In this study we developed a turbidity management system to support the operation for effective turbid water management. The decision-making system includes various models for prediction of turbid water inflow, effective reservoir operation using the selective withdrawal facility, analysis of turbid water discharge in the downstream. The system is supported by the intensive monitoring devices installed in the upstream rivers, reservoirs, and downstream rivers. SWAT and HSPF models were constructed to predict turbid water flows in the Imha and Andong catchments. CE-QUAL-W2 models were constructed for turbid water behavior prediction, and various analyses were conducted to examine the effects of the selective withdrawal operation for efficient high turbid water discharge, turbid water distribution under differing amount and locations of turbid water discharge. A 1-dimensional dynamic water quality model was built using Ko-Riv1 for simulation of turbidity propagation in the downstream of the reservoirs, and 2-dimensional models were developed to investigate the mixing phenomena of two waters discharged from the Andong and Imha reservoirs with different temperature and turbidity conditions during joint dam operation for reducing the impacts of turbid water.

Efficient water operation and management of an irrigation system plays an important element in the sustainability of irrigated agriculture. An agricultural water is delivered in many open canals of irrigation delivery system by reservoirs. The poor water distribution and management in an irrigation system is a major factor leading to low water efficiency. It is necessary to compare the estimated irrigation demands with the actual water supplies for decision making to maintain the water supply according to demand strategy. Smarter water management, new technologies and improvement of water management system, is essential to solve the problem of water efficiency and availability. In this paper, the irrigation efficiencies according to water delivery performance indicator were measured with automatic water gauge at irrigation canals, and calculated from spatial and temporal distribution of water supply for the lack of planning in water delivery. The analysis of results are obtain an insight into possible improvement methods to develop canal water management policies that enable irrigation planners to optimally manage scarce available water resources.
While agricultural water has been declared free in Korea to ensure access to these limited resource since the year 2000, farmers have however developed lackadaisical behavior towards water saving leading to its scarcity. To overcome this problem, a variety of experience-oriented education model was developed for farmers to promote the adoption of water conservation, and preventive measure against the drought impacts. In this study, farmers' awareness and their attitudinal behavior of agricultural water savings were investigated. The monitoring of water supply structure and the repair facilities in Pohang and Yeongdeok areas were conducted. The field visits and behavioral surveys showed a high degree of over-use and illegal water withdrawals by the farmers due to poor water-saving and management practices. We found that most of the KRC employees strongly admitted the necessity of water-saving education. On the other hand, the farmers showed good interest in the implementation of water-saving awareness through education. Besides this, most farmers agreed to adopt water-saving practices in the fields. Farmers also acknowledged the recklessness of water use was due to the aging of waterways, poor water management, and illegal water consumption. The majority of the farmers responded against imposing the water-use tariffs. However, there was a low response to paying the water-use charge. Aging agricultural facilities and the lack of institutional penalties or incentives were the major obstacles in achieving efficient water-saving. Considering the current drought frequency, urgent water-saving education of farmers was deemed necessary to prepare the farming community against the water shortages. Based on the results of this study, we have to identify the irrigation practices of farmers and provide water-saving education to enforce more efficient use and management of agricultural water.

To effectively implement the integrated water management policy outlined in the National Water Management Act, it is essential to analyze agricultural water supply and demand at both basin and water district levels. Currently, agricultural water is primarily distributed through open canal systems and controlled by floodgates, yet the utilization-to-supply ratio remains at a mere 48%. In the case of agricultural water, when analyzing water balance through existing national basin water resource models (K-WEAP, K-MODISM), distortion of supply and regression occurs due to calculation of regression rate based on the concept of net water consumption. In addition, by simplifying the complex and diverse agricultural water supply system within the basin into a single virtual reservoir, it is difficult to analyze the surplus or shortage of agricultural water for each field within the basin. There are limitations in reflecting the characteristics and actual sites of rural water areas, such as inconsistencies with river and reservoir supply priority sites. This study focuses on the development of a model aimed at improving the deficiencies of current water balance analysis methods. The developed model aims to provide standardized water balance analysis nationwide, with initial application to the Anseo standard watershed. Utilizing data from 32 facilities within the standard watershed, the study conducted water balance analysis through watershed linkage, highlighting differences and improvements compared to existing methods.
Although it produces well-treated water in water treatment plant, water quality at the tap can be changed depending on the state of pipes. It is because water quality deteriorates as plant water passes through pipeline networks. Therefore, the improvement of not only water treatment technology but also O & M of water pipelines is required to supply good water to consumers. The purpose of the study was to obtain the basic data of control technology for water quality in pipes through investigating water quality in distribution system. We selected 11 sampling sites and investigated water quality from plant to endpoint of distribution system. we also simulated decreasing tendency of free chlorine through pipeline network. As the result of water quality test, all parameters were below allowable levels, but some parameters had the possibility of being over levels. So there must be more work to set up proper countermeasure for violable parameters.

Frequent hydro-meteorological events caused by global climate change and human exacerbate activities, make the water resource problem more complicated. The increasing speed urbanization brings a significant impact on the city flood control and security, water supply safety, water ecological security, water environment safety and the water engineering security in China, and puts forward higher requirements to urban water integrated management, undoubtedly which become the biggest obstacle for water ecological civilization construction, thus urgent requiring an advanced methods to enhance the effectiveness of the water integrated management. The other fields of smart ideas point out a development path for water resource development. The construction demand of smart water resource is expounded in the paper, combining the philosophy of modern Internet of things with the application of cloud computing technology. The concept of smart water resource is analyzed, the connotation characteristics of smart water resource is extracted, and the general model of smart water resource is refined. Then, the frame structure of smart water resource is put forward. The connotation and the overall framework of the smart water resource represent a higher level of water resource informationization development and provide a comprehensive scientific and technological support to transform water resource management from an extensive, passive, static, branch and traditional management to a fine, active, dynamic, collaborative and modern management.
The research assesses the performance of the water-to-water heat pump system installed in Cheongju water treatment plant for cooling and heating ventilation. In summer season monthly averaged COP is ranged from 3.85 to 4.56 according to the water source temperature, and the performance is increased as the raw water temperature is dropped. While, heating performance is increased for the high temperature water source, and the monthly averaged COP is changed from 2.92 to 3.82. The correlation of the water source temperature and the heat pump performance shows a linear tendency by the simple regression of average data. In heating, the COP of heat pump system linearly rises according to the water source temperature. In comparison, the COP in cooling linearly reduces as the raw water temperature is raised. The goodness of fit at the simple regression shows the coefficient of determination 82% in cooling, 46% in heating. The electric cost of water-to-water heat pump is reduced by 40% compared to that of air source heat pump.

Excessive outflow of pollutant loads resulting from rapid industrialization has unbalanced the water ecosystem, deteriorating the water quality environment severely. Therefore, measures for improving the water quality are necessary to maintain clean reservoir water and restore water-friendly spaces. A water quality model which is capable of simulating daily reservoir water quality was developed. The model had been applied to Masan reservoir and Wanggung reservoir in Korea. The model appeared to be satisfactory in representing the trend of water quality variations by comparing measured and simulated results. The model had been also applied to assess water purification techniques such as dredged pool, floating island and vegetation purification system. The model was considered to assess the effect of water purification techniques on reservoir water quality improvement. The results of water quality simulation for lake water purification techniques showed that a large facility would be needed to meet the targeted water quality of the reservoir when only one technique is applied. To effectively improve the quality of the polluted reservoir water, it is therefore recommended that pollutant sources should first be controlled, and a combination of the water purification techniques applied to make the utmost use of their secondary effects such as conservation of the reservoir volume capacity, establishment of a recreation space, promotion of bio-diversity, and improvement of the lake landscape.
The purpose of this work is to investigate the water quality change characteristics of treated water in water distribution systems of Water Treatment Plants (WTPs) of Jeju City. For this, the raw water, treated water and tap water that did not pass (named as not pass-tap water) and passed through the water storage tank (named as pass-tap water) were sampled and analyzed monthly from September 2001 to August 2002, for four (W, S, B and O) WTPs except for D WTP (where treated water is not supplied continuously) among WTPs of Jeju City. The concentrations of $NO_3^-$ and $Cl^-$ of treated water in distribution systems changed little, but changed seasonally, which is considered to be based on the seasonal variation of the quality of raw water. The pH of treated water changed little in distribution systems for S WTP, but for the other WTPs, the pH of not pass-tap water was similar to that of treated water and the pH of pass-tap water was higher than that of treated water. The turbidity of treated water in distribution systems changed little except for W2 of W WTP and S4 and S5 of S WTP, where it was higher than that of each treated water. The residual chlorine concentrations between treated water and not pass-tap water changed little, but those between treated water and pass-tap water changed greatly, based on the its long residence time in water storage tank and so its reaction with organic matter, etc or its evaporation. The concentrations of TTHMs (total trihalomethanes) and $CHCl_3$ that induce cancers in water distribution systems of these WTPs, were much lower than their water quality criteria and those in other cities. The concentrations of TTHMs of treated water and not pass-tap water were similar, but concentrations of pass-tap water were 1.5 to 2.0 times higher than those of treated water and not pass-tap water, due to the reaction of residual chlorine and organic matter, etc, with the result of long residence time in water storage tank.
Recently water demand is increasing as the industry prospers. The increase of water demand is followed by the increase of wastewater discharge which pollutes rivers and ground water extensively. These rivers, reservoirs and ground water are sources for drinking water and their contamination affects the quality of water supply and other potable water. In Korea there are 776 water treatment plants which supply drinking water from main rivers or reservoirs. Rivers are the biggest water source for drinking water is being contaminated, the innovation of treatment process is needed. The construction and operation of water supply facilities is under the control of the Ministry of Construction and the water supply offices of cities and provinces. However, drinking water quality is under the control of the bureau of sanitation in the Ministry of Health and Social Affairs. There are 33 items in drinking water quality standards of Korea. Trihalomethanes, Selenium, Diazinone and other three of pesticides have been included lately, The Ministry of Health and Social Affairs is planning to enhance. the level of $VOC_S$(Vola-tile Organic Compounds) standard. Drinking water quality standard is the goal to protect the quality of supply water and ground water. In order to protect the source water from domestic or industrial water, technological improvement and adequate investment should be urgently made. The ultimate goal of drinking water quality is safety and health of consumers. The more stringent the standard are, the better the water quality will be. As the drinking water quality standards become more stringent this year, various and positive solutions by the authorities concerned must be prepared.
