Current communication networks consist of channels with various throughputs, protocols, and packet loss rates. Moreover, there are also diverse user multimedia consumption devices having different capabilities and screen sizes. Thus, a practical necessity of scalability on video coding have been gradually increasing. Recently, The Scalable High Efficiency Video Coding(SHVC) standard is developed by Joint Collaborative Team on Video Coding(JCT-VC) organized in cooperation with MPEG of ISO/IEC and VCEG of ITU-T. This paper introduces coding tools of SHVC including adopted and unadopted tools discussed in the process of the SHVC standardization. Furthermore, the individual tool and combined tool set are evaluated in terms of coding efficiency relative to a single layer coding structure. This analysis would be useful for developing a fast SHVC encoder as well as researching on a new scalable coding tool.
Internet Video Coding (IVC) is a royalty-free codec currently being developed in MPEG. Coding efficiency of IVC codec has been steadily enhanced and it was reported that the performance of Committee Draft (CD) version is comparable to H.264/AVC High Profile (HP) in terms of objective and subjective qualities. In this paper, we present some coding tools that have been proposed for enhancing the coding efficiency of IVC during the developing process in MPEG along with brief overview of IVC codec architecture and coding algorithms. The coding tools include both of normative tools and informative tools such as non-reference P frame coding, DC mode intra prediction, Lagrange multiplier selection, and extension of chroma intra prediction modes. Improvement obtained by each tool is presented in terms of algorithm and coding gain based on the experiments. As a result of the experiment, the coding tools give the average bit saving of 8.8%, 0.4%, 0.4%, and 0.0%, respectively, in the low-delay coding mode.
Multiview Video Coding contains a macroblock-based illumination compensation tool which can compensate the variations of illuminations according to view or temporal directions. Thanks to illumination compensation tool, the coding efficiency of Multiview Video Coding has been enhanced. However illumination compensation tool also generates additional subjective drawbacks of the blocking artifacts due to macroblock-based compensations of mean values. A deblocking filtering method for Multiview Video Coding which is the same as in H.264/AVC does not consider illumination difference between the illumination compensated blocks, thus it can not effectively eliminate the blocking artifacts. Therefore, this paper analyzes the phenomena of blocking artifacts caused by illumination compensation and proposes a method which can effectively eliminate the blocking artifacts with the minimum changes of the H.264 deblockding filtering method. In the simulation results, it can be easily found the blocking artifacts are clearly eliminated in the subjective comparisons, and the average bit-rate reduction is up to 1.44%.
In this report, the complexity analysis of the JVT(Joint Video Team) codec, which has jointly developed the next video coding standard, is performed. Three types of configurations in terms of coding efficiency are set and the analysis of the memory band width and computation time for each configuration is performed. ATOMIUM complexity analysis tool is used for both the memory access statistics and computation time calculation of JVT codec. Also the complexity of each video coding tool in the encoder and decoder is shown in relative complexity.
This paper focuses on the problem of key-frames coding and proposes a new promising approach based on the use of fractals. The summary, made of a set of key-frames selected from a full-length video sequence, is coded by using a 3D fractal scheme. This allows the video presentation tool to expand the video sequence in a "natural" way by using the property of the fractals to reproduce the signal at several resolutions. This feature represents an important novelty of this work with respect to the alternative approaches, which mainly focus on the compression ratio without taking into account the presentation aspect of the video summary. In devising the coding scheme, we have taken care of the computational complexity inherent in fractal coding. Accordingly, the key-frames are first wavelet transformed, and the fractal coding is then applied to each subband to reduce the search range. Experimental results show the effectiveness of the proposed approach.

In the scalable video coding standard, inter-layer prediction based on the coding information of the base layer was adopted to increase the coding performance. This prediction tool results in new syntax elements called motion_prediction_flag (mPF) and residul_prediction_flag(rPF), which are carried to notify the motion vector predictor (MVP) and reference block required in the motion compensation of the decoder. In this paper, an efficient coding method for mPF is proposed to enhance coding efficiency of the salable video coding standard. Through an analysis on the transmission of mPF based on the relationship between the MVPs, we discover the conditions where mPF is unnecessary at the decoder and suggest a modified rate-distortion (RD) cost function to make RD optimization more effective. Simulation results show that the proposed method offers BD rate savings of approximately 1.4%, compared with the conventional SVC standard.

In 3D video compression, a disparity vector (DV) pointing a corresponding block position in an adjacent view is a key coding tool to exploit statistical correlation in multi-view videos. In this paper, neighboring block-based disparity vector (NBDV) is shown with detail algorithm descriptions and coding performance analysis. The proposed method derives a DV from disparity motion vector information, obtained from spatially and temporally neighboring blocks, and provides a significant coding gain about 20% BD-rate saving in a texture-video-first-coding scheme. The proposed DV derivation method is adopted into the recent 3D video coding standards such as 3D-AVC and 3D-HEVC as the state-of-the-art DV derivation method.

High Efficiency Video Coding range extensions (HEVC RExt) is a kind of extension model of HEVC. HEVC RExt was specially designed for dealing the high quality images. HEVC RExt is very essential for studio editing which handle the very high quality and various type of images. There are some problems to dealing these massive data in studio editing. One of the most important procedure is re-encoding and decoding procedure during the editing. Various codecs are widely used for studio data editing. But most of the codecs have common problems to dealing the massive data in studio editing. First, the re-encoding and decoding processes are frequently occurred during the studio data editing and it brings enormous time-consuming and video quality loss. This paper, we suggest new video coding structure for the efficient studio video editing. The coding structure which is called "ultra-low delay (ULD)". It has the very simple and low-delayed referencing structure. To simplify the referencing structure, we can minimize the number of the frames which need decoding and re-encoding process. It also prevents the quality degradation caused by the frequent re-encoding. Various fast coding algorithms are also proposed for efficient editing such as tool-level optimization, multi-serve based distributed coding and SIMD (Single instruction, multiple data) based parallel processing. It can reduce the enormous computational complexity during the editing procedure. The proposed method shows 9500 times faster coding speed with negligible loss of quality. The proposed method also shows better coding gain compare to "intra only" structure. We can confirm that the proposed method can solve the existing problems of the studio video editing efficiently.
In a multiview video system, interactivity is important for users and should be considered in the design of multiview video coding (MVC). In this paper, we present an interactivity evaluation model for MVC schemes by using both weighted random graph and Markov approaches. The main factors that affect both the interactivity and rate-distortion (RD) performances of MVC schemes are analyzed and discussed in detail. By taking these factors into consideration, a new MVC scheme is proposed for high interactivity and RD gains. Experimental results show that the proposed scheme has a significant interactivity gain with little coding loss, compared to the state-of-the-art benchmark. As an extension to RD performance analysis, the interactivity evaluation model can be used as a design tool of alternative schemes for a future interactive multiview video system.

Multi-layered video coding that provides scalability across the visual content has emerged for easily adaptive service over current heterogeneous network. However, the network is still error prone environment so that video service may suffer packet loss or erroneous decoding of the video. Especially distortion caused by the burst error may propagate to several pictures until intra refreshing, which will raise a terrific degradation of picture quality. To overcome the problem at terminal independently, we propose a new error concealment algorithm for the multi-layered video coding. The proposed method uses the similarity of between layers in the multi-layered video coding and POCS (Projections Onto Convex Sets) which is a powerful error concealment tool, but heavily dependent on initial values. To find adequate initial value which can reduce iteration times as well as achieve high performance, we took consideration into both features of layered approach coding and the correlation in neighbor blocks. The simulation results show that the proposed concealment method works well.
