A Study on the Evaluation of Uncertainty of Rockwell Hardness C Scale According to the Korean Industrial Standards(KS) (한국산업표준(KS)에 따른 로크웰 경도 시험기의 불확도 산정에 관한 연구)

  • Recently, uncertainty of hardeness became a major concem for the people working on the laboratory evaluation and accreditation. It is required to indicate uncertainty of hardness tester on the report after calibration. In addition to this, uncertainty of certified hardness reference block is also required to indicate on the certification sheet. Method on the evaluation of uncertainty in hardness measurement is agreed only recently for Rockwell hardness C scale. In this paper, a preliminary calculation of uncertainty based on type B evaluation has been made for hardness testers which satisfies the requirements of Korean Standards. It was found that the tolerance limit of mean value specified in KS should be increased to be compatible with the calculated uncertainty.

  • An Evaluation System of Personal Information Competency was developed to evaluate individual Information competency and maturity levels in the enterprises of the information environment. The Evaluation System measures the requirements of information knowledge, skills, and mindset with the evaluation indices of personal information maturity. The indices are customized to four types of business departments - strategy Planning, development/maintenance, business applications, and administration support. Also, a maturity model of personal information competency is defined for interpretation of the evaluation results. The system was applied to assessment of actual human resources, 124 workers in an enterprise, to testify to its practical value. The case evaluation procedures include a series of questionnaires, written tests and application tests.

  • This paper presents a new trust evaluation scheme in an ad hoc network. To overcome the limited information about unfamiliar nodes and to reduce the required memory space, we propose a cluster-based trust evaluation scheme, in which neighboring nodes form a cluster and select one node as a cluster head. The head issues a trust value certificate that can be referred to by its non-neighbor nodes. In this way, an evaluation of an unfamiliar node's trust can be done very efficiently and precisely. In this paper, we present a trust evaluation metric using this scheme and some operations for forming and managing a cluster. An analysis of the proposed scheme over some security problems is also presented.

  • Selecting a railroad line requires the comparative evaluation of various elements. As a systematic approach to this selection it will be necessary to apply the VE study and the LCC analysis. This study proposes a methodology for selecting the optimum line of the ralroad using VE-LCC analysis. The VE study is performed by following four steps : Information analysis, Function analysis, Alternative evaluation, and Optimum plan selection. The economics evaluation in VE study is using LCC analysis and Sensitivity analysis. Cost items in LCC analysis are classified into bridge, tunnel, rail, and earthwork. We could select the optimum alte-rnatives considering not only cost elements hut also various evaluation element in VE-LCC analysis.   • Navy forces of ROK asked for more than 90% operational availability in the requirement document of combat ship. This study proposes the evaluation methodology of operational availability with the evaluation process, calculation formula, analysis of operational test data. As the case study, the developed methodology is proved to apply for 00 batch-I naval ship using the data to be acquired during the operational test period. The operational availability by test data was 90.03%, and it was satisfied with objective value 90%. The paper will contribute not only to establish the evaluation methodology of operational availability for combat ship but also other general weapon system.

  • Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.

  • Two important concepts in VE are "function" and "cost." Cost can be expressed quantitatively. Unlike cost, the function can only be expressed qualitatively. Thus, to accurately evaluate the performance in VE analysis, it is required that the functional aspect should be considered a qualitative one. This study suggests a procedure of function oriented evaluation which can evaluate function enhancement of a VE proposal more logically and objectively. To conduct this study, problems were induced via case analysis, and solutions were found. In addition, the existing simple evaluation procedures were corrected, and a function enhancement evaluation procedure via function classification was suggested. For function classification, the use of the concepts, which were "intended function" and "additionally obtained function," was suggested. Function oriented evaluation procedure to VE proposals which is suggested in this study is expected to be a great help in treating valuable functions through VE job plan.

The Influence of the Consumers Value and Experience Quality on the Effects of Scarcity Message Types (소비가치와 경험적 제품평가가 희소성 메시지 효과에 미치는 영향)

  • The major aim of this study was to find out that the relation between consumers value and experience quality toward purchase intention in addition to the influence of the consumers value and experience quality on the effects of scarcity message types collaboration using limited edition in global SPA brand. As a result of an empirical analysis, it shows that consumers value and experience quality are co-related to the intention of purchase, especially, brand familiarity and reputation influenced scarcity valuation in the affirmative and both emotional value and epistemic value influenced the intention of purchase under scarcity message. The moderating effect of consumers value and experience quality however, turns out to be not significant although its effect is directionally supported that is purchase intention was high when scarcity message is shown. Moreover, emotional epistemic group was influenced by scarcity message so we found that consumers value is changed to emotional with subjective. This result indicates that we need the scarcity message type reflecting the characteristics of consumers value and experience quality to increase customer's purchase intention.

Evaluation of 18F-FDG PET/CT Image Distortion by NEMA IEC Body Phantom (NEMA IEC Body Phantom을 이용한 18F-FDG PET/CT 영상의 왜곡 평가)

  • Recently, 18F-FDG PET based CT scan was a critical examination that the after, before plan diagnosis and treatment of tumors. But, due to the distortion of SUV that should be proportional to the metabolic rate of glucose in the tumor, the other measurement methods are being on study. In this study, compared the degree of distortion of SUV that according to the volume of the tumor analysis ROI and VOI using the NEMA IEC Phantom. The results, the SUVmax, mean value are rapidly decreased with threshold value 500 mm2 interval of the ROI analysis, 1500 mm3 interval of the VOI analysis. When compared SUVmax value SUVmean, ROI and VOI analysis VOI measurements was 1.077 times higher SUVmax was 0.981 times highe compared to the value of the ROI measurement. Compare MTV, SUV 2.0 as measured by the volume of the VOI to Volume showed a slightly higher results(Volume / MTV = $93.4 %{\pm}14.8 %$). Considering the above results, Tumor evaluation by 18F-FDG PET / CT scan Consider each threshold value should be analyzed due to larger SUV's Distortion depending on the size of the tumor. VOI analysis is recommended. because it showed the VOI analysis is higher than the ROI analysis SUVmax and lower SUVmean due to VOI analysis than once as a measure of the wider area as measured ROI analysis. MTV (R2 = 0.999), a result close to the actual size of the tumor. but, more research is needed in this regard, because SUV according to the standards of value are affected.

Analysis of Geophysical and Geotechnical SPT Data for the Safety Evaluation of Fill Dam (필댐 안정성 평가를 위한 물리탐사와 SPT 자료의 분석)

  • Electrical resistivity survey is widely used to investigate the stability of center-core type fill dam against the seepage phenomenon. In this study, we analyze the resistivity information obtained on a earth fill dam and compare it with the geotechnical SPT result. The analysis shows that the zones showing low resistivity value generally have low N value. However, some zones with high resistivity pattern do not accompany the increase of N value, and even showing low N value. These results imply that the direct identification of resistivity value to the real status of the core material of fill dam is impossible, and a highly resistive zone may be in serious status due to the effect increasing the resistivity value by the piping condition. Therefore, multiple exploration should be planned to reduce the uncertainty in application of geophysical methods to dam safety evaluation.
