Derivation of Sustainability Factors of LID Facility and Strategy of Citizen Participation for Management (LID 시설의 지속가능성 관리인자 도출 및 시민참여 관리방안)

  • LID(Low Impact Development) facility classified as a social infrastructure can maintain landscape sustainability and functional sustainability through continuous maintenance and management. Since LID is a natural-based solution, the sustainability can be secured through the management of weeds, wastes and vegetation. The LID facility is distributed in the city and is an infrastructure that can be managed through citizen participation because of simple maintenance. Therefore, this study was conducted to investigate the maintenance factors affecting the sustainability of the LID facilities and to suggest measures for maintenance by investigating the participation of the peoples. The factors for landscape sustainability were derived to waste and weed management. Also the factors for functional sustainability were assessed to identification and management of dead bodies and selection of applicable soil and plant species. The citizens showed high agreement of more than 80% in the questionnaires on expanding and managing LID facilities, enacting LID ordinances, and participating in the national movement. The intention to participate in LID management linked to jobs was about 64%, indicating that LID could become a job for the vulnerable. Maintenance of the LID can easily be carried out by non-specialists, which can lead to citizen participation with low cost for each facility. The maintenance cost for citizen participation can be allocated from the social infrastructure management cost reduced by LID application of the local government and the social welfare budget of the central government.

Comparison of the CO2 Emissions Estimations among Four Tier Methods for the Facilities from Different Industrial Sectors in Korea (국내 산업 부문에 대한 온실가스 배출량 산정 방법 결과 비교)

  • There are four differentiated levels to quantify the amount of greenhouse gas emissions from a facility, which are Tier 1 to 4 based on the IPCC guidelines. In this study, the emission estimates from all tier levels were calculated to compare their total $CO_2$ emission results among themselves for seven facilities, including three sectors of electricity generation, municipal solid waste incineration, and cement manufacturing for three months between February and May 2011. Generally the measured $CO_2$ emissions by Tier 4 were higher than the calculated $CO_2$ emissions by Tier 3, which had been also observed for the power plants in the USA. It was found out that to obtain more reliable estimation for Tier 3, accurate analysis of the composition of the fuel used should be carried out. It was suggested that further refinement on the administrative guidelines be made to make it more robust.

Development of an Efficiency Calibration Model Optimization Method for Improving In-Situ Gamma-Ray Measurement for Non-Standard NORM Residues (비정형 공정부산물 In-Situ 감마선 측정 정확도 향상을 위한 효율교정 모델 최적화 방법 개발)

  • In In-situ radioactivity measurement techniques, efficiency calibration models use predefined models to simulate a sample's geometry and radioactivity distribution. However, simplified efficiency calibration models lead to uncertainties in the efficiency curves, which in turn affect the radioactivity concentration results. This study aims to develop an efficiency calibration optimization methodology to improve the accuracy of in-situ gamma radiation measurements for byproducts from industrial facilities. To accomplish the objective, a drive mechanism for rotational measurement of an byproduct simulator and a sample was constructed. Using ISOCS, an efficiency calibration model of the designed object was generated. Then, the sensitivity analysis of the efficiency calibration model was performed, and the efficiency curve of the efficiency calibration model was optimized using the sensitivity analysis results. Finally, the radiation concentration of the simulated subject was estimated, compared, and evaluated with the designed certification value. For the sensitivity assessment of the influencing factors of the efficiency calibration model, the ISOCS Uncertainty Estimator was used for the horizontal and vertical size and density of the measured object. The standard deviation of the measurement efficiency as a function of the longitudinal size and density of the efficiency calibration model decreased with increasing energy region. When using the optimized efficiency calibration model, the measurement efficiency using IUE was improved compared to the measurement efficiency using ISOCS at the energy of 228Ac (911 keV) for the nuclide under analysis. Using the ISOCS efficiency calibration method, the difference between the measured radiation concentration and the design value for each simulated subject measurement direction was 4.1% (1% to 10%) on average. The difference between the estimated radioactivity concentration and the design value was 3.6% (1~8%) on average when using the ISOCS IUE efficiency calibration method, which was closer to the design value than the efficiency calibration method using ISOCS. In other words, the estimated radioactivity concentration using the optimized efficiency curve was similar to the designed radioactivity concentration. The results of this study can be utilized as the main basis for the development of regulatory technologies for the treatment and disposal of waste generated during the operation, maintenance, and facility replacement of domestic byproduct generation facilities.

  • To maintain sustainability of nuclear energy as an important energy source, both safety problem and Spent Nuclear Fuels(SNFs) problem should be solved. In case of Gen-IV reactors such as fast reactor, SNFs can be used as fuels by using fast neutrons. It can be a suitable treatment method of high-level waste in near future. Liquid metals such as Sodium or Lead-Bismuth Eutectic (LBE) can be possibly used as a coolant to use fast neutrons. In this paper, it was described that natural circulation parameter studies, design analyses, material selections and a completion of facilities. To develop a natural circulation facility, thermal hydraulic analyses were performed. Installation technique of liquid metal natural circulation were secured.

Combustion Study of 1MWe Circulating Fluidized Boiler for RDF (1MWe급 순환유동층 열병합 보일러 운전연구)

  • A pilot scale circulating fluidized boiler (CFB) for refuse derived fuel (RDF) is designed and constructed to demonstrate a performance of CFB technology for waste fuel utilization. The boiler has a design capacity of 6 MWth with $400^{\circ}C$ 38 ata steam generation performance. The maximum steam rate of the boiler was about 8 ton/h. The main component of the fuel was RDF (Refuse Derived Fuel) with high volatile contents and showed fast ignition and easy combustion. The pilot plant showed over 99.5% of combustion efficiency. Stable operation of RDF CFBC depended on the content of non combustion materials other than ash and fast removal of them. Emission level was under legal limit except that of HCl without external flue gas treatment facilities. Also about 60% of fuel chlorine was absorbed to fly ash particles. For HCl emission control flue gas treatment technology is required such as wet and dry scrubber in order to comply with Korean regulation.

A Study on Applicability of the Bonded Area as a Countermeasure of the Change of Chinese Processing Trade System (중국 가공무역제도 변화에 따른 중국 보세구역의 활용방안에 대한 연구)

  • Since China reformed and opened up itself, processing trade system has enormously contributed to chinese economic development and also become driving force of chinese economic growth. However, due to imbalance of industrial distribution, overproduction of labor-intensive product has expanded, and as a result, mass export of low-value-added products has aggravated trade friction. Also, these low-value-added products has caused environmental pollution and brought resource waste. On this, Chinese government start to modify system according to strategy for enhancement of processing trade. In this study, as a countermeasure of the Change of Chinese processing trade system, applicability of the bonded area is suggested. Firstly, even if a company's item is applied to prohibited or restricted items, the company can trade if through the bonded area. Secondly, even if a company has duty of deposit reservation, the company can be exempt from duty of deposit reservation if through the bonded area. Thirdly, as to importing facilities for processing trade, a company can receive more benefit through the bonded area than through outside of the bonded area.

Priority Management Using the QGIS for Sources of Contaminated Soil in Gyeonggi-do Province (QGIS를 이용한 경기도내 토양오염원의 중점관리 지점 선정)

  • Object: The purpose of this study was to select priority points for soil management using the location of groundwater and to suggest this method for soil contamination surveys. Method: Groundwater impact range was set to an area of 100 to 500 meters from the center point of agricultural groundwater wells. Data on industrial complex and factory areas, areas of stored or used ores and scrap metals, areas associated with waste and recycling, and traffic-related facilities areas were collected and checked for whether they fall within the groundwater impact range. Longitude and latitude coordinates of these data were mapped on the groundwater impact range using QGIS (Quantum Geographic Information System). Results: Considering the groundwater impact range, the points were selected as follows: 589 points were selected from 6,811 factories and 259 points were selected from 1,511 recycling business points. Traffic-related facility areas were divided between gas stations, bus depots, and auto mechanics. Thirty-four points were selected from 149 bus depots and 573 points were selected from 6,013 auto mechanic points. From the 2,409 gas station points, 323 were selected. Conclusion: Contaminated soil influences groundwater and crops, which can harm human health. However, soil pollution is not easily identified, so it is difficult to determine what has occurred. Pollution must be prevented beforehand and contaminated soil found. By selecting and investigating soil contamination survey points in consideration of the location of groundwater wells, we can safely manage water resources by preventing groundwater contamination in advance.

Hydrogeological Performance Assessment for Underground Oil Storage Caverns (지하유류비축시설 수리안정성 평가방안)

  • There are Common aspects between the underground oil storage cavern and the radioactive waste disposal facility. Both facilities use appropriately the intrinsic natural berrier characteristics of the rock mass and additionally the engineered barrier system for the long term safety. The geological structures and their hydrogeological characteristics in a faactured rock mass act a major role in the safety and performance of the underground oil storage facility through the design, construction and the operation stages. Because the fracture system distributed in a fractured rock block is complicated owing to their own geometrical and hydrogeological attributes, the hydrogeological perforrmrnce of the facility would depend mainly upon the understandings of their characteristics. This study reviews the uncertainties and key issues which have to be considered to analyse the groundwater flow system in a fractured rock mass and proposes the techniques applicable to characterize the hydrogeological parameter.

Assessment of Water Pollution by the discharged water of the Abandended Mine

  • Several metalliferous and coal mines, including Myungjin, Seojin and Okdong located at the upper watershed of Okdong stream, were abandoned or closed since 1988 due to the mining industry promotion policy and thus disposed an enormous amount of mining wastes without a proper treatment facilities, resulting in water pollution in the downstream areas. AMD and waste effluents from the closed coal mines were very strongly acidic showing pH ranges of 2.7 to 4.5 and had a high level of total dissolved solid (TDS) showing the ranges of 1,030 to 1,947 mg/L. Also heavy metal concentrations in these samples such as Fe, Cu, Cd and anion such as sulfate were very high. These parameters of AMD and effluents were considered to be highly polluted as compared to those in the main stream area of the Okdong river and be major pollutants for water and soil in tile downstream area. Pollution indices of the surface water at the upper stream of Okdong river where AMD of the abandoned coal mines was flowed into main stream were in the ranges of 16.3 to 47.1. On the other hand, those at the mid stream where effluents from tailing dams and coal mines flowed into main stream were in tile ranges of 10.6 to 19.5. However, those at the lower stream were ranged from 10.6 to 14.9 These results indicated that mining wastes such as AMD and effluents from the closed mines were tile major source to water pollution at the Okdong stream areas.

A Study on Separated Collection and Recycling in Apartment Housing Areas in Taegu Metropolitan City (대구시 아파트지역의 분리수거 및 재활용에 관한 연구)

  • Recycling is receiving increasing social attention today as our nation begins to grapple with the significant problems caused by huge amount of municipal solid waste. The topic of recycling is not simple but extremely complicated. This study attempts to provide basic data and policy options for expanding and improving separated collection and recycling in public residential areas, through three case study of apartment housing areas in Taegu Metropolitan City. The main results of this study are summarized as follows. For the significant period of time, all three case areas had in common the extreme difficulty in establishing and operating the system of connecting public participation, collection and storage, transportation, and actual recycling of materials because of a variety of problems involved in this process. Both amounts of and prices for collected materials fluctuated considerably over time mainly due to monthly changes in recyclable home materials and the dynamic nature of recycling markets. Public questionnaire survey revealed the very high level of participation in separated collection, not only because almost all respondents well understood the necessity and importance of recycling, but because they also knew how to do separated collection. But overall activities were rated low and most respondents suggested the enlargement of public participation, the improvement of collection and storage facilities, and collection transportation networks. In particular, most respondents had little experience of using recycled Products and used mainly reproduced soap and bathroom tissue. Furthermore, they were considerably unsatisfied with low variety and quality of recycled products, their high prices and low availability in the market. Finally potential policy options and activities for improving separated collection and recycling are suggested.
