On Assuring the Interoperability in Development of Safety-Critical Weapon Systems (안전중시 무기체계 개발에서 상호운용성 확보에 관한 연구)

  • Due to the evolution of war fields to the net-centric one, weapon systems have become very complex in terms of both mission capability and implementation scales. In particular, the net-centric war field is characterized by a set of interconnected and independently operable weapon systems. As such, the individual weapon systems are required to meet the interoperability and thus, assuring it has been becoming more crucial even in the early stage of development. Furthermore, the ever-growing complexity of the weapon systems has attracted a great deal of attention on the safety issues in the operation and development of weapon systems. The objective of the study is on how to assure the interoperability for safety-critical weapon systems while maintaining system complexity. To do so, the approach taken in the paper is to consider the interoperability from the early stage of the development. Specifically, the required functions to satisfy the interoperability are developed first. The functions are then analyzed in order to link the safety requirements to the reliability evaluation, which results in the study of quantifying the effects of the safety requirements on the system as a whole. As a result, we have developed a methodology and procedure on how to assure interoperability while applying the safety requirements in the weapon systems development.

  • This note suggests three approaches to improve reliability in developing weapon systems. The high complexity of the weapon systems make it hard to analyze and predict of those reliability. Current situations of the reliability have been reviewed in terms of logistics support analysis (LSA), warranty policy, maintenance and development. Three suggestions are notified to improve the reliability considering the complexity of the weapon systems.

  • With the recent changes in the environment of weapon systems acquisition, the systems development is becoming more susceptible to a variety of risks. To cope with this situation, US DoD has been emphasizing the importance of constantly applying the test and evaluation (T&E) process throughout the whole life cycle of the weapon systems. In particular, the safety requirements are called for attention while dealing with system risks. To this end, the present paper is aimed at studying the T&E process which incorporates the systems safety in weapon systems development. Analyzing and modeling the relevant processes has made it possible to achieve the objective. As a case study, the model results were applied to the development of unmanned aerial vehicles.

  • In this paper, we have analyzed documentation cases since DAPA establishment, in which documents must be produced as a result of weapon system development corresponding to systems engineering procedures. To develop documentation materials based on systems engineering, instructions of DAPA and US military standards that define development phases, are presented and analyzed in the point of standardizing documents. As a result, we propose a kind of documentation based on systems engineering which is essential for the weapon system development.

  • The Systems Engineering method is increasingly recognized as a central in the Acquisition of Weapon Systems in South Korea. Because of these trends, issues concerned with improving weapon system design are increasingly raised. This paper presents a development of Operational Mode Summary/Mission Profile (OMS/MP) in terms of Weapon Systems Acquisition for application to Systems Engineering method. For a systematic approach, a precise concept of OMS/MP is derived by analyzing the concept of conventional OMS/MP. This paper reviews the results of a series of previously reported examples aiming to develop the OMS/MP of a weapon system. Based on this, the limitations of the conventional OSM/MP applications are investigated. And these limitations can be resolved by the Fundamentals of Systems Engineering. Finally, the OMS/MP framework based on the Fundamentals of Systems Engineering has been proposed and is successfully implemented for the Harbor Underwater Surveillance System.

  • In this paper, we have proposed hardware and software architecture of a launch control unit for the compatibility between air defense weapon systems loaded on shipboard. Until now, there is no compatibility between weapon systems loaded in battleships of korean navy. In the case of HaeGung system recently completed the test and evaluations, although it will be deployed on several kinds of shipboards, it has no compatibility and flexibility with other air defense weapon systems. Recently it reports that a long range air defense weapon system will be carried on future korean destroyer KDDX. Because the HaeGung and a long range air defense system will be operated together in KDDX, it is necessary to provide the compatibility between two weapon systems. So we have proposed architecture to provide the compatibility of the launch control unit that controls the launching system and the missile interface unit, and the missile in each weapon systems.

  • This work describes identification of essential considerations when we develop OMS/MP for the shipboard weapon systems. It is compulsory to develop OMS/MP which describes quantity of what mode to have and how often to operate. In this point of view, relationships between OMS/MP and shipboard weapon systems are analyzed. From the analysis, considerations of OMS/MP development for the weapon systems are presented.

  • The weapon systems development has some distinct characteristics in that a big size of government budget (derived from national tax) has been expended frequently and the completion of the development projects seems to take long. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks. As such, proper management of project risk has been one of crucial subjects in the weapon systems development. Although a variety of methods can be considered, an approach based on the test and evaluation (T&E) process has been selected in this paper in order to appropriately handle those potential risks. In the study of the underlying T&E process, the safety consideration (for instance, explosiveness) of weapon systems is also included. To achieve the objective of the paper, a step-by-step procedure is first presented in the analysis of the T&E process. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored based on a design structure matrix method. The case study of a tank development is also discussed.

  • The problem of establishing weapon system safety especially during the development process has been one of the very important fields related with public safety in advanced countries such as USA, UK and so on. These countries have launched strong policies on system safety to reduce the chance of accidents. However, the Republic of Korea (ROK) has limited experiences and application of the system safety on domestically produced weapon systems. Therefore, it is imperative that the government starts a comprehensive and systematic policy on system safety to reduce the occurrence of potential accidents during the development of weapon systems. In this paper, we analyze system-level activities needed through the life-cycle of the weapon systems and provide a suggestion for application of the system safety.

  • The purpose of this paper analyze development feasibility and alternatives for infrared detector development in both technology and cost. Infrared Detector is core component of Thermal Imaging System and developed by ADD from 2006 10 2008 year. We got raw input data from development and technical expert, and then analyze cost and technology for development feasibility, and alternatives study. Technology level is analyzed by TRL(Technology Readiness Level) and AOA(Analysis of Alternatives) is done by development cost estimate. Estimating the development cost, we use SEER-H that is parametric cost estimating tool based on Knowledge Base. This study can help those who are related to the cost and development feasibility analysis of other weapon systems.
