As a ritual of modern people is getting higher, the safety assessment of the structure related to people has become the most important part in the process of the design. Especially, in the case of a ship, as regulations about the safety of passengers and the pollution in the ocean are strictly reinforcing, the safety assessment has become the most important part in the process of the design. However, because the established safety assessment is mostly depend on the experienced theory, it is so difficult to assess the safety considering a lot of situations such as various ocean environments, the mistake of sailors and emergency situations. As the way to solve this problem, lately the study of the simulation using a computer has been processed. In this paper, we suggested network-based simulation system framework using HLA (High Level Architecture) among many kind of simulations to assess the safety of the ship. Because HLA has already become a standard of the future simulation system in the U.S. DoD(Department of Defense) and Korea army, we expect to raise the possibility in the future. In addition, because HLA makes a standard of documents and a reused component(Federate) of simulation(Federation) by OMT(Object Model Template) and RTI(Runtime Infrastructure), we expect that this study will be developing the safety assessment of ship as well as operation in warship and cooperation with another applications.

The fourth industrial revolution is the first topic thrown by Klaus Schwab at the Davos World Economic Forum in January 2016, meaning the next industrial revolution led by the Internet of Things (IOT), artificial intelligence (AI), robot technology and life sciences. In addition, in our lives, humans, computers and machines are connected organically, and organic relationships are evolving and developing at a furious rate in all areas of life. Since the 1953 armistice agreement, South Korea has remained in a state of confrontation with North Korea, and there have been continued fighting by the North, including naval skirmishes in the West Sea, artillery attacks on Yeonpyeong Island, the sinking of the Cheonan warship, and unmanned aerial vehicles and ankle mines. To prepare for such a local initiative, our military is constantly preparing and will have to strengthen its combat capabilities by developing and introducing advanced military equipment. After all, the military drone industry linked to the Fourth Industrial Revolution following the development of new war should continue its research on military drones in line with accurate diagnosis and the rapid development of future science and technology and IT technologies.

The demand that needs 'Digital Legacy', a notion that an Internet user can transfer his private blogs, e-mail and financial assets to inheritors and party interested when he died suddenly in the accident, has been growing recently. This issue has become a social hot potato since Justine Ellsworth's father in USA sued Yahoo for the right to access his son's Yahoo e-mail account after Justine Ellsworth had died in Iraq, in November, 2004 and the problems happened to deal with suicide-related blogs and homepages when great entertainers in Korea committed suicide and soldiers' parents in the situation of warship Chonan tragedy in Korea demanded access to soldiers' homepages and e-mail accounts. The point at issue focuses on the property matters about the digital information of the deceased and the relationship between the deceased and the Internet Service Provider(ISP). This research looks into the trend of judicial precedents and laws related to the digital information of the deceased and suggests the preliminary data of the next research.

This paper describes two kinds of personal hand-held electronic devices to support marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

When analyzing the effectiveness of a defense system in a virtual battlefield with a simulation model is referred to as forward simulation, reverse simulation is required to design a good defense system with high effectiveness. That is, using the simulation model, it is necessary to find the engineering factors, measures of performance, and operational tactics that are demanded to achieve high effectiveness of the system. However, the efficiency of reverse simulation is still a concern since many replications of forward simulation are required for conducting reverse simulation. In this paper, we introduce various efficient algorithms to reduce the number of replications and a reverse simulation tool for utilizing these algorithms easily. The tool allows practitioners to easily and efficiently conduct reverse simulation for design a good defense system based on simulation models. This is demonstrated with the case studies on the design of warship's defense system and the design of military network system.

Modern combat has been extended to the concept of real-time response to a variety of threats simultaneously occurring in vast areas. In order to quick command determination and accurate engagement in these threats, the combat system has emerged in frigate. Frigates conduct anti-surface, anti-submarine, and anti-aircraft as the core forces of the fleet. In this study, the combat effectiveness measures naval frigates using AHP (analytic hierarchy process) method. A hierarchical structure for measuring the combat effectiveness was developed, and weights of criteria were calculated by expert surveys and pair-wise comparisons. In addition, the combat effectiveness of frigates was synthesized and compared. The weights for each attribute were calculated, and the weights for the three main attributes were in the order of act (0.594), evaluate (0.277), and see (0.129). As a result of calculating the weight, anti surface warfare (0.203) was the highest. The combat effectiveness of FFG Batch-III, which has advanced hardware and software and improved combat system capabilities, see (1.73 to 2.56 times), evaluate (1.68 to 2.08 times), and act (1.31 to 3.80 times) better than the comparative frigate. In summarizing the combat effects of the frigate, FFG Batch-III was 1.41~2.95 times superior to the comparative frigate. In particular, a group of experts evaluated the act importantly, resulting in better combat effectiveness.

In order to improve the propeller cavitation performance composed of Cavitation Inception Speed (CIS), cavitation extent and pressure fluctuation, it needs to improve the wake distribution that flows into the propeller. The warship propeller cavitation is strongly influenced by the wake created at the V-strut of various appendages. The inflow characteristics of the V-strut were investigated using Computational Fluid Dynamics (CFD) and the twisted angles of the V-strut were aligned with upstream flow. The resistance and self-propulsion tests for the model ship with the existing and modified V-struts were conducted in Towing Tank (TT), and wake distribution, CIS, cavitation observation and pressure fluctuation tests were conducted in Large Cavitation Tunnel (LCT). The propeller behind the modified V-strut showed better cavitation characteristics than that behind the existing V-strut. Another model test was conducted to investigate rudder cavitation performance by the change of the V-strut. The rudder cavitation characteristics were not improved by the change of the operating conditions. On the basis of the present study, it is thought that the stern appendages for better propeller cavitation performance would be developed.
According to the Article 86 of the United Nations on the Law of the Sea(UNCLOS) the provisions of high seas apply to all parts of the sea that are not included in the exclusive economic zone, in the territorial sea or in the internal waters of a State, or in the archipelagic waters of an archipelagic State. Article 87 also stipulates the freedom of the high seas. International laws on the flight over the high seas are found as follows; Firstly, as far as the nationality of the aircraft is concerned, its legal status is quite different from the ship where the flags of convenience can be applied practically. There is no flags of convenience of the aircraft. Secondly, according to the Article 95 of UNCLOS warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military(or state) aircraft over the high seas have also complete immunity from the jurisdiction of any State other than the flag State. Thirdly, according to the Article 101 of UNCLOS piracy consists of any act of voluntary participation in the operation of a ship or of an aircraft with knowledge of facts making it a pirate ship or aircraft. We can conclude that piracy can de done by a pirate aircraft as well as a pirate ship. Fourthly, according to the Article 111 (5) of UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. Fifthly, according to the Article 110 of UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an authorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. Sixthly, according to the Article 1 (5)(dumping), 212(pollution from or through the atmosphere), 222(enforcement with respect to pollution from or through the atmosphere) of UNCLOS aircraft as well as ship is very much related to marine pollution. Seventhly, as far as the crime on board aircraft over the high seas is concerned 1963 Convention on the Offences and Certain Other Acts Committed on Board Aircraft(Tokyo Convention) will be applied, and as for the hijacking over the high seas 1970 Convention for the Suppression of Unlawful Seizure of Aircraft(Hague Convention) and as for the sabotage over the high seas 1971 Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation(Montreal Convention) will be applied respectively. These three conventions recognize the flag state jurisdiction over the crimes on board aircraft over the high seas. Eightly, as far as reconnaissance by foreign aircraft in the high seas toward the coastal States is concerned it is not illegal in terms of international law because its act is done in the high seas. Ninthly as for Air Defence Identification Zone(ADIZ) there are no articles dealing with it in the 1944 Chicago Convention. The legal status of the foreign aircraft over this sea zone might be restricted to the regulations of the coastal states whether this zone is legitimate or illegal. Lastly, the Arctic Sea is the frozen ocean. So the flight over that ocean is the same over the high seas. Because of the climate change the Arctic Sea is getting melted. If the coastal states of the Arctic Sea will proclaim the Exclusive Economic Zone(EEZ) as the ocean is getting melted, the freedom of flight over that ocean will also be restricted to the regulations of the coastal states.

Environmental regulations, which are discussed through the International Maritime Organization, focus on two aspects: the economic supply of fuel oil and, ultimately, securing next-generation energy sources. At present, there are limitations in relation to the basic quality of fuel oil and the direct relation through basic quality when applied to ships and traps in relation to environmental regulations, and the standard for the basic quality of fuel oil is generally used. There are many cases where the composition is very complicated, and the interpretation and analysis of basic quality deviate from the range of the basic standard. In other words, it is difficult to classify and apply the problem when analyzing it in connection with fuel quality and ship operations. In this paper are various factors for the basic quality of fuel oil, and a proposed possibility for the scope of the standard.

As a concept that commercial parts are applied to weapon systems, Commercial Off-The-Shelf(COTS) was not well-received at a time when defense technology led commercial technology. However, the exponential growth of IT and the rapid expansion of commercial industry have made possible to make the cost low through mass production system within a short period, and the benefit of cost and schedule has been highlighted, triggering commercial parts to be applied to weapon systems. In order for commercial technology to be used in defense weapon systems, its performance in an extremely restricted condition of combat environment should be guaranteed. Generally, commercial parts have fundamental limitation in that the design and production requirements for commercial parts are different from those for the military. Therefore, it is required to confirm that commercial parts can be used for weapon systems through the approach of system engineering. This study presents the process tailored to characteristics of marine defense system and the method of analyzing its restricted condition in order to apply COTS to marine defense system. The study classifies the restricted conditions into general and special environments, suggests detailed process, and suggests useful tools to select appropriate items adapted to these restricted conditions in the commercial market. Lastly, as a case study for COTS applied to marine defense system, the study finds out the analysis results of application of COTS and restricted conditions of the warship electric system.
