The Government declared 'Low-Carbon Green Growth' as the new national vision for future development to improve economic growth and quality of life through higher energy efficiency, less energy consumption, wider use of renewable energy, etc. Korea can no longer delay participating in international efforts against global warming by reducing carbon dioxide and other greenhouse gas emissions. Thus low-carbon green growth is not a matter of choice, and it becomes indispensible to sustaining the nation's economic development. The Government is determined to take the initiative in speeding up economic recovery by carrying out the large scale investment projects such as the Korean version of a 'Green New Deal. The 49 trillion-won projects include river improvement, eco-friendly transportation networks, advanced information infrastructure, water resources & dam construction, green cars & clean energy development, etc. which will create nearly one million new jobs over the next four years.
This study explores methods of allocating costs incurring from construction of environmental infrastructure among local governments involved in the project. Principles for equitable cost-allocation are reviewed, and pros/cons associated with different methods are examined. Proportional Allocation method, Shapley Value method, SCRB (Separable Cost-Remaining Benefits) method are applied to a case of swage treatment plant in Gyeongnam province region, Korea. It is found that the SCRB method produces the most equitable result, followed by Shapley method. The Proportional Allocation method, although easy to understand and simple to calculate, is found to be skewed in favor of small town.

SWRO-PRO hybrid desalination technology is recently getting more attention especially in large desalination markets such as USA, Middle East, Japan, Singapore, etc. because of its promising potential to recover a considerable amount of osmotic energy from brine (a high-concentration solution of salt, 60,000 - 80,000 mg/L) and also to minimize the impact of the discharged brine into a marine ecosystem. By the research and development of the core technologies of the SWRO-PRO desalination system in a national desalination research project (Global MVP) supported by Ministry of Land, Infrastructure, and Transport (MOLIT) and Korea Agency for Infrastructure Technology Advancement (KAIA), it is anticipated that around 25% of total energy consumption rate (generally 3 to $4kWh/m^3$) of the SWRO desalination can be reduced by recovering the brine's osmotic energy utilizing wastewater treatment effluent as a PRO feed solution and an isobaric pressure exchanger (PX, ERI) as a PRO energy converter. However, there are still several challenges needed to be overcome in order to ultimately commercialize the novel SWRO-PRO process. They include system optimization and integration, development of efficient PRO membrane and module, development of PRO membrane fouling control technology, development of design and operation technology for the system scaling-up, development of diverse business models, and so on. In this paper, the current status and progress of the pilot study of the newly developed SWRO-PRO hybrid desalination technology is discussed.

Since society rapidly change, we need accurate and rapid information. Due to complication and rapid change of national infrastructure system, we meet a limitation of 2-D information management. Currently most digital cartographic data is acquired by manual digitizing with a tablet. Recently high cost scanner is widely used and preprocessing and postprocessing software of scanning are developed, so we expect its availability. In this study, we know that scanning is more convenient than digitizing with a tablet for digital mapping, also, possibility of 3-D modeling of vectorized document is suggested. Because information rapidly provided in the planning and implementation, operation efficiency and advance are archived in water supply project. Improvement of service for need of citizen and possibility combined information system connected with other system is presented.

To control non-point source pollution at a watershed scale, rainfall-runoff characteristics from forest watersheds should be investigated since the forest is the dominant land use in Korea. Long-term monitoring would be an ideal method. However, computer models have been utilized due to limitations in cost and labor in performing long-term monitoring at the watersheds. In this study, the Geo-spatial interface to the Water Erosion Prediction Project (GeoWEPP) model was evaluated for its runoff prediction from a coniferous forest dominant watersheds. The $R^2$ and the NSE for calibrated result comparisons were 0.77 and 0.63, validated result comparisons were 0.92, 0.89, respectively. These comparisons indicated that the GeoWEPP model can be used in evaluating rainfall-runoff characteristics. To estimate runoff changes from a coniferous forest watershed with various cover degree scenarios, ten cover degree scenarios (10%, 20%, 30%, 40%, 50%, 60%, 70%, 80%, 90%, 100%) were run using the calibrated GeoWEPP model. It was found that runoff increases with decrease in cover degree. Runoff volume was the highest ($206,218.66m^3$) at 10% cover degree, whereas the lowest ($134,074.58m^3$) at 100% cover degree due to changes in evapotranspiration under various cover degrees at the forest. As shown in this study, GeoWEPP model could be efficiently used to investigate runoff characteristics from the coniferous forest watershed and effects of various cover degree scenarios on runoff generation.

The water and carbon cycles in terrestrial ecosystems are the essential database for better understanding of the causes and the current processes of climate change and for the prediction of its future change. CarboKorea and HydroKorea are dedicated research efforts to develop technologies to quantitatively interpret and forecast carbon/water cycles in typical landscapes of Korea. For this, stable isotope studies have been launched to genetically partition various components of carbon/water cycles in terrestrial ecosystems. From stable isotope studies, practical deliverables such as evaporation, transpiration and gross primary productivity (GPP) can be provided at scales from tower (footprint) to large watersheds. Such reliable field-based information will form an important database to be used for validation of the results from various eco-hydrological models and satellite image analysis which constitute main components of Carbo/HydroKorea project. Stable isotope studies, together with other relevant researches, will contribute to derive quantitative interpretation of carbon/water cycles in terrestrial ecosystems and support Carbo/HydroKorea to become a leading research infrastructure to answer pending scientific and socio-economic questions in relation to global changes.

Despite the practical limitations of calculating the amount of inflow and supply related to the operation of agricultural reservoirs, the role of agricultural reservoirs is gradually being emphasized. In particular, as interest in disaster safety has increased, the demand for preliminary measures to prepare for disasters has been rising, for instance, pre-discharging agricultural reservoirs for flood control. The aim of this study is to analyze the plans for the flood season reservoir operation considering pre-discharge period and water level limit. Accordingly, we optimized the simulation of daily storage using the ratio correction factor (RCFs) and analyzed the amount of inflow and supply using K-HAS. In addition we developed the drought determination coefficient (k) as a indicator of water availability and applied it for supplementing the risk level criteria in the Drought Crisis Response Manual. The results showed that it would be difficult to set the water level limit during the flood period in the situation of little water supply for flood control in agricultural reservoirs. Therefore, it is necessary to operate the reservoir management regulations after measures such as securing additional storage water are established in the future.
Recently, 357 water-friendly space were established near the main streams of the country through the Four Major Rivers Project, which was used as a resting and leisure space for the citizens, and the river environment and ecological health were improved. We are working hard to reduce the number of points and plan and manage the water-friendly space. In particular, attempts are being made to utilize mobile big data to make more scientific and systematic research on the number of users. However, when using mobile big data compared to the existing method of conducting field surveys, it is possible to easily identify spatial user movement patterns, but it is different from the actual amount of use, so various verifications are required to solve this problem. Therefore, this study evaluated the accuracy of estimating the number of users using mobile big data by comparing the number of visitors using mobile big data and the number of visitors using drone for Samrak ecological park located in the mouth of Nakdong River. As a result, in the river hydrophilic district, it was difficult to accurately estimating the usage pattern of each facility due to the low precision of pCELL, and it was confirmed that the usage patterns in the park could be distorted due to the signals stopped at roads and parking lots. Therefore, it is necessary to improve the number of pCELLs in the water-friendly space and to estimate the number of visitors excluding facilities such as roads and parking lots in future mobile big data processing.
Regional disparities between eastern and western regions is the most of serious problem for balanced regional development in Turkey. The Southeastern Anatolia Project (GAP) is being implemented to eliminate these regional development disparities. The work that was initially planned as predominantly for hydraulic energy production to utilize water resources of the Tigris and Euphrates rivers more effectively was later transformed into an integrated multi-sector regional development project. This study noted that this region had very limited cash crop production because of the constraints of semi-arid climate of the southeastern region, however, later, it has changed Turkey's major cotton producing region since Southeastern Anatolia Project carried out. Therefore, this study investigated background, process, and content of the Southeastern Anatolia Project with respect to high cotton productivity in this region and examined the dynamic changes of cotton productivity in this region. In addition, Sanliurfa prefecture is one of the main development axes of the Southeastern Anatolia Project, because government investments are concentrated on this prefecture. Therefore, this study examined the background and process of cotton farming growth in this prefecture. In 2011, Sanliurfa prefecture produced 37.6% of Turkey's total cotton production. This is mainly due to agricultural infrastructure expansion such as land consolidation, irrigation, roads and farm roads. Also, it is one of the main factor that subsidies paid to farmers for cotton cultivation. The introduction of irrigation has dramatically changed the direction of seasonal migration of this area. Prior to irrigation, this area had a serious social issue about out-migration for seasonal labor to other areas. However, the introduction of irrigation made this area that changed to in-migration and intramigration for cotton cultivation. Irrigation water is supplied to farmers through the WUAs (Water User Associations) that handed over irrigation water management, operation from DSI (General Directorate of State of Hydraulic Works). However, the WUAs are under the influence of Ashiret, a traditional feudal social structure. Because of this reason, it does not have an efficient management for farmers. Also, it is one of the reasons that this area does not have autonomous farmer organization.
In North Korea, there has been the considerable loss of human lives every yew due to the deficiency of foods. Thus, in order to reduce such damages, a research project should be launched to provide various information for cooperation with North Korean government, and to develop proper agricultural management system. Furthermore, based on the water resources information map generated by KOWACO (Korea Water Resources Corporation) and the environmental information system developed by MOE (Ministry of Environment), an agricultural information infrastructure of North Korea and a management system need to be effectively performed. Therefore, this research is mainly to develop the Agricultural Information Management System of North Korea (NKAIMS), which can collect, manage and analyze agricultural information and water resources utilization status of North Korea, and further support to make relevant decisions and establish the agricultural land-use plans. This research has three phases. The major outcome of the first phase is collecting the agricultural and water resources utilization data such as soils, rivers, streams, collective farms, etc., designing and building database, and developing integrated management system considering the users' requirements. The main work of the second phase is improving and reinforcing database such as adding the information of dams, land-over data, bridges, tunnels, satellite images, etc., inspecting and renewing such as importing detail attribute information of reservoirs, and improving system for more conveniently using. The third phase will be to supplement more useful functions such as statistic analysis, continually inspecting and improving database, and developing web-based system. The product of this research supports collecting and analyzing relevant data to facilitate easier agricultural activities and support effective decision making for food production in the preparation of unification. Moreover, through designing database considering sharing information and system expendability, it can support systematic data usability of agricultural information and save cost for data management.
