Maximum User Utility on Contents Delivery System with Multiple Priority Classes

  • For contents delivery systems, the service is considered in which the utility depends on each priority class. This paper deals with the multiple priority class of the contents delivery system from the viewpoint of the utility. The willingness to pay (WTP) is introduced as a measure of utility, and the optimum condition is analyzed to maximize the total user's utility. For the system with multiple priority classes, the optimum condition is given in terms of the traffic load, wating time for service for each priority class. Systems with the priority classes, 1, 2 and 3 are analyzed, and the effect of the number of priority classes is examined.

  • This paper presents the economic validity with the cost/benefit analysis on establishing R&D Supreme Academy. To evaluate the profitability of R&D Supreme Academy, willingness to pay (WTP) is measured by contingent valuation method (CVM) and then the net present value (NPV), internal rate of return (IRR) and benefit/cost ratio(BCR) are calculated. The results of economic evaluation verified that the establishment of R&D Supreme Academy is timely and effective in an economic perspective.

Economic Values of Freshwater Ecosystem Services from Demand and Supply Perspectives (수요 및 공급측면에서 평가한 하천 생태계서비스의 경제적 가치)

  • This study aims to estimate the values of freshwater ecosystem services from demand and supply perspectives. From demand side, unit-values of ecosystem services are derived from Environmental Valuation Information System (EVIS) and aggregated to 5 main watersheds in Korea. The derived unit-values are based on the willingness to pay estimates per household from stated preference methods. The nation-wide average total values of water quantity supply, water purification, and natural disaster control are estimated as 501.2, 410.4, and 242.4 billion won/year, respectively. From supply side, we examine the direct and indirect public expenditures (or investment) in 2013 to improve freshwater ecosystem services by the government. The total sum of government expenditures corresponds to 8,882 billion won in 2013, where 12.9, 81.3, 0.3 and 5.3% are spent to improve provisioning, regulating, supporting and cultural services, respectively, indicating that most efforts are concentrated in enhancing regulating services.

  • The purpose of this study is to analyze the economic feasibility of Busan Regional Central Library. The four candidate sites were included for the analysis. To achieve the purpose of this study, we applied three types of indices such as Benefit-Cost analysis, Net Present Value, and Internal Rate of Return. We used CVM(Contingent Valuation Method) to calculate the benefit; we conducted two investigations to calculate WTP, which are for pretest and for main survey. From results of pretest, we designed five optimal prices. On the basis of them, main survey was accomplished to figure out WTPs for four candidate sites. The results show that four candidate sites were all feasible from an economic point of view. Of these, the Busan Citizen Park site got the highest point of B/C ratio.

Economic Valuation of Green Spaces for Residents in non-Capital Areas (비수도권 주민들의 녹지공간 경제가치 추정)

  • This paper aims to examine economic values of green spaces for non-Capital areas that have been rarely studied. Choice experiments were applied to two dissimilar but adjoining areas: The City of Jeonju and Wanju County. Split-sample surveys allowed to compare between apartment dwellers and single- or multi-family house dwellers, and across differing types of green spaces. According to the results, significant and substantial preferences might prevail not only for large cities, but also for agricultural areas. The mean willingness-to-pay (WTP) values of apartment dwellers for the view of a river/lake or mountain were generally smaller than those of Seoul, while the overall access values showed the opposite relationships. House dwellers in Jeonju showed substantially larger economic values for green spaces than those of the counterparts in Seoul, except for the access value of a river/lake. The findings grant follow-up studies investigating the reasons for the anomalous preferences particularly in Jeonju and identifying new management policies for non-Capital areas.

  • 수돗물에 대한 국민적 불신과 불안의 해소는 K-water의 정책목표로서 지난 10여년 동안 추진되어온 중점과제이다. 특히 수돗물에 불신으로 직접 음용하는 비율이 1~6% 내외에 불과하고 이로 인해 많은 사회적 비용이 발생하고 있는 것이 현실이다. K-water에서는 수돗물에 대한 오해를 불식시키기 위해 '14년부터 건강한 수돗물을 공급하는 스마트워터시티(Smart Water City, 이하 SWC) 구축사업을 시작하였다. SWC사업은 권역별로 거점 도시를 구축해 추진 중이며, 북부권(파주시, 송산그린시티), 중부권(세종시), 남부권(부산에코델타시티) 중 수도권지역본부는 파주시를 대상으로 시범 사업을 실시하였고 전국적 확산을 위해 2015년 '건강한 물 공급 확대 및 SWC 구축 중장기 계획'을 수립하였는데 2024년까지 총 2,940억원이 투입될 예정이다. SWC 사업의 지속적인 추진을 위해서는 충분한 재원의 확보가 뒷받침되어야 하며 수도 요금 인상요인도 발생할 것으로 전망되어 이에 대한 대응방안을 마련하는 것도 필요하다. 상수도 요금의 설정방법은 다양하지만, 본 연구에서는 SWC 사업이 위수탁대가 및 상수도 요금에 미치는 영향을 분석하고, "지불의사금액"(Willingness to Pay:WTP)과 함께 가계소득과 가계지출을 기반으로 한 수익자의 "지불가능금액"(Affordability to Pay : ATP)을 추계하여 적정 상수도요금 수준을 검토하고자 한다.

Estimation of Economic Valuation of Forest Landscape Function Using Conditional Logit Model (조건부 로짓 모델을 이용한 산림경관기능의 경제적 가치 평가)

  • The purpose of this study is to estimate economic value of forest landscape function using conditional logit model, applied by Choice Experiment. For the study, we have chosen attributes and levels of forest landscape. In specific, topographical forest type, forest type, forest density, recreational factor (side trip, accessibility of valley) and WTP were included in attributes. Based on factors, we have made 48 choice sets with Balanced and Orthogonal form using SAS 9.1. The efficiency of questionnaire was 6.02 (D-Error: 0.1) and choice set and socio-economic variable were selected. In order to reduce cognitive load of respondent, 96 choice sets were divided into 4 types in questionnaire so that respondent could respond to 12 choice sets respectively. Population was citizens from 7 metropolitan cities including Seoul, and the interview survey was conducted to find out average annual WTP per household for the total 280 interviewees. As a result, In the Non-ASC model, Mcfadden' ${\rho}$ had 0.21, and Log Likelihood: -2,631. Average annual WTP per household for forest landscape was 266,723 Won(Korean currency).

  • There has been some debates about zero willingness to pay in contingent valuation method research. Therefore, this paper tries to estimate and compare the results of various models to handle zero willingness to pay responses. For this purpose, we have employed parametric estimation such as the mixed model and the spike model, as well as non-parametric estimations. As a result, these models derived WTP estimate different from conventional model, but they also show some weakness. Therefore, in future research, more conservative estimate of the model should be to use rather than specific model.

  • Although renewable energy sources are more environmentally friendly than fossil energy sources, they are far more costly and hard to survive in the electricity market. For a competitive renewable electricity, the government should take 'visible' actions to compensate higher production costs. Popular policies, such as Feed-In-Tariff and Renewable Portfolio Standards, are financed by an undifferentiated increase of electricity bills (a collective financing mechanism) but are occasionally confronted with the opposition of the electricity consumers. This paper discusses the consumers' willingness to pay for renewable energy in order to back up the voluntary financing mechanism, the Green Pricing. The Tobit analysis of a consumer survey shows that the consumer's WTP is positively influenced by his environmentally friendly activities under both financing mechanisms. The knowledge on renewable energy is statistically significant only under collective financing mechanism.

  • In Korea, the concentration for the use of urban railroads is comparatively high during peak hours. In case of road traffic, overcrowdness leads the increase of total travel time and cost naturally but this does not happen in railroad systems because of fixed operational interval. Thus, passenger's disutility is generated physically and mentally from congestion increment. The increase of railroad capacity from new transit lines and expansion of existed lines contributes traveler's comfort benefits to rising. However, present evaluation guidelines for feasibility studies of road and railroad projects do not include any valuation methodology about passenger's comfort benefits. Therefore, in this research, various factors affecting comfort benefits are reviewed and stated preference survey is performed in order to estimate traveler's comfort benefits for congestion reduction. In addition, willingness to pay for congestion avoidance is calculated from that stated preference survey based on Tobit Model. As a result, detailed unit for willingness to pay according to congestion reduction is proposed in this study.
