Integration of Total Pollution Load Management System and Environmental Impact Assessment related System (수계 오염총량관리제와 환경영향평가제도의 통합운영방안)

  • The total pollution load management system of watershed has been implemented upon Special Law pertaining to the Han River Watershed Water Quality Improvement and Residents Support, Special Law pertaining to the Nakdong River Watershed Water Management and Residents Support, Special Law pertaining to the Youngsan River Watershed Water Management and Residents Support, and Special Law pertaining to the Seomjin River Watershed Water Management and Residents Support in Korea since 2002. But many other similar systems with total pollution load management system of watershed are being operated separately or independently, even though its purpose is nearly same with those of the total maximum pollutants load management in Law on Water Quality Environmental Protection, environmental impact assessment(EIA) in Law of Impact Assessment on Environment, Transportation and Disaster and Pre-environmental assessment of Environmental Policy Act. Therefore the contents of total pollution load management system of watershed and many other related systems could be overlapped and at some times have inconsistency among them. This study suggests first the integrated operation of total pollution load management system of watershed, EIA, pre-environmental assessment, urban planning, and sewage planning and secondly EIA system development by integration of EIA and pre-environmental assessment and strategic environmental assessment(SEA).

  • The purpose of this study Is to develop water quality management system fort a farm village stream. The framework design of the system and the ecological monitoring of a test watershed were carried out, The system consists of GIS(Geographic Information System ), database, pollution source management, water quality and hydrologic analysis. Suri watershed located on Idong, Yongin city, Kyunggi Province, was selected as the test watershed for the application of the system. The fifteen's monitoring stations were chooses at up- and down-stream of the watershed. The results of an aquatic ecological monitoring were analyzed by the GPI(Group Pollution Index) method. The GPI revealed that water quality was varied within the stream. GPI and DO map for the watershed stream were developed, These maps facilitated to analyze the spatial distribution of the water quality.

  • Watershed topographical data is essential for the management for water resources and watershed management in terms of hydrology analysis. Collecting watershed topographical and meteorological data is the first step for simulating hydrological models and calculating hydrological components. This study describes a specialized Web-based Geographic Information Systems, Soil Water Assessment Tool model data generation system, which was developed to support SWAT model operation using Web-GIS capability for map browsing, online watershed delineation and topographical and meteorological data extraction. This system tested its operability extracting watershed topographical and meteorological data in real time and the extracted spatial and weather data were seamlessly imported to ArcSWAT system demonstrating its usability. The Web-GIS would be useful to users who are willing to operate SWAT models for the various watershed management purposes in terms of spatial and weather preparing.

  • To effective a watershed management, it is necessary to have one or more quantitative measures that can be used to evaluate the relationship between pollutant sources and their impact on water quality. Such measurable quantities are termed indicators. Once an indicator has been selected, a target value for that indicator must be established that seek to distinguish between the impaired and unimpaired state of the waterbody. Various factors will be considered for the selection of an appropriate watershed management indicator. For example, available data, application, management conditions, cost, etc. This paper lists various factors that should be addressed in choosing a watershed management indicators and investigates applicable indicators during watershed management period.

  • The use of remotely sensed data and geographic information system (GIS) to develop conservation-oriented watershed management strategies on Imha Dam, Korea, is presented. The change of land use for study area was analyzed using multi-temporal Landsat imagery. A soil loss model was executed within a GIS environment to evaluate watershed management strategies in terms of soil loss. In general, remotely sensed data provide efficient means of generating the input data required for the soil loss model. Also, GIS allowed for easy assessment of the relative erosion hazard over the watershed under the different land use change options. The soil loss model predicted substantial declines in soil loss under conservation-oriented land management compared to current land management for Imha Dam. The results of this study indicate that soil loss potential (5,782,829 ton/yr) on Imha Dam in 2003 is approximately 1.27 times higher than that (4,557,151 ton/yr) in 1989. This study represents the first attempt in the application of GIS technology to watershed conservation planning for Imha Dam. The procedures developed will contribute to the evolution of a decision support system to guide the land planning and dam management in Imha Dam.

  • Most domestic small rivers and streams due to industrialization and urbanization have managed by concrete structures. The environmental functions of the river and stream are disappearing and urban streams play only the role of drainage systems. Also, the researches to restore natural streams are something yet to develop and not established the restoration for ecological functions of a small stream. Therefore the researches are required to develop ecological engineering system for watershed management system to handle various pollutants with restoration for ecological functions of a small stream. To develop this, the ecological engineering system for watershed management system could be developed with ecological conservation. In addition, ecological engineering system for watershed management system should be prior to conserve the habitat of biological resources and water conservation and applied to the original shape of streams. Also, it should be designed to restore the micro-topography of stream, the habitat of plant population in watershed. It is needed to develop the integrated researches to restore a small stream ecosystem.

  • To develop a watershed management plan for protection of the lake water quality, the linkages among land use activities, stream water quality, and lake water quality must be understood. This study conducted to develop a Decision Support System(DSS) for the reservoir water quality managers and a comprehensive watershed management plan. This DSS has three main components; database, interactive decision model, and data delivery interface system. Graphic User Interface(GUI) was developed as the interface medium to deliver the data and modeling results to the end users. Water quality management scenarios in Yongdam reservoir consist of two parts. One is the watershed management, and the other is water quality management in the reservoir. The watershed management scenarios that were evaluated include as follows : a removal of point sources, control of waste water treatment plant, reductions in nonpoint sources, and the management of developed land. Water quality management scenarios in the reservoir include to install a curtain wall and to operate an algae removal system. The results from the scenario analysis indicate that the strategy of the reservoir water quality management can promise the best effectiveness to conserve the quality of reservoir water. It is expected that many local agencies can use this DSS to analyze the impact of landuse changes and activities on the reservoir watershed and can benefit from making watershed management decisions.

  • A freshwater lake water quality management system(FLAQUM) was developed to help regional manager for the water quality of a rural basin. The integrated user interface system FLAQUM written in Visual Basic, includes three subsystems such as a database management system, basin pollutant loads simulation model using SWMM model and freshwater lake water quality simulation model using WASP5 model. Pollutant load simulation model was applied to simulate the discharge and pollutant loading from the watershed, and freshwater lake water quality model was applied to analyze the changes in water quality with respect to watershed pollutant loads, and this model could be used in planning to control watershed pollutant source for water quality management. Database management system was constructed fur all input and output data processing, and it can be used to analyze statistical characteristics using constructed data. Results are displayed both graph and text for convenience of user. The results of FLAQUM application to Boryeong freshwater lake showed that the lake was in eutrophic condition. The major contribution of pollution comes from tributary No.1 and No.4, which have a large number of livestock farms. Therefore, water quality management must be focused on appropriate management of the livestock farming in the two breanchs.

The Allocation Methods for Economical Efficiency Using an Optimized Model (최적화 모델을 이용한 경제적인 총량관리 할당기법 연구)

  • In Korea, Total Maximum Daily Loads(TMDLs) has been enforced to restore and manage water quality in the watersheds. However, some assesment of implementation plan of TMDLs showed that the achievement of the target water quality is not related to the proper allocation loads because difference of flow duration interval. In the United States, the discharge loads are determined by water quality modeling considering standard flow conditions according to purpose. Therefore, this study tried to develop the allocation method considering economical efficiency using water quality model. For this purpose, several allocation methods being used in the management of TMDLs is investigated and develope an allocation criteria considering regional equality and uniformity. Since WARMF(Watershed Analysis Risk Management Framework) model can simulate the time varying behavior of a system and the various water quality variables, it was selected for a decision support system in this study. This model showed fairly good performance by adequately simulating observed discharge and water quality in Miho watershed. Furthermore, the scenario simulation results showed that the effect of annual average water quality improvement to remove 1kg BOD is more than 25 times, even if point pollutants treatment facility is six times more expensive to operate than non-point pollutants treatment facility.

  • Sapkyo Lake Watershed occupies about 19.3% of total area of Chungnam Province, and it is necessary to make a plan of counter-measure for the maintenance of public waterbody sound as well as to ensure water resources due to urbanization and industrialization in this area so densely populated and excessively developed. Conventionally water quality management has been enforced by concentration-based system which is not considered the carrying capacity of receptors, hence there are no proper measures for the prevention of an excessive pollutant load over a waterbody. So even though emission sources abide by the conventional permission regulation, then the quantity of wastewater is increased continuously and encountered water shortage to use finally. Therefore this research focused on the review of introduction of total water quality management system in Sapkyo Lake watershed to maintain public waterbody sound and to ensure water resources. By doing this research in introduction of the system in advance, it can contribute to establish the methodology on systematic water quality management. Also the application of this system in Sapkyo Lake watershed can promote the sustainable development of the area by harmonizing the environment and regional economy ultimately.
