소집단의 특성요인과 성과인식에 관한 구조관계 분석 - 라오스 새마을운동에서의 마을개발위원회 사례 - (A Structure Analysis on Relationship Between Small Group Characteristic Factors and Perceived Performance - In Case of the Village Development Committee in Saemaul Movement, Laos -)

  • This paper was done as an exploratory study aiming to identify the relationship between small group characteristic factors and perceived performance in the Village Development Committee (VDC) in Saemaul Undong project in Laos. The data were gathered from 166 members in 17 VDCs in Vientian province, however 135 questionnaires were used in analysis. Structure Equation Model was applied in the analysis with Amos 21. The major finding of this study were as follows; firstly decision making was more influenced by task cohesion than social cohesion, secondly organizational citizen behavior was influenced by both task cohesion and social cohesion. However, social cohesion had more influence than task cohesion, thirdly the VDC members learned their technical knowledge from decision-making process, and influenced to their perceived performance level and to VDC sustainablity, and fourthly in overall, committee members implemented their jobs based on task-oriented.

홍천군 일부 지역의 중재 활동을 적용한 구강보건교육 사례보고 (A Field Case Report on Oral Health Education Applying Intervention Activities in Some Areas of Hongcheon-gun)

  • 이 연구는 지역 내 주민들이 구강건강관리를 스스로 하기 위하는 중재 모형을 설계하는 것이다. 외부 전문가 개입 없이 자주적인 참여형 네트워크를 구축하여 칫솔질 실천과 예방적 서비스를 이용을 능동적으로 할 수 있게 하는 것이다. N 지역 모든 지역주민이 중재 내용을 이해하고 실천으로 옮기기 위해서는 주기적인 교육을 통한 파급이 중요하다. 이를 위해서는 내부 지역사회에서 구강건강지킴이를 육성하여 주민들과 적극적으로 정보를 공유하고 소통함으로써 행동이 변화하게 하는 것이다. 건강플러스 마을위원회가 주민에게 칫솔질 실천과 예방적 치과 서비스(구강검진)에 대한 정보, 수단과 관심을 이웃에게 확산하는 데에 영향력이 있음을 확인하였다. 이렇게 지속적인 주민 주도의 구강보건 사업을 실행하기 위해서는 반복적인 역량강화 교육을 통하여 건강플러스 마을 위원회를 주축으로 한 주민 주도 마을 사업이 활성화 될 수 있게 하여야 할 것이다.

귀촌형 공동체마을 조성을 위한 생활환경과 사회환경 측면의 가이드라인 개발 (Guidelines Development of Living and Social Environmental Aspects for the Planning of Back-to-Farm Community Village)

  • In order to give back-to-farm residents the stable settlement environment in the rural area, the 'community village' is desirable as the village type and its village planning guideline should be supported as well. The purpose of this study was to develop a guideline for the planning of back-to-farm community village in the living and social environmental aspects, based on the comprehensive comparative analysis about items that field survey and literature suggested. The guideline for the living environment was developed for 6 items; village structure(adequate size, lot, outer space for household), village landscape(allocation, space composition), road system and transportation(parking lot in village, placement of bus stops, village trail, public transportation, road and pedestrian system), common living facilities and common space(number, size, location & placement, plan type, planning type of common facilities), transfer space, individual housing(type, size, planning type). The guideline for the social environment was developed for 3 items; village making and establishment(resident participation type, resident participation tool, residents' construction participation) and resident education in the course of planning, resident participation(gathering resident opinion, decision making, composition of construction committee, community newsletter).

코로나19 유행 상황에서 농어촌지역 건강마을 건강위원의 역할 (The Role of Health Committee for Health Management of Rural Residents in the COVID-19 Epidemic)

  • 코로나19 유행에서 건강마을 위원들을 대상으로 주요 건강문제, 건강리더의 역할, 필요한 사업, 비대면 사업 추진을 위한 디지털 환경을 조사하여 코로나 장기화에 따른 농어촌 주민 대상 건강마을 사업의 방향을 제시하고자 하였다. 2020년 11월 30일부터 12월 21일까지 건강마을의 건강위원 총 585명을 전화면접조사 하였다. 주민들이 인식하는 건강문제는 코로나19 감염우려(48.5%), 우울(32.5%), 의료서비스 이용 어려움(9.4%), 운동 부족(7.7%)의 순이었다. 코로나 상황에서 건강위원회의 역할은 방역수칙을 지키도록 격려하였다가 91.3%로 가장 많았다. 필요한 건강마을 사업으로 건강물품 제공, 정신건강사업 요구도가 높았다. 가정 내 인터넷이 연결된 컴퓨터나 스마트 기기가 있다는 17.9%, 인터넷 정보의 접근과 이용에 문제가 발생한 경우 쉽게 도움 받을 사람이 마을 내 있다는 42.2%였다. 주민 공공시설에 동영상 시청은 36.9%, 인터넷 사용 가능은 22.2%였다. 코로나 방역과 치료로 농어촌 주민들에 대한 보건의료 서비스 제공이 원활하지 않은 공중보건 위기 상황에선 마을 내 건강리더를 통한 건강관리와 방역이 필요하며, 비대면 환경에서 주민 참여형 건강마을 사업을 할 수 있는 디지털 환경 인프라 구축이 요구된다.

농촌마을종합개발사업 준공 권역의 운영 실태에 관한 고찰 - 수문·오봉·모평권역을 중심으로 - (Study on the Operational Status of the Comprehensive Rural Village Development Project Completion Area - Focused on Sumun, Obong and Mopyeong Areas -)

  • The Comprehensive Rural Village Development Project, a resident-led bottom-up regional development project, began in 2004. This study investigated difficulties and problems in the operation process after the completion of the project, and future improvement plans, through in-depth interviews with the former and current chairman of the steering committee, steering committee members, and office managers, targeting three regions in Jeollanam-do, 15 years after the completion of the project. As a result of the survey and analysis, it was effective in improving the living environment and characteristics of each village and revitalizing the area. And while there were well-run facilities depending on the type of project, there were also many idle facilities. In the case of communal facilities, there was a high possibility of problems in operation and management when the scale of the new building was large. Conflicts occurred between villages in the process of independently operating the area after the completion of the project. Therefore, it is necessary to provide an S/W project program to prepare for after completion. Local governments need to utilize City and County Capacity Enhancement Projects to support regional leaders to participate in educational programs after completion and provide guidance and supervision for village operations.

산촌생태마을 유형별 주민 보완 요구 및 기대 효과 분석 (An Analysis of Residents' Supplementation Demand and Expected Effect by Types of Mountain Village Development Project)

  • This study aimed to categorize mountain villages according to business expense investments and investigate residents' supplementation demands and differences between expected effects by the categories. For the study, 35 villages where are completely developed on and after 2007 were selected to consider fairness among local governments. Each village leader(the head of the village or the chairperson of the management committee) was conducted a survey from 2012 May to August and one copy of survey was eliminated from the study. The study is summarized into four results. First, the types of mountain villages were categorized as a type of mountain village practice(18), a type of life environment improvement(8) and a type of forestry income(8) according by the itemized reports of the business expense investments. Second, the result of F-test(One Way ANOVA) for the average analysis by types showed that 3 out of 6 demands for the operation were significant differences and a supplementation necessity of the program was identified significant differences in p<0.01 level. The necessity of forestry resources use and sprawling development prevention are also showed significant differences among types in p<0.05 level. Third, F-test results from 7 questions of desired effects through mountain village creation project revealed that promotion and market security of forestry products and local patriotism instillation through a personal exchange are significant differences between types in p<0.05 level. Forth, the results of duplication benefits(the mountain village development projects and the village support programs with other departments) on the residents' development expectation found that when a village received a large number of projects, residents' expected effects were higher than other village residents where received relatively a small number of projects. However, the expected effects from the increasing quantities of projects were decreased.
