We can feel the fear through the reports of outbreaking centers of terror. Also, we noticed through "the 9.11 terror" that there exists no safety zone from terrorism. However, we should question ourselves whether we are relaxing attention or ceasing anxiety too much in the perimeter, as in the peninsula of Korea. Through "the 9.11 terror", the vulnerability of the United State's homeland security has been exposed, giving a serious damage to the national pride. President Bush started the war against terror to strengthen global joints of anti-terrorism, identify terrorists and contribute to the global peace, adopting offensive realism including preemptive attack concept which means to remove the threat preemptively. In today's reality of international politics, where the inhuman, indiscriminate, and anti-civilizational international terror became greater, extending to the stage of war, the international societies' agony and focus lies on how to banish it. The 9.11 terrorism, which is a new form of terrorism, is being distinguished from conventional terrorism into new terrorism. New terrorism is a new form of terrorism meaning that you do not know the enemy, the goal does not exist and they conscientiously use the weapons of mass destruction. This paper is a work meant to help understanding new terrorism, the new form, by a comparative analysis with the conventional terrorism. Therefore the origin, concept and general characteristics new terrorism is picked out and the representative forms of it, which are suicide bombing, cyber, biochemical and nuclear terrorism, are analyzed in detail in theoretical manner.
Economic growth is one of the significant benchmarks determining a country's sustainable growth. Before WWII, most countries perceived their priority in terms of military strength as they dedicated most of their efforts and resources to creating weapons of mass destruction. The current research aims to establish some of the significant factors that may have contributed to the sustainable and progressive economic growth of South Korea within the 60-year timeframe. Multiple prior studies have attributed the economic growth in South Korea to policy reforms that opened the country to foreign markets. The outstanding increase in the percentage of exports stands out as an indication of the improvement in the quality of goods produced in the country. Finally, in recent years, China has dedicated more resources to research and developments as a strategy to improve innovation within the country and its overall economic growth. Other issues of concern likely to undermine the prospects of the country's economic growth include the limited geographical size, aging population, and limited natural resources. As such, South Korea needs to emphasize innovation and improve the business environment as its main strategy for sustainable economic growth in the future to maintain its continuous economic miracle.

In South Korea, the exporters of items related to nuclear power generation are diversified. Consequently, there is a risk of illegitimate export by companies failing to recognize the export control system because the awareness about this system for the strategic items among the subcontractors of nuclear power facilities is limited. To prevent illegitimate export of the strategic items, it is necessary to conduct outreach activities regarding the export control system for the related companies. Additionally, the exporters and export license examiners should consider whether an export target is on the Denial List, who may divert the strategic items to weapons of mass destruction. Therefore, the Korea Institute of Nuclear Nonproliferation and Control developed two systems for controlling illegitimate export of the Trigger List items. The first system, Nuclear Industry Information Collection and Analysis System, can gather information about the key nuclear industries in Korea and analyze the dealing of strategic items. The second system, Denied Persons Information Gathering System, can regularly gather information about the denied persons and provide the updated data to the exporters and regulatory examiners. These two systems can be used for outreach activities and export license examination to prevent illegitimate export of the strategic items.

Due to a more favorable climate in the recent relationship between U.S. and North Korea, North Korea nuclear issue is expected to enter the new phase of nuclear verification. From now on, our government should make preparation for taking the appropriate steps against the situation developed after the declaration by North Korea. Therefore, this paper is to identify the problems that may be occurred in the process of verifying and dismantling North Korea's nuclear program and to suggest the policy considerations that should be incorporated in establishing the action plan for verifying and dismantling her nuclear program, based on the analysis of experiences to verify and dismantle the WMDs in the former Soviet Union and in Iraq, respectively.
The latest slogan put forth by the international space community is the safety, security, and sustainability of outer space activities. The security of outer space activities, in particular, would be defined as the secure state from space-based threats. The latter comprises passive threats (such as collision with other satellites and space debris) and aggressive threats (such as electromagnetic interference, arms race on the earth or in outer space, and military attacks). Has outer space been used for military purposes in practice? If so, does international law regulate the military space activities it? The use of outer space for military purposes is referred to as space militarization and space weaponisation. Satellites has been used in Gulf War, Kosovo War, and Afghan War, recently, and research and development on space weapons are under way. Since only the placement of weapons of mass destruction on orbit around the earth is prohibited in accordance with 1967 Outer Space Treaty, it may be asked whether other weapons may be placed on orbit. It will be necessary to analyze the stance of on the above question, by studying UN space-related treaties including UN Charter. New international space norms represented by PPWT, ICoC, and UN GGE Report are at the center of progressive development of international law. In conclusion, the author will signpost the various points on international norms to be codified on the use of outer space for military purposes.
Under the UN Security Council Resolution 1540/1810 in 2004 to restrict the proliferation of WMD (weapons of mass destruction) and their means of delivery, many countries have taken great efforts to, control the export of strategic items, thereby preventing the transfer of ABCM (atomic, biological, chemical weapons, missiles) and technologies and goods related to conventional weapons or dual-use items, Compliance Program (CP) in Korea or Internal Compliance Program(ICP) in Japan refers to a company's internal system or rules to comply with the export control laws and regulations, and is to prevent the unintentional illegal export of strategic items. This paper analyzes the Compliance Program (CP) of strategic export control system between Korea and Japan. Both countries have very similar legal frameworks under the guiding principles of multilateral export control regimes. However, there are some differences in actual procedures, classification service, supporting system, export license, sanctions for illegal exporters, etc. Korea should take more active and customer-oriented measures to promote the Compliance Program (CP) into Korean export companies for better awareness and positive attitude, practical information and education, smoothy government-firm communication, closer cooperation between Korea and Japan, etc.
Terrorism which became today's common phenomena over the world is one of the most serious threats the world confront. Although International society make and operate outstanding anti-terrorism system, terror would never end without solving fundamental problems. The main body of terrorism converts from nation to organization and from organization to cell, which makes it difficult for us to recognize the main body. Since the target of today's new terrorism is many and unspecified persons, terrorists will never hesitate to use mass destruction weapons such as nuclear, biological, chemical weapons, and also use cyber-technique or cyber-terrorism. So, effective counter-terrorism measures should be performed as follows. First, it must be better for international society should make long-time plan of solving fundamental problems of terrorism other than to operate directly on terror organization and its means. Second, preventive method should be made. The most effective method of eradicating terrorism is prevention. For this, it is necessary to remove environmental elements of terrorism and terrorist bases, and to stop inflow of money and mass destruction weapons to terrorists. Third, integrated anti-terror organization should be organized and operated for continuous counter-terrorism operations. Also international alliance for anti-terrorism should be maintained to share informations and measures. Fourth, concerned department in the government should prepare counter-terrorism plans in their own parts as follows and make efforts to integrate the plans. - Ministry of Government Administration and Home Affairs : conventional terror - Ministry of Health and Welfare : bio-terror - Ministry of Science and Technology : nuclear-terror Especially, they should convert their policy and operation from post-terror actions to pre-terror actions, designate terror as national disaster and organize integrated emergency response organization including civil, government, and military elements. In conclusion, pre-terror activities and remedy of fundamental causes is the best way to prevent terror. Also, strengthening of intelligence activities, international cooperations, and preventive and comprehensive counter-measures must not ignored.
The term "peaceful uses of outer space" in the 1967 Outer Space Treaty appears in official government statements and multilateral outer space related treaties. However, the examination of the state practice leads to the conclusion that this term is still without an authoritative definition. As far as the meaning of 'peaceful use' in international law is concerned the same phrases in the UN Charter, the 1963 Treaty of Banning Nuclear Weapons Tests in the Atmosphere in Outer Space and Under Water, the 1956 Statute of IAEA, the 1959 Antarctic Treaty, the 1982 UN Convention on the Law of the Sea, the 1968 Nuclear Non-Proliferation Treaty and the 1972 United Nations Conference of the Human Environment were analysed As far as the meaning of 'peaceful uses of outer space' is concerned the same phrases the 1967 Outer Space Treaty, the 1979 Moon Treaty and the 1977 Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques(ENMOD) were studied. According to Article IV of the 1967 Outer Space treaty, states shall not place in orbit around the earth any objects carrying nuclear weapons or any other kind of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner. The 1979 Agreement Governing the Activities of States on the Moon and Other Celestial Bodies repeats in Article III much of the Outer Space Treaty. This article prohibits the threat or use of force or any other hostile act on the moon and the use of the moon to commit such an act in relation to the earth or to space objects. This adds IN principle nothing to the provisions of the Outer Space Treaty relating to military space activities. The 1977 ENMOD refers to peaceful purposes in the preamble and in Article III. As far as the UN Resolutions are concerned, the 1963 Declaration of Legal Principles Governing the Activities of States in the Exp1oration and Use of Outer Space, the 1992 Principles Relevant to the Use of Nuclear Power Sources in Outer Space(NPS) were studied. And as far the Soft Laws are concerned the 2008 Draft Treaty on the Prevention of the Placement of Weapon in Outer Space and of the Threat or Use of Force against Outer Space Objects(PPWT), the 2002 Hague Code of Conduct against Ballistic Missile Prolifiration(HCoC) and 2012 Draft International Code of Conduct for Outer Space Activities(ICoC) were studied.

One of the most frightening aspects of weapons of mass destruction (WMD) is their ability to cause death in very small quantities without being visible to the public. The military authorities are making considerable effort to ensure the survivability of the combatants in the event of NBC(Nuclear, Biological and Chemical) contamination. Therefore, in this study, modules were developed for the measurement of the positive pressure and for the detection of the chemicals used for the control of the various shut-off valves used in an NBC shelter. In addition, a high performance gas tight shut-off valve was developed that can overcome the disadvantages associated with manual manufacturing, such as the occurrence of defective products and high manufacturing cost. By applying the positive pressure measurement and chemical detection modules, this valve was able to be used to control the facility. The developed gas-tight shut-off valve maintained airtight characteristics at a pressure loss of 28[Pa] at the prescribed wind velocity and an internal pressure of 30[kPa]. It is expected to be possible to control the gas-tight shut-off valve through the remote measurement of the positive pressure, thereby ensuring the foreign independence of import substitution and defense related technology in the future. In addition, by installing these valves in all of the intake ports or exhaust ports connected to the outside of the NBC shelter, it is possible to prevent the damage resulting from the rapid inflow of the storm pressure caused by conventional weapons and nuclear explosions, thereby protecting the people and equipment in the shelter.
Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.
