  • Reviewing the previous researches related to SW quality, we find that they are mostly quality evaluation models for SW quality improvement and maturity-design models for software project management evaluation. There are few studies for the appropriateness of SW quality management by Quality Control(QC) functions. Moreover, they are bound for government's SW R&D projects in the view of the third party. Therefore, we propose means for the objective evaluation of SW quality management's appropriateness by QC functions. For this reason, there are three research proposes in our study as follows. Firstly, we produce problems for the evaluation of the existing government's SW R&D project management's appropriateness. Secondly, to overcome the drawbacks for the evaluation of the appropriateness of SW quality management, new appropriateness evaluation methods are proposed. Lastly, we investigate the availability and effectiveness of the appropriateness evaluation methods for WBS projects.

  • Many telecommunication operators around the world have multiple networks. The networks run by each operator are always of different generations, such as 2G and 3G or even 4G systems. Each system has unique characters and specified requirements for optimal operation. It brings about resource allocation problem among these networks for the operator, because the budget of each operator is limited. However, the evaluation of resource allocation among various networks under each operator is missing for long, not to mention resource allocation optimization. The operators are dying for an algorithm to end their blind resource allocation, and the Resource Allocation Optimization Algorithm for Multi-network Operator (RAOAMO) proposed in this paper is what the operators want. RAOAMO evaluates and optimizes resource allocation in the view of overall cost for each operator. It outputs a resource distribution target and corresponding optimization suggestion. Evaluation results show that RAOAMO helps operator save overall cost in various cases.

  • Web page evaluation is important issue in the Internet. Web pages are increasing extremely fast. The web page evaluation based on frequency, like the count of the page view (PV), is not sufficient way even it is used variously. Because users never use the unnecessary or irrelevant web pages for a long time. We concentrated on user's visiting duration time for the evaluation web pages. And we can collect user actions. Users do some action when users using the web page in the web browser. The movements of mouse pointer, mouse button click, page scrolling and so on are produced in the web browser. JavaScript can collect user action and Ajax can send collected data to server when user using the web browser without no user notification.

  • Evaluation methods are employed in environmental impact assessment to choose between different project site, to determine the required measures to compensate impact and to decide whether the environmental impacts are more important than the social or economic effects of a project. The main obstacles that restrict use of quantitative evaluation method are a Lack of knowledge about the environmental effects (e.g. if impacts on wildlife or landscape amenities are predicted) and the relative importance of economic and social issues compared with nature conservation stability of ecosystem or landscape beauty. In Germany, the most common method for site planning is the "ecological risk analysis". It is a kind of multi-criteria-decision-method based on quantitative and qualitative description and ordinal ranking. The various kinds of "ecological balancing methods" that are more recently developed (within the last decade) to quantify the required amount for compensatory measures instead often use cardinal figures to express the value of ecosystems, the intensity of impacts, the need for additional measures to compensate for long recuperative periods when restoring ecosystems and so on. There are still only a view attempts to quantify decisions between environmental and socio-economic issues. Multicriteria-analysis as well as cost-benifit-analysis was used. Some new approaches which are still in a preliminary status are based on contingent valuation and on calculations for compensatory payments (instead of compensatory measures).

  • Background: The objective of this study was to explore patient family's evaluation of emergency department (ED) service satisfaction and to compare these with ED staff perception of patient family's evaluation. Methods: Based on two surveys of the National Emergency Medical Center: the 2008 National Survey for Recognition and Satisfaction towards Emergency Medical Services and the 2008 Opinion Survey of Emergency Medical Service Providers, satisfaction gaps among physicians, nurses, and patient family were evaluated by Kruskal-Wallis tests and Wilcoxon-Mann-Whitney tests. Furthermore, the factors associated with satisfaction of emergency medical service were identified by ordinal logistic regression models. Results: There were statistically significant gaps among physicians, nurses, and patient family in overall satisfaction with ED visit, length of stay in ED, enough explanation, physicians/nurses kindness, and ED facilities. Age and income in the patient family model, the number of beds in hospital, job satisfaction and year of service in the physicians model, and the number of beds in hospital, job satisfaction and the number of patients per duty hour in the nurses model were statistically significant factors associated with evaluation/ perception of ED service satisfaction. Conclusion: Patient satisfaction is an important indicator of the quality of care and service delivery in the ED. To improve and understand satisfaction in ED service, a dyadic view of the evaluation of service quality and satisfaction-that is, from the perspectives of both the patient and the emergency medical service providers-should be concerned.

  • During the last two decades, lots of efforts have been devoted to resolve thermal stratification phenomenon and primary water environment issues. While several effective methods were proposed especially in related to thermally stratified flow analyses and corrosive material resistance experiments, however, lack of details on specific stress and fatigue evaluation make it difficult to quantify structural behaviors. In the present work, effects of the thermal stratification and primary water are numerically examined from a structural integrity point of view. First, a representative austenitic nuclear piping is selected and its stress components at critical locations are calculated in use of four stratified temperature inputs and eight transient conditions. Subsequently, both metal and environmental fatigue usage factors of the piping are determined by manipulating the stress components in accordance with NUREG/CR-5704 as well as ASME B&PV Codes. Key findings from the fatigue evaluation with applicability of pipe and three-dimensional solid finite elements are fully discussed and a recommendation for realistic evaluation is suggested.

  • With the increase of electrical consumption and the unbalance of power demand and supply, power reserve rate is getting smaller and also the reliability of the power supply is getting deteriorated. Under this circumstance, the electrical energy storage (EES) System is considered as one of essential countermeasure for demand side management. This paper proposes efficient evaluation algorithms of multiple functions for EES systems, especially the secondary battery energy storage systems, in the case where they are interconnected with the power distribution systems. It is important to perform the economic evaluation for the new energy storage systems in a quantitative manner, because they are very costly right now. In this paper, the multiple functions of EES systems such as load levelling, effective utilization of power distribution systems and uninterruptible power supply are classified, and then the quantitative evaluation methods for their functions are proposed. From the case studies, it is verified that EES systems installed at distribution systems in a dispersed manner have multiple functions involved with direct and indirect benefits and also they can be expected to introduce to distribution systems with respects to economical point of view.
