Individuals who are vulnerable during disaster - including elderly, people with disabilities, children, pregnant women and etc - have a strong desire to protect themselves when disaster strikes since they are less capable to deal with the impact of disaster. Their experience and effort to keep them safe can be used as a resource to reduce the impacts of disaster not only for them but also for the community as a whole. Therefore, voluntary disaster management program will contribute to our society as a tool to respond effectively to disaster not only to meet the vulnerable's special needs but also to enhance community safety and public interest. This paper suggests a model that able "disaster vulnerable population" to take a leadership role in identifying risk and vulnerability factors, recommending disaster management strategy, and through that, contributing to enhance society's disaster plan. Therefore, this study aimed to surveyed individuals including "disaster vulnerable population" in order to assess the vulnerable's participation in disaster related volunteer work and surveyed associated institutions(volunteer centers, community centers) in order to research currently existing relevant programmes and the participation of "disaster vulnerable population" in such programmes. Also conducted focus group interview to explore voluntary program which will possibly integrate "disaster vulnerable population" into disaster management activities. As a result, three types of voluntary disaster management programs - education, public-relations, and activity - were suggested.
Purspose: The purpose of this study is to examine the meaning and definition of vulnerable subjects in clinical trials in light of domestic and international regulations and guidelines, to analyze the contents of standard operation procedures (SOPs) among advanced general hospitals in Korea that conduct clinical trials, and to examine deliberation procedures for operation plans. Methods: The study examined how vulnerable research subjects were defined and described in related regulations and the classification of vulnerable research subjects presented in the IRB/HRPP SOPs of 18 clinical trial institutions, including 11 AAHRPP-accreditated general hospitals in Korea, as well as the operation of the IRB deliberation. Results: Among all domestic and international regulations and guidelines, only the The Council for International Organization of Medical Sciences (CIOMS) guidelines explain why vulnerability is related to judgments on the severity of physical, psychological, and social harm, why individuals are vulnerable, and for what reasons. However, the classification of vulnerable subjects by institutions differed from the classification by the International Conference on Harmonization-Good Clinical Practice (ICH-GCP). A total of the 16 institutions classified children and minors as vulnerable research subjects. 14 institutions classified subjects who cannot consent freely were classified as vulnerable subjects. 15 institutions classified sujects who can be affected by the organizational hierarchy were classified as vulnerable subjects. Subjects in emergency situations were regarded as vulnerable research subjects in 8 of institutions, while people in wards, patients with incurable diseases, and the economically poor including the unemployed were categorized as vulnerable research subjects in 7, 4, and 4 of institutions, respectively. Additionally, some research subjects were not classified as vulnerable by ICH-GCP but were classified as vulnerable by domestic institutions 15 of the institutions classified pregnant women and fetuses as vulnerable, 11 classified the elderly as vulnerable, and 6 classified foreigners as vulnerable. Conclution: The regulations and institutional SOPs classify subjects differently, which may affect subject protection. There is a need to improve IRBs' classifications of vulnerable research subjects. It is also necessary to establish the standards according to the differences in deliberation processes. Further, it is recommended to maintain a consistent review of validity, assessment of risk/benefit, and a review using checklists and spokeperson. The review of IRB is to be carried out in a manner that respects human dignity by taking into account the physical, psychological, and social conditions of the subjects.
The coverage of the National Health Insurance for the elderly is expanding to denture and implants. Although the National Long-Term Care Insurance was just being settled, Oral health service was not provided to the Elderly in Long-Term Care Facilities. The long-term care facilities had part-time facility doctors. However, there is no dentist in the long-term care facility because of lack of long-term care insurance-related legislations. The amendments of long-term care insurance-related legislations for the introduction of part-time facility dentists are needed because the elderly in long-term care facility are vulnerable to oral health. For the substantial management of the National Long-Term Care Insurance, the development of oral health service model for the elderly and education materials for the dental team will be needed. Also, adequate dental service fee of the National longterm care insurance will be needed.
Purpose: This study examined the health status of elderly. Method: This is a survey using cross-sectional design. The subject were 122 elders who were 65 and over in Daejeon. Instrumental activity of daily living, nutrition and Body mass index for physical health status, social engagement for social health status, and depression and loneliness for emotional health status were measured. Results: Independent level was medium, and nutrition and BMI were normal level. Social engagement score was 2.38 which means low. Mean depression level was 7.71 and mean loneliness level was 56.77, which means high. The risk factors for vulnerable health status were no spouse, lower pocket money, living at institution, poor subjective health status. Conclusion: This finding indicates that the elderly subjects were in normal physical health status, but social and emotional health status were poor.
Purpose: The purpose of this study is to understand the effect of taking calcium/vitamin D supplements and performing Taekkyeon exercises on the frailty of the elderly targeting a vulnerable senior social group. Methods: A total of 124 people aged 65 and older consisting of 60 persons in the experimental group, and 64 persons in the control group participated in this study, and this study is a non-equivalent control group pre/post-test design quasi-experimental study. This study analyzed the homogeneity between the experimental group and the control group using a chi-square test and t-test while analyzing the difference in the degree of frailty and bone density with the practice of Taekkyeon and a calcium agent using t-test and GEE. Results: The study results showed that the frailty and bone density of the experimental group significantly improved. Conclusion: Through this study, it was confirmed that calcium/vitamin D intake and Taekkyeon exercises were an effective intervention which strengthened the elderly's physical condition.
Purpose: This study was conducted in order to investigate health behaviors and health status and to identify factors that affect health behaviors and health status of the elderly in Daegu. Methods: Analysis of data on 360 Daegu citizens aged 65 and over, which were taken from the 2010 social survey, was analyzed using the SAS program. Results: Results of logistic regression analysis showed that gender, age, education, and economic activity were independent predictors of health behaviors. Economic activity and owner-occupied housing were found to be independent predictors of health status. Conclusion: Findings of this study indicate a need for development of strategies to promote the health of vulnerable members of the elderly population with consideration for these variables that were found to affect health behaviors and health status of elderly citizens.

PURPOSES : Because elderly drivers are more prone to becoming confused when approaching an urban intersection and thus may yield prolong judgment and decision times than non-elderly drivers, to increase the comfort and safety of the intersection environment for elderly drivers, this study applied autonomous driving tests at an urban intersection to examine their driving characteristics. METHODS : To obtain a more comprehensive understanding of driving features, this study collected drive data of non-elderly drivers and elderly drivers via an autonomous experiment using OBD2 and an eye-tracker, in addition to performing a literature review on the measured visibility range of elderly drivers at intersections. This literature review was conducted considering the general knowledge of elderly drivers having relatively reduced visibility. Additionally, as they are commonly more vulnerable, this study analyzes characteristics of elderly drivers as compared to those of non-elderly drivers. CONCLUSIONS : The results of this study can be summarized as follows: 1) the peripheral visible distance of elderly drivers is reduced as compared to that of non-elderly drivers; 2) elderly drivers approach and proceed through intersections at slower speeds than non-elderly drivers; and 3) elderly drivers yield increased driving distances when performing a right or left turn as compared to non-elderly drivers as a result of their reduced speed and acceleration and larger turning radii relative to non-elderly drivers.

This study started from the public interest purpose to help accessibility for the information acquisition of the vulnerable groups due to visual difficulties such as the elderly and the visually impaired. In this study, the server resources are minimized and implemented in most of the user smart phones. In addition, we implement a method to gather necessary information by collecting only pattern information by utilizing crawl & clipping without having to visit the site of the information of the various sites having the data necessary for the user, and to have it in the server. Especially, we applied the TTS(Text-To-Speech) service composed of smart phone apps and tried to develop a unified customized information collection service based on voice-based information collection method.
Affordable housing has been a critical issue in the face of global economy and notably formulated a crucial agenda of the housing policy. While each local government seriously considers many approaches to providing affordable housing, a unique and innovative way to address it at a community level is fully uncovered, particularly nonmetropolitan areas where resources for economic development are limited and vulnerable. The purpose of this study is to examine the mechanism of the provision of affordable housing for the elderly in nonmetropolitan areas. In doing so, this research investigates the housing development and delineates it as one viable solution that stimulates local communities. The affordable housing development, as a viable option to spur local development and vibrate community, is closely reviewed, and the factors to make it feasible are drawn. The findings indicate that it is widely recognized that keeping the elderly in the community positively contributes to maintaining a sustainable community. In fact, the idea of affordable housing development for middle-class elderly people is brought by one inspired long-time resident, and it is expedited by the consensus and cohesion of local community. The development stimulates local businesses in relation to housing, and all homes sold by the elderly moving in the new housing are available for young families. Also, the presence of affordable housing for the elderly who are able to independently live is extended to a picture of aging-in-place at a broader level.
Background: South Korea is rapidly being an aging-society and the demand of long-term care insurance services for elderly patients is rising. In addition, because the elderly taking multiple medicines, the adherence is lowered and the adverse events are easily occurred. Therefore, many are interested in introducing the geriatric pharmacy specialist to manage this situation. Purpose: By applying a similar program such as the geriatric pharmacy specialist working in nursing home, we conducted this study to evaluate the potential contribution to both the health insurance services and financial savings for the elderly patients. Methods: We conducted a trial in an elderly nursing home to collaborate between doctor and pharmacist making a checklist for improving medication adherence and establish a consultation system. Also we applied a smart phone application in the pharmaceutical care processes. Results: Thereby completing the drug therapy related checklist apply to nursing facilities in South Korea. And we got a performance that improves medication adherence when used in the clinical practice settings. Conclusion: By introducing a training program of pharmacy care managers and geriatric professionals such as the United States and Japan, we revealed the elderly nursing home residents and vulnerable elderly people living alone were improved the medication adherence and it will contributed to the health and quality of life of the patients.
