International Competitiveness and Export Features for Korea's Clothing Industry (한국 의류산업의 국제경쟁력 위상 변화와 수출 특성 연구)

  • During 40 years, clothing industry which took a charge of a pivotal role to lead Korea's economy development falls in a harsh state to maintain an international competitiveness by means of low wage-based-export and tech-deficit-past competitive advantage. From January first 2005 when the World Trade Organization started that developed countries abolished import quota on textile and apparel products. Therefore, the purpose of this study is to analyze Korea's apparel international market share, grasp Korea's apparel international competitiveness position, and examine the export features to enhance international competitiveness. We targeted members of Korea Apparel Industry Association among the 500's exporters of textile and clothing items in 'The Import and Export Textile Product 2003' Total 70 sheets were used of final data analyzing. Also, the statistical data of WTO wereselected for inquiry about the position of international competitiveness of clothing products made in Korea. First, the comparative analysis of the amount of export and international market share of each country's clothing products to capture the position of Korea's international competitiveness of clothing industry under the statistical data of WTO showed that Korea's international market share has been decreasing since 1989, and ranked in the 19th showing 1.31% in 2004. Second, as concerned with Korea's clothing export features, the experience of clothing companies in Korea was uniformly distributed like less than 10 to 30 and more than 30 years and knitted and woven male and female wears which cost mid price were exported to U.S.A. and Europe and Japan. Export items wereusually manufactured by Original Equipment Manufacturing way and directly exported through an exclusive responsible part for export.

Comparison of Development and Marketing Strategies of Airbus and Boeing (에어버스와 보잉사의 대형민간항공기 개발 및 마케팅 전략 비교 연구)

  • For the next two decades the civil aviation industry is expected to grow. Both Airbus and Boeing predict a delivery of almost 20,000 new Large Civil Aircraft (LCA). LCA is defined as a large civil jet aircraft with 100 seats or more. Airbus offers the Superjumbo, A380 (>555 seats), while Boeing presents the Dreamliner, B787 (200 – 300 seats). Their philosophies are very different. In the wake of B787, Airbus intends to offer a new aircraft, A350, as the competitor against B787, with the same engines developed for B787. The U.S. government pushed by Boeing, on the day of October 6, 2004, filed a suit against Airbus for wrongful subsidy to the World Trade Organization (WTO). A brief overview is given on the LCA development status in the world commercial aircraft market. Since there have been little changes in engine and avionics manufacturers in the LCA industry, the airframe area only is the object of this study. An analysis is carried out to find out the differences in development and marketing strategies of two major LCA manufacturers, Airbus and Boeing. The authors predict that Boeing will recapture its No. 1 position soon, while the leading edge in technology may be slipped away from Boeing.

A Study on Estimating Tourism Elasticities using Autoregressive Distributed Lag(ARDL) model (ARDL 모형을 이용한 관광탄력성 추정에 대한 연구)

  • This study was to investigate the elasticity in tourism demand of Chinese tourists visiting Malaysia through ARDL models by using Chinese tourists arrivals, GDP, CPI, transportation costs and others. When China was implementing an open-door policy with foreign countries in the early 15th century, the movement of Chinese was very limited, and then communication between China and other countries was very weak. However, the Chinese government persistently and entirely implemented an open-door policy by participating in the World Trade Organization(WTO) in 2001. The Chinese government has opened the economy through foreign direct investment by providing various incentives for foreign investment. As a result, inbound and outbound Chinese movements increased in the early 21st century. China was one of the top five most visited tourist destinations in the world by 2016, and also Chinese tourists traveling abroad increased, so they made Malaysia a popular tourists destination because of increase sharply to around 1.41 million. This study examined the significance of major economic factors affecting the increase in Chinese tourists arriving in Malaysia. Other factors that induced their arrival included income, tourism prices, transportation costs and promotional activities. Short-run shocks from the Asian economic crisis and the outbreak of SARS were included to understand how tourism demand in Malaysia was affected. Finally this study found that the combination of the ARDL and the Error Correction Model were useful to statistically estimate the elasticities of tourism demand.

Settlement of Private Commercial Disputes under the FTA (FTA하에서의 사적 상사분쟁의 해결)

  • This age is called the age of global trade, and the World Trade Organization is a forerunner in promoting the global free trade through multilateral negotiations as the global level. On the other hand, regional economic cooperation such as North American Free Trade Agreement(NAFTA) is appearing, saying that promotion by WTO takes too much time. As is known to everybody, Europe is on the way of integrating member states through EU not to mention economic cooperation. Even in Asia such tendency is shown through ASEAN, Korea, China and Japan in Northeast Asia share geographical proximity, many common historical experiences, and similar cultural norms and values although they have disparities in stages of development, trade and economic policies, and financial and legal frameworks. Under the situation, efforts have been made between three countries of Korea, China and Japan for the conclusion of investment agreements including FTA. If the conclusion of the FTA between the three countries would be realized, it would promote regional trade and investment, contributing to economic growth in the Northeast Asian region. The writer in this paper reviewed the settlement of private commercial dispute including investment dispute arising from the FTA and investment agreements. The investment dispute is quite different from an ordinary commercial dispute arising from commercial transactions in view of disputing parties, applicable laws and rules, etc. Therefore it is a problem of vital importance that the parties interested in investment under the FTA as well as the relevant investment agreement should understand and cope with the settlement mechanism of investment disputes arising therefrom. The ICSID Convention provides facilities for the conciliation and arbitration of disputes between member countries and investors who qualify as nationals of other member countries. All contracting states of the ICSID Convention are required by the Convention to recognize and enforce the ICSID arbitral awards. The New York Convention(formally called "United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards") is also applicable for the enforcement of arbitral awards to be rendered under the FTA. As to applicable rules, the UNCITRAL Arbitration Rules may be required for the settlement of investment disputes under the FTA. This Rules has adopted by the internationally recognized arbitral organizations although it was developed primarily for use in ad hoc arbitration. The promotion of arbitral cooperation may be realized through agreements between arbitral institutions. Especially under the NAPTA system, a central common system was established to resolve jointly private commercial disputes arising from such free trades by the initiative of arbitral organizations among the member countries. It is called Commercial Arbitration and Mediation Center for the Americas(CAMCA), which may be a good example for the settlement promotion of the private commercial disputes between Korea and other relevant countries.

Introduction of risk analysis for movement of aquatic animals in Korea (수산동물의 이동에 대한 위험분석의 도입)

  • Aquatic animal diseases control act which is to assure the prevention of outbreak and spread of aquatic animal diseases in Korea has come into effect since 22 December 2008. In order to prevent outbreak and spread of aquatic animal diseases, risk analysis is newly introduced. The introduction of risk analysis for movement of aquatic animals related to implementation of recommendation of the World Trade Organization (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures and should be conducted in accordance with guidelines of OIE Aquatic Animal Health Code. This report involves gathering and analysing the information of international regulation and situations of risk analysis framework in Korea for movement of aquatic animals.

Temperature Control Algorithm for Reefer Container (냉동컨테이너 온도 제어 알고리즘에 관한 연구)

  • Fresh agricultural product in Korea are currently being exported overseas through expensive air transportation, supported by the governments's farm export subsidies. However all members of the World Trade Organization(WTO) must halt government subsidies by 2023. Accordingly, it is necessary to use marine transport capable of carrying freight at low cost. Reefer containers are used for marine transportation of fresh produce but it have a problem due to the temperature difference inside the reefer container which causes of fresh cargo and drop in freshness during sea transportation. In order to solve the problem, we developed a temperature control algorithm for reefer container that maintain a constant temperature and minimizes the deviation inside reefer container. The result showed that the maintained a constant temperature within a maximum of $0.5^{\circ}C$ based on the set-point of $4.0^{\circ}C$ inside reefer container.

Measures of International Standardization in Korean Landscape Drawing Practice (한국 조경제도의 국제표준화 방안)

  • WTO/TBT aims to reduce impediments to trade resulting from differences between national regulations and standards. Where international standards exist or their completion is imminent, the Code of Good Practice says that standardizing bodies should use them, or the relevant parts of them, as a basis for any standards they develop. Drawing is a formal and precise way of communicating information about the shape, size and, features. In addition, drawing is a part of the universal language of engineering. However there are many differences between international landscape drawing standard ISO 11091 and Korean landscape drawing practice(KLDP). The result of a comparison of ISO 11091 with KLDP and suggestions for international standardization of KLDP are summarized as follows. First, Among the 33 kinds of conventions from ISO 11091, 2 similar kinds and 15 different kinds from KLDP and 16 kinds of conventions which exist only in ISO 11091 appeared-for the international standardization of KLDP, it is necessary to make an extensive alteration of KLDP. Second, Europe Unity countries accepted ISO 11091 and are using it as their national standard for landscape drawing. Even Japan has accepted ISO 11091 on their civil engineering drawings and is using it as their national standard. Therefore, we need to hasten KS standard enactment based on ISO 1091. Third, For the KS standard of construction drawings, the degree of international standardization is rising even though there are still differences from the ISO standard. Therefore, since the burden on the international standardization of KLDP is expected to be weighed, preparations should be quickly brought about in the practice fields. Fourth, Since in the landscape planting ordinances of local independent governments is the standard presented by categorizing trees into evergreen and deciduous, such parts should be modified and introduced when enacting the KS standard based on ISO 11091. Fifth, For the enactment of the KS standard for landscape drawings, a wide range of opinions should be collected by the relevant landscape organization by installing a committee, and based on its recommendation, an application for the KS standard enactment of landscape drawing should be made to the chief of Ministry of Knowledge Economy.

A Benchmarking Study on Engineering Project Delivery System - A Case Study FIDIC & U.S. Governmental Regulation - (엔지니어링 입·낙찰제도 해외사례 벤치마킹 연구 - FIDIC과 미국 제도를 중심으로 -)

  • Korean engineering firms need to improve their performance in order to stay competitive in the globalize environments which has been led by some international movements including World Trade Organization (WTO) and Free Trade Agreements (FTA). There have been various activities and researches focusing on how to improve competitiveness of Korean engineering firms and the out-of-fashion Engineering Project Delivery System (EPDS) has repetitively identified as one of main barriers to deter advancements of Korean engineering industry. Therefore, this research attempted to investigate global standards of EPDS such as International Federation of Consulting Engineers (FIDIC), American Federal Acquisition Regulations (FAR), Brooks Act, and so on. The procedures of international EPDSs along with a few case studies were comprehensively analyzed and compared with Korean EPDS in order to propose recommendations of improving Korean EPDS. Some major differences between international and Korean EPDS were identified and they includes emphasis on qualifications of engineers and/or firms rather than their proposed cost, extensive use of long and short-list, common use of negotiation process, etc. Research findings are envisioned to guide the Korean public engineering sector to innovate Korean EPDS.

An analysis of Korea-China FTA Service Chapters and Implications for Further Negotiations Strategy -With special focus on the Insurance Market- (한-중 FTA 서비스 분야의 분석에 따른 향후 추가협상에 대한 시사점 : 보험시장을 중심으로)

  • As Chinese insurance market grows rapidly due to market reforms, China got recognition as second-largest insurance market in the world in 2016. However Korean insurance companies have had difficulties to grow in Chinese insurance market despite Chinese participation in the World Trade Organization (WTO) and the growth of chinese insurance market. The reason for the decline in Korean insurance companies is economic retaliation due to the deployment of THAAD in Korea. However, this is not a fundamental reason. The underlying cause of the effects of economic retaliation is the result of insufficient negotiations in Korea-China FTA services sector. In Service sector of Korea-China FTA, the level of concession between Korea and China differs greatly, when comparing China and South Korea's FTA. In addition, it has only been a few years since China collected the position of the WTO Doha Agenda, which currently deals with concessions on intellectual property rights and services. More important is that the Korea-China FTA service sector, as it stopped short of being protected by the most-favored-nation state treatment level when Korean insurance companies entered China. Further negotiations to supplement the weak points in the Korea-China FTA service sector were promised in December 2017, but international tensions over THAAD deployment made it impossible to hold such negotiations. However, due to changes in international affairs in 2018, the first additional negotiation was decided and held. This paper implicates strategies of further negotiation between Korea and China for service and investment chapter. Consequently, the aim of this paper suggests directions how to re-enter Chinese insurance market to Korean insurance companies.

A Study on Development of Prototype Test Train Design in G7 Project for High Speed Railway Technology (G7 고속전철기술개발사업에서의 시제차량 통합 디자인 개발)

  • The demand for an environment-friendly transportation system, equipped with low energy consumption, and low-or zero-pollution has been on the increase since the beginning of the World Trade Organization era. Simultaneously, the consistent growth of high-speed tram technology, combined with market share, has sparked a fierce competition among technologically-advanced countries like France, Germany, and Japan in an effort to keep the lead in high-speed train technology via extensive Research and development(R&D) expenses. These countries are leaders in the race to implement the next-generation transportation system, build intercontinental rail way networks and export the high-speed train as a major industry commodity. The need to develop our own(Korean) 'high-speed train' technology and its core system technology layouts including original technology serves a few objectives: They boost the national competitive edge; they develop an environmental friendly rail road system that can cope with globalization and minimize the social and economic losses created by the growing traffic-congested delivery costs, environment pollution, and public discomforts. In turn, the 'G7 Project-Development of High Speed Railway Technology' held between 1996 and 2002 for a six-year period was focused on designing a domestic train capable of traveling at a speed of 350km/h combined and led to the actual implementation of engineering and producing the '2000 high-speed train:' This paper summarizes and introduces one of the G7 Projects-specifically, the design segment achievement within the development of train system engineering technology. It is true that the design aspect of the Korean domestic railway system program as a whole was lacking when compared with the advanced railroad countries whose early phase of train design emphasized the design aspect. However, having allowed the active participation of expert designers in the early phase of train design in the current project has led to a new era of domestic train development and the implementation of a way to meet demand flexibly with newly designed trains. The idea of a high-speed train in Korea and its design concept is well-conceived: a faster, more pleasant, and silent based Korean high-speed train that facilitates a new travel culture. A Korean-type of high-speed train is acknowledged by passengers who travel in such trains. The Korean high-speed prototype train has been born, combining aerodynamic air-cushioned design, which is the embodiment of Korean original design of forehead of power car minimized aerodynamic resistance using a curved car body profile, and the improvement of the interior design with ergonomics and the accommodation of the vestibule area through the study of passenger behavior and social culture that is based on the general passenger car.
