the weighting threshold value per the level, and layer. Finally, using those weighting threshold, we produce the efficient wavelet shrinkage method. So, this method not only reduces the speckle noise, but also preserves image detail and sharpness.

  • In this paper, The Monte Carlo Simulation is performed in complex geometries which are composed of obstacles intercepted path of photon. Light is assumed to be particle and has particular direction and weighting value. The illuminance distribution is calculated proportional to the summation of weighting values striking area element. The result of simulation is consistent with that of experiments in a few error.

  • This study aims to develop a potential centrality evaluation model (PCEM) which can evaluate the potential centrality of villages within the catchment boundaries. PCEM is a tool for evaluation of villages\` centralities by the potential centrality index (PCI) developed in this study. For quantification of PCI, total 31 evaluation criteria on the accessibility to other villages and the natural and human environment of the village were introduced. The weighting values of criteria were calculated from the step wise pair-comparision results of 14 specialists in academic fields on rural planning using by AHP (Analytic Hierachy Process) of MCE (multi-criteria evaluation) method. In the results, the weighting values of the spatial accessibility, the natural environments and the human environments were 448, 338 and 214, respectively, among total value being 1,000.

Design of Keyword Extraction System Using TFIDF (TFIDF를 이용한 키워드 추출 시스템 설계)

  • In this paper, a test was performed to determine whether words in Anchor Text were appropriate as key words. As a result of the test. there were proper words of high weighting factor, while some others did not even appear in the text. therefore, were not appropriate as key words. In order to resolve this problem. a new method was proposed to extract key words. Using the proposed method, inappropriate key words can be removed so that new key words be set, and then, ranking becomes possible with the TFIDF value as a weighting factor of the key word. It was verified that the new method has higher accuracy compared to the previous methods.

  • In this paper, we propose a new .mu.-controller design method using an equivalent weighting function $W_{\mu}$(s). The proposed mehtod is not guaranteed to converge to the minimum as D-K and .mu.-K iteration method. However, the robust performance problem can be converted into an equivalent $H^{\infty}$ optimization problem of unstructured uncertainty by using an equivalent weightng function $W_{\mu}$(s). Also we can find a .mu.-optimal controller iteratively using an error index $d_{\epsilon}$ of differnce between maximum singular value and .mu.-norm. And under the condition of the same order of scaling functions, the proposed method provides the .mu.-optimal controller with the degree less than that obtained by D-K iteration..

  • In this paper, we solve the three-dimensional biharmonic equation with Dirichlet boundary conditions of second kind using the full multigrid (FMG) algorithm. We derive a finite difference approximations for the biharmonic equation on a 18 point compact stencil. The unknown solution and its second derivatives are carried as unknowns at grid points. In the multigrid methods, we use a fourth order interpolation to producing a new intermediate unknown functions values on a finer grid, and the full weighting restriction operators to calculating the residuals at coarse grid points. A set of test problems gives excellent results.

  • There are two datasets to estimate the area-mean and time-mean precipitation rate. For one, an array of surface rain gauges represents a series of rods that have to the time axis of the volume. And another data is that of a remote sensing make periodic overpasses at a fixed interval such as radar. The problem of optimally combining data from surface rain gauge data and remote sensed data is considered. In order to combining remote sensed data with Automatic Weather Station (AWS), we use optimal weighting method, which is similar to the method of [2]. They had suggested optimal weights that minimized value of the mean square error. In this paper, optimal weight is evaluated for the cases such as Changma, summer Monsoon, Typhoon and orographic rain.

  • In this paper, implementation mode image segmentation method for separate image is presented. The method of segmentation image in conventional method, the error are generated by the threshold values. To improve these problem for segmentation image, the calculation of weighting factor using brightness distribution by histogram of stored images are proposed. For safe image of object and laser image, the computed weighting factor is set to the threshold value. Therefore the image erosion and spread are improved, the correct and reliable informations can be measured. In this paper, the system of 3-D extracting information using the proposed algorithm can be applied to manufactory automation, building automation, security guard system, and detecting information system for all of the industry areas.

  • In this paper, we have evaluated the methods to generate the reference signal for the diagnosis of multi-channel signals. The channel signal integrity can be known by the difference between the reference signal and each channel value. The generation method of reference signal is important in the diagnosis of multi-channel measurement system. The continuous weighting average method rejects the abnormal signal using weighting method and makes the reference signal using sumation of all channel values. This gives the simple and reasonable reference signal. The principle component analysis, one of the multivariate analysis methods, and the neural network method give the reliable reference signal by using signal models, and learning algorithm. Two methods can make the reliable reference if all signals are normal, but any signal having the drift have an effect on the reference.
