The purpose of this study was to investigate realities and find vitalizing plan of ocean-related lifelong education in Busan area. 190 staff members of lifelong education institutes in Busan were participated in questionnaires for investigating this topic. The results of research were as follows. Firstly, staff members of lifelong education institutes recognized that citizens were needed to expand ocean consciousness. Secondly, they recognized that ocean-related lifelong education had to be conducted for inspiration of ocean consciousness. Thirdly, 65.8% of them had practice will to manage ocean-related lifelong education program in the future. Based upon these results, our suggestions for strategies to revitalize ocean-related lifelong education in Busan were as follows. Firstly, a customized program of ocean-related lifelong education for citizens of Busan, ocean city, has to be developed and come into wide use. Secondly, the regional characteristics of Busan have to be taken into consideration in utilizing learning material. Thirdly, systematic support plan for ocean-related lifelong education has to be needed. Lastly, participants' network for ocean-related lifelong education has to be established.

The purpose of this study is to diagnose the lifelong education promotion system in Busan and to establish a desirable promotion system. In the study, we search for the optimal alternative to manage lifelong education exclusive organization(Busan Institute for lifelong Education) and seek ways to vitalize the lifelong education promotion system in Busan. The focus is also placed on completing a network-type governance system by strengthening the connection and cooperation among the parties. In order to make the promotion system function efficiently, the vitalizing methods of lifelong education promotion system can be roughly categorized into some kind as follows : strengthening the network between the interested parties and establishing their roles, restructuring legal as well as administrative and financial support system; enhancing education and public relations; intensifying local infrastructure of lifelong education; and boosting accessibility and expanding exchange and cooperation.

In Korea large scale land development projects have been initiated, in general, by public sector. Due to the on-going liberalization and deregulation trends, however, the need for the land development by private enterprizes is growing very fast. Nontheless, the present situation including institutional setting is not favorable enough for the private participation. The purpose of this study is to provide necessary strategies for vitalizing private participation in the land development. The main contents of this study are devided into four parts. First, the background logic of the private participation in land development is investigated theoretically through reference review. Second, the present situation especially in terms of institutional aspects in analysed and criticized. Third, similar experiences of foreign countries, such as Japan, Germany, France, England, are reviewed in short. Finally, some measures and strategies for improving the present institutional settings are provided and recommended. These include the simplification of the complicated planning system, alleviation of the restraints against private land development, diversification of land development methods and etc.

Purpose: This study aimed to provide information on the developmental process and current status of Advanced Practice Nurses (APN) and to suggest ways for activating APN roles in Korea. Methods: We reviewed literatures to explore domestic and international trends related to the roles, practice settings, scope of practice, regulatory policies, and political environment of APN. Results: Interest in the APN role has been gaining ground worldwide. While the roles of APN in the USA, Taiwan and Japan have been changed in terms of legislation and institutional regulations, the role of APN in 12 fields except for APN in home care has not been legislated since qualification was specified in Korean Medical Law. Many problems were found in vitalizing APN roles: absence of legal regulations on the scope of practice or health insurance coverage for APN, increase the number of medical support staffs who are not qualified, and a disagreement regarding the qualification field and practical field. Conclusion: This study presents snapshots and vitalizing strategies of practice, and regulation for APN to develop their unique roles in Korea. The tasks and duties of APN should be identified specifically to fulfill their roles. In terms of national health insurance policy APN's Nursing care should be reimbursed just as nursing care of APN in home care.

"Arbitration" is a procedure to settle a dispute over property rights or disputes based on non-property rights that the parties can resolve through a reconciliation, not by a judgment of a court, but by an award of an arbitrator, and is a kind of Alternative Dispute Resolution(ADR). Arbitration is the most representative and efficient ADR system in many fields, so by activating it, disputes can be resolved smoothly and ultimately, and social costs caused by a heavy increase in lawsuit can be reduced. Arbitration costs are often evaluated as 'cheap', but in reality, they can be similar to or exceed litigation costs. Nevertheless, unlike the Civil Procedure Act, which stipulates the litigation aid system for those who are hard to pay litigation costs, the Arbitration Act or the Arbitration Industry Promotion Act does not have the arbitration aid system for those who are hard to pay arbitration costs. However, considering ① the utility of arbitration compared to other dispute resolution procedures, such as litigation, ② the possibility of resolving trial delays through vitalizing arbitration, ③ the need to guarantee access to arbitration, ④ the feasibility of revitalizing arbitration by the arbitration aid system, it is necessary to introduce the Arbitration Aid System. To explain the details of the Arbitration Aid System, a person who intends to apply for arbitration or a party who continues arbitration could be the applicant. Regarding the judge, this paper suggests the establishment of a council for arbitration aid to prevent the possibility of prejudgment by the arbitral tribunal. Also, if the council accepts the application for arbitration aid, it would be appropriate for the arbitral tribunal to determine the allocation of arbitration costs considering the decision of the council and to include it into arbitral awards.

Currently, Busan Metropolitan City is under the economic depression. To solve these problems, this study attempts to provide strategies for building local IT policies, especially for vitalizing software industry. Firstly, it analyzes the trends and basic status on the Busan software industry. Secondly, case studies by S/W policy initiators are conducted, and followed by empirical studies including in-depth interviews from government officials, researchers, and businessmen in Busan metropolitan city. Finally, it provides policy alternatives and strategies for building the local S/W development policies including the role and necessity of S/W industry in vitalizing the local economy, improving financial capacity of local governments, reorganizing of relationship among different levels of governments, and the possibility of integration of policy instruments and organizations.
