Analysis of Labor Market Activation Policy and Its Employment Outcomes: the Effects of Employment and Tailored Social Service Provision (한국의 노동시장 활성화 정책 특성과 취업 성과: 취업지원서비스와 맞춤형 사회서비스 중심 정책의 비교)

  • This article aims to analyze main features of activation policy and compare major programmes in terms of their impact on employment performances in Korea. Since the introduction of National Basic Living Security Act in 2000, a series of activation policies have been in place for social assistance recipients, low-income employees, and youth unemployed by means of providing tailored employment and social services via in-depth counselling and case management. These activation policies carry both enabling and demanding elements: requiring programme participation in exchange for public assistance benefit receipts on the one hand, and providing various social services to remove barriers to employment through case management on the other hand. Therefore, it merits attention to analyze how various features of activation programmes affect employment outcomes, the effectiveness of delivery system and policy instruments as well. In analyzing employment outcomes of activation policy of which main characteristics lie in provision of employment and social services, this article points out the features and policy instruments of the activation policy that contribute to labor market entry of public assistance recipients and low income employees. In addition, it also delineates the determinants of exit from benefit receipts. Results from statistical analysis show that activation policy with intense employment service helps both benefit recipients and low income employees enter into the labor market at a faster rate. However, tailored social service provision enables social assistance recipients to exit from benefit receipts. These results suggest theoretical and policy relevant implication in regards to redesigning the delivery mechanisms and service instruments of activation policy.

A Contribution Analysis of the Increase in 1-2 Person Families on the Income Inequality and the Income Gap (1-2인 가구증가의 소득불평등도와 소득격차에 대한 기여도 분석)

  • This paper examines trends of the income inequality index and the income quintile share ratios, using the Household Survey released by Statistics Korea. We discuss their respective effects on total income inequality and the income disparity, as a contribution concept defined in this paper for 1990-2014 periods. Main findings are as follows. First, the contribution of 2-person families to total inequality with the current income or the disposable income becomes bigger, and growth rates have been above 10% since 2003. Second, the contribution of 1-person families to income inequality is greater than that of 2-person families. Policy implication is such that the government had better investigate the 1 or 2 person families in-depth to set up the policy measures for weakening the income inequality.

Suggestions of Policy for Revitalizing the Construction Industry in Busan (부산지역 건설산업 활성화를 위한 정책 및 제도 개선방안)

  • As the local economy has become stagnant, various policies have been made to revitalize the enormous construction industry. However, it is difficult for these policies to achieve their objective, as the construction industry is not an island unto itself but is interconnected in complex ways with diverse other areas of the economy. Interviews and surveys were conducted with experts in Busan, in order to identify the causes of the stagnant economy in the local construction market. The main findings were as follows. First, cost reduction and realistic master plans are needed as a solution for the problems of the redevelopment housing plan. Second, the alleviation of the construction policy is also necessary in order to overcome the problems of not considering the local construction industry. Finally, vocational training and quality education are needed to address the low awareness of construction feasibility analysis and the lack of highly trained human resources. The results of the study will help efforts to revitalize the local construction industry, and will provide an opportunity to reconsider the differences between the experts on issues of the industry.

China's Public Diplomacy towards Africa: Strategies, Economic Linkages and Implications for Korea's Ambitions in Africa

  • Recent years have witnessed renewed interest in Africa and public diplomacy has emerged as the vital tool being used to cultivate these relations. China has been leading in pursuing stronger economic partnership with Africa while middle powers such as Korea are also intensifying engagement with the continent. While previous studies have analyzed the implications of China's activities in Africa on advanced powers, none has examined them from the paradigm of middle powers. This study fills this gap by assessing China's activities in Africa, their economic engagement and implications for Korea's interest in Africa. The analysis is qualitative based on secondary data from various sources and literature. The study shows that China's public diplomacy strategy involves a high degree of innovation and has evolved to encompass new tools and audiences. China has institutionalized a cooperative model that permeates many aspects of governance institutions in Africa, enabling it to strengthen their relations. This could also be helping China to adjust faster leadership transitions in Africa. Whereas the US is still the most influential country in Africa, China is influential in economic policies and has outstripped the US in infrastructure diplomacy. This could be because African policy makers align more with China's economic model than the US' mainstream economics. Chinese aid to Africa has been diversified to social sectors that are more responsive to the needs of Africa. Trade and investment relations between China and Africa have deepened, but so does trade imbalance since 2010. China mainly imports natural resources and raw materials from Africa. But this product portfolio is not different from Korea and the US. China's energetic insertion in Africa using various strategies has significant implications for countries with ambitions in Africa. Korea can achieve its ambitions in Africa by focusing resources in areas it can leverage its core strengths-such as education and vocational training, environmental policy and development cooperation.

Is productive welfare possible in Korea? (대한민국 과연 생산적 복지가 가능한가?)

  • Productive welfare is a form of welfare policy that helps welfare recipients move beyond being mere objects of support and develop into members who can actively contribute to society and the economy. This aims to improve individual self-reliance, including education, vocational training, and employment support services, ultimately reducing the economic burden on society as a whole and promoting economic growth. By examining whether productive welfare is possible in Korea, this study emphasizes the role and importance of productive welfare as a solution to social and economic problems. The Republic of Korea has experienced various social problems along with rapid economic growth. The entry into an aging society, increased youth unemployment, and widening social gaps have created complex and diverse social welfare needs. In this situation, productive welfare is attracting attention as a method that goes beyond simple financial support and provides a foundation for beneficiaries to become self-reliant. This study seeks to present a new horizon for social welfare policy by examining the possibility of implementing productive welfare in Korea and exploring ways to achieve it.

The Relationships among Learning Agility, Unlearning, and Learning Flow of University Students: Conditional Direct and Indirect Effects by Gender (대학생의 학습민첩성과 폐기학습, 학습몰입의 관계: 성별에 따른 조건부 효과)

  • This study aims to identify the conditional direct and indirect effects by Gender in the relationship between Learning Agility, Unlearning and Learning Flow for university students. Based on the data collected from 265 university students the conditional effectiveness of the research model was analyzed using Process v3.4 for SPSS. As a result, first, the Learning Agility of university students had a statistically significant effect Unlearning and Learning Flow. Second, Learning Agility had a statistically significant direct effect on Learning Flow by gender but, the moderated effect of Learning Flow had a significant negative effect. Third, the moderated mediating effect of Unlearning by gender was found to be significant in the relationship between Learning Agility and Learning Flow of university students. Based on these results, implications of education at university were presented.

Analysis of Image of Meister High School Students by Industrial HR Managers (마이스터고 학생에 대한 산업체 HR 담당자의 이미지 분석)

  • The purpose of this study is to provide basic data for the development of school education and employment policy by analyzing the differences between image of meister high school students anticipated by industrial HR managers and image actually perceived. For this, semantic differential method developed by Osgood (1957) was selected as the study tool. To find out images of meister high school students, validity of 50 adjectives suggested by Osgood and 21 additional adjectives used in previous studies was reviewed by 10 experts. Final 20 adjectives were selected by excluding adjectives that fail to satisfy validity of contents. Proportional sampling in metropolitan and non-metropolitan areas was done to select 350 final survey samples. A total of 600 surveys were distributed and 230 were returned. Return rate was 38.3%. The results of this study are as follows. First, image of meister high school students anticipated by industrial HR managers showed average score of 2.49, which indicates a positive image. In addition, factor analysis was performed to classify adjectives into groups, and they were divided into three factors including external factor, way of thinking factor, and internal (personality) factor. Second, image of meister high school students currently perceived by industrial HR managers showed average score of 3.24, which indicates a positive image. Third, image of meister high school students currently perceived by industrial HR managers was not as positive as image they anticipate.

A cognitive survey on the Diversification of class year from Junior Colleges by Changing Educational Environment-Focused on Health Sciences Departments (교육환경 변화에 따른 전문대학 수업 연한 다양화에 대한 인식조사 - 보건계열학과 중심으로)

  • Junior colleges are higher education institutions that have played a major role in the economic development of Korea by providing the necessary human resources for its industrial development. Recently, however, they have experienced difficulties due to the reduction in the number of students. Therefore, it is time for junior colleges as a representative higher vocational education institution to change their role in this rapidly changing environment, and adopt a survival strategy through mutual cooperation and competition. The purpose of this study was to analyze the current state of the national health universities, to investigate the policy changes adopted by colleges and universities, and to utilize the results as data. This study analyzed the current status of health science colleges nationwide and investigated the policy changes as well as the directions presented to the colleges, in order to use the results as the basic data to promote the diversification of the class periods and degree programs. This study surveyed 636 professors from health sciences departments and industry workers from May 1 to May 30, 2017. 70.7% of the respondents supported the transition of the existing three-year systems of the health science departments to four-year systems. The reason for this is that it is possible to strengthen the field practice and personality education of the students by having a sufficient number of class periods, and to provide them with an equal educational background. The most anticipated effect of the transition to a four-year system is to improve the social status of medical personnel and to improve the educational environment of the colleges/universities. Moreover, the universities, associations of medical personnel and Ministry of Education are expected to play a leading role in the transition to the four-year system. Based on the results of this study, it was concluded that a more systematic and advanced vocational education system for the training of professional healthcare workers is needed in the upcoming fourth Industrial Revolution era. Also, this transition is expected to actively foster the education of advanced health care workers thanks to the diversification of the degree programs through the adjustment of the class periods which can be completed by general university (4-year) graduates.

Senior High School Diversification in Australia (호주의 학교다양화 사례 분석 - 후기중등과정을 중심으로 -)

  • The purpose of this study is to find some implications for improving diversities of the senior high school system in Korea, by examining those of Australian high school system. Based on the literature review, school diversification can be defined as providing students or their parents with some range of alternative programs from which they can choose a school or program they believe are best suitable for them. In this point, the concept is very similar to that of school choice. The finding of this study can be summarized as follows. First, the programs of within-school diversification at Australian senior secondary schools include subject selecting, extension programs and vocational education and training courses(VET). Second, selective schools, independent schools and specialist schools are the types of between-schools diversity programs in Australia. Third, the characteristic of Australian school diversification was traditionally between-schools diversification, of which the purpose is to provide excellent learning opportunities for some talented students. However, the policy trend has, recently, been extended to within-school diversity programs. The conclusions of this study are as follows. First, the policy of high school diversification 300 in Korea can be seen as a suitable one because one of its aims was to overcome some limitations of the school equalization policy. Second, well defined within-school diversity programs should be considered in order to avoid educational disadvantage issues in education that can be inevitably risen from between-school diversification policies. Lastly, the possibilities of implementing VET programs at general high schools should also be urgently considered.

The Study of Basic Direction and Successful Fixation Way for Enhancing Educational Capacity of General High School in Gyeongsangbuk-do (경상북도 일반고의 교육역량 제고를 위한 기본방향과 성공적인 정착방안 탐색)

  • The purpose of this study is to analyze some problems of general high school and provide some promotion ways of general high school in Gyeongsangbuk-do in long and short term perspective, considering necessity for consolidating educational capacity of general high school which is in disadvantage due to high school diversity and special high school promotion policy. For this, first, the study explores educational policy basis of Park Geun-hye's government, educational policy direction of Gyeongsangbuk-do, educational situation of general high school in Gyeongbuk area, and main contents of educational capacity consolidation way of general high school. Main tasks of Gyeongsangbuk-do general high school educational capacity reconsideration based on the educational capacity consolidation way of Ministry of Education are (1) enlargement of autonomy for formation and operation of focused curriculum by guidance, (2) enlargement of guidance and vocational education for general high school student, (3) consolidation of support program for student at risk, and (4) consolidation of support for general high school High-up program. For these main tasks are fixed and operated in school successfully, the fixation of school responsible management system based on geological environment and trait of each general high school, the application of whole quality control in school management, and the formation of cooperative school organizational culture should be constructed. And specific practice tasks and strategies for Gyeongsangbuk-do general high school educational capacity reconsideration (the cultivation of grobal democratic citizen, human being image in 2009 revised curriculum, and 'talented people with new thinking and genuine mind' of Gyeongsangbuk-do) are provided.
