Evaluation and comparison of water balance and budget forecasts considering the domestic and industrial water usage pattern (생활 및 공업용수 물이용 패턴을 고려한 물수급 전망 비교 및 고찰)

  • In this study, monthly water use data were collected for 5 years from the 65 local governments included in the Han-river basin and a typical water usage ratios and patterns were calculated. The difference in water shortage was compared by considering the water usage patterns using the water balance and budget analysis model (MODSIM) and data base. As a result, it was confirmed that the change occurred in the range of -3.120% to +4.322% compared to the monthly constant ratio by period. In addition, when applying the patterns in the water balance model, 17 of the 28 middle watershed showed changes in the quantity of water shortage and the domestic and industrial water shortage would decrease about 8.0% during the maximum drought period. If it is applied in conjunction with predictive research on water usage patterns reflecting climate change, social and regional characteristics in the future, it will be possible to establish a more realistic water supply forecasts and a reliable national water resources plan.

  • The circumstance is giving the blow against fishermen with the incoming-decreasing and the difficulty of crew's supply & demand and management. In addition, the depression of the external situation like the departure of WTO system and the plan of EEZ proclaim is forcing fishery into improving their fishing condition. By this international and domestic circumstance, development of the sea water cooling apparatus for fish hold storage is demanded sincerely. First of all, we Investigated load characteristics which based on development of sea water cooling system and optimum fish hold storage. The experimental results is as follows. In creasing the speed of compressor and mass blew rate of refrigerant, the temperature of NaCl solution is low. And the load characteristics experiment on fish hold storage outlet is as fellows. As time goes by, increasing the mass flow rate of NaCl solution, temperature difference between inlet and outlet is small in a model of fish hold storage. These results provide many useful informations applicable to an actual design of sea water cooling system and optimum fish hold storage.

  • Recently, the demand of water resources is constantly increasing due to the substantial increase of population, economy, and living standard. However, it is expected that the water resources should undergo serious problems of poor quality of water as well as shortage of water supply in the near future. Additionally, thoughtless groundwater development have caused to dry river and stream. In this study, the effectiveness of dry stream protection plan is evaluated by using 3-D groundwater flow modeling for the study area which is located in Namyangju of Kyoungi Province. Aquifer tests are performed to obtain the input data of the model. To analyze causes of dry stream using modeling results that water balance is analyzed for situations of before and after closing the wells.

Determination of proper ground motion prediction equation for reasonable evaluation of the seismic reliability in the water supply systems (상수도 시스템 지진 신뢰성의 합리적 평가를 위한 적정 지반운동예측식 결정)

  • The water supply system has a wider installation range and various components of it than other infrastructure, making it difficult to secure stability against earthquakes. Therefore, it is necessary to develop methods for evaluating the seismic performance of water supply systems. Ground Motion Prediction Equation (GMPE) is used to evaluate the seismic performance (e.g, failure probability) for water supply facilities such as pump, water tank, and pipes. GMPE is calculated considering the independent variables such as the magnitude of the earthquake and the ground motion such as PGV (Peak Ground Velocity) and PGA (Peak Ground Acceleration). Since the large magnitude earthquake data has not accumulated much to date in Korea, this study tried to select a suitable GMPE for the domestic earthquake simulation by using the earthquake data measured in Korea. To this end, GMPE formula is calculated based on the existing domestic earthquake and presented the results. In the future, it is expected that the evaluation will be more appropriate if the determined GMPE is used when evaluating the seismic performance of domestic waterworks. Appropriate GMPE can be directly used to evaluate hydraulic seismic performance of water supply networks. In other words, it is possible to quantify the damage rate of a pipeline during an earthquake through linkage with the pipe failure probability model, and it is possible to derive more reasonable results when estimating the water outage or low-pressure area due to pipe damages. Finally, the quantifying result of the seismic performance can be used as a design criteria for preparing an optimal restoration plan and proactive seismic design of pipe networks to minimize the damage in the event of an earthquake.

Robustness Estimation for Power and Water Supply Network : in the Context of Failure Propagation (피해파급에 대한 고찰을 통한 전력 및 상수도 네트워크의 강건성 예측)

  • In the aftermath of an earthquake, seismic-damaged infrastructure systems loss estimation is the first step for the disaster response. However, lifeline systems' ability to supply service can be volatile by external factors such as disturbances of nearby facilities, and not by own physical issue. Thus, this research develops the bayesian model for probabilistic inference on common-cause and cascading failure of seismic-damaged lifeline systems. In addition, the authors present network robustness estimation metrics in the context of failure propagation. In order to quantify the functional loss and observe the effect of the mitigation plan, power and water supply system in Daegu-Gyeongbuk in South Korea is selected as case network. The simulation results show that reduction of cascading failure probability allows withstanding the external disruptions from a perspective of the robustness improvement. This research enhances the comprehensive understanding of how a single failure propagates to whole lifeline system performance and affected region after an earthquake.

Estimation and evaluation of irrigation water need using net water consumption concept in Jeju Island (순물소모량 개념에 의한 제주도 농업용수 수요량 산정 및 평가)

  • In order to estimate the demand for water resources planning and operation, methodology for determining the size of water supply facilities has been mainly applied to agricultural water, unlike living and industrial water, which reflects actual usage trends. This inevitably leads to an overestimation of agricultural water and can lead to an imbalance in the supply and demand of each use in terms of the total water resources plan. In this study, the difference of approaches of concept of net consumption was examined in comparison with the existing methodology and the characteristics of agricultural water demand were analyzed by applying it to whole Jeju Island. SWAT model was applied to estimate the amount of evapotranspiration, which is a key factor in estimating demand, and watershed modeling was performed to reflect geographical features, weather, runoff and water use characteristics of Jeju Island. For the past period (1992~2013), demand of Jeju Island as a whole was analyzed as 427 mm per year, and it showed a relatively high demand around the eastern and western coastal regions. Annual demand and seasonal variation characteristics of 10 river basins with watershed area of $30km^2$ or more were also analyzed. In addition, by applying the cultivated area of each crop in 2020 in the future, it is estimated that the demand corresponding to the 10-year frequency drought is 54% of the amount demanded in the previous research. This is due to the difference in approach depending on the purpose of the demand calculation. From the viewpoint of water resource management and operation, additional demand is expected as much as the net consumption. However, from the actual supply perspective, it can be judged that a facility plan that meets the existing demand amount is necessary. In order to utilize the methodologies and results presented in this study in practice, it is necessary to make a reasonable discussion in terms of policy and institutional as well as engineering verification.

Calculating virtual water for international water transactions: deriving water footprints in South Korea (국제 물거래 대비 가상수 거래량 산정 : 국내 물발자국 적용값 도출)

  • The amount of water resources identified by water balance analysis are usually used to formulate water resources plans. However, this does not consider the trade in goods between countries. It is possible to use virtual water to come up with a supply and demand plan by looking at the export and import of products. This is because it looks comprehensively at the direct water use (water resources within the region) and indirect water use (water resources of other regions from imported products). Yet South Korea does not actively use the concept of virtual water in the national water resources plan. There is difficulty with calculating and identifying the appropriate virtual water amount as many of the research papers present only few of the cases or omit the calculation process. This paper introduces detailed water footprint values for calculating the virtual water trade for South Korea. The international movement, water footprint, and virtual water trade of agricultural and livestock products are presented and compared to existing research. The water footprint and virtual water research in this paper can be utilized as baseline data for future researchers.

A Study of Useability of Ecosystem Service Assessment on Strategic Environmental Assessment (전략환경영향평가 시 생태계서비스 평가 결과의 활용가능성에 관한 연구)

  • Strategic Environmental Impact Assessment (SEA) is a decision-making process taking into account the environmental impact, economic and social impact of policies, plans, and programs at the higher stage prior to the project plan for promoting sustainable development. In this study, we analyzed the process and criteria for selecting appropriate alternatives when establishing development plan in SEA. First, the criteria for estimating changes in ecosystem services following the implementation of development project of industrial complex were presented. Second, alternative evaluations were conducted through an analysis of ecosystem service scenarios to explore suitable alternatives in Anseong. As a result, the environmental quality of selected area as the existing project site deteriorated according to the implementation of the project, and the dimensional reduction technique confirmed that the change in ecosystem service factors in project area was the optimal location. In addition, the results of the scenario assessment to explore suitable alternatives in Anseong City showed that the existing site had large capacity in terms of water quality control services (scenario 1), scenario 2 in terms of preconditioning services, and scenario 3 in terms of water supply services. The guidance of Ecosystem service assessment is expected to be available in decision-making of large-scale strategies (e.g., SEA) and projects by presenting more quantitative criteria for determining the adequacy and location feasibility of development plans and policy plans. This is expected to require various support, including legislation and revision of related laws, believed to be supported by advanced research.

Planning of Extuary Reservoirs for the Development of Water Resources -A Comparative Study of Representation Cases of Korea and Japan- (유역이수의 고도화에 대응하는 하구담수호의 계획론 -한국.일본의 대표적 사례의 비교연구-)

  • Recently, estuary reserovoirs have been actively constructed in Korea and also in Japan there are a large number of estuary reservoirs constructed. But most of the estuary reservoirs are located at the downstream of a river where geographical condition is best for the construction of an enclosing dam. And an effective utilization of water from the estuary reservoir seems to be difficult even if estuary reservoirs are considered to be the water resources the most available for their watershed. Studies on estuary reservoirs so far have been mainly concentrated on the physical and engineering problems of the dam construction itself. The purpose of the present study is to review the estuary reservoir planning in connection with the water resources development and to study a basis of the planning. First, the levels of water use in Korea and Japan were compared with those of other countries in the world. And then, some representative reservoirs were selected to study the roles of a reservoir and water-using conditions in the watershed. Based on the study, a survey was given on the relation between a dam construction upstream and an estuary reservoir construction downstream of a river. Finally, a comprehensive examination was made of the bases of estuary reservoir planning. (1) The estuary reservoir planning is deeply related to the plan for water use develo- pment in the watershed. After the upstream water resources were fully developed up to the most, water reso- urces development by an estuary reservoir should be started. (2) If an estuary lake has a capacity big enough, it can store flood discharge of the watershed without any loss and become a basic facility that will bring about the maxi- mum use of water from the watershed. (3) Estuary reservoirs store water used in the upstream watershed, so recycling of water use is attained by the reservoir. Water in the estuary lake is difficult to be fresh water in its long run. Therefore, estuary reservoir should be located at a place where polluted water is purified and refused. All the planning should be based on the assumption that water in the estuary lake is not fresh but polluted after a long time. (4) The estuary lake can only supply water to the lower basin directly. But the upstream area is benefited from the estuary lake by exchange of irrigation water sources between the lower and the upper area. So a large-scale exchange plan between new and existing water resources is important. By constructing estuary reservoirs and the exchange of water sources between upper and lower areas, the reasonable maximum use of water from the whole watershed is at- tained. (5) The big problem coming from the water resources development by an enclosing estuary is salt water intrusion into the lake. To maintain the estuary lake salt-free, multi-purpose use of the lake should be avoided. It is necessary to take such fundamental measures as abolition of back flow operation of gate, and the closing of the fish port and the fish ladder. The results mentioned above were found in this study and these results of this study could be used for the adequate planning of estuary reservoirs in connection with the maximum water use of the watershed.

Development and Validation of Reservoir Operation Rules for Integrated Water Resources Management in the Geum River Basin (금강유역의 유역통합수자원관리를 위한 저수지 운영률 개발 및 적용성 검토)

  • In recent, the integrated water resources management should consider not only existing management objects such as water supply, power generation, and instream flows but also new management objects such as water quantity, water quality, and water habitats which management system is large and complex. Moreover, integrated basin plan or operation are needed for solving conflicts problems between basins and between water usages and to maximize water resources usages. To increase use of optimization method for actual operation and apply various objects, a reservoir operation rule was developed and the KModSim's hydrologic states for integrated water resources management were tested in this study. The simulation results show that the developed operation rules applied in hydrologic states good represent the actual storages of both the Yongdam and the Daecheong Reservoirs so, it is possible to improve the water allocation method usually used in the basin management and manage the integrated basin water resources if new operating rules are applied in optimized programming.
