The purpose of this study is to investigate the perception of invited foreign scientists about the actual conditions and status of operating World Class University(WCU) project in Korea. Most of them participated in the project are to promote joint research and exchange innovative ideas internationally as well as to develop their own research. Overall, they seemed to be content with the current status and operation of WCU project. They estimated the level of research universities that they are involved in positively, and also keep a positive view of their future. However, they seemed to experience some difficulties in the operation WCU project, stemming from rigid government regulations and quantity-driven evaluation mechanism. For the future, foreign scientists pointed encouraging students' research self-efficacy and research capability through frequent and direct training and interaction between faculty and students is one of the foremost tasks for the Korean research universities to become World Class Universities.

The purpose of the present study was to examine the relationships among private tutoring hours, academic motivation, use of learning strategies, and academic achievement test scores using structural equation modeling. The sample consisted of 3,607 7th graders from Korean middle schools who were included in the Korean Education Longitudinal Study. The results suggest that there was no evidence that the private tutoring hours predicted students' motivation and learning strategy use. It was found that the private tutoring hours predicted achievements in English and Math, but it was negligible in magnitude. As for achievement test scores, academic motivation and the use of learning strategies played more critical role rather than the private tutoring hours.

The purpose of this study is to infer how is the effect of a governmental funding project to graduate schools by taking an example of World Class University Project's potential impact on the change of world university rankings in an international university ranking survey. Systematic results show that WCU contributes to improving academic peer reviews for both individual and institutional standings and discipline-based rankings. The potential effect of improving world rankings of participating universities could be ascribed to relatively higher weight of the survey to international peer review and invitation of world class scholars to the participating universities, which is a core device of the project. This implies a need to affirmatively utilize WCU foreign scholars over the course of facilitating international academic networking. The results should also be taken into consideration by universities and the government when developing evaluation systems and restructuring the project.

Recently diversity of research field is emphasized all over the world. Nations with advanced programs in research field keep developing new R&D programs for interdisciplinary studies. These new research atmospheres need objective validity in evaluation process. Peer review is recognized as a best evaluation method for national research and development programs. However, peer review system has restrictive boundary because of its subjectivity of the reviewer. Scientometrics has been developed as an alternative system to peer review. But the effectiveness of quantitative indicators which also has qualitative aspect is rarely analyzed in real program evaluation. In this study, we suggest distribution of marks of peer review and newly developed quantitative review through analyzing deviations between two different reviews in real national R&D program evaluation. Moreover, we could have significant correlation between two review systems in the same case study.
