It has been 10 years long since the emergence of Dialpad, the first commercial VoIP service from Saerome Technology launched on 1999. In spite of so many research papers and implementations of the VoIP and commercial services with hundreds of VoIP-related products vendors and tens of VoIP service providers during the last decade, the resulting market share of the VoIP callings at the year 2007 in Korea is just about 0.3%, which is extraordinary lower one than expected. There have been proposed several facts for the reason including the QoS issue and the incomplete governing system. In this paper we suggest that the reason is based on the sociocultural issue and further we assert and verify that it can never replace the existing legacy telephone system for the current VoIP service model, as long as the telecommunication companies continue the legacy telephone service. We also suggest the another choice, to upgrade the concept of the current VoIP service to a new paradigm based on SIP and presence service, while letting the legacy telephone system be as it is.

Currently broadcasting and telecommunication has integrated, And IPTV Service has appeared who called TPS(Triple Play Service) which integrated with broadcasting, telecommunication and Phone Service. IPTV provide broadcasting service and VOD(Video on Demand) service, and it must be satisfied digital content security. For this condition, IPTV Forum working on standardization of interface for digital content security. The Security solution for broadcasting and VOD are CAS (Conditional Access System) and DRM(Digital Rights Management). But these solutions manufactured by many vendors, so there is no inter-operability. And after finished standardization of interface for CAS and DRM system, the problem of inter-operability with them will be issued. For this reason, Rights management system which possible to operate independently with platform is necessary. In this paper, To protect multimedia digital content, we designed and implemented Conditional Access Management System.

With a remarkable growth and expansion of Internet, the security issues emerged from intrusions and attacks such as computer viruses, denial of services and hackings to destroy information have been considered as serious threats for Internet and the private networks. To protect networks from those attacks, many vendors have developed various security systems such as firewalls, intrusion detection systems, and access control systems. However, managing those systems individually requires too much work and high cost. Thus, in order to manage integrated security management and establish consistent security management for various security products, the policy model of PN-ISMS (Policy Based Integrated Security Management System) has become very important. In this paper, present the hierarchical policy model which explore the refinement of high-level/conceptual policies into a number of more specific policies to form a policy hierarchy. A formal method of policy description was used as the basis of the mode in order to achieve precision and generality. Z-Notation was chosen for this propose. The Z-Notation is mathematical notation for expressing and communicating the specifications of computer programs. Z uses conventional notations of logic and set theory organized into expressions called schemas.

OECD countries including Korea positively adopt performance-based budget systems which convert an input-centered system to an output-centered system to solve two baffling problems: public expense retrenchment and efficiency recovery of government management. Output management of IT project propelled in public sector becomes a prominent figure influenced by these keynote of policy. However, it is placed in difficult circumstances to develop a performance index and the methodology to cover characteristics of IT project, measuring the goal achievement of business and the customer contentment according to the phases of business progress. Existing studies of IT project accomplishment measurement have been fulfilled on the subject of business targeting on IT technology application, administrative information network business and national base of information network construction. Most of the studies have been executed using BSC or AHP to reflect synthetically business specifics of IT project from a methodological point of view. In this study, we propose a structural equation model (SEM) to develop a performance index which measures the outcome of IT project according to the phases of business progress, avoiding a simple presentation of project outcome or conceptual frame. The proposed SEM is applied to the survey results of "IT support project for Small and medium business". Based on the fitted model, we apply ACSI concept to develop an Information Technologization Success Index (ITSI). This index allows us comparison of several IT vendors as well as feedback information for further improvement.

Compared to penetration of Electronic Medical Record(EMR) system, Healthcare Information Exchange(HIE) has been less active in South Korea. The aim of this study is to explore medical law newly legislated to introduce HIE through the nation. The important insights are that the medical institutions exchange the patient's healthcare information based on the consent of the patient, and it is expected to be set up and managed the medical record exchange support system by the government and a consignment organization. In addition, the certification program for standardization and interoperability on the EMR system would be conducted. Nevertheless, continued policy developments and researches for the promotion of HIE will be urgently needed such as the education for the vendors and developers, developments of the certification programs and the incentive payment programs and the public relations.

Recently, the number of smartphone user is increasing fast, and many companies provide various mobile applications. However, not all applications remain at the smartphones, they could be deleted easily if users don't trust them. Therefore in this study, we try to develop the model of building trust to use the smartphone applications and examines the influences of ease of use, usefulness, enjoyment on user satisfaction and trust. For this study the 221 sets of data collected, who use the smartphones, were tested against the model using PLS 2.0. The results of this study are as follows. First, perceived ease of use had an effect on usefulness and enjoyment. Second, usefulness and enjoyment had an effect on user satisfaction and trust. We can derive the factors which affect building trust in smartphone applications through this study, and provide a guideline to mobile application vendors and providers.

The foods served in festivals only affect attractiveness on visitors in itself. Because residents, tourists and vendor flow into the site in opening periods. In this case, there are always the possibility to happen to accident in site unprecedently. Therefore, The purpose of the study is to examine how visitors perceive the foods vendors served in festivals and how the factors influence among the casual relationship to applying the planned behavior theory. The Results is following up. Behavior Intention is affected the variables of belief, subjective norm and perceived behavior control. Final varialbe Food buying is affected the variable of behavior intention positive, but perceived behavior contro is not significant(p<0.05). Festivals make for the depar from the life, the attractiveness of the food happen to buy it stronger than the control ability of visitors. The health control for the food is needed systemically on the focus of the risk management

This paper suggests producer/consumer-based Data Binder enabling applications and biomedical devices developed by mutually different vendors to transfer data dynamically. Data Binder is implemented as a bundle of OSGi platform providing component-based programming model and service-oriented operation architecture. Data Binder complements the disadvantage of OSGi WireAdmin service enabling static data delivery between a producer and a consumer of data. Data Binder normalizes an application requirement as an application descriptor and a device capability as a device descriptor so that it enables dynamic data delivery by making data producer/consumer pair in runtime. Therefore, Data Binder can be used as a connection management of a data link between a data producer and a data consumer in sensor-based application development. The object of this paper is to provide the facility of the healthcare service development by separating a data producer such as a biomedical device from a data consumer such as a healthcare application.

Machine translation (MT) quality assessment is an outstanding problem. In the present situation in which the quality of machine-translated products are far from the user\\`s satisfaction objective evaluation of MT system is a prerequisite to building mutual trust between the users and the vendors stimulating constructive competition among the developers and finally leading to improve the quality of MT systems. Especially there emerges a need for an intensive study on how to evaluate the quality of MT systems from both linguistic and data processing aspects and to secure a steady improvement of the translation quality. With due regard to such points we in this paper present a linguistic evaluation of English-to-Korean machine translation based on a test suite composed of 3.373 sentences that were classified into their linguistic phenomena and complexity levels and report the experimental results made from several commercial MT systems.

Although, a number of DBMS vendors are scrambling to extend their products to handle XML, there is a need for a lightweight, DBMS and platform-independent XML repository as well. In this paper, we describe such an XML integrated repository system, that solves the following functions : generating relational schema from XML DTDs for storage of XML documents, importing data from XML documents into relational tables, creating XML documents according to a XMLQL(XML Query Language) from data extracted from a database and synchronizing the replicated XML documents. In the XML repository systems, the efficient change detection techniques for XML documents is required to maintain the consistency of replicated XML data because the same data in the repository can be replicated between so many different XML documents. In this paper, we propose a message digest based change detection technique to maintain the consistency of replicated data between client XML documents and a XML data in XML repository systems.
