지역구 선거 경쟁도와 군소정당 지지자의 전략적 분할투표: 제21대 국회의원 선거를 중심으로 (Electoral Competition in the Constituency and Strategic Split-ticket Voting Behavior of Supporters of Minor Parties Focusing on the 21st Korean General Election)

  • 2020년 4월 15일에 치러진 제21대 총선은 한국에서 준연동형 비례대표제가 적용되었던 최초의 선거였다. 선거제도 개혁의 본래 취지는 상대다수제로 치러지는 지역구 선거의 폐단을 줄이고 비례성을 높임으로써 유권자의 선호에 왜곡이 발생하지 않도록 하려는 것이었다. 그러나 연동형 방식을 도입해 제도를 힘들게 바꾸었음에도 지역구 후보 투표에서 유권자들의 선호에는 여전히 왜곡이 발생하고 있었다. 특히 후보 간 선거 경쟁이 심한 지역일수록 군소정당 지지자들은 자신의 선호대로 군소정당 후보에게 투표하기 보다는, 당선 가능성이 더 높은 거대정당의 후보에게 사표방지 심리에 따라 투표하는 경향이 강하게 나타났다. 이러한 군소정당 지지자의 전략적 분할투표 행태는 지역주의 균열이 강하게 작동하는 영호남 지역보다는 그렇지 않은 지역들에서 더 두드러지게 나타났다. 본 연구의 분석 결과는, 준연동형 비례대표제로 제도를 개혁했지만 거대정당에게 보다 유리한 결과로 이어지는 유권자들의 전략적 분할투표 행태가 여전히 지속되고 있음을 보여주며, 선거제도 개혁이 당초 목표로 했던 비례성 개선 효과에 한계가 있음을 시사한다.

  • While general belief is that the military alliances are stable and rigid, the authors argue that the states are far more flexible in their behavior and often act against their alliances. This paper looks at states' behavior in the UN GA and looks how it is reflected in participation in military alliances during three periods of history since 1976 to this day. The authors illustrate the need to consider the network representation of co-sponsoring groups in General Assembly votes. They find significant support for their argument, indicating that social aspects can be extended beyond alliances. An application of social network analysis shows some unexpected affiliations in UN GA. If the UN GA is the "true" nature of these countries' alliance strategies, then it might suggest some significant defections and interesting association.

  • 지방정부 구성을 위한 한국의 지방선거에서는 종종 개별 지역에 따라 특화된 선거쟁점보다는 대통령을 둘러싼 중앙정부의 정치적인 쟁점이 선거결과에 더욱 중요한 영향을 띠어왔다. 본 연구는 2018년 지방선거를 대통령의 국정운영을 평가하는 선거로서 인식하는 유권자가 누구인지를 규명한 뒤, 지방선거를 중앙정부에 대한 견제와 평가로 보는 인식 및 대통령의 국정운영에 대한 유권자의 평가가 투표행태에 미치는 영향을 분석한다. 본 연구의 경험적 분석에 따르면, 문재인 대통령의 국정운영에 대하여 긍정적으로 인식하거나 이념적으로 중도층 또는 자유한국당을 극단적으로 좋아하거나 싫어하지 않는 유권자의 경우에 지방선거를 대통령에 대한 중간평가로 인식하는 경향이 있었다. 본 연구는 인지적 효율성을 추구하는 유권자들은 지방선거를 대통령의 국정운영을 평가하는 선거로서 인식하고 있으며, 대통령의 국정운영을 긍정적으로 인식할수록 집권여당의 후보 역시 긍정적으로 평가하고 있음을 보여준다. 지방선거는 지방자치의 핵심적인 제도이지만 지방선거에서 나타나는 중앙정치의 강한 영향은 지방자치의 독자성 및 자율성을 침해하는 문제가 될 수 있다는 점에서 지방선거 제도 및 운영에 시사하는 바가 크다고 할 수 있다.

  • This paper presents a novel localization paradigm for mobile robots based on artificial and natural landmarks. A model-based object recognition method detects natural landmarks and conducts the global and topological localization. In addition, a metric localization method using artificial landmarks is fused to complement the deficiency of topology map and guide to action behavior. The recognition algorithm uses a modified local Zernike moments and a probabilistic voting method for the robust detection of objects in cluttered indoor environments. An artificial landmark is designed to have a three-dimensional multi-colored structure and the projection distortion of the structure encodes the distance and viewing direction of the robot. We demonstrate the feasibility of the proposed system through real world experiments using a mobile robot, KASIRI-III.

  • Accurate detection, tracking and analysis of human movement using robots and other visual surveillance systems is still a challenge. Efforts are on to make the system robust against constraints such as variation in shape, size, pose and occlusion. Traditional methods of detection used the sliding window approach which involved scanning of various sizes of windows across an image. This paper concentrates on employing a state-of-the-art, hierarchical graph based method for segmentation. It has two stages: part level segmentation for color-consistent segments and object level segmentation for category-consistent regions. The tracking phase is achieved by employing SIFT keypoint descriptor based technique in a combined matching and tracking scheme with validation phase. Localization of human region in each frame is performed by keypoints by casting votes for the center of the human detected region. As it is difficult to avoid incorrect keypoints, a consensus-based framework is used to detect voting behavior. The designed methodology is tested on the video sequences having 3 to 4 persons.

  • The DPP's victory over the KMT in Taiwan's 2020 elections has been interpreted as a triumph for anti-China sentiment. However, the rise of political outsiders and their influence on voting behavior in this election were overlooked and underestimated. In this article, we examined different sources of data and found that supporters of these political outsiders mentioned sovereignty and cross-Strait issues less than the incumbent Tsai Ing-wen. However, when faced with the choice between Tsai and challenger Han Kuo-yu, voters who were concerned about governance chose Tsai, contributing to her winning a record number of votes. This article suggests that economic and governance issues had a considerable role in the election's result and will probably be the main focus of the 2024 presidential election. With the potential for a conflict in the Taiwan Strait increasing, anti-China sentiment is unlikely to be the deciding factor this time around.

제 19대 대통령 선거의 유권자 투표행태와 정치캠페인 및 정치광고에 대한 수용자 분석: 심층인터뷰를 중심으로 (Voting Behavior for the 19th President Elections and Audience Analysis for Political Campaigns & Political Advertising: Focused on In-depth Interview)

  • 본 연구는 제 19대 대통령 선거에서 드러난 유권자들의 투표행태를 분석하고 정치 캠페인 및 정치 광고에 대한 수용자들의 태도를 분석하여 시사점을 얻고자 하였다. 이를 위해 이번 선거에서 투표를 한 유권자들을 성별, 연령별로 할당하여 총 59명을 대상으로 심층인터뷰를 실시하였다. 분석결과 후보자 투표 결정 동기는 소속 정당 및 정치적 성향과 대선공약이었으며, 후보 선택에 영향을 미친 요소는 TV토론과 팩트 체크 및 언론보도로 나타났다. 아울러 후보를 결정한 시기는 마지막 TV토론을 본 후에 결정한 것으로 나타났다. 이번 대선에서 가장 큰 쟁점은 '공공부문 일자리 창출'로 경제적인 것으로 나타났다. 그리고 유권자들이 가장 신뢰하는 매체는 TV이며, 중간에 후보를 바꾸는데 가장 큰 영향을 미친 것은 TV토론으로 나타났다. TV토론을 가장 잘 한 후보로는 심상정 후보가, 가장 못한 후보로는 안철수 후보가 꼽혔다. 또한 정치 캠페인에 대한 회상 중 선거벽보에서만 안철수 후보의 회상률이 높은 것으로 나타났으며, 대부분의 정치 광고에서는 문재인 후보의 회상률이 높은 것으로 나타났다. 따라서 이러한 연구결과는 유권자들의 투표행태와 정치캠페인 및 정치 광고에 대한 수용자들의 태도를 구체적으로 심도 있게 파악한 것으로 앞으로의 대통령 정치 캠페인 및 정치 광고에서 활용할 수 있는 이론적, 실무적 시사점을 제공할 것으로 기대된다.

탈 농촌화 지역 주민의 공동체의식과 사회적 자본 (The Community Consciousness and Social Capital in Rural Korea)

  • The community consciousness used to be the core of the social capital in rural Korea, and there used to be a long tradition of mutual trust and cooperation in rural village community in Korea. However, recent trends in rapid urbanization or de-ruralization may affected community consciousness and social capital in rural society in Korea. The social capital has been existed in terms of mutual trust, commonly shared norms, and cooperative behavior in farm work and daily life of rural people. Commonly shared norms and networks have accelerated social effectiveness and promoted cooperative work as well as moral and spiritual aspects of rural society. Social capital in terms of community consciousness, participation of village work, visit and invitation of the neighborhood, and participation in various village group and networks were suveyed in JanggogRi, Jori Myun, Paju city, Gyeonggi province. The data collected from 65 persons, and the major findings of the study were as follow; The respondents responded that the community consciousness of de-rural area decreased in general with a few exception in the groups of alumni, family, religion and voluntary society. Social capital in terms of participation of village work, visiting the neighbors and voting increased slightly. Further research on social capital should be conducted to strengthen community consciousness, and various measures to increase the social capital should be adopted for livable community development.

Extreme Learning Machine Ensemble Using Bagging for Facial Expression Recognition

  • An extreme learning machine (ELM) is a recently proposed learning algorithm for a single-layer feed forward neural network. In this paper we studied the ensemble of ELM by using a bagging algorithm for facial expression recognition (FER). Facial expression analysis is widely used in the behavior interpretation of emotions, for cognitive science, and social interactions. This paper presents a method for FER based on the histogram of orientation gradient (HOG) features using an ELM ensemble. First, the HOG features were extracted from the face image by dividing it into a number of small cells. A bagging algorithm was then used to construct many different bags of training data and each of them was trained by using separate ELMs. To recognize the expression of the input face image, HOG features were fed to each trained ELM and the results were combined by using a majority voting scheme. The ELM ensemble using bagging improves the generalized capability of the network significantly. The two available datasets (JAFFE and CK+) of facial expressions were used to evaluate the performance of the proposed classification system. Even the performance of individual ELM was smaller and the ELM ensemble using a bagging algorithm improved the recognition performance significantly.

Vision-based garbage dumping action detection for real-world surveillance platform

  • In this paper, we propose a new framework for detecting the unauthorized dumping of garbage in real-world surveillance camera. Although several action/behavior recognition methods have been investigated, these studies are hardly applicable to real-world scenarios because they are mainly focused on well-refined datasets. Because the dumping actions in the real-world take a variety of forms, building a new method to disclose the actions instead of exploiting previous approaches is a better strategy. We detected the dumping action by the change in relation between a person and the object being held by them. To find the person-held object of indefinite form, we used a background subtraction algorithm and human joint estimation. The person-held object was then tracked and the relation model between the joints and objects was built. Finally, the dumping action was detected through the voting-based decision module. In the experiments, we show the effectiveness of the proposed method by testing on real-world videos containing various dumping actions. In addition, the proposed framework is implemented in a real-time monitoring system through a fast online algorithm.
